Proof Bush Fixed the Facts

By Ray McGovern, TomPaine.com. Posted May 5, 2005.

The intelligence on Iraq was not mistaken, it was manufactured. This was mass deception. And we have the smoking memo.

"Intelligence and facts are being fixed around the policy."

Never in our wildest dreams did we think we would see those words in black and white -- and beneath a SECRET stamp, no less. For three years now, we in Veteran Intelligence Professionals for Sanity (VIPS) have been saying that the CIA and its British counterpart, MI-6, were ordered by their countries' leaders to "fix facts" to "justify" an unprovoked war on Iraq. More often than not, we have been greeted with stares of incredulity.

It has been a hard learning -- that folks tend to believe what they want to believe. As long as our evidence, however abundant and persuasive, remained circumstantial, it could not compel belief. It simply is much easier on the psyche to assent to the White House spin machine blaming the Iraq fiasco on bad intelligence than to entertain the notion that we were sold a bill of goods.

Well, you can forget circumstantial. Thanks to an unauthorized disclosure by a courageous whistleblower, the evidence now leaps from official documents -- this time authentic, not forged. Whether prompted by the open appeal of the international Truth-Telling Coalition or not, some brave soul has made the most explosive "patriotic leak" of the war by giving London's Sunday Times the official minutes of a briefing by Richard Dearlove, then head of Britain's CIA equivalent, MI-6. Fresh back in London from consultations in Washington, Dearlove briefed Prime Minister Blair and his top national security officials on July 23, 2002, on the Bush administration's plans to make war on Iraq.

Blair does not dispute the authenticity of the document, which immortalizes a discussion that is chillingly amoral. Apparently no one felt free to ask the obvious questions. Or, worse still, the obvious questions did not occur.

Juggernaut Before The Horse

In emotionless English, Dearlove tells Blair and the others that President Bush has decided to remove Saddam Hussein by launching a war that is to be "justified by the conjunction of terrorism and weapons of mass destruction." Period. What about the intelligence? Dearlove adds matter-of-factly, "The intelligence and facts are being fixed around the policy."

At this point, Foreign Secretary Jack Straw confirms that Bush has decided on war, but notes that stitching together justification would be a challenge, since "the case was thin." Straw noted that Saddam was not threatening his neighbors and his WMD capability was less than that of Libya, North Korea or Iran.

In the following months, "the case" would be buttressed by a well-honed U.S.-U.K. intelligence-turned-propaganda-machine. The argument would be made "solid" enough to win endorsement from Congress and Parliament by conjuring up:

  • Aluminum artillery tubes misdiagnosed as nuclear related;
  • Forgeries alleging Iraqi attempts to obtain uranium in Africa;
  • Tall tales from a drunken defector about mobile biological weapons laboratories;
  • Bogus warnings that Iraqi forces could fire WMD-tipped missiles within 45 minutes of an order to do so;
  • Dodgy dossiers fabricated in London; and
  • A U.S. National Intelligence Estimate thrown in for good measure.

All this, as Dearlove notes dryly, despite the fact that "there was little discussion in Washington of the aftermath after military action." Another nugget from Dearlove's briefing is his bloodless comment that one of the U.S. military options under discussion involved "a continuous air campaign, initiated by an Iraqi casus belli" -- the clear implication being that planners of the air campaign would also see to it that an appropriate casus belli was orchestrated.

The discussion at 10 Downing Street on July 23, 2002 calls to mind the first meeting of George W. Bush's National Security Council (NSC) on Jan. 30, 2001, at which the president made it clear that toppling Saddam Hussein sat atop his to-do list, according to then-Treasury Secretary Paul O'Neill, who was there. O'Neill was taken aback that there was no discussion of why it was necessary to "take out" Saddam. Rather, after CIA Director George Tenet showed a grainy photo of a building in Iraq that he said might be involved in producing chemical or biological agents, the discussion proceeded immediately to which Iraqi targets might be best to bomb. Again, neither O'Neill nor the other participants asked the obvious questions. Another NSC meeting two days later included planning for dividing up Iraq's oil wealth.

Obedience School

As for the briefing of Blair, the minutes provide further grist for those who describe the U.K. prime minister as Bush's "poodle." The tone of the conversation bespeaks a foregone conclusion that Blair will wag his tail cheerfully and obey the learned commands. At one point he ventures the thought that, "If the political context were right, people would support regime change." This, after Attorney General Peter Goldsmith has already warned that the desire for regime change "was not a legal base for military action," -- a point Goldsmith made again just 12 days before the attack on Iraq until he was persuaded by a phalanx of Bush administration lawyers to change his mind 10 days later.

Tip of the iceberg

Fate has it that when you hurt inocent people it comes back ten fold. Now we know that his history is that of a liar, cheat, manipulator and a drunk and as a man he has not changed. He used religion to cover up his disception and in turn will bring not only our government to it knees but religion as we all knew it. Finally, the war of the people will be over.

All the negatives will become positives!

President Clinton gets sucked off by his secretary. Mass outcry for impeachment because he committed perjury. Big fucking deal. It happens all the damn time. President Bush misleads an entire country into supporting an illegal and amoral war over oil. Does anything happen? No. Now there is black and white proof. Will anything happen? With the control of the federal government directly in Republican hands, the answer is most likely no. Dirt will be kicked over it and the Democrats or former President Clinton will be blamed by the whore Ann Coulter and Bill O'Reilly. People will want to believe that their leader and chief that they re-elected didn't mislead them, so they will happily accept the lies Coulter and O'Reilly and Condoleeza Rice and Co. will surely be spouting in a matter of days. These are the leaders they chose and the media headstones they choose to listen to. God bless Amerika.

While no reasonable person would be surprised to find such accusations true...did I miss something here? The article title implied we were to be shown some actual proof as opposed to a reference to a reference to a reference to something else that has no reference...

Where was the content? After reading the article twice and perusing its responses, where was the "proof" we were promised? We all believe it, but it'd also be nice to ACTUALLY see it.

Well?

Sirs: No one wants to believe the article as written in the Sunday Times of May 1, 2005 more than I do. However, when I try to find this article in the archives of the Sunday Times - Britain, I can not do so. Why? Also, why is this information only now coming to light after being published six days ago, in the Sunday, May 1 issue? I would have thought the explosive nature of this article and any documentary proof would have certainly been picked up by U. S. news sources. Not all of them are stooges of the right-wing extremists.

I hope that there are many other "smoking gun" memos to follow – because that's what it will take: a tsunami of paperwork and a firestorm of individual outcries to overwhelm the propaganda machine that is daily feeding us a content-free diet of smarmy titillation.

It's obvious that Bush should be impeached, but it ain't-a-gonna-happen until the spineless media and our chickens**t Congress are left with no other choice but to stop obsessing about their personal fortunes and start caring again about the future of our nation – because if proof of malfeasance like this memo continue to be ignored, our nation HAS no future.

All any of us can do is make as much noise as possible in as many places as possible. Unfortunately, it will take widespread – and vocal – dissatisfaction by millions to wake up our brain-dead lawmakers.

I totally believe that this memo exists. However, I want to see the original document, not a re-typed version of it. As I saw on the Times website.

Does anyone know where I can find it?

If this is true

If this document is true and I wholeheartedly hope that it holds out as true, as the articles state it just provides some black and white proof that the criminals in office are in fact truly criminals. They know it, we know it, their supporters know it yet deny it and accept it. Never forget that though much truth may come to light, there are many in the US who still support the unholy plans of the neocons and the Bush administration. And many of them are in Congress and the Senate, Pentagon, own the media, sit on corporate boards and pretend to be clergy.

The great Swami(name intended as humorous) predicts that this will only add to the rage of those who require justice in the their minds and souls and the fools who need only justification for their insane philosophies will continue only mildly hindered. We will spout and rage at each other. And the neocons will go to bed again with their seats of power in tack. Pessimistic? Yes. But seeing what they have gotten away with so far lends much credence to them weathering this little storm also. We will be lied to again and again and the sheep will graze on it, and the fetid of mind will spew more vitriol of how stupid and brainless those who want justice and truth are. They will guise their words as truth. They will believe their lies too. But innocent people will continue to die, starve, suffer, under these 'truths'. But it's OK, it's them not 'me' is the unspoken truth. 'I' get 'mine' with
these 'truths'.

Here's to hoping that they can't weather this storm and we make the storm too big for them.

This is just the last straw for me as far as being able to withstand the mainstream media. CNN will spend 20 hours per day on some stupid ADULT woman who ran away from home yet not ever mention something as earth-shattering as this story SHOULD be. Of course I'm preaching to the choir here... but why can't we do something? I'm so tired of sitting here watching the world turn into one big car wreck, being made aware of the cause, and not being able to do anything to prevent it. I am actually disappointed in all of us. There are enough intelligent, aware people on this earth, but we are allowing ourselves to be run roughshod over by a bunch of greedy, amoral monsters. We sit here blogging and what does that do? I'm not saying it may not help, but it's not enough. I'm also not saying I have a solution. I am saying that we need to figure one out. Sheeple are getting more and more used to living in a schizophrenic society and the accepted norm is becoming an abhorrence of gay people, a love for some skewed form of "Christianity" that fosters hate and intolerance, global ignorance and disdain for the earth.

I just am saddened by it all... and while this article really brought to light proof of exactly what we already knew, it also confirmed my worst nightmare: That no one can make the horror that is the current administration go away. And, let's face it, this is only one of hundreds of scandals and proof of wrongdoing that are daily kicked under the rug. How very sad for us all.

It doesn't matter how much information comes to light about the Bush administration's lies to get us into war with Iraq. It is the teflon administration in that nothing sticks. Bush should be impeached for his lies about Iraq. It's interesting how when Clinton lied about a sexual affair most Americans were ready to hang him from the nearest tree. However, Bush and his administration have lied repeatedly about the reasons for going to war in Iraq, thousands of Americans and innocent Iraqis have died and thousands of Americans have come home "broken" both in mind and body, and for no legitimate reason other than to satisfy the agenda of a self-centered, uncaring and ruthless administration, yet no one seems concerned. At least when Clinton lied, nobody died.

Facts Fixed

Current rating: Not yet rated    [1 = poor; 5 = excellent]
It should have been no secret that the "facts" leading up to the war with Iraq was fixed, probably the facts about Afghanistan also. I have always thought it odd that a country we gave over fifty million dollars to in May of 2001, we would be fighting five months later. Why did the Bush administration give that kind of money to Afghanistan when they knew at the time that country was harboring bin Ladin who was on our 's..t' list because of his attack on one of our ships. And why and how was this country able to identify all 19 of the hijackers after they were blown to bits, in about a week's time, but yet didn't know jack about them before hand.
When Chaney made the comment that 9-11 was a government sponsored hit, I had to ask myself the question, what country in the world would carry out such a feat. Somehow the only country I could think of was this one. My country. Was I to believe that this country with spys everywhere not privy to something like what happened here.? I think not. Unfortunately the America public will go on thinking that someone is out to get us. Kind of like the town's people who believed Gaston in "Beauty and The Beast". The beast ,he told them, will eat your children and kill you in your sleep. Bush told us that Saddam will nuke up, even when a little hint of commonsense would have proven otherwise. Hell, I don't think even this country has a weapon that could reach all the way to Iraq from here, considering where it is on the map, and people were willing to believe that Saddam could achieve even what we couldn't do. Idiots.

The war will certainly be the top issue at the next bi-election. $82 billion more on top of the rest? That pinches my pocketbook. Bodybags by the dozens? We all know or know of someone killed or injured by the war. I did a little work in the last campaign. For the prospect of an impeachment, I'm ready to do a lot of work. How about you?

If everyone who takes time to post comments on blogs would take the time to email your senate, WE could be heard !! I can proudly say I didn't vote for Bush and proudly say I write mine ALL the time!! If they get enough counts{ they may not read each letter or email, but they're counted for each issue} If the count gets so large they know they can't ignore it ! I have a BIG problem with our leaders, I"ve read alot of facts I don't like about Bush. So I make myself "counted". and hope the count grows.

Okay, folks. Just so we don't sit and bitch, I urge everyone to do what I just did. E-mail your Senators & Congressman and tell them to get off their fannies and do something. Let them know that this info is going to reach more and more people everyday that passes, that they can either be on the end that did something about it, or they'll go down in disgrace with the rest of the liars. Remember, these people will be wanting your votes soon, let them know how they'll get it and how they won't. Then, don't stop there. Tell everyone you know, what you know. Urge them to flood their Senators and Congressman with phone calls, e-mails, and letters. I for one am over all of this. Bush has crossed more lines than any leader should, without being stopped. Impeachment is the only justified option here. And, instead of pissing and moaning about how it's never going to happen, stand up and see to it that it does. If everyone yells loud enough, they'll have no choice but to listen. This is not a Democratic issue, or a Republican issue, or Independent, or Green, or Peace and Freedom - it's an American issue. I know previous Bush voters that are outraged over this. If I know some, then chances are you do, too. That pretty much squashes the whole "majority rules" type attitude that has given the Republicans the ego they've needed to be so blatently irresponsible with our country and to bold face lie to voters in order to gain their support. Stand up, be heard, don't let them think we're giving up - that's how they've gotten away with it up to this point.

This is what the times article said. The site mysteriously disappeared not an hour after I copied the test from the page.

The secret Downing Street memo
SECRET AND STRICTLY PERSONAL
UK EYES ONLY

DAVID MANNING
From: Matthew Rycroft
Date: 23 July 2002
S 195 /02

cc: Defence Secretary, Foreign Secretary, Attorney-General, Sir Richard Wilson, John Scarlett, Francis Richards, CDS, C, Jonathan Powell, Sally Morgan, Alastair Campbell

IRAQ: PRIME MINISTER'S MEETING, 23 JULY

Copy addressees and you met the Prime Minister on 23 July to discuss Iraq.

This record is extremely sensitive. No further copies should be made. It should be shown only to those with a genuine need to know its contents.

John Scarlett summarised the intelligence and latest JIC assessment. Saddam's regime was tough and based on extreme fear. The only way to overthrow it was likely to be by massive military action. Saddam was worried and expected an attack, probably by air and land, but he was not convinced that it would be immediate or overwhelming. His regime expected their neighbours to line up with the US. Saddam knew that regular army morale was poor. Real support for Saddam among the public was probably narrowly based.

C reported on his recent talks in Washington. There was a perceptible shift in attitude. Military action was now seen as inevitable. Bush wanted to remove Saddam, through military action, justified by the conjunction of terrorism and WMD. But the intelligence and facts were being fixed around the policy. The NSC had no patience with the UN route, and no enthusiasm for publishing material on the Iraqi regime's record. There was little discussion in Washington of the aftermath after military action.

read the rest here. Apparently the post is too long for this board.

CNN almost covered it....

I was watching CNN last night, just to see if they'd say anything about this. I never did hear anything, (they may have covered it when I wasn't watching), but if you paid no attention to the words the anchor said, you'd see the words blazing across the bottom of the screen. Of course, just as they were about to write about what Democrats are standing up demanding action - it cut to commercial. And of course, they didn't start where they left off. I never saw anymore about it. Does anyone know which Dems are actually demanding action? I plan to do some searching to try and find out. Anyone know a good website to check for that info? What I did notice was the remarkable usage of misinformation. Boy, these guys are talented! Wasn't it a reputable British newspaper that reported this info? Well, according to what little CNN reported, this information was revealed in a British TABLOID! As if it was in the Enquirer or something. That's how they get people to dismiss it. Barely cover it at all, and when they do - just portray it as a crock of shit and no one will take it seriously.
