How the U.S. Funds the Taliban

The U.S. government is funding the very forces its troops are fighting -- funds that add up to a huge amount of money for the Taliban.

On October 29, 2001, while the Taliban's rule over Afghanistan was under assault, the regime's ambassador in Islamabad gave a chaotic press conference in front of several dozen reporters sitting on the grass. On the Taliban diplomat's right sat his interpreter, Ahmad Rateb Popal, a man with an imposing presence. Like the ambassador, Popal wore a black turban, and he had a huge bushy beard. He had a black patch over his right eye socket, a prosthetic left arm and a deformed right hand, the result of injuries from an explosives mishap during an old operation against the Soviets in Kabul.

But Popal was more than just a former mujahedeen. In 1988, a year before the Soviets fled Afghanistan, Popal had been charged in the United States with conspiring to import more than a kilo of heroin. Court records show he was released from prison in 1997.

Flash forward to 2009, and Afghanistan is ruled by Popal's cousin President Hamid Karzai. Popal has cut his huge beard down to a neatly trimmed one and has become an immensely wealthy businessman, along with his brother Rashid Popal, who in a separate case pleaded guilty to a heroin charge in 1996 in Brooklyn. The Popal brothers control the huge Watan Group in Afghanistan, a consortium engaged in telecommunications, logistics and, most important, security. Watan Risk Management, the Popals' private military arm, is one of the few dozen private security companies in Afghanistan. One of Watan's enterprises, key to the war effort, is protecting convoys of Afghan trucks heading from Kabul to Kandahar, carrying American supplies.

Welcome to the wartime contracting bazaar in Afghanistan. It is a virtual carnival of improbable characters and shady connections, with former CIA officials and ex-military officers joining hands with former Taliban and mujahedeen to collect US government funds in the name of the war effort.

In this grotesque carnival, the US military's contractors are forced to pay suspected insurgents to protect American supply routes. It is an accepted fact of the military logistics operation in Afghanistan that the US government funds the very forces American troops are fighting. And it is a deadly irony, because these funds add up to a huge amount of money for the Taliban. "It's a big part of their income," one of the top Afghan government security officials told The Nation in an interview. In fact, US military officials in Kabul estimate that a minimum of 10 percent of the Pentagon's logistics contracts--hundreds of millions of dollars--consists of payments to insurgents.

Understanding how this situation came to pass requires untangling two threads. The first is the insider dealing that determines who wins and who loses in Afghan business, and the second is the troubling mechanism by which "private security" ensures that the US supply convoys traveling these ancient trade routes aren't ambushed by insurgents.

A good place to pick up the first thread is with a small firm awarded a US military logistics contract worth hundreds of millions of dollars: NCL Holdings. Like the Popals' Watan Risk, NCL is a licensed security company in Afghanistan.

What NCL Holdings is most notorious for in Kabul contracting circles, though, is the identity of its chief principal, Hamed Wardak. He is the young American son of Afghanistan's current defense minister, Gen. Abdul Rahim Wardak, who was a leader of the mujahedeen against the Soviets. Hamed Wardak has plunged into business as well as policy. He was raised and schooled in the United States, graduating as valedictorian from Georgetown University in 1997. He earned a Rhodes scholarship and interned at the neoconservative think tank the American Enterprise Institute. That internship was to play an important role in his life, for it was at AEI that he forged alliances with some of the premier figures in American conservative foreign policy circles, such as the late Ambassador Jeane Kirkpatrick.

Wardak incorporated NCL in the United States early in 2007, although the firm may have operated in Afghanistan before then. It made sense to set up shop in Washington, because of Wardak's connections there. On NCL's advisory board, for example, is Milton Bearden, a well-known former CIA officer. Bearden is an important voice on Afghanistan issues; in October he was a witness before the Senate Foreign Relations Committee, where Senator John Kerry, the chair, introduced him as "a legendary former CIA case officer and a clearheaded thinker and writer." It is not every defense contracting company that has such an influential adviser.

But the biggest deal that NCL got--the contract that brought it into Afghanistan's major leagues--was Host Nation Trucking. Earlier this year the firm, with no apparent trucking experience, was named one of the six companies that would handle the bulk of US trucking in Afghanistan, bringing supplies to the web of bases and remote outposts scattered across the country.

At first the contract was large but not gargantuan. And then that suddenly changed, like an immense garden coming into bloom. Over the summer, citing the coming "surge" and a new doctrine, "Money as a Weapons System," the US military expanded the contract 600 percent for NCL and the five other companies. The contract documentation warns of dire consequences if more is not spent: "service members will not get food, water, equipment, and ammunition they require." Each of the military's six trucking contracts was bumped up to $360 million, or a total of nearly $2.2 billion. Put it in this perspective: this single two-year effort to hire Afghan trucks and truckers was worth 10 percent of the annual Afghan gross domestic product. NCL, the firm run by the defense minister's well-connected son, had struck pure contracting gold.

Except of course for the real implications, this article is on of the funniest things I have read on Alternet.

It's nearly as good as Monty Python.

The US Army should go the Roman route, and start off Real Gladitorial Productions in the largest arenas across the Planet with 100,000 live audiences attending the events and 2 Billion across the World watching on High Definition TV...

Just get all the politicians and bankers - playing against each other with a selection of weapons. Shooting the audience is of course against the rules - but an odd RPG might go astray - but that minor risk just adds to the fun and excitement. What's a bit of collateral damage to worry about with all the blood and guts of politicians and bankers flying everywhere?

It would solve a lot of problems and provide high quality entertainment.

Since this article raises very complex issues of taxpayer dollars and government financing. Public awareness by mainstream media should be avoided at all costs. We should have no thoughts on such weighty matters. We the American consumer in the words of one of our more illustrious presidents should substitute negative Karma for views of shopping malls and paying to buy those revenue generating luxury goods instead.

The really good thing about this article is that deep in the heart of Afhganistan we have a female trucker in business with the Taliban. Very strange business we appear to be in and publicly consent to. However in the good old county of Absurdistan..err I meant WA_DC. This would be considered business as usual, I am sure we can throw some great media spin PR and even more taxpayer dollars at the problem until it goes away. We are good at that.

It looks as though the U.S. has found yet another another "nation" ripe for our style of democracy; he with the fattest checking account wins. It sounds as though the Karzai clan got out of heroin trafficking because they found something even more profitable. Or are they now just "alleged" traffickers. When we finally achieve Peace with Honor in Afghanistan the Taliban will be right behind our retreating troops and they'll be rich. My sympathy is with the grunts on the ground trying to stay alive to come home. We need to get them all back here and protect our own borders. This much vaunted Homeland Security couldn't even stop a nutcase in their own midst from murdering over a dozen people.

What are the trucks carrying on the return trip?

They must be paying for protection in the return and that means carrying something that is of value.

There is only one thing that would be great enough in value to fund the return trip: Opium and heroin.

First of all, who are The Weapons Suppliers?
Well Its You and Me - assuming you pay your taxes to the US or UK Governments...and maybe you are much more deeply involved than that. Maybe you actually work directly in the Weapons Industry - or indirectly - maybe you are one of the Politicians who works hard to ensure that the Weapons Companies in your own State or Constituency - are well supported by Government Funding...It's all a case of "Jobs" after all - and the "health" of our local economies. Even I have to admit, that I have worked on stuff for the UK Ministry of War.

The Weapons Industry Spends Massive Amounts on Politicians within our Own Governments - and Governments all over the World to keep this trade flowing - nice and healthy... And who gets the weapons? - Well anyone who will pay for them. Its like selling fireworks - who gives a shit who is buying them? As long as there are lots of bangs and everyone gets paid, and big Profits are made.

Its a bit tough on our Own Soldiers - especially The British - cos our own Government is rather tight on supplying even basic equipment, when there are greater profits to be made selling the stuff to other countries - to help our Export Drive - its about the only thing we make. Weapons'R'Us is one of the Biggest Earners of Foreign Currency in the UK.

And The Afghans - In Control of The Supply Routes - Well They will keep taking the Protection Money - and where does it go??? Well to buy more Weapons of course and help train Millions of Afghan Kids to use them.

The US and The British of course think the Afghans really like them - and that they are doing a good job bringing Democracy and McDonalds to Their God Forsaken Land. History indicates, that this may not quite be true...

Once there are hundreds of thousands of US/UK Soldiers deployed in the depths of Afghanistan, the Afghans might suddenly decide to change the rules. After all - they are in control of the Supply Routes. They might suddenly decide to Change Sides - and Instead of Working For The US Government - become all kind of Loyal To Their Own Country and Their Own Religion...

Hundreds of Thousands of US/UK Soldiers may suddenly find themselves surrounded by Millions Of Muslim Kids - Armed To The Teeth and Determined to Take Back Their Own Country from the Invaders (that's Us).

They have a history Of doing this before.

It's All Good For Weapons Sales.

Oil, Opium and Israel...Separation of Power in the Empire

But, of course, there is no real separation of power in Imperial America. The bankers run it all. Only a few short decades ago the head of the NYSE went to Columbia to entice more drug money into his pyramid scheme in New York. In this decade a Bush had the orders on his desk prior to 9-11 to launch the invasion of Afghanistan which led to the restoration of the drug trade--very important for a this Skull and Bonesman who, like his fathers fathers, belonged to this organization funded through a trust funded with opium money from the India trade. (Of course, the great 'progressive' banker FDR's Delano relation was part of the Hong Kong trade.)

In a time of want, YOU and your 'progressive' Democratic president are paying $400 a gallon for gas in Afghanistan to maintain the opium trade. YOUR last Democratic president, allied with the INTERPOL-named narco-terrorist organization, the KLA, seized the resource rich province of Kosovo from Serbia...where international economic terrorist, George Soros, and his heel hound tried to take control of state enterprises for a fraction of their value--a scam this animal and his New York and London posse has attempted all over the world--including the United States, where the Goldman Sachs gang just walked out the door with trillions through the connivance of the Federal Reserve which refused to account for the money to the wretched swine in Congress.

Obama has made the war in Afghanistan his own. In 2004, he said that main difference he had with Bush over the Iraq war was who was running it. These are his wars now and, as before, they are Demopublican wars. He supported the Kerry/Edwards ticket--Kerry, the Skull & Bonesman, remember, wanted to concentrate on securing the opium production in Afghanistan rather than the oil in Iraq.

Obama's reinforcement of the forces in Afghanistan will put even more US forces at grave risk should the City's proxy, Israel, attack Iran. This will lead to the shutting down of not only the Straits, but the re-supply route through Russia and Pakistan Logistics are already tenuous and Taliban-dependent, at best. Now, factor in the rage that will expand through the entire region with an attack on Iran. You will literally be held hostage by the decisions made by Goldman Sachs' president and his IDF/Israel intelligence agent, Rahm Emmanuel, and AIPAC's Congress. When this happens, the banker enriching, "clash of civilizations" will be underway with oil and resource prices through the roof and the dollar driven into oblivion.

Sensible people will prepare for this imperial, banker-driven Third World War. Those without any sense will continue to support the Demopublicans. Remember, you've brought this on yourselves. Meditate upon the works of Albert Pike...and, enjoy!

...and its presidents. George Bush's Secretary of State, Colin Powell, provided the Taliban with $43 billion for their superb efforts in opium erradication. Skull & Bonesman, "Poppy" Bush, little Georgie's father, was head of the CIA and the president who repeatedly called for a New World Order.

Their support for the drug trade was not confined to Afghanistan--they also supported the narco regimes in Mexico and Columbia where their right-wing death squads murdered peasants, union leaders and opposition politicians. Incidentally, one of the premier narco banks in Mexico joined the Citibank stable, Banamex, if memory serves.

Of course, some would ask you to believe that it is all just coincidence and conspiracy theory that the sons and heirs of dealers in opium ally themselves with narco-terrorists, drug lords and money launderers in the present and that your sons and daughters are really just dying so that Afghan women don't have to wear funny clothes...it was just an accident that we ended up backing the drug lords in Afghanistan...in Columbia...in Mexico...all part of our 'War on Drugs', no doubt.

President Obama is currently deciding whether to send as many as 60,000 additional U.S. soldiers to the war in Afghanistan.

Let's urge Obama to live up to his 2009 Nobel Peace Prize. Tell him to withdraw troops from Afghanistan -- not send more.

Tillman saw how things were going and was going to come out against the war...then he was murdered..."How con-veeeen-ient!" as Church Lady would say, and his murder was covered up. Opium is why we fight.

The Taliban are using are weapons and our ammunition. They are being bribed to allow our trucks to pass through THEIR country--and YOU are paying for this in blood and treasure.

The CIA is just having a 30 year field day and we and our soldiers are paying the price for their playing footsie with the millionairess busybodies of the world. One thing you can say, our national strategic interests in using the Afghan people for our own ends in a proxy war with Russia hardly makes 9/11 unprovoked.
