In February 2011, Charles Monnett, an Arctic marine biologist who in 2006 published the first observations of a decline in the polar bear population of the Arctic due to melting sea ice, was interviewed by Eric May and Lynn Gibson from the Department of Interior’s Office of the Inspector General. The conversation was perplexing.
