The Guardian:
Officials from Venezuela and Massachusetts have signed a deal providing cheap heating oil to low-income homes in the US state.
The fuel will be sold at some 40% below market prices to thousands of homes over the winter months.

Talks are under way to agree a similar deal to provide discounted heating oil from Venezuela to low-income residents in New York's Bronx district.
Earlier this year, Venezuela bailed out Fiesta Boricua, a Puerto Rican festival in Chicago that was short of cash.

Then it offered up the "Miracle Project," which provides free eye surgery around the Caribbean Basin, to low-income Americans. Hugo Chavez told Amy Goodman: if "you have people who have eye problems and they cannot afford an eye surgery, please, go to the Venezuelan Consulate in the U.S. Go to the U.S. Embassy in Washington. Go to CITGO. We can guarantee the transportation of these people to Caracas and Havana free, totally free of charge."
