Critics of former President Donald Trump, from Democrats to right-wing Never Trump conservatives, have been warning that if he returns to the White House in January 2025, his second administration would seriously undermine the United States' system of checks and balances. Trump 2.0, they argue, would make the U.S. a democracy in name only — not unlike Turkey under President Recep Tayyip Erdogan or Hungary under Prime Minister Viktor Orbán.

Trump's plan to remodel the federal government if wins the 2024 GOP presidential nomination and defeats President Joe Biden in the general election is being billed as Project 2025. University of Colorado professor Mary Guy has attacked Trump's 2025 agenda as a recipe for authoritarianism.

Journalist Michael Hirsh, in an article published by Politico on September 19, explains, "They aim to defund the Department of Justice, dismantle the FBI, break up the Department of Homeland Security and eliminate the Departments of Education and Commerce, to name just a few of their larger targets. They want to give the president complete power over quasi-independent agencies such as the Federal Communications Commission, which makes and enforces rules for television and internet companies that have been the bane of Trump's political existence in the last few years."

Hirsh adds, "And they want to ensure that what remains of this slashed-down bureaucracy is reliably MAGA conservative — not just for the next president, but for a long time to come — and that the White House maintains total control of it."

Key members of Trump's Project 2025 team, according to Hirsh, include the Heritage Foundation's Paul Gans and former White House Chief of Staff Mark Meadows. Hirsh, however, notes that decimating "the Deep State" is easier said than done.

Hirsh reports, "The Trumpers involved in Project 2025 say they realize they can't replace everybody — and they don't want to.… But the Project's authors are the first to admit that implementing most of it will require enormous political power that they do not currently have."
