Can we at least read the bill?
The ability to read the bill. That's all a clever campaign (Read the Bill) set up to push for more sunlight in Congress is asking for. I can think of dozens of occasions over the past five years where I read a report about the House of Representatives introducing new legislation at midnight that the public didn't have time to read and review, and forcing a quick vote on the matter. Those are the votes that gave pay raises to representatives, money for insane subsidies to obsolete industries, etc.
Oddly enough, House procedural rules are set to function giving time for review. As the campaign cites, "The House has on its books a three-day rule requiring reported bills to be available for three days before being brought up on the House floor. But the House Rules Committee routinely issues procedural rules waiving this and other points of order, and the House routinely approves those waivers."
So why not just push for this rule to be enforced? Read the Bill calls that a lost cause. What the organization wants is simple. Post all proposed legislation online 72 hours before it's voted on.
