Bill Moyers: The Rise of Private Armies -- Mercenaries, Murder and Corruption in Iraq and Afghanistan

The following is a transcript from the Bill Moyers Journal on PBS, broadcast on June 5.

There was good news and bad news about Afghanistan this week. And it was the same news.

That's right. The Senate held confirmation hearings for Lieutenant General Stanley McChrystal, slated to be the next commander of U.S. forces in Afghanistan. Here's how two different news organizations reported his testimony:

The Associated Press headline read, "War in Afghanistan is 'Winnable,'" but the "Washington Independent" reported that the general had, quote, "painted a bleak picture of the Afghanistan war" and that the United States "needed to show significant progress within '18 to 24 months' or risk the war spiraling out of control."

What we know for sure is that the fighting in Afghanistan is escalating. At least 21 thousand more American troops are going in and the number of private security contractors working for the military there jumped 29 percent in the last three months alone. Get this: there are now more private security contractors in Afghanistan than there are U.S. soldiers. And as of next year, according to new Pentagon documents, the war in Afghanistan will be costing more than the war in Iraq.

It's the job of experienced, knowledgeable investigative reporters to throw a monkey wrench into the spin machine and try to make some sense of all this. They're an endangered species, but one of the best in the business is Jeremy Scahill, who's been digging into Pentagon documents and thick congressional hearings for several years now. He's twice winner of the George Polk Award for special achievement in journalism, and author of this best selling book, BLACKWATER: THE RISE OF THE WORLD'S MOST POWERFUL MERCENARY ARMY. Jeremy now runs the new Web site, RebelReports. Jeremy Scahill, welcome back to the JOURNAL…

Jeremy Scahill: It's great to be with you Bill.

Bill Moyers: How do explain this spike in private contractors in both Iraq and Afghanistan?

Scahill: Well, I think what we're seeing, under President Barack Obama, is sort of old wine in a new bottle. Obama is sending one message to the world, but the reality on the ground, particularly when it comes to private military contractors, is that the status quo remains from the Bush era. Right now there are 250 thousand contractors fighting the wars in Iraq and Afghanistan. That's about 50 percent of the total US fighting force. Which is very similar to what it was under Bush. In Iraq, President Obama has 130 thousand contractors. And we just saw a 23 percent increase in the number of armed contractors in Iraq. In Afghanistan there's been a 29 percent increase in armed contractors. So the radical privatization of war continues unabated under Barack Obama.

Having said that, when Barack Obama was in the Senate he was one of the only people that was willing to take up this issue. And he put forward what became the leading legislation on the part of the Democrats to reform the contracting industry. And I give him credit for doing that. Because he saw this as an important issue before a lot of other political figures. And spoke up at a time when a lot of people were deafeningly silent on this issue. I've been critical of Obama's position on this because I think that he accepts what I think is a fundamental lie. That we should have a system where corporations are allowed to benefit off of warfare. And President Obama has carried on a policy where he has tried to implement greater accountability structures. We now know, in a much clearer way than we did under Bush, how many contractors we have on the battlefield. He's attempted to implement some form of rules governing contractors. And it has suggested that there should be greater accountability when they do commit crimes.

All of these things are a step in the right direction. But, ultimately, I think that we have to look to what Jan Schakowsky, the congresswoman from Illinois, says. We can no longer allow these individuals to perform what are inherently governmental functions. And that includes carrying a weapon on U.S. battlefields. And that's certainly not where President Obama is right now.

Moyers: But many people will say of course, the truth, which is he inherited a quagmire from the Bush administration. What's he to do?

Scahill: Well, there's no question that Obama inherited an absolute mess from President Bush. But the reality is that Obama is escalating the war in Afghanistan right now. And is maintaining the occupation of Iraq. If Obama was serious about fully ending the occupation of Iraq, he wouldn't allow the U.S. to have a colonial fortress that they're passing off as an embassy in Baghdad. Bill, this place is the size of 80 football fields. Who do you think is going to run the security operation for this 80 football field sized embassy? Well, it's mercenary contractors.

Moyers: So we're supposed to be withdrawing from Iraq. But you're suggesting, in all that you've written, that I've read lately, that we will be leaving a large mercenary force there.

More war, more prisons, more prisoners without charges, more mercenaries just a much better messenger ...

The people at home suffer while Barack uses precious resources to kill innocent civilians, build more permanent bases and prisons.

Yes, it has been a great job of investigating and bringing out into the open the sleazy and secretive way that our government and big corporate power and even the church worked together to subvert the Constitution so that war may reign supreme.
Jeremy deserves credit.

But not too much credit.

How can you dig so deeply into the wars in Iraq and Afghanistan, and the lies about it all, and not mention the lies of 911?
I know that you both know that the official story of 911 is a fairytale.
What is keeping you from this story?
Whatever it is, it is what is keeping journalists all over the country from the story.

Just one part of the true story of 911 proves that they are lying. Nine distinguished scientists have found nanothermite, a unique incendiary material, in the dust samples of the WTC. They have written a peer reviewed paper about it. Nanothermite is a substance that is only made in a few research centers in the country, mostly connected with the US military. It can only be found at the WTC because it was put in the buildings before the attacks, and was used to bring down the buildings via controlled demolition.

There is no other way around it.......they lied to us about why the buildings came down. No other explanation.

So, we know the official story of 911 is a lie. Now what? Well, if the truth is censored, they all get away with it. Treason. And the press is cooperating beautifully. So is Alternet and Bill Moyers and Jeremy Scahill and Democracy Now!
They lied and because of the press, they are getting away with it.

This is insanity! Not one mention of this scientific paper. All someone would have to do is expose it, find out where that nanothermite came from (each type of nanothermite is formulated in a unique way and can be traced to the makers)and what researchers were involved, and find out who worked on the project to put it into the buildings.
This is not rocket science. This is just pure investigative journalism.
But they are obviously not allowed to go there.

WHY????

We need to know.
We will have more Blackwater armies, more wars and occupations, more "terror" attacks, more trashing of the Constitution. It is up to the media to expose the lie we call the War on Terror.

Somebody, take up this search for truth.

The MIC was up and Running when he made that statement. Who do you think installed the Shah of Iran? Gave funds and arms (including Anthrax) to Saddam in the '80's, to fight Iran? Provided Weapons and 'boots' to those 'Afghani Freedom fighters' in the '80's to fight Russia? Only to find out the majority of those fighting were neither Afghani (Bin laden) nor interested in Freedoms (Taliban). Who the hell do you think has been instigating and proliferating conflicts all around the world to secure resources for their own industrial interests for the last several Decades?
And in less than 6 months this new Pres is to remedy and rectify the 'sins' of the Gov't reliance onthe MIC of the last 6 decades?
Just because now they have a publized Logo, doesn't mean Mercenaries for Hire & Profit are new.
And What happens to those REAL Afghani citizens when we perform our self abosrbed 'coitus interruptus' AGAIN? We screwed over the Afghani's the last time we pulled out without regard to their needs or concerns in the '80's. We left them to be victimized by those who merely wanted to dominate them and their land for their own Egos and profits.
I didn't want boots on the ground in '01 and had we been informed of the MIC intervention during the '80's I would have not have wanted 'Boots' sent then, either.
Let's get this straight, We can thank the MIC for not only a hostile Iran, but also Saddam,The Tailban and Bin laden- a very likely also Hezzbollah and Hamas, along with every other rag tag group of terrorists throughout the world. The MIC has always assured Conflict is profitable- not to US, but to themselves.
Follow the money- what industries are lining the pockets of the Good Ol' Boys at the Pentagon and the CIA. Do you actaully think these Corps Only 'Own the Senate'?
Although I still retain my Spine, I do realize this New Pres has been handed a monumental Clusterfuck. The MIC's immense Web of corruption is not only wide, but long standing. We are seeing not only how the financial industry has a choke hold on The Hill, but also the Healthcare industry. Prew Obama has the nearly impossible task of untangling all these infiltrating forces which have dominated and controlled our Democracy, Free Market economy and our Military resources.
There are no tooth fairies with magic wands to unravel this network of Domestic terrorism and Treason. Soemtimes you are forced to dance with the devil when they hold all the cards.All Pres Obama can do is make steps towards limiting their effects and efforts. The creation of the MIC and it's evolution as the Reigning Regime Over this country took decades- it is going to take about that long to dismantle it by a careful Surgical debrisement of it's power and influence. To separate this insideous parasite will require a scapel not an Axe- otherwise the entire interconnected system will collapse.
Since the almighty buck is the only reason these mercenaries fight- worth dying for- then assign them the most dangerous of missions, like the Af-Pak Mt range.Make them earn those Fat Checks, or die trying. Just like many other industries -when the work required is far to dangerous to justify the wage- their employee base dwindles.

So what if the corporate profit comes from mercenaries rather than manufacturing arms to fight the war. The profits go into the same pockets.

When will anyone have the nerve to speak the truth that US government has been completely corrupted by the military-industrial oil private central banking complex. They simply further the agenda of the New World order of one government and one monetary system. Absolute power absolutely corrupts.

Brzezinski who was the architect under Jimmy Carter to entice Russia into attacking Afghanistan is a primary advisor to Obama. I wonder if he is mistakingly advising Obama into escalating the occupation of Afghanistan. These are not mistakes. They are all intentional.

Didn't the second amendment mention something about a "regulated militia"?

Where in the hell in the Constitution does it say that a private company could have the power to wage war against the American people in periods of unrest or constitutional crisis?

I'm sorry but am I missing something here?

U.S. imperialism should be dead, but it is not! There are still those on the right (Darth Cheney) that continue to bloviate about how right both Afghanistan and Iraq wars were! The truth is it was about imperialism over another countries resources!

The American people need to wake up and stop pretending that "our government" has not, is not and will not continue to prop up dictators when useful (eg. Saudi Family), have people eliminated that are obstructing "their" way (Mohammad Mossaddeq was the elected President of Iran once killed the Shah was installed)! As a nation we have to come together to manage our resources and live in community with the rest of the worlds nations - bullying behavior is not the way! Either we will learn from history - or much like other empires we too will fall!

The only way to claim this is news is to pretend abysmal knowledge of history - and/or to confess the stupefying power of the Operation MOCKINGBIRD media in keeping the U.S. citizen living in a reality that is only virtual, made of words and televised images.

911 was a crime against the American people supposedly to motivate them in to doing what the Pentagon/Private Corporations knew was best for them. But as it turns out, this has cost the American people their way of life, something the proponents on this New American Century initially sought to preserve. It would seem that the wisdom of the many is again greater than the wisdom of the few, no matter how smart those few may be. I would think that Bill Moyers would present the evidence of 911 in his Journal, as he, more than any other journalists I have every watched and read, understands the need for the truth. But perhaps this is to hot even for Bill Moyers.

I've had too opportunities to meet Bill Moyers and on both occasions, I didn't have the money to fly or even ride a Greyhound across the country to meet and talk to him. I was invited once by Robert W. McChesney and the second time by Amy Goodman. If I did talk to Bill Moyers, 911 would be the first thing I would have talked about.

The thing that the proper discussion of 9/11 would do would be to outrage the American people; and an outraged American people would be a mobilized American people and then real action would be taken to end these developments. An uninformed American people remains pliant and amenable to the dictate of corporate ambitions.

The problem with all of this is that corporations are only interested in maintaining their way of life regardless of the consequences presented by global warming and the radical altering of the biosphere of Earth. In other words the world corporate hegemon is not playing with a full deck and leaders of that hegemon are taking the rest of us into oblivion with themselves unless we wrest ourselves from their grip.

And that bring us back to 911. That was a crime against the American people by the very corporate hegemon that now prosecutes the war in Afghanistan. Unless and until we get a real investigation of the circumstances surrounding 911, these wars of corporate conquest will continue until the corporation reigns supreme over all nation states of the world foreclosing on any rights of the individual. It's time for celebrated journalists like Bill Moyers to bring to light the strategic planning and execution of the 911 operation that ushered in the ensuing energy control wars. Ed Murrow would have.

He started to get cheeky and this look on his face when Scahill prounounced his concern about these huge roving mercenary armies and how democracy was at risk, you could almost see it in Moyers face, a smug, yeah right, but not in USA. Moyers at that point was out of step, out of sync and was not aware of what this whole"apparatus" was up to, that there was a "reason" behind this "unprecedented move" and trespass onto what was otherwise something the Government would do.
Moyers didn't "get it"..he doesn't see the danger looming. At one point Moyers was so smug I felt like walking in there and slapping him in the face and shout, wake up dick weed, things are happening.
Moyers showed that he still believes America is a Democracy and , not in my backyard.
I am afraid he will be in for a rude awakening.

the new ones for allowing standing armies on US soil and all the FEMA Gulag apparatus...

AN EXCELLENT INTERVIEW

Scahill took all the little pieces and came up with a worse case scenario, which is not so far fetched. Between paid mercenaries and remote controlled weapons it is possible to wage war anyplace without a traditional army. All humane feelings are removed by not being there. But then there are the civilians who die in great numbers. Always by accident. We just put a soldier in jail for life because he killed an Iraqi girl. With the new style of waging war, there's no one to blame. War becomes almost a natural disaster. We are going down a dangerous path. I'm anti war, always have been, but if a cause is just we should be able to recruit an adequate military. We can't because our reasons do not rise to the level of motivating people to serve their country. And so we use well paid mercenaries and horrible weapons that are remote controlled and no more than a video game. Personally I believe this to be illegal. But at the same time, it's very convenient. If nothing else since when did we start to send out soldiers into a situation where the greatest threat to them is from their own. It's no longer about 'success', it's more about how we go about it. We have given new definition to "War is Hell". There's nothing cowardly about having a conscience. Thanks, ANNA

until enough people stop following obama over the edge of the cliff. It would appear that the "cult" mentality that followed the bush doctrines (nenocons) over the edge have simply been replaced by those who now (liberals) can only understand what obama "says" versus "see" what he is "doing". Those in a dance to "least of the two evils" who still can not see the cost of such a philosophy with tunnelized vision. Result: a new support group sending us down the same track they thought they would avoid by not voting in another republican...yet, in almost every major concern: war (waging and privitization), economy, constitutional powers.. etc etc.... we are on that same track.

That war is a racket. There's even a book with that title out there.
That there's NO difference between the war profiteers and the homicidal maniacs in the old gangster movies.
That easy money has as much appeal to our "leaders" as it does to those we so roundly condemn.
That the REAL power resides with racketeers impersonating business people, and NOT with we, the people.
That, if continued, the status quo will ruin us if it hasn't, already.

Towards the end of their empire, the Romans had a disinclination to do the dirty work of defending the frontiers of their empire and farmed the job out to auxiliaries such as the Goths. One day the auxiliaries, after having suffered decades of broken promises, maniputlation and abuse, turned on their masters and the rest is history. It seems that history is repeating itself, with nothing having been learned in the interim. If history does truly repeat itself we could eventually find ourselves in a leviathan in which these mercenary corporations graduate to become the new war lords in the ensuing power vacuum. Too many of us see this, the question remains: What are we going to do about it?

How we made them sleep and purified them

How we perfectly cleaned up the people and worked a big heater

I was the commander I made improvements and installed a guaranteed system taking account of human weakness I purified and I remained decent

How I commanded

I made cleaning appointments and then I made the travellers sleep and after that I made soap

I was born into a Catholic family but as these people were not going to need a priest I did not become a priest I installed a perfectly good machine it gave satisfaction to many

When trains arrived the soiled passengers received appointments for fun in the bathroom they did not guess

It was a very big bathroom for two thousand people it awaited arrival and they arrived safely

There would be an orchestra of merry widows not all the time much art

If they arrived at all they would be given a greeting card to send home taken care of with good jobs wishing you would come to our joke

Another improvement I made was I built the chambers for two thousand invitations at a time the naked votaries were disinfected with Zyklon B

Children of tender age were always invited by reason of their youth they were unable to work they were marked out for play

They were washed like the others and more than the others

Very frequently women would hide their children in the piles of clothing but of course when we came to find them we would send the children into the chamber to be bathed

How I commanded and made improvements and sealed the door on top there were flowers the men came with crystals I guaranteed the crystal parlor

I guaranteed the chamber and it was sealed you could see through portholes

They waited for the shower it was not hot water that came through vents though efficient winds gave full satisfaction portholes showed this

The satisfied all ran together to the doors awaiting arrival it was guaranteed they made ends meet

How I could tell by their cries that love came to a full stop I found the ones I had made clean after about a half hour

Jewish male inmates then worked up nice they had rubber boots in return for adequate food I could not guess their appetite

Those at the door were taken apart out of a fully stopped love by rubber made inmates strategic hair and teeth being used later for defense

Then the males removed all clean love rings and made away with happy gold

Great piece! This country continues to squander hundreds of billions of dollars annually on elective wars that do nothing to bring stability to Iraq or Afghanistan, and at the same eat away at the financial strength of the US and undermine the Republic itself. The legions of lawyers, lobbyists, paid politicians, generals and admirals, etc. feeding off this insanity is the reason it continues unabated.

Wasn't Rambo an independent military contractor on steroids during the Vietnam madness?

One of my sources tells me (confidentially) that Rambo re-upped, kicked steroids, and metamorphosed into kick-ass-lean General McChrystal, church-going torture maven who Obama put in charge of the prospective genocide in Afghanistan and Pakistan.

Despite being heralded as the agent of change, Barack Obama has quietly acquiesced to the military-industrial-intelligence complex. The eternal presence of war continues unabated, and private war profiteers are unfazed by the "cosmetic" change at the top. This confirms what hard-eyed realists have known all along. Policy is driven by the Pentagon, acting as agents for the most powerful elements in America...a secret oligrachy, if you will, of defense contractors made rich by bloody profits. ...battle tested "American" troops from Iraq (I have read although have not corroberated) composed not just of U.S. soldiers but of felons from third world countries stationed on American soil in violation of Posse Comutatus. For what purpose? Could it be to quell the "enemy combatants" i.e. American citizens who protest the Wall St. theft, or perhaps to violently put down anticipated food riots as the economy continues to collapse.

So once again our having to be at war has more to do with certain people making money from the death and maiming of US Soldiers.

The only way to stop this is to prosecute as many of them as we can.

The role of 'governments', especially in the core advanced countries, is definitely not to protect "the People"; it is to protect their "East India Companies".

All these outfits are but globalized Pinkertons on an immensely more sophisticated level. They enjoy the full faith and credit of all the advanced bourgeois economies, with the enviable leadership of the USA.
