GAO faults feds for bungled Katrina response

The non-partisan Government Accountability Office has released a
scathing new report that blames George Bush and his most senior officials for the federal government's botched response to Hurricane Katrina.

The report was highly critical of DHS director Michael Chertoff, who until now had avoided major criticism for his management of the Katrina catastrophe.

The GAO concluded that the response revealed deep weaknesses in American national security. Four years after 9/11 the Bush administration still hadn't created a senior-level disaster management portfolio in the Department Homeland Security (which annexed FEMA under Bush).

"Wow! The other shoe has dropped, and it certainly makes one think that Karl Rove might need to rethink this year's campaign theme. If keeping us safe from terrorism is the Bush Administration's strong suit, and if the same people are running that area and disaster response, we're all in big trouble," writes national security blogger W. David Stephenson.
