Xenophobia and Anti-Gay Legislation Galore: What's the Matter with Oklahoma?

By Richard L. Fricker, Consortium News. Posted May 29, 2008.

Oklahoma has become a laboratory in which the worst right-wing elements are ramming xenophobic and anti-gay legislation through the Legislature.

The Republican-dominated Oklahoma legislature is defining the frontier of xenophobic immigration laws, anti-Muslim bigotry, gay bashing and encouragement of gun-toting students -- with Democratic legislators often too timid to resist.

Rep. Randy Terrill, Republican chairman of the Revenue and Taxation Committee, has emerged as a hero of the "protect our borders" crowd by authoring a law, known as HB1804, that makes it a felony even to give an illegal immigrant a ride.

You also can't provide education, health care and many other services to undocumented immigrants, including infants. And, police are required to check the immigration status of anyone "suspected" of being in this country illegally.

If you thought such a draconian measure might face stiff opposition -- or at least a drawn-out political battle -- you'd be wrong. The bill sailed through the Oklahoma House, 88-9, with 35 of the 44 Democrats joining the Republicans, and then passed the Senate on a 41-6 vote with two-thirds of the Democrats lining up with Republicans.

After the law's passage, its extreme -- one might say un-Christian -- features prompted virtual declarations of civil disobedience from the Southern Baptist Convention and the Episcopal, Methodist, Lutheran and Roman Catholic churches, which announced they would not curtail aid to anyone.

Terrill then attacked Roman Catholic Bishop Edward Slattery of Tulsa as "misguided," accusing Catholics of opposing the law out of fear that it would curtail a growth in population and thus revenues for the church.

Terrill followed up his legislative victory by floating a "son of 1804," a bill that would forbid the issuance of birth certificates to a child if one parent was an illegal alien. That bill also sought confiscation of property for anyone caught violating HB1804.

The property-confiscation idea, however, was deemed too radical by the Oklahoma business community, which saw it as a threat to corporate owners. So, the follow-up bill got sidetracked.

Undeterred, Terrill proposed another anti-immigrant bill to make English the official language of Oklahoma.

When that bill died on a procedural vote in the Senate, Terrill enlisted the Washington lobby group ProEnglish, whose specialty is robo-calling, to make constituency calls to state senators.

One senator took umbrage and forwarded his calls to Terrill's office. Furious at this "cowardly act," Terrill crossed the rotunda threatening to "whip his ass."

Though Terrill's pressure tactics failed to revive the bill, it is expected to become a hot-button election issue this fall.

Meanwhile, the Oklahoma business community, which mostly sat on the sidelines as HB1804 was passed, is now having second thoughts, worrying that the new law has cut into the labor force and thus corporate profits.

A significant number of Mexicans, both legal and illegal, have left the state to avoid harassment, while other laborers are living in fear.

As Terrill and his supporters mounted legal assaults against non-English-speaking immigrants, Republican colleague Rep. Sally Kern focused on what she viewed as an even graver danger: gays and lesbians. In April, she went before a local GOP meeting and labeled that threat worse than the one from al-Qaeda:

"Studies show that no society that has totally embraced homosexuality has lasted more than, you know, a few decades. So it's the death knell of this country. I honestly think it's the biggest threat our nation has, even more than terrorism or Islam, which I think is a big threat. OK?

"'Cause what's happening now is they are going after, in schools, 2-year-olds, and this stuff is deadly, and it's spreading, and it will destroy our young people, and it will destroy this nation."

what college-bound young Okies do when they graduate from the local universities. Where do they go to find work? Their attitudes must be soooo out of sync with most Americans, who happen to live in large metropolitan areas, that they must appear as freaks. Who would hire them?

Nature, Nurture and Free Will

We human beings have, as a result of our evolution, genetic programs for both xenophobic, spiteful behavior and compassionate, altruistic behavior. We get mixed messages from our parents and society that inform our behavior. But at the end of the day, after nature and nurture, we choose whether we side with the demons or the angels.

It's tragic that conservative politicians and clergy appeal to the worst in our nature to get votes, rather than appealing to the best that is in us. Give Obama credit for doing that.

While there are several repulsive acts and attitudes recounted in this story, the simple refusal to accept a well-meaning gift from someone particularly strikes me as venal and immature. Are Americans become so childish that they cannot even receive the gift of a Quran politely. Perhaps these legislators need a time out, or an old-fashioned spanking. Didn't their mothers teach them correctly? Considering they are Republican legislators, maybe it was their nannies fault. When one receives a gift, one simply says thank you.

Been there Too- My sister lives outside Tulsa.Beautiful state, but nearly all appear to have been beaten repeatedly about the head as children. Is there any laws regarding marriying your 'Brother Daddy'...Though Not.
Another state in dire need of Real Teachers, healthcare workers and Condoms.
Quick Story of a visit there- Went 'antique Shopping' found a Lake Shell about 4" long- they wanted $16.00 for it. My sister lives on a Lake, while walking on th ebeach I found about 10 shells about 8" Long - Ran to tell my sister we had hit pay dirt- we could sell those in town for At least $30.00. Also Meet a creepy, but friendly Okie, he showed me his 'fine crystal' platters he'd been collecting and was determined to buy any more he would run across in the future- They were 'Dime Store' relish trays, He also had a 'Jeeecuzzi, Hot tub' for his hunting & horseback riding guests - it was a 4 ' hole with a old pool liner, but it did have some 'PURDY' party lights strung around and was a great place to catch Big bullfrogs, which of course 'are some good eats'(along w/ possum and squirrels. Hellova BBQ'er too!OOOHHH If only I could show a picture of this guys place-Beyond Belief. Also as a Horse & Dog person, I was damn tempted to call the Humane Society, but realized this would probably be seen as typical level of care. Truely WE have some 'undeveloped Country' here in this nation Too!

His home town is segregated. Black people on one side, white people on the other. They use the same public places like bars, but there's a black side of the bar and a white side.

Not that most wealthy people from metropolitan areas are much better. How many "colored" people are living in affluent areas like Potomac or Bethesda Maryland? Not very many.

Tolerant...from afar. Just like the politicians in Washington - few of which are stupid/cruel enough to send their children to D.C. public schools.

Anti-Immigrant Measures Are Blatantly Unconstitutional
Posted by: SkeeterVT1 on May 29, 2008 4:01 AM
Current rating: 4    [1 = poor; 5 = excellent]
There is little doubt that the Republican Party in Oklahoma and many other states has been taken over by theocratic fascists, whose xenophobia and homophobia is bad enough. But their utter contempt of the U.S. Constitution is even worse.

Their bill that would forbid the issuance of birth certificates to a child if one parent was an illegal alien is a blatant violation of the Fourteenth Amendment, which states quite explicitly that all persons born in the United States are citizens of the United States -- period.

The bill also sought confiscation of property for anyone caught violating Oklahoma's anti-illegal immigrant law. It, again, makes no exception for the native-born and naturalized U.S.-citizen children and other relatives of illegal immigrants and therefore is unconstitutional under the Fourth Amendment's ban on unreasonable searches and seizures.

Where is the American Civil Liberties Union? Why is it not challenging this Draconian measure in federal court?

Whether the Dems or Reps controlled any part of that state government, bigotry and intolerance hasn't changed except for the worse. The state was founded on racism against the Native Indians so don't expect that state to be any easier than KS. In any case, the question this article ought to beg is "Why are we suddenly concerned about social conservatives going out of bounds when we should have paid attention to the horrendous povertization of that state for the past 30 years??"

known as HB1804, that makes it a felony even to give an illegal immigrant a ride
--------------
This is so much easier than addressing the core issue of NAFTA/free trade - the root cause of the flood of illegal immigrants.

The GOP under the Bush Family Dynasty engaged in a wasteful 15 year effort to turn the nation's burgeoning Hispanic population into a GOP voting bloc....naively thinking that they could build upon the small, but hardcore block of anti-Castro Cuban-American Right Wing voters. This effort has been a complete failure...so now the GOP is turning on this segment to focus exclusively on the angry white vote.

These Laws Are An Extension
Posted by: desidid on May 29, 2008 5:11 AM
Current rating: 4    [1 = poor; 5 = excellent]
of the frustration being felt by blue collar middle-class workers. Is it possible the lack of enforcement of the laws from 1986 was intended? The prison industrial complex is the largest growing business sector in America. The NY Times reported 2 years ago that we have 600 secret prisons, that were identified as a precaution to contain the illegal immigrant population. If America was a chessboard the executive branch and business would be the players. Nothing about the lack of enforcement or the number of illegal immigrants allowed to enter is an accident. And these laws will continue to appear. Remember at one time workplaces in America had signs stating "Irish need not apply," the Japanese occupied stalls I would later clean at Santa Anita racetrack, and the term Spic originally was intended as a derogatory term for Italians. There is a plan afoot, it is intended to keep people off guard. The Left has undermined the incorporation of immigrants by refusing to educate it's base to the history, and by focusing on one group of illegal immigrants. They continue to widen the chasm between citizen and immigrant by narrowing the focus. Until the Left begins to educate all immigrants and citizens to the history of pitting immigrants against the poorest Americans these totalatarian measures will continue. As long as the Left takes what appears to be an "if you're not with us you're against us" position, rather than learning from history, I see no brighter days ahead for some time. How many times have I read post which villify America's working poor, in support of illegal immigrants? This is a problem the Left needs to address and it needs to happen sooner rather than later.

Gee . . . what a surprise! Unaware, under-educated, narrow-minded people venting their anger and frustrations towards easy targets like gays and immigrants. Like Bush attacking Iraq, they go after a convenient and easy enemy to further their false sense of American supremacy. Simple-minded humans need some kind if reinforcement when their envisioned way of life is threatened. Interesting times ahead.

WHO IS REALLY DESTROYING AMERICAN VALUES?
Posted by: bryangalt on May 29, 2008 5:44 AM
Current rating: 4    [1 = poor; 5 = excellent]
Well, the answer is simple: the Legislative body of Oklahoma and like-minded politicians and individuals that support their very un-American way of thinking.

Are gay and lesbian citizens calling for all straight citizens to convert or die? No. Are Hipanic citizens (legal or not) trying to tell the precious white people what to do? No. Are either of these groups bombing Oklahoma. No

Wait, as I recall, the only terrorist bombing in America by an American happened in Oklahoma and it was a white person.

Hmm. So, gays, lesbians and Hispanics: peaceful, mind-your-own-fu**ing business types who are just trying to exercise their rights to the pursuits of happiness.

Then we have WHITE AMERICAN CITIZEN terrorist blowing up federal buildings, children and all, along with CRACKPOT RELIGIOUS ZEALOTS who are so determined to get their way that they are willing to betray the constitution, hell, even their own fake religious belief to get it.

WHO IS IT THAT REPRESENTS THE REAL DANGER TO AMERICA? WHO IS IT THAT IS TRYING TO SUBVERT AMERICA INTO SOME SORT OF RELIGIOUS/FACIST STATE WHERE FEAR AND HARASSMENT ARE COMMON?

I think everyone knows that answer, especially the people making these outrages laws.

As I understand it, the main reason the Gay Community wants fully legal marriage rights is so they can adopt children, if they so choose. Is that right? So, what about the children's rights? Does each child have the right to both a mother and a father, or not? Every boy needs a loving, friendly and well informed father; and every girl needs a loving, friendly and well informed mother. Boys and girls get their understanding of how to be men and women from their parents behavior, so in order for that to happen, they need both a father and a mother - is that right? I've been in favor of civil union for gay people because it appears to harm no one. But further than that I think the children's interests should come forst and foremost.

This is a response to your views of the Catholic faith. The views of the faith are open to all people no matter the geolgraphic region. The faith does not shun individuals in any manner or way. In fact the faith welcome immigrants and provides protection for them in the United States. Some individual and groups do not agree with this. The Catholic Church provides protection for all people no matter what type of problems exist.

a "high-falutin" article

I live in Nebraska, and we have a saying for the type of attitude displayed in this article and many of the associated posts:

"high-falutin"

It is a word that means anything pompous, self-righteous, conceited, and more than a little arrogant.

It is fully displayed by the author of this article, and so many of the posts in reply. And it illustrates fully why the Left and Progressives make so little headway among people like those in Oklahoma (or Nebraska, for that matter).

I am a Progressive and also a life-long farmer, but the the preachy, holier-than-though, judgemental attitudes so prominent among a certain segment of the Left, comes out in spades in this article.

Especially--you dudes on the Urban Left--stop scolding the middle-class working-class Joes for being concerned about illegal immigration. The flood of illegals is NOT automatically a racist issue with people in rural areas, but an economic one.

You can't dismiss all of us in the midwest as ignorant, racist, un-enlightened, and un-washed. Just because we don't happen to live on the Coast and don't eat tofu.

Yes--I know that being pro-illegal immigrant is one of the mandatory basic belief canons of the True Progressive--but don't automatically dismiss those who don't kow-tow to this party line.

When it comes to illegal immigration, this is what this nation should be doing, not just OK, AZ and now MO. Last I recall, we have a immigration policy, like other nations around the world. Thank you Sooner State for taking a lead in this on going problem.

Reading this disturbed me to the core. It just reeks of facism and communism.

Because of this "authoring a law, known as HB1804, that makes it a felony even to give an illegal immigrant a ride." you now have to ask anyone entering your car for a drive for proof of citizenship to protect yourself from prosecution if they happen to be undocumented as citizens. So now if I get in your car you have to ask me for my "PAPERS". Yeah remember them old war movies where the Germans were always stopping people and asking for their papers to prove who they were. And they did that to prove that folks were German. Same thing in Communist Russia. Could you ever travel or walk there without your "PAPERS"

And lets not forget "police are required to check the immigration status of anyone "suspected" of being in this country illegally." Another case of "PAPERS PLEASE" at the whim of the countries law enforcement.

And what about ""son of 1804,....That bill also sought confiscation of property for anyone caught violating HB1804." Now I have to ask you for your papers no matter what interaction we have! I am now forced by government policy to look at all my fellow citizens as possible criminals I may want to avoid just in case they are involved in something I know nothing about. THIS IS EVEN WORSE THAN GUILT BY ASSOCIATION. THIS IS GUILT BY CONTACT.

And the scariest thing I read in the whole article was this "Meanwhile, the Oklahoma business community, which mostly sat on the sidelines as HB1804 was passed, is now having second thoughts, worrying that the new law has cut into the labor force and thus corporate profits."

First they ignore this stuff, to their own peril as free citizens, and then wake up after the fact and their only consideration is monetary and not societal.

God Bless Commie Red Facist Okalahoma. The former home of the late Timothy McVeigh, Americas first citizen terrorist. Pardon me if I never visit your state again. But then again I am sure NONE CONSIDERED THE EFFECTS ON TOURISM of this most communist repressive state. Why don't you just cecede and declare Putin your leader. He has no problems with policies and laws of this sort.
