FL shooter underwent 72-hour mental evaluation, left suicide note in 2017 but 'was not committed': FBI

An exclusive Monday, August 28 report from Rolling Stone provides more details about the white gunman who intentionally shot and killed three Black people on Saturday, August 26 at a Florida Dollar General.

Jacksonville Sheriff's Office identified the suspect — 21-year-old Ryan C. Palmeter — Sunday, while Reuters reported that prior to arriving to the Dollar General, he unsuccessfully tried to enter the campus of Edward Waters University — Florida's oldest historically Black college.

Per law enforcement reports, Palmeter was the subject of a Baker Act on July 6, 2017, after leaving his residence on a bicycle, refusing to come home, and leaving a suicide letter in his bedroom. Prior to police locating Palmeter, his mother found him unharmed and brought him home. According to the reports, later, while speaking with Clay County authorities, Palmeter said that he could not handle the stress any longer and that he had planned to ride his bicycle towards a Bank of America tower in downtown Jacksonville to jump off of it.

Furthermore, the publication notes, "In 2017, the sheriff said, 'He went for 72 hour evaluation, but he was not committed to a mental institution,' and "that he believed the shooter was able to legally purchase firearms in April and June this year because the 2017 evaluation did not result in him being committed to a mental institution and because he was 15 at the time."

Federal Bureau of Investigation (FBI) Director Christopher Wray said during a Monday call "with the Jacksonville Sheriff to brief national law enforcement and local leaders," according to Rolling Stone.

"I want to start by offering my deepest condolences to victims of this despicable attack and to their families and to everyone in the Jacksonville community," Wray said on the call. "I can only imagine the terrible pain that you and your neighbors are experiencing now and feelings of loss that will stay with you in the days and weeks and months to come. The FBI is committed to thoroughly and aggressively investigating Saturdays attack because we are not going to tolerate racially motivated violence in our country.”
