This son of a working class family got a job in the Brooklyn shipyards and then flew as a bombardier during World War II. He went to NYU on the G.I. Bill, taught history at Spellman College in Atlanta, where he was first active in the Civil Rights movement, and then became a professor of political science at Boston University.

Are Hillary and Obama Afraid of Talking About the New Deal?

We might wonder why no Democratic Party contender for the presidency has invoked the memory of the New Deal and its unprecedented series of laws aimed at helping people in need. The New Deal was tentative, cautious, bold enough to shake the pillars of the system but not to replace them. It created many jobs but left 9 million unemployed. It built public housing but not nearly enough. It helped large commercial farmers but not tenant farmers. Excluded from its programs were the poorest of the poor, especially blacks. As farm laborers, migrants or domestic workers, they didn't qualify for unemployment insurance, a minimum wage, Social Security or farm subsidies.

Still, in today's climate of endless war and uncontrolled greed, drawing upon the heritage of the 1930s would be a huge step forward. Perhaps the momentum of such a project could carry the nation past the limits of FDR's reforms, especially if there were a popular upsurge that demanded it. A candidate who points to the New Deal as a model for innovative legislation would be drawing on the huge reputation Franklin Roosevelt and his policies enjoy in this country, an admiration matched by no President since Lincoln. Imagine the response a Democratic candidate would get from the electorate if he or she spoke as follows:

"Our nation is in crisis, just as it was when Roosevelt took office. At that time, people desperately needed help, they needed jobs, decent housing, protection in old age. They needed to know that the government was for them and not just for the wealthy classes. This is what the American people need today.

"I will do what the New Deal did, to make up for the failure of the market system. It put millions of people to work through the Works Progress Administration, at all kinds of jobs, from building schools, hospitals, playgrounds, to repairing streets and bridges, to writing symphonies and painting murals and putting on plays. We can do that today for workers displaced by closed factories, for professionals downsized by a failed economy, for families needing two or three incomes to survive, for writers and musicians and other artists who struggle for security.

"The New Deal's Civilian Conservation Corps at its peak employed 500,000 young people. They lived in camps, planted millions of trees, reclaimed millions of acres of land, built 97,000 miles of fire roads, protected natural habitats, restocked fish and gave emergency help to people threatened by floods.

"We can do that today, by bringing our soldiers home from war and from the military bases we have in 130 countries. We will recruit young people not to fight but to clean up our lakes and rivers, build homes for people in need, make our cities beautiful, be ready to help with disasters like Katrina. The military is having a hard time recruiting young men and women for war, and with good reason. We will have no such problem enlisting the young to build rather than destroy.

"We can learn from the Social Security program and the GI Bill of Rights, which were efficient government programs, doing for older people and for veterans what private enterprise could not do. We can go beyond the New Deal, extending the principle of social security to health security with a totally free government-run health system. We can extend the GI Bill of Rights to a Civilian Bill of Rights, offering free higher education for all.

"We will have trillions of dollars to pay for these programs if we do two things: if we concentrate our taxes on the richest 1 percent of the population, not only their incomes but their accumulated wealth, and if we downsize our gigantic military machine, declaring ourselves a peaceful nation.

"We will not pay attention to those who complain that this is 'big government.' We have seen big government used for war and to give benefits to the wealthy. We will use big government for the people."

How refreshing it would be if a presidential candidate reminded us of the experience of the New Deal and defied the corporate elite as Roosevelt did, on the eve of his 1936 re-election. Referring to the determination of the wealthy classes to defeat him, he told a huge crowd at Madison Square Garden: "They are unanimous in their hatred for me -- and I welcome their hatred." I believe that a candidate who showed such boldness would win a smashing victory at the polls.

The innovations of the New Deal were fueled by the militant demands for change that swept the country as FDR began his presidency: the tenants' groups; the Unemployed Councils; the millions on strike on the West Coast, in the Midwest and the South; the disruptive actions of desperate people seeking food, housing, jobs -- the turmoil threatening the foundations of American capitalism. We will need a similar mobilization of citizens today, to unmoor from corporate control whoever becomes President. To match the New Deal, to go beyond it, is an idea whose time has come.

A Power Governments Cannot Suppress

Fifty years after the executions of Italian immigrants Sacco and Vanzetti, Governor Dukakis of Massachusetts set up a panel to judge the fairness of the trial, and the conclusion was that the two men had not received a fair trial. This aroused a minor storm in Boston.

One letter, signed John M. Cabot, U.S. Ambassador Retired, declared his "great indignation" and pointed out that Governor Fuller's affirmation of the death sentence was made after a special review by "three of Massachusetts' most distinguished and respected citizens -- President Lowell of Harvard, President Stratton of MIT and retired Judge Grant."

Those three "distinguished and respected citizens" were viewed differently by Heywood Broun, who wrote in his column for the New York World immediately after the Governor's panel made its report. He wrote:

Impeachment by the People

Courage is in short supply in Washington, D.C. The realities of the Iraq War cry out for the overthrow of a government that is criminally responsible for death, mutilation, torture, humiliation, chaos.

But all we hear in the nation's capital, which is the source of those catastrophes, is a whimper from the Democratic Party, muttering and nattering about "unity" and "bipartisanship," in a situation that calls for bold action to immediately reverse the present course.

These are the Democrats who were brought to power in November by an electorate fed up with the war, furious at the Bush Administration, and counting on the new majority in Congress to represent the voters.

But if sanity is to be restored in our national policies, it can only come about by a great popular upheaval, pushing both Republicans and Democrats into compliance with the national will.

The Declaration of Independence, revered as a document but ignored as a guide to action, needs to be read from pulpits and podiums, on street corners and community radio stations throughout the nation. Its words, forgotten for over two centuries, need to become a call to action for the first time since it was read aloud to crowds in the early excited days of the American Revolution: "Whenever any form of government becomes destructive of these ends, it is the right of the people to alter or abolish it and institute new government."

The "ends" referred to in the Declaration are the equal right of all to "life, liberty, and the pursuit of happiness." True, no government in the history of the nation has been faithful to those ends. Favors for the rich, neglect of the poor, massive violence in the interest of continental and world expansion -- that is the persistent record of our government.

Still, there seems to be a special viciousness that accompanies the current assault on human rights, in this country and in the world. We have had repressive governments before, but none has legislated the end of habeas corpus, nor openly supported torture, nor declared the possibility of war without end. No government has so casually ignored the will of the people, affirmed the right of the president to ignore the Constitution, even to set aside laws passed by Congress.

The time is right, then, for a national campaign calling for the impeachment of President Bush and Vice President Cheney.

Representative John Conyers, who held extensive hearings and introduced an impeachment resolution when the Republicans controlled Congress, is now head of the House Judiciary Committee and in a position to fight for such a resolution. He has apparently been silenced by his Democratic colleagues who throw out as nuggets of wisdom the usual political palaver about "realism" (while ignoring the realities staring them in the face) and politics being "the art of the possible" (while setting limits on what is possible).

I know I'm not the first to talk about impeachment. Indeed, judging by the public opinion polls, there are millions of Americans, indeed a majority of those polled, who declare themselves in favor if it is shown that the President lied us into war (a fact that is not debatable).

There are at least a half-dozen books out on impeachment, and it's been argued for eloquently by some of our finest journalists, John Nichols and Lewis Lapham among them. Indeed, an actual "indictment" has been drawn up by a former federal prosecutor, Elizabeth de la Vega, in a new book called United States v. George W. Bush et al, making a case, in devastating detail, to a fictional grand jury.

There is a logical next step in this development of an impeachment movement: the convening of "people's impeachment hearings" all over the country. This is especially important given the timidity of the Democratic Party. Such hearings would bypass Congress, which is not representing the will of the people, and would constitute an inspiring example of grassroots democracy.

These hearings would be the contemporary equivalents of the unofficial gatherings that marked the resistance to the British Crown in the years leading up to the American Revolution. The story of the American Revolution is usually built around Lexington and Concord, around the battles and the Founding Fathers. What is forgotten is that the American colonists, unable to count on redress of their grievances from the official bodies of government, took matters into their own hands, even before the first battles of the Revolutionary War.

In 1772, town meetings in Massachusetts began setting up Committees of Correspondence, and the following year, such a committee was set up in Virginia. The first Continental Congress, beginning to meet in 1774, was a recognition that an extralegal body was necessary to represent the interests of the people. In 1774 and 1775, all through the colonies, parallel institutions were set up outside the official governmental bodies.

Throughout the nation's history, the failure of government to deliver justice has led to the establishment of grassroots organizations, often ad hoc, dissolving after their purpose was fulfilled. For instance, after passage of the Fugitive Slave Act, knowing that the national government could not be counted on to repeal the act, black and white anti-slavery groups organized to nullify the law by acts of civil disobedience. They held meetings, made plans, and set about rescuing escaped slaves who were in danger of being returned to their masters.

In the desperate economic conditions of 1933 and 1934, before the Roosevelt Administration was doing anything to help people in distress, local groups were formed all over the country to demand government action. Unemployed Councils came into being, tenants' groups fought evictions, and hundreds of thousands of people in the country formed self-help organizations to exchange goods and services and enable people to survive.

More recently, we recall the peace groups of the 1980s, which sprang up in hundreds of communities all over the country, and provoked city councils and state legislatures to pass resolutions in favor of a freeze on nuclear weapons. And local organizations have succeeded in getting more than 400 city councils to take a stand against the Patriot Act.

Impeachment hearings all over the country could excite and energize the peace movement. They would make headlines, and could push reluctant members of Congress in both parties to do what the Constitution provides for and what the present circumstances demand: the impeachment and removal from office of George Bush and Dick Cheney. Simply raising the issue in hundreds of communities and Congressional districts would have a healthy effect, and would be a sign that democracy, despite all attempts to destroy it in this era of war, is still alive.

War-Mongering America Terrorizes the World

There is something important to be learned from the recent experience of the United States and Israel in the Middle East: that massive military attacks, inevitably indiscriminate, are not only morally reprehensible, but useless in achieving the stated aims of those who carry them out.

The United States, in three years of war, which began with shock-and- awe bombardment and goes on with day-to-day violence and chaos, has been an utter failure in its claimed objective of bringing democracy and stability to Iraq. The Israeli invasion and bombing of Lebanon has not brought security to Israel; indeed it has increased the number of its enemies, whether in Hezbollah or Hamas or among Arabs who belong to neither of those groups.

I remember John Hersey's novel, "The War Lover," in which a macho American pilot, who loves to drop bombs on people and also to boast about his sexual conquests, turns out to be impotent. President Bush, strutting in his flight jacket on an aircraft carrier and announcing victory in Iraq, has turned out to be much like the Hersey character, his words equally boastful, his military machine impotent.

The history of wars fought since the end of World War II reveals the futility of large-scale violence. The United States and the Soviet Union, despite their enormous firepower, were unable to defeat resistance movements in small, weak nations -- the United States in Vietnam, the Soviet Union in Afghanistan -- and were forced to withdraw.

Even the "victories" of great military powers turn out to be elusive. Presumably, after attacking and invading Afghanistan, the president was able to declare that the Taliban were defeated. But more than four years later, Afghanistan is rife with violence, and the Taliban are active in much of the country.

The two most powerful nations after World War II, the United States and the Soviet Union, with all their military might, have not been able to control events in countries that they considered to be in their sphere of influence -- the Soviet Union in Eastern Europe and the United States in Latin America.

Beyond the futility of armed force, and ultimately more important, is the fact that war in our time inevitably results in the indiscriminate killing of large numbers of people. To put it more bluntly, war is terrorism. That is why a "war on terrorism" is a contradiction in terms. Wars waged by nations, whether by the United States or Israel, are a hundred times more deadly for innocent people than the attacks by terrorists, vicious as they are.

The repeated excuse, given by both Pentagon spokespersons and Israeli officials, for dropping bombs where ordinary people live is that terrorists hide among civilians. Therefore the killing of innocent people (in Iraq, in Lebanon) is called accidental, whereas the deaths caused by terrorists (on 9/11, by Hezbollah rockets) are deliberate.

This is a false distinction, quickly refuted with a bit of thought. If a bomb is deliberately dropped on a house or a vehicle on the grounds that a "suspected terrorist" is inside (note the frequent use of the word suspected as evidence of the uncertainty surrounding targets), the resulting deaths of women and children may not be intentional. But neither are they accidental. The proper description is "inevitable."

So if an action will inevitably kill innocent people, it is as immoral as a deliberate attack on civilians. And when you consider that the number of innocent people dying inevitably in "accidental" events has been far, far greater than all the deaths deliberately caused by terrorists, one must reject war as a solution for terrorism.

For instance, more than a million civilians in Vietnam were killed by US bombs, presumably by "accident." Add up all the terrorist attacks throughout the world in the 20th century and they do not equal that awful toll.

If reacting to terrorist attacks by war is inevitably immoral, then we must look for ways other than war to end terrorism, including the terrorism of war. And if military retaliation for terrorism is not only immoral but futile, then political leaders, however cold-blooded their calculations, may have to reconsider their policies.

Patriotism and the Fourth of July

In celebration of the Fourth of July there will be many speeches about the young people who "died for their country." But those who gave their lives did not, as they were led to believe, die for their country; they died for their government. The distinction between country and government is at the heart of the Declaration of Independence, which will be referred to again and again on July 4, but without attention to its meaning.

The Declaration of Independence is the fundamental document of democracy. It says governments are artificial creations, established by the people, "deriving their just powers from the consent of the governed," and charged by the people to ensure the equal right of all to "life, liberty, and the pursuit of happiness." Furthermore, as the Declaration says, "whenever any form of government becomes destructive of these ends, it is the right of the people to alter or abolish it." It is the country that is primary--the people, the ideals of the sanctity of human life and the promotion of liberty.

When a government recklessly expends the lives of its young for crass motives of profit and power, while claiming that its motives are pure and moral, ("Operation Just Cause" was the invasion of Panama and "Operation Iraqi Freedom" in the present instance), it is violating its promise to the country. War is almost always a breaking of that promise. It does not enable the pursuit of happiness but brings despair and grief.

Mark Twain, having been called a "traitor" for criticizing the U.S. invasion of the Philippines, derided what he called "monarchical patriotism." He said: "The gospel of the monarchical patriotism is: 'The King can do no wrong.' We have adopted it with all its servility, with an unimportant change in the wording: 'Our country, right or wrong!' We have thrown away the most valuable asset we had -- the individual's right to oppose both flag and country when he believed them to be in the wrong. We have thrown it away; and with it, all that was really respectable about that grotesque and laughable word, Patriotism."

If patriotism in the best sense (not in the monarchical sense) is loyalty to the principles of democracy, then who was the true patriot? Theodore Roosevelt, who applauded a massacre by American soldiers of 600 Filipino men, women and children on a remote Philippine island, or Mark Twain, who denounced it? Today, U.S. soldiers who are dying in Iraq and Afghanistan are not dying for their country; they are dying for Bush and Cheney and Rumsfeld. They are dying for the greed of the oil cartels, for the expansion of the American empire, for the political ambitions of the president. They are dying to cover up the theft of the nation's wealth to pay for the machines of death. As of July 4, 2006, more than 2,500 U.S. soldiers have been killed in Iraq, more than 8,500 maimed or injured. With the war in Iraq long declared a "Mission Accomplished," shall we revel in American military power and insist that the American empire will be beneficent?

Our own history is enough to make one wary. Empire begins with what was called, in our high school history classes, "westward expansion,"a euphemism for the annihilation or expulsion of the Indian tribes inhabiting the continent, in the name of "progress" and "civilization." It continues with the expansion of American power into the Caribbean at the turn of the 20th century, then into the Philippines, and then repeated Marine invasions of Central America and long military occupations of Haiti and the Dominican Republic. After World War II, Henry Luce, owner of Time, LIFE, and Fortune, spoke of "the American Century," in which this country would organize the world "as we see fit." Indeed, the expansion of American power continued, too often supporting military dictatorships in Asia, Africa, Latin America, the Middle East, because they were friendly to American corporations and the American government. The record does not justify confidence in Bush's boast that the United States will bring democracy to Iraq.

Should Americans welcome the expansion of the nation's power, with the anger this has generated among so many people in the world? Should we welcome the huge growth of the military budget at the expense of health, education, the needs of children, one fifth of whom grow up in poverty? Instead of being feared for our military prowess, we should want to be respected for our dedication to human rights. I suggest that a patriotic American who cares for her or his country might act on behalf of a different vision. Should we not begin to redefine patriotism? We need to expand it beyond that narrow nationalism that has caused so much death and suffering. If national boundaries should not be obstacles to trade-- some call it "globalization"--should they also not be obstacles to compassion and generosity? Should we not begin to consider all children, everywhere, as our own? In that case, war, which in our time is always an assault on children, would be unacceptable as a solution to the problems of the world. Human ingenuity would have to search for other ways.

Honor the Hand That Harvests Your Crop

College campuses nationwide are centers for free thought and the exchange of ideas. The research, technology and other developments that universities create are and should be used for the public benefit. But recently, some of these hubs of objectivity have been subjected disproportionately to corporate interests over the common interests of students and campus employees.

Although everyone should respect a professor's academic freedom and choice to research a wide variety of subjects, administrators should hold them accountable to higher ethical standards as to the end products and use of their research. Professors who moonlight as paid consultants to corporations should be particularly careful as such activity limits their accountability to the university and to the students. Even worse, corporate interests by their very nature must prioritize profit levels above all else -- including quality of education and campus climate. This often leads to less competitive pricing for students and shrinking wages and benefits for campus workers.

But when professors start consulting for corporate interests who seek to limit workers' ability to organize and collectively negotiate for better conditions and pay, they add yet another barrier for workers -- graduate student employees, cafeteria staff, janitors -- to organize and articulate their collective voice to assure fair wages and benefits. In most cases, forming a union is a worker's only chance for a fair deal.

For example, the U.S. Chamber of Commerce -- a network of companies, business associations and state and local chambers -- recently contracted professor Jarol B. Manheim of George Washington University to draft a briefing entitled Trends in Union Corporate Campaigns. In Manheim's conclusions, he loosely suggests that in order to protect the interests of Big Business, the Chamber should push for more regulation on union activities. Manheim specifically refers to corporate campaigns -- tactics used by workers to identify where they may have leverage over a particular employer in order to win improved wages and benefits. Manheim, who has worked for other corporations, wrote this barely a year after students and workers at his own campus fought for an increase in wages and benefits during the National Student Labor Week of Action, organized annually by the Student Labor Action Project (SLAP).

Coincidentally, shortly after the release of Manheim's report the U.S. Chamber of Commerce initiated a project with Richard Berman to manage Unionfacts.com, a website attacking the AFL-CIO and its members. The site claims not to be anti-union, but attacks almost all unions in the United States. It encourages workers to decertify from their union, and identifies specific corporate campaigns organized by unions as "hassles to an employer." It is not a stretch to say that this $8 million project, based in part on Manheim's report, will not help the cause of workers on his campus or anywhere else.

Since its founding in 1999, the Student Labor Action Project (SLAP) has been working to support, advise and solidify the student-labor work on campuses and in the communities across the country. SLAP works with other organizations to coordinate the National Student Labor Week of Action each year to work out a strategy of support for campus workers across the country. SLAP aims to demonstrate the direct self-interest all students have in defending workers' rights. This year is no different as students around the United States gear up to SLAP Corporate Greed on campuses, targeting contracted corporations at their school and university officials that defend their interests more so than those students and campus workers.

A professor's responsibility, just like students and workers, should be to educate first -- not to beat back campus workers' rights or increasing a corporation's profitability. Everyone wants dignity, support and the ability to work in a climate that values their presence. The standard of living for campus workers affects a student's ability to get the most out of her or his college experience. Professors, of all campus groupings, should understand that.

Creating Justice

John Roberts sailed through his confirmation hearings as the new Chief Justice of the Supreme Court, with enthusiastic Republican support, and a few weak mutterings of opposition by the Democrats. Then, after the far right deemed Harriet Miers insufficiently doctrinaire, Bush nominated arch conservative Samuel Alito to replace Sandra Day O'Connor. This has caused a certain consternation among people we affectionately term "the left."

I can understand that sinking feeling. Even listening to pieces of Roberts's confirmation hearings was enough to induce despair: the joking with the candidate, the obvious signs that, whether Democrats or Republicans, these are all members of the same exclusive club. Roberts's proper "credentials," his "nice guy" demeanor, his insistence to the Judiciary Committee that he is not an "ideologue" (can you imagine anyone, even Robert Bork or Dick Cheney, admitting that he is an "ideologue"?) were clearly more important than his views on equality, justice, the rights of defendants, the war powers of the President.

At one point in the hearings, The New York Times reported, Roberts "summed up his philosophy." He had been asked, "Are you going to be on the side of the little guy?" (Would any candidate admit that he was on the side of "the big guy"? Presumably serious "hearings" bring out idiot questions.)

Roberts replied: "If the Constitution says that the little guy should win, the little guy's going to win in court before me. But if the Constitution says that the big guy should win, well, then the big guy's going to win, because my obligation is to the Constitution."

If the Constitution is the holy test, then a justice should abide by its provision in Article VI that not only the Constitution itself but "all Treaties made, or which shall be made, under the Authority of the United States, shall be the Supreme Law of the Land." This includes the Geneva Convention of 1949, which the United States signed, and which insists that prisoners of war must be granted the rights of due process.

A district court judge in 2004 ruled that the detainees held in Guantanamo for years without trial were protected by the Geneva Convention and deserved due process. Roberts and two colleagues on the Court of Appeals overruled this.

There is enormous hypocrisy surrounding the pious veneration of the Constitution and "the rule of law." The Constitution, like the Bible, is infinitely flexible and is used to serve the political needs of the moment. When the country was in economic crisis and turmoil in the Thirties and capitalism needed to be saved from the anger of the poor and hungry and unemployed, the Supreme Court was willing to stretch to infinity the constitutional right of Congress to regulate interstate commerce. It decided that the national government, desperate to regulate farm production, could tell a family farmer what to grow on his tiny piece of land.

When the Constitution gets in the way of a war, it is ignored. When the Supreme Court was faced, during Vietnam, with a suit by soldiers refusing to go, claiming that there had been no declaration of war by Congress, as the Constitution required, the soldiers could not get four Supreme Court justices to agree to even hear the case. When, during World War I, Congress ignored the First Amendment's right to free speech by passing legislation to prohibit criticism of the war, the imprisonment of dissenters under this law was upheld unanimously by the Supreme Court, which included two presumably liberal and learned justices: Oliver Wendell Holmes and Louis Brandeis.

It would be naive to depend on the Supreme Court to defend the rights of poor people, women, people of color, dissenters of all kinds. Those rights only come alive when citizens organize, protest, demonstrate, strike, boycott, rebel, and violate the law in order to uphold justice.

The distinction between law and justice is ignored by all those Senators--Democrats and Republicans--who solemnly invoke as their highest concern "the rule of law." The law can be just; it can be unjust. It does not deserve to inherit the ultimate authority of the divine right of the king.

The Constitution gave no rights to working people: no right to work less than twelve hours a day, no right to a living wage, no right to safe working conditions. Workers had to organize, go on strike, defy the law, the courts, the police, create a great movement which won the eight-hour day, and caused such commotion that Congress was forced to pass a minimum wage law, and Social Security, and unemployment insurance.

The Brown decision on school desegregation did not come from a sudden realization of the Supreme Court that this is what the Fourteenth Amendment called for. After all, it was the same Fourteenth Amendment that had been cited in the Plessy case upholding racial segregation. It was the initiative of brave families in the South--along with the fear by the government, obsessed with the Cold War, that it was losing the hearts and minds of colored people all over the world--that brought a sudden enlightenment to the Court.

The Supreme Court in 1883 had interpreted the Fourteenth Amendment so that nongovernmental institutions-hotels, restaurants, etc.-could bar black people. But after the sit-ins and arrests of thousands of black people in the South in the early Sixties, the right to public accommodations was quietly given constitutional sanction in 1964 by the Court. It now interpreted the interstate commerce clause, whose wording had not changed since 1787, to mean that places of public accommodation could be regulated by Congressional action and be prohibited from discriminating.

Soon this would include barbershops, and I suggest it takes an ingenious interpretation to include barbershops in interstate commerce.

The right of a woman to an abortion did not depend on the Supreme Court decision in Roe v. Wade. It was won before that decision, all over the country, by grassroots agitation that forced states to recognize the right. If the American people, who by a great majority favor that right, insist on it, act on it, no Supreme Court decision can take it away.

The rights of working people, of women, of black people have not depended on decisions of the courts. Like the other branches of the political system, the courts have recognized these rights only after citizens have engaged in direct action powerful enough to win these rights for themselves.

This is not to say that we should ignore the courts or the electoral campaigns. It can be useful to get one person rather than another on the Supreme Court, or in the Presidency, or in Congress. The courts, win or lose, can be used to dramatize issues.

On St. Patrick's Day, 2003, on the eve of the invasion of Iraq, four anti-war activists poured their own blood around the vestibule of a military recruiting center near Ithaca, New York, and were arrested. Charged in state court with criminal mischief and trespassing (charges well suited to the American invaders of a certain Mideastern country), the St. Patrick's Four spoke their hearts to the jury. Peter DeMott, a Vietnam veteran, described the brutality of war. Danny Burns explained why invading Iraq would violate the U.N. Charter, a treaty signed by the United States. Clare Grady spoke of her moral obligations as a Christian. Teresa Grady spoke to the jury as a mother, telling them that women and children were the chief victims of war, and that she cared about the children of Iraq. Nine of the twelve jurors voted to acquit them, and the judge declared a hung jury. (When the federal government retried them on felony conspiracy charges, a jury in September acquitted them of those and convicted them on lesser charges.)

Still, knowing the nature of the political and judicial system of this country, its inherent bias against the poor, against people of color, against dissidents, we cannot become dependent on the courts, or on our political leadership. Our culture--the media, the educational system--tries to crowd out of our political consciousness everything except who will be elected President and who will be on the Supreme Court, as if these are the most important decisions we make. They are not. They deflect us from the most important job citizens have, which is to bring democracy alive by organizing, protesting, engaging in acts of civil disobedience that shake up the system. That is why Cindy Sheehan's dramatic stand in Crawford, Texas, leading to 1,600 anti-war vigils around the country, involving 100,000 people, is more crucial to the future of American democracy than the mock hearings on Justice Roberts or the ones to come on Judge Alito.

That is why the St. Patrick's Four need to be supported and emulated. That is why the GIs refusing to return to Iraq, the families of soldiers calling for withdrawal from the war, are so important.

Let us not be disconsolate over the increasing control of the court system by the right wing.

The courts have never been on the side of justice, only moving a few degrees one way or the other, unless pushed by the people. Those words engraved in the marble of the Supreme Court, "Equal Justice Before the Law," have always been a sham.

No Supreme Court, liberal or conservative, will stop the war in Iraq, or redistribute the wealth of this country, or establish free medical care for every human being. Such fundamental change will depend, the experience of the past suggests, on the actions of an aroused citizenry, demanding that the promise of the Declaration of Independence--an equal right to life, liberty, and the pursuit of happiness--be fulfilled.

The Missing Voices of Our World

When I decided, in the late 1970s, to write "A People's History of the United States," I had been teaching history for twenty years. Half of that time I was involved in the civil rights movement in the South, when I was teaching at Spelman College, a black women's college in Atlanta, Ga. And then there were ten years of activity against the war in Vietnam. Those experiences were not a recipe for neutrality in the teaching and writing of history.

But my partisanship was undoubtedly shaped even earlier by my upbringing in a family of working-class immigrants in New York, by my three years as a shipyard worker, starting at the age of eighteen, and then by my experience as an Air Force bombardier in World War II, flying out of England and bombing targets in various parts of Europe, including the Atlantic coast of France.

After the war I went to college under the GI Bill of Rights. That was a piece of wartime legislation that enabled millions of veterans to go to college without paying any tuition, and so allowed the sons of working-class families who ordinarily would never be able to afford it to get a college education. I received my doctorate in history at Columbia University, but my own experience made me aware that the history I learned in the university omitted crucial elements in the history of the country.

From the start of my teaching and writing, I had no illusions about "objectivity," if that meant avoiding a point of view. I knew that a historian (or a journalist, or anyone telling a story) was forced to choose, from an infinite number of facts, what to present, what to omit. And that decision inevitably would reflect, whether consciously or not, the interests of the historian.

There is an insistence, among certain educators and politicians in the United States, that students must learn facts. I am reminded of the character in Charles Dickens's book "Hard Times," Gradgrind, who admonishes a younger teacher: "Now, what I want is, Facts. Teach these boys and girls nothing but Facts. Facts alone are wanted in life."

But there is no such thing as a pure fact, innocent of interpretation. Behind every fact presented to the world – by a teacher, a writer, anyone – is a judgment. The judgment that has been made is that this fact is important, and that other facts are not important and so they are omitted from the presentation.

There were themes of profound importance to me that I found missing in the orthodox histories that dominated American culture. The consequence of these omissions has been not simply to give a distorted view of the past but, more importantly, to mislead us all about the present.

For instance, there is the issue of class. The dominant culture in the United States – in education, among politicians, in the media – pretends that we live in a classless society with one common interest. The Preamble to the United States Constitution, which declares that "we the people" wrote this document, is a great deception. The Constitution was written in 1787 by 55 rich white men – slave owners, bondholders, merchants – who established a strong central government that would serve their class interests.

That use of government for class purposes, to serve the needs of the wealthy and powerful, has continued throughout American history, down to the present day. It is disguised by language that suggests all of us, rich and poor and middle class, have a common interest.

Thus, the state of the nation is described in universal terms. When the president declares happily that "our economy is sound," he will not acknowledge that it is not sound for forty or fifty million people who are struggling to survive, although it may be moderately sound for many in the middle class, and extremely sound for the richest 1% of the nation who own 40 percent of the nation's wealth.

Class interest has always been obscured behind an all-encompassing veil called "the national interest."

My own war experience, and the history of all those military interventions in which the United States was engaged, made me skeptical when I heard people in high political office invoke "the national interest" or "national security" to justify their policies. It was with such justifications that Harry Truman initiated a "police action" in Korea that killed several million people, that Lyndon Johnson and Richard Nixon carried out a war in Southeast Asia in which perhaps three million people died, that Ronald Reagan invaded Grenada, that the elder Bush attacked Panama and then Iraq, and that Bill Clinton bombed Iraq again and again.

The claim made in spring of 2003 by the new Bush that invading and bombing Iraq was in the national interest was particularly absurd, and could only be accepted by people in the United States because of a blanket of lies spread across the country by the government and the major organs of public information – lies about "weapons of mass destruction," lies about Iraq's connections with al Qaeda.

When I decided to write "A People's History of the United States," I decided I wanted to tell the story of the nation's wars not through the eyes of the generals and the political leaders but from the viewpoints of the working-class youngsters who became GIs, or the parents or wives who received the black-bordered telegrams.

I wanted to tell the story of the nation's wars from the viewpoint of the enemy: the viewpoint of the Mexicans who were invaded in the Mexican War, the Cubans whose country was taken over by the United States in 1898, the Filipinos who suffered a devastating aggressive war at the beginning of the twentieth century, with perhaps 600,000 people dead as a result of the determination of the U.S. government to conquer the Philippines.

What struck me as I began to study history, and what I wanted to convey in my own writing of history, was how nationalist fervor – inculcated from childhood by pledges of allegiance, national anthems, waving flags, and militaristic rhetoric – permeated the educational systems of all countries, including our own.

I wondered how the foreign policies of the United States would look if we wiped out the national boundaries of the world, at least in our minds, and thought of children everywhere as our own. Then we could never drop an atomic bomb on Hiroshima, or napalm on Vietnam, or cluster bombs on Afghanistan or Iraq, because wars, especially in our time, are always wars against children.

The Spoken Word as a Political Act

When I began to write "A People's History," I was influenced by my own experience, living in a black community in the South with my family, teaching at a black women's college, and becoming involved in the movement against racial segregation. I became aware of how badly twisted was the teaching and writing of history by its submersion of nonwhite people. Yes, Native Americans were there in the history, but quickly gone. Black people were visible as slaves, then supposedly free, but invisible. It was a white man's history.

From elementary school to graduate school, I was given no suggestion that the landing of Christopher Columbus in the New World initiated a genocide in which the indigenous population of Hispaniola was annihilated. Or that this was the first stage of what was presented as a benign expansion of the new nation, but which involved the violent expulsion of Native Americans, accompanied by unspeakable atrocities, from every square mile of the continent, until there was nothing to do but herd them into reservations.

Every American schoolchild learns about the Boston Massacre, which preceded the Revolutionary War against England. Five colonists were killed by British troops in 1770. But how many schoolchildren learned about the massacre of six hundred men, women, and children of the Pequot tribe in New England in 1637? Or the massacre, in the midst of the Civil War, of hundreds of Native American families at Sand Creek, Colorado, by U.S. soldiers?

Nowhere in my history education did I learn about the massacres of black people that took place again and again, amid the silence of a national government pledged by the Constitution to protect equal rights for all. For instance, in 1917 there occurred in East St. Louis one of the many "race riots" that took place in what our white-oriented history books called the "Progressive Era." White workers, angered by an influx of black workers, killed perhaps two hundred people, provoking an angry article by the African-American writer W. E. B. Du Bois, "The Massacre of East St. Louis," and causing the performing artist Josephine Baker to say: "The very idea of America makes me shake and tremble and gives me nightmares."

I wanted, in writing "A People's History," to awaken a great consciousness of class conflict, racial injustice, sexual inequality, and national arrogance.

But I also wanted to bring into the light the hidden resistance of the people against the power of the establishment: the refusal of Native Americans to simply die and disappear; the rebellion of black people in the anti-slavery movement and in the more recent movement against racial segregation; the strikes carried out by working people to improve their lives.

When I began work, five years ago, on what would become a companion volume to my "People's History," "Voices of a People's History of the United States," I wanted the voices of struggle, mostly absent in our history books, to be given the place they deserve. I wanted labor history, which has been the battleground, decade after decade, century after century, of an ongoing fight for human dignity, to come to the fore. And I wanted my readers to experience how at key moments in our history some of the bravest and most effective political acts were the sounds of the human voice itself. When John Brown proclaimed at his trial that his insurrection was "not wrong, but right," when Fannie Lou Hamer testified in 1964 about the dangers to blacks who tried to register to vote, when during the first Gulf War, in 1991, Alex Molnar defied the president on behalf of his son and of all of us, their words influenced and inspired so many people. They were not just words but actions.

To omit or to minimize these voices of resistance is to create the idea that power only rests with those who have the guns, who possess the wealth, who own the newspapers and the television stations. I want to point out that people who seem to have no power, whether working people, people of color, or women – once they organize and protest and create movements – have a voice no government can suppress.

America's Missing Voices

Readers of my book "A People's History of the United States" almost always point to the wealth of quoted material in it – the words of fugitive slaves, Native Americans, farmers and factory workers, dissenters and dissidents of all kinds. These readers are struck, I must reluctantly admit, more by the words of the people I quote than by my own running commentary on the history of the nation.

I can't say I blame them. Any historian would have difficulty matching the eloquence of the Native American leader Powhatan, pleading with the white settler in the year 1607: "Why will you take by force what you may have quietly by love?"

Or the black scientist Benjamin Banneker, writing to Thomas Jefferson: "I apprehend you will readily embrace every opportunity, to eradicate that train of absurd and false ideas and opinions which so generally prevails with respect to us, and that your Sentiments are concurrent with mine, which are that one universal Father hath given being to us all, and that he hath not only made us all of one flesh, but that he hath also without partiality afforded us all the Same Sensations and [endowed] us all with the same faculties."

Or Sarah Grimké, a white Southern woman and abolitionist, writing: "I ask no favors for my sex. ... All I ask of our brethren, is that they will take their feet from off our necks, and permit us to stand upright on that ground which God designed us to occupy."

Or Henry David Thoreau, protesting the Mexican War, writing on civil disobedience: "A common and natural result of an undue respect for law is, that you may see a file of soldiers, colonel, captain, corporal, privates, powder-monkeys, and all, marching in admirable order over hill and dale to the wars, against their wills, ay, against their common sense and consciences, which makes it very steep marching indeed, and produces a palpitation of the heart."

Or Jermain Wesley Loguen, escaped slave, speaking in Syracuse on the Fugitive Slave Law of 1850: "I received my freedom from Heaven and with it came the command to defend my title to it. . . . I don't respect this law – I don't fear it – I won't obey it! It outlaws me, and I outlaw it."

Or the populist orator Mary Elizabeth Lease of Kansas: "Wall Street owns the country. It is no longer a government of the people, by the people, and for the people, but a government of Wall Street, by Wall Street, and for Wall Street."

Or Emma Goldman, speaking to the jury at her trial for opposing World War I: "Verily poor as we are in democracy, how can we give of it to the world? ... [A] democracy conceived in the military servitude of the masses, in their economic enslavement, and nurtured in their tears and blood, is not democracy at all."

Or Mississippi sharecropper Fannie Lou Hamer, testifying in 1964 about the dangers to blacks who tried to register to vote: "[T]he plantation owner came, and said, 'Fannie Lou. ... If you don't go down and withdraw your registration, you will have to leave ... because we are not ready for that in Mississippi.' And I addressed him and told him and said, 'I didn't try to register for you. I tried to register for myself.'"

Or the young black people in McComb, Miss., who, learning of a classmate killed in Vietnam, distributed a leaflet: "No Mississippi Negroes should be fighting in Vietnam for the White Man's freedom, until all the Negro People are free in Mississippi."

Or the poet Adrienne Rich, writing in the 1970s: "I know of no woman – virgin, mother, lesbian, married, celibate – whether she earns her keep as a housewife, a cocktail waitress, or a scanner of brain waves – for whom the body is not a fundamental problem: its clouded meanings, its fertility, its desire, its so-called frigidity, its bloody speech, its silences, its changes and mutilations, its rapes and ripenings."

Or Alex Molnar, whose 21-year-old son was a Marine in the Persian Gulf, writing an angry letter to the first President Bush: "Where were you, Mr. President, when Iraq was killing its own people with poison gas? ... I intend to support my son and his fellow soldiers by doing everything I can to oppose any offensive American military action in the Persian Gulf."

Or Orlando and Phyllis Rodriguez, opposing the idea of retaliation after their son was killed in the Twin Towers: "Our son Greg is among the many missing from the World Trade Center attack. Since we first heard the news, we have shared moments of grief, comfort, hope, despair, fond memories with his wife, the two families, our friends and neighbors, his loving colleagues at Cantor Fitzgerald/ESpeed, and all the grieving families that daily meet at the Pierre Hotel. We see our hurt and anger reflected among everybody we meet. We cannot pay attention to the daily flow of news about this disaster. But we read enough of the news to sense that our government is heading in the direction of violent revenge, with the prospect of sons, daughters, parents, friends in distant lands dying, suffering, and nursing further grievances against us. It is not the way to go. It will not avenge our son's death. Not in our son's name."

What is common to all these voices is that they have mostly been shut out of the orthodox histories, the major media, the standard textbooks, the controlled culture. The result of having our history dominated by presidents and generals and other "important" people is to create a passive citizenry, not knowing its own powers, always waiting for some savior on high – God or the next president – to bring peace and justice.

History, looked at under the surface, in the streets and on the farms, in GI barracks and trailer camps, in factories and offices, tells a different story. Whenever injustices have been remedied, wars halted, women and blacks and Native Americans given their due, it has been because "unimportant" people spoke up, organized, protested, and brought democracy alive.

Our War on Terrorism

I am calling it "our" war on terrorism because I want to distinguish it from Bush's war on terrorism, and from Sharon's, and from Putin's. What their wars have in common is that they are based on an enormous deception: persuading the people of their countries that you can deal with terrorism by war. These rulers say you can end our fear of terrorism – of sudden, deadly, vicious attacks, a fear new to Americans – by drawing an enormous circle around an area of the world where terrorists come from (Afghanistan, Palestine, Chechnya) or can be claimed to be connected with (Iraq), and by sending in tanks and planes to bomb and terrorize whoever lives within that circle.

Since war is itself the most extreme form of terrorism, a war on terrorism is profoundly self-contradictory. Is it strange, or normal, that no major political figure has pointed this out?

Even within their limited definition of terrorism, they – the governments of the United States, Israel, Russia – are clearly failing. As I write this, three years after the events of Sept. 11, the death toll for American servicemen has surpassed 1,000, more than 150 Russian children have died in a terrorist takeover of a school, Afghanistan is in chaos, and the number of significant terrorist attacks rose to a twenty-one-year high in 2003, according to official State Department figures. The highly respected International Institute for Strategic Studies in London has reported that "over 18,000 potential terrorists are at large with recruitment accelerating on account of Iraq."

With the failure so obvious, and the President tripping over his words trying to pretend otherwise (Aug. 30: "I don't think you can win" and the next day: "Make no mistake about it, we are winning"), it astonishes us that the polls show a majority of Americans believing the president has done "a good job" in the war on terrorism.

I can think of two reasons for this.

First, the press and television have not played the role of gadflies, of whistleblowers, the role that the press should play in a society whose fundamental doctrine of democracy (see the Declaration of Independence) is that you must not give blind trust to the government. They have not made clear to the public – I mean vividly, dramatically clear – what have been the human consequences of the war in Iraq.

I am speaking not only of the deaths and mutilations of American youth, but the deaths and mutilations of Iraqi children. (I am reading at this moment of an American bombing of houses in the city of Fallujah, leaving four children dead, with the U.S. military saying this was part of a "precision strike" on "a building frequently used by terrorists.") I believe that the American people's natural compassion would come to the fore if they truly understood that we are terrorizing other people by our "war on terror."

A second reason that so many people accept Bush's leadership is that no counterargument has come from the opposition party. John Kerry has not challenged Bush's definition of terrorism. He has not been forthright. He has dodged and feinted, saying that Bush has waged "the wrong war, in the wrong place, at the wrong time." Is there a right war, a right place, a right time? Kerry has not spoken clearly, boldly, in such a way as to appeal to the common sense of the American people, at least half of whom have turned against the war, with many more looking for the wise words that a true leader provides. He has not clearly challenged the fundamental premise of the Bush administration: that the massive violence of war is the proper response to the kind of terrorist attack that took place on Sept. 11, 2001.

Let us begin by recognizing that terrorist acts – the killing of innocent people to achieve some desired goal – are morally unacceptable and must be repudiated and opposed by anyone claiming to care about human rights. The Sept. 11 attacks, the suicide bombings in Israel, the taking of hostages by Chechen nationalists – all are outside the bounds of any ethical principles.

This must be emphasized, because as soon as you suggest that it is important, to consider something other than violent retaliation, you are accused of sympathizing with the terrorists. It is a cheap way of ending a discussion without examining intelligent alternatives to present policy.

Then the question becomes: What is the appropriate way to respond to such awful acts? The answer so far, given by Bush, Sharon, and Putin, is military action. We have enough evidence now to tell us that this does not stop terrorism, may indeed provoke more terrorism, and at the same time leads to the deaths of hundreds, even thousands, of innocent people who happen to live in the vicinity of suspected terrorists.

What can account for the fact that these obviously ineffective, even counterproductive, responses have been supported by the people of Russia, Israel, the United States? It's not hard to figure that out. It is fear, a deep, paralyzing fear, a dread so profound that one's normal rational faculties are distorted, and so people rush to embrace policies that have only one thing in their favor: They make you feel that something is being done. In the absence of an alternative, in the presence of a policy vacuum, filling that vacuum with a decisive act becomes acceptable.

And when the opposition party, the opposition presidential candidate, can offer nothing to fill that policy vacuum, the public feels it has no choice but to go along with what is being done. It is emotionally satisfying, even if rational thought suggests it does not work and cannot work.

If John Kerry cannot offer an alternative to war, then it is the responsibility of citizens, with every possible resource they can muster, to present such an alternative to the American public.

Yes, we can try to guard in every possible way against future attacks, by trying to secure airports, seaports, railroads, other centers of transportation. Yes, we can try to capture known terrorists. But neither of those actions can bring an end to terrorism, which comes from the fact that millions of people in the Middle East and elsewhere are angered by American policies, and out of these millions come those who will carry their anger to fanatic extremes.

The CIA senior terrorism analyst who has written a book signed "Anonymous" has said bluntly that U.S. policies – supporting Sharon, making war on Afghanistan and Iraq – "are completing the radicalization of the Islamic world."

Unless we re-examine our policies – our quartering of soldiers in a hundred countries (the quartering of foreign soldiers, remember, was one of the grievances of the American revolutionaries), our support of the occupation of Palestinian lands, our insistence on controlling the oil of the Middle East – we will always live in fear. If we were to announce that we will reconsider those policies, and began to change them, we might start to dry up the huge reservoir of hatred where terrorists are hatched.

Whoever the next president will be, it is up to the American people to demand that he begin a bold reconsideration of the role our country should play in the world. That is the only possible solution to a future of never-ending, pervasive fear. That would be "our" war on terrorism.

Dissent at the War Memorial

As I write this, the sounds of the World War II Memorial celebration in Washington, D.C., are still in my head. I was invited by the Smithsonian Institution to be on one of the panels, and the person who called to invite me said that the theme would be "War Stories." I told him that I would come, but not to tell "war stories," rather to talk about World War II and its meaning for us today. Fine, he said.

I made my way into a scene that looked like a movie set for a Cecil B. DeMille extravaganza – huge tents pitched here and there, hawkers with souvenirs, thousands of visitors, many of them clearly World War II veterans, some in old uniforms, sporting military caps, wearing their medals. In the tent designated for my panel, I joined my fellow panelist, an African American woman who had served with the WACS (Women's Army Corps) in World War II, and who would speak about her personal experiences in a racially segregated army.

I was introduced as a veteran of the Army Air Corps, a bombardier who had flown combat missions over Europe in the last months of the war. I wasn't sure how this audience would react to what I had to say about the war, in that atmosphere of celebration, in the honoring of the dead, in the glow of a great victory accompanied by countless acts of military heroism.

This, roughly, is what I said: "I'm here to honor the two guys who were my closest buddies in the Air Corps – Joe Perry and Ed Plotkin, both of whom were killed in the last weeks of the war. And to honor all the others who died in that war. But I'm not here to honor war itself. I'm not here to honor the men in Washington who send the young to war. I'm certainly not here to honor those in authority who are now waging an immoral war in Iraq."

I went on: "World War II is not simply and purely a 'good war.' It was accompanied by too many atrocities on our side – too many bombings of civilian populations. There were too many betrayals of the principles for which the war was supposed to have been fought.

"Yes, World War II had a strong moral aspect to it – the defeat of fascism. But I deeply resent the way the so-called good war has been used to cast its glow over all the immoral wars we have fought in the past fifty years: in Vietnam, Laos, Cambodia, Grenada, Panama, Iraq, Afghanistan. I certainly don't want our government to use the triumphal excitement surrounding World War II to cover up the horrors now taking place in Iraq.

"I don't want to honor military heroism – that conceals too much death and suffering. I want to honor those who all these years have opposed the horror of war."

The audience applauded. But I wasn't sure what that meant. I knew I was going against the grain of orthodoxy, the romanticization of the war in movies and television and now in the war memorial celebrations in the nation's capital.

There was a question-and-answer period. The first person to walk up front was a veteran of World War II, wearing parts of his old uniform. He spoke into the microphone: "I was wounded in World War II and have a Purple Heart to show for it. If President Bush were here right now I would throw that medal in his face."

There was a moment of what I think was shock at the force of his statement. Then applause. I wondered if I was seeing a phenomenon that recurs often in society – when one voice speaks out against the conventional wisdom, and is recognized as speaking truth, people are drawn out of their previous silence.

I was encouraged by the thought that it is possible to challenge the standard glorification of the Second World War, and more important, to refuse to allow it to give war a good name. I did not want this celebration to make it easy for the American public to accept whatever monstrous adventure is cooked up by the establishment in Washington.

More and more, I am finding that I am not the only veteran of World War II who refuses to be corralled into justifying the wars of today, drawing on the emotional and moral capital of World War II. There are other veterans who do not want to overlook the moral complexity of World War II: the imperial intentions of the Allies even as they declared it a war against fascism, and for democracy; the deliberate bombing of civilian populations to destroy the morale of the enemy.

Paul Fussell was an infantry lieutenant who was badly wounded while a platoon leader in France in World War II.

"For the past fifty years the Allied war has been sanitized and romanticized almost beyond recognition by the sentimental, the loony patriotic, the ignorant, and the bloodthirsty," he wrote in Wartime.

It was easier, after the end of World War II, to point to its stupidities and cruelties in fiction rather than in a direct onslaught on what was so universally acclaimed as "the good war." Thus, Joseph Heller in Catch-22 captured the idiocy of military life, the crass profiteering, the pointless bombings. And Kurt Vonnegut, in Slaughterhouse-Five, brought to a large readership the awful story of the bombing of Dresden.

My own delayed criticism of the war – I had volunteered and was an enthusiastic bombardier – began with reflecting about my participation in the bombing of Royan. This was a small town on the Atlantic coast of France, where several thousand German soldiers had been overrun and were waiting for the war to end. Twelve hundred heavy bombers flew over the vicinity of Royan and dropped napalm, killing German soldiers and French civilians, destroying what was once a beautiful little resort town.

Recently, a man wrote to me who had heard me speak on the radio about that bombing mission and said he was also on that mission. After the war, he became a fireman, then a carpenter, and is now a strong opponent of war. He told me of a friend of his who was also on that mission, and who has been arrested many times in anti-war actions. I was encouraged to hear that.

World War II veterans get in touch with me from time to time. One is Edward Wood Jr. of Denver, who upon hearing I was going to be at the Washington Memorial, wrote to me: He said, "If I were there, I would say: As a combat veteran of World War II, severely wounded in France in 1944, never the man I might have been because of that wound, I so wish that this memorial to World War II might have been made of more than stone or marble. I mourn my generation's failures since its victory in World War II ... our legacy of incessant warfare in smaller nations far from our borders."

Another airman, Ken Norwood, was shot down on his tenth mission over Europe, and spent a year as a prisoner of war in Germany. He has written a memoir (unpublished, so far) which he says is "intentionally an anti-war war story." Packed first into a box car, and then forced to march for two weeks through Bavaria in the spring of 1945, Norwood saw the mangled corpses of the victims of Allied bombs, the working class neighborhoods destroyed. All his experiences, he says, "add to the harsh testimony about the futility and obscenity of war."

The glorification of the "good war" persists on our television and movie screens, in the press, in the pretentious speeches by politicians. The more ugly the stories that come out of Iraq – the bombing of civilians, the mutilation of children, the invasion of homes, and now the torture of prisoners – the more urgent it is for our government to try to crowd out all those images with the triumphant stories of D-Day and World War II.

Those who fought in that war are perhaps better able than anyone to insist that whatever moral standing can be attached to that war must not be used to turn our eyes away from Bush's atrocities in Afghanistan and Iraq.

What War Looks Like

In all the solemn statements by self-important politicians and newspaper columnists about a coming war against Iraq, and even in the troubled comments by some who are opposed to the war, there is something missing.

The talk is about strategy and tactics, geopolitics and personalities. It is about air war and ground war, weapons of mass destruction, arms inspections, alliances, oil, and "regime change."

What is missing is what an American war on Iraq will do to tens of thousands or hundreds of thousands of ordinary human beings who are not concerned with geopolitics and military strategy, and who just want their children to live, to grow up. They are not concerned with "national security" but with personal security, with food and shelter and medical care and peace.

I am speaking of those Iraqis and those Americans who will, with absolute certainty, die in such a war, or lose arms or legs, or be blinded. Or they will be stricken with some strange and agonizing sickness that could lead to their bringing deformed children into the world (as happened to families in Vietnam, Iraq, and also the United States).

True, there has been some discussion of American casualties resulting from a land invasion of Iraq. But, as always when the strategists discuss this, the question is not about the wounded and dead as human beings, but about what number of American casualties would result in public withdrawal of support for the war, and what effect this would have on the upcoming elections for Congress and the Presidency.

That was uppermost in the mind of Lyndon Johnson, as we have learned from the tapes of his White House conversations. He worried about Americans dying if he escalated the war in Vietnam, but what most concerned him was his political future. If we pull out of Vietnam, he told his friend Senator Richard Russell, "they'll impeach me, won't they?"

In any case, American soldiers killed in war are always a matter of statistics. Individual human beings are missing in the numbers. It is left to the poets and novelists to take us by the shoulders and shake us and ask us to look and listen. In World War I, ten million men died on the battlefield, but we needed John Dos Passos to confront us with what that meant: In his novel 1919, he writes of the death of John Doe: "In the tarpaper morgue at Chalons-sur-Marne in the reek of chloride of lime and the dead, they picked out the pine box that held all that was left of John Doe, the scraps of dried viscera and skin bundled in khaki."

Vietnam was a war that filled our heads with statistics, of which one stood out, embedded in the stark monument in Washington: 58,000 dead. But one would have to read the letters from soldiers just before they died to turn those statistics into human beings. And for all those not dead but mutilated in some way, the amputees and paraplegics, one would have to read Ron Kovic's account, in his memoir, "Born on the Fourth of July," of how his spine was shattered and his life transformed.

As for the dead among "the enemy"--that is, those young men, conscripted or cajoled or persuaded to pit their bodies against those of our young men--that has not been a concern of our political leaders, our generals, our newspapers and magazines, our television networks. To this day, most Americans have no idea, or only the vaguest, of how many Vietnamese--soldiers and civilians (actually, a million of each)--died under American bombs and shells.

And for those who know the figures, the men, women, children behind the statistics remained unknown until a picture appeared of a Vietnamese girl running down a road, her skin shredding from napalm, until Americans saw photos of women and children huddled in a trench as GIs poured automatic rifle fire into their bodies.

Ten years ago, in that first war against Iraq, our leaders were proud of the fact that there were only a few hundred American casualties (one wonders if the families of those soldiers would endorse the word "only"). When a reporter asked General Colin Powell if he knew how many Iraqis died in that war, he replied: "That is really not a matter I am terribly interested in." A high Pentagon official told The Boston Globe, "To tell you the truth, we're not really focusing on this question."

Americans knew that this nation's casualties were few in the Gulf War, and a combination of government control of the press and the media's meek acceptance of that control ensured that the American people would not be confronted, as they had been in Vietnam, with Iraqi dead and dying.

There were occasional glimpses of the horrors inflicted on the people of Iraq, flashes of truth in the newspapers that quickly disappeared. In mid-February 1991, U.S. planes dropped bombs on an air raid shelter in Baghdad at four in the morning, killing 400 to 500 people--mostly women and children--who were huddled there to escape the incessant bombing. An Associated Press reporter, one of the few allowed to go to the site, said: "Most of the recovered bodies were charred and mutilated beyond recognition."

In the final stage of the Gulf War, American troops engaged in a ground assault on Iraqi positions in Kuwait. As in the air war, they encountered virtually no resistance. With victory certain and the Iraqi army in full flight, U.S. planes kept strafing the retreating soldiers who clogged the highway out of Kuwait City. A reporter called the scene "a blazing hell, a gruesome testament. To the east and west across the sand lay the bodies of those fleeing." That grisly scene appeared for a moment in the press and then vanished in the exultation of a victorious war, in which politicians of both parties and the press joined. President Bush crowed: "The specter of Vietnam has been buried forever in the desert sands of the Arabian peninsula." The two major news magazines, Time and Newsweek, printed special editions hailing the victory. Each devoted about a hundred pages to the celebration, mentioning proudly the small number of American casualties. They said not a word about the tens of thousands of Iraqis--soldiers and civilians--themselves victims first of Saddam Hussein's tyranny, and then of George Bush's war.

There was no photograph of a single dead Iraqi child, no names of particular Iraqis, no images of suffering and grief to convey to the American people what our overwhelming military machine was doing to other human beings.

The bombing of Afghanistan has been treated as if human beings are of little consequence. It was been portrayed as a "war on terrorism," not a war on men, women, children. The few press reports of "accidents" were quickly followed with denials, excuses, justifications. There has been some bandying about of numbers of Afghan civilian deaths--but always numbers.

Only rarely has the human story, with names and images, come through as more than a flash of truth, as one day when I read of a ten-year old boy, named Noor Mohammed, lying on a hospital bed on the Pakistani border, his eyes gone, his hands blown off, a victim of American bombs.

Surely, we must discuss the political issues. We note that an attack on Iraq would be a flagrant violation of international law. We note that the mere possession of dangerous weapons is not grounds for war--else we would have to make war on dozens of countries. We point out that the country that possesses by far the most "weapons of mass destruction" is our country, which has used them more often and with more deadly results than any nation on Earth. We can point to our national history of expansion and aggression. We have powerful evidence of deception and hypocrisy at the highest levels of our government.

But, as we contemplate an American attack on Iraq, should we not go beyond the agendas of the politicians and the experts? (John le Carre has one of his characters say: "I despise experts more than anyone on earth.")

Should we not ask everyone to stop the high-blown talk for a moment and imagine what war will do to human beings whose faces will not be known to us, whose names will not appear except on some future war memorial?

For this we will need the help of people in the arts, those who through time--from Euripedes to Bob Dylan--have written and sung about specific, recognizable victims of war. In 1935, Jean Giraudoux, the French playwright, with the memory of the first World War still in his head, wrote "The Trojan War Will Not Take Place." Demokos, a Trojan soldier, asks the aged Hecuba to tell him "what war looks like." She responds: "Like the bottom of a baboon. When the baboon is up in a tree, with its hind end facing us, there is the face of war exactly: scarlet, scaly, glazed, framed in a clotted, filthy wig."

If enough Americans could see that, perhaps the war on Iraq would not take place.

Unsung Heroes

A high school student recently confronted me: "I read in your book A People's History of the United States about the massacres of Indians, the long history of racism, the persistence of poverty in the richest country in the world, the senseless wars. How can I keep from being thoroughly alienated and depressed?"

It's a question I've heard many times before. Another question often put to me by students is: Don't we need our national idols? You are taking down all our national heroes--the Founding Fathers, Andrew Jackson, Abraham Lincoln, Theodore Roosevelt, Woodrow Wilson, John F. Kennedy.

Granted, it is good to have historical figures we can admire and emulate. But why hold up as models the fifty-five rich white men who drafted the Constitution as a way of establishing a government that would protect the interests of their class--slaveholders, merchants, bondholders, land speculators?

Why not recall the humanitarianism of William Penn, an early colonist who made peace with the Delaware Indians instead of warring on them, as other colonial leaders were doing?

Why not John Woolman, who, in the years before the Revolution, refused to pay taxes to support the British wars, and who spoke out against slavery?

Why not Captain Daniel Shays, veteran of the Revolutionary War, who led a revolt of poor farmers in Western Massachusetts against the oppressive taxes levied by the rich who controlled the Massachusetts legislature?

Why go along with the hero-worship, so universal in our history textbooks, of Andrew Jackson, the slave-owner, the killer of Indians? Jackson was the architect of the Trail of Tears, which resulted in the deaths of 4,000 of 16,000 Cherokees who were kicked off their land in Georgia and sent into exile in Oklahoma.

Why not replace him as national icon with John Ross, a Cherokee chief who resisted the dispossession of his people, and whose wife died on the Trail of Tears? Or the Seminole leader Osceola, imprisoned and finally killed for leading a guerrilla campaign against the removal of the Indians?

And while we're at it, should not the Lincoln Memorial be joined by a memorial to Frederick Douglass, who better represented the struggle against slavery? It was that crusade of black and white abolitionists, growing into a great national movement, that pushed a reluctant Lincoln into finally issuing a half-hearted Emancipation Proclamation, and persuaded Congress to pass the Thirteenth, Fourteenth, and Fifteenth amendments.

Take another Presidential hero, Theodore Roosevelt, who is always near the top of the tiresome lists of Our Greatest Presidents. There he is on Mount Rushmore, as a permanent reminder of our historical amnesia about his racism, his militarism, his love of war.

Why not replace him as hero--granted, removing him from Mount Rushmore will take some doing--with Mark Twain? Roosevelt, remember, had congratulated an American general who in 1906 ordered the massacre of 600 men, women, and children on a Philippine island. As vice president of the Anti-Imperialist League, Twain denounced this and continued to point out the cruelties committed in the Philippine war under the slogan "My country, right or wrong."

As for Woodrow Wilson, another honored figure in the pantheon of American liberalism, shouldn't we remind his admirers that he insisted on racial segregation in federal buildings, that he bombarded the Mexican coast, sent an occupation army into Haiti and the Dominican Republic, brought our country into the hell of World War I, and put anti-war protesters in prison?

Should we not bring forward as a national hero Emma Goldman, one of those Wilson sent to prison, or Helen Keller, who fearlessly spoke out against the war?

And enough worship of John F. Kennedy, a Cold Warrior who began the covert war in Indochina, went along with the planned invasion of Cuba, and was slow to act against racial segregation in the South.

Should we not replace the portraits of our Presidents, which too often take up all the space on our classroom walls, with the likenesses of grassroots heroes like Fannie Lou Hamer, the Mississippi sharecropper? Mrs. Hamer was evicted from her farm and tortured in prison after she joined the civil rights movement, but she became an eloquent voice for freedom. Or with Ella Baker, whose wise counsel and support guided the young black people in the Student Nonviolent Coordinating Committee, the militant edge of the civil rights movement in the Deep South?

In the year 1992, the quincentennial of the arrival of Columbus in this hemisphere, there were meetings all over the country to celebrate him, but also, for the first time, to challenge the customary exaltation of the Great Discoverer. I was at a symposium in New Jersey where I pointed to the terrible crimes against the indigenous people of Hispaniola committed by Columbus and his fellow Spaniards. Afterward, the other man on the platform, who was chairman of the New Jersey Columbus Day celebration, said to me: "You don't understand--we Italian Americans need our heroes." Yes, I understood the desire for heroes, I said, but why choose a murderer and kidnapper for such an honor? Why not choose Joe DiMaggio, or Toscanini, or Fiorello LaGuardia, or Sacco and Vanzetti? (The man was not persuaded.)

The same misguided values that have made slaveholders, Indian-killers, and militarists the heroes of our history books still operate today. We have heard Senator John McCain, Republican of Arizona, repeatedly referred to as a war hero. Yes, we must sympathize with McCain's ordeal as a war prisoner in Vietnam, where he endured cruelties. But must we call someone a hero who participated in the invasion of a far-off country and dropped bombs on men, women, and children?

I came across only one voice in the mainstream press daring to dissent from the general admiration for McCain--that of the poet, novelist, and Boston Globe columnist James Carroll. Carroll contrasted the heroism of McCain, the warrior, to that of Philip Berrigan, who has gone to prison dozens of times for protesting the war in Vietnam and the dangerous nuclear arsenal maintained by our government. Carroll wrote: "Berrigan, in jail, is the truly free man, while McCain remains imprisoned in an unexamined sense of martial honor."

Our country is full of heroic people who are not Presidents or military leaders or Wall Street wizards, but who are doing something to keep alive the spirit of resistance to injustice and war.

I think of Kathy Kelly and all those other people from Voices in the Wilderness who, in defiance of federal law, have traveled to Iraq more than a dozen times to bring food and medicine to people suffering under the U.S.-imposed sanctions.

I think also of the thousands of students on more than 100 college campuses across the country who are protesting their universities' connection with sweatshop-produced apparel.

I think of the four McDonald sisters in Minneapolis, all nuns, who have gone to jail repeatedly for protesting against the Alliant Corporation's production of land mines.

I think, too, of the thousands of people who have traveled to Fort Benning, Georgia, to demand the closing of the murderous School of the Americas.

I think of the West Coast Longshoremen who participated in an eight-hour work stoppage to protest the death sentence levied against Mumia Abu-Jamal.

And so many more.

We all know individuals--most of them unsung, unrecognized--who have, often in the most modest ways, spoken out or acted on their beliefs for a more egalitarian, more just, peace-loving society.

To ward off alienation and gloom, it is only necessary to remember the unremembered heroes of the past, and to look around us for the unnoticed heroes of the present.
