Senate Dems Compromise Away Best Parts of Recovery Plan

Determined to pass something in the way of a stimulus package, Senate Democrats on Friday bartered away key elements of the more robust plan approved by the House.

Senate Majority Leader Harry Reid, D-Nevada, and his caucus colleagues got what is being called a "bipartisan agreement." But this is not a case of less being more.

The Senate's $780 billion plan is still a budget buster.

It's just not focused on spending as much of the money as the House sought to on renewing the economy.

In order to get the votes of two Republican (Maine's Susan Collins and Pennsylvania's Arlen Specter) and perhaps another (Mainer Olympia Snowe) that were needed to undermine the threat of a GOP filibuster, Reid surrendered $86 billion is proposed stimulus spending. In doing so, the Democrats agreed to cut not just fat but bone, and to warp the focus and intent of the legislation.

The Senate plan is dramatically more weighted than the House bill toward tax cuts (which account for more than 40 percent of the overall cost of the package). This is despite the fact that there is a growing consensus -- among even conservative economists and policy makers -- that tax cuts will do little or nothing to stimulate job creation in a country that lost almost 600,000 positions in January alone. As French President Nicolas Sarkozy, no liberal, said Friday of countries that opt for tax cuts rather than stimulus: The approach "will bring them nothing" in the way of economic regeneration.

The Senate's increased emphasis on tax cuts comes at the expense of the aggressive spending in key areas that might actually get a stalled economy moving.

Spending for school construction that would actually have put people to work -- while at the same time investing in the future -- has been slashed. (Almost $20 billion slated for school construction is gone.)

Money for Superfund cleanup, Head Start and Early Start child care, energy efficiency initiatives and historic preservation projects -- all of which create or maintain existing jobs -- has been cut.

Supplemental transportation funding has been hacked.

The House's proposal to help unemployed Americans maintain their health benefits has been chopped down.

Axed, as well, has been $90 million that was to have been allocated to plan for and manage a potential flu pandemic that economists and public health experts worry could shutter remaining businesses, bring the economy to a complete standstill and throw the country into a deep depression.

The bottom line is that, under the Senate plan:

* States will get less aid.

* Schools will get less help.

* Job creation programs will be less well funded.

* Preparations to combat potential public health disasters -- which could put the final nail in the economy's coffin -- will not be made.

In every sense, the Senate plan moves in the wrong direction.

At a time when smart economists are saying that a bigger, bolder stimulus plan is needed, Senate Democrats and a few moderate Republicans have agreed to a smaller, weaker initiative.

And Republicans are still delaying passage. It could be Sunday, even Monday, before a vote is taken. And who knows what more will be lost -- in time and stimulus spending before President Obama signs a bill.

These are the fruits of bipartisan fantasies and the compromises that follow upon them. President Obama, who should have been on television addressing the nation and doing everything in his power to rally support for a sufficient stimulus plan, will be lucky if he gets anything by the President's Day deadline he set. (Even after the Senate measure passes, a difficult process of reconciling the very different House and Senate bills must take place. Then there will be more votes before any legislation gets to the president's desk.)

The White House still wants to advance this measure, as do Senate Democratic leaders. And, considering the urgency of the moment, they are probably right to try to do something. But if the final "stimulus package" proves to be insufficient to jump start the economy -- and if what is left of public confidence in the prospect of turnaround collapses as a result -- this Friday night compromise will be remembered with pained regret.

Why did Obama take all those Dem senators away to be on his cabinet? That was the first mistake because I can't believe he didn't know the republicans would be totally partisan and obstructive. We still have the Bush culture in Washington and it will take a long time to get rid of it.

Obama better get one thing straight, the Republicans are out to destroy him even if it means destroying the economy ...

Tax cuts do nothing except drain the coffers for worthwhile programs, while increasing the wealth gap. We still have two ongoing wars we haven't yet paid for ... Every war the US has been in it has paid for with higher taxes ... the Republicans cut taxes for these wars!

There is NO compromise with dangerous and toxic ideology. It can only destroy progress.

Now it should be scrapped. It will do nothing to advance equitable health care or environmental protection, and it damn sure won't right the economy. I have still heard no justification for the 40% tax cut appeasement. People, we are in trouble.

I knew the Democrats would do this yet again and again. And now with Barry playing kissy face for the GOP when it was totally unnecessary, one thing's clear. For Republicans, it's Republicans first, country last. For Democrats, it's Republicans first, some Democrats second who are Blue Dog or DLC, country last. When you're done getting flanked and cheated by both parties, try giving progressive 3rd parties a chance. You won't regret it. In fact, the only thing you'll regret is that you didn't consider the idea earlier ! So I was a fool to vote for Nader 3 elections in a row?

John,

You stopped short of saying that if this stimulus package doesn't work, we can blame the Republicans. After all, it was the GOP that demanded some of the well intentioned pork be removed from the bill.

Pork is good. Pork creates jobs. I say, start building that bridge to nowhere again and let's see where it ends up.

Actually, the U.S. public health care system (which is responsible for fighting epidemics) is in such poor state that only a complete overhaul can save it. Daschle had pledged to do so, but his nomination was sabotaged by health industry-sponsored Republicans on the Senate Finance Committee who used an arcane tax law (and the collaboration of the corporate media) to paint him as a tax dodger - a charge that pro-IMF Geithner was oddly immune to.

The last "flu pandemic preparedness measure" was the multi-billion dollar payout to Roche - Gilead for millions of doses of Tamiflu, Gilead's patented cash cow. That led to a huge rise in Gilead share prices - and Donald Rumsfeld made $20 million. Tamiflu isn't even working for the flu, either - but it's likely that this is where the money was to go.

It's very strange to see a left-wing liberal paper promoting the flu epidemic line. In reality, the Centers for Disease Control need a massive overhaul after the events of the past eight years.

Second, there are some good points in the revisions, for example and effort to move 1.5 billion in energy research from the DOE budget to the USDA budget, a great idea. That should include not just biofuel research, but also research into renewable energy powered fertilizer production, solar/wind-powered electric tractors and other machinery, etc.

There are also provisions in the bill for clean energy, which are up in the air. Houston Chronicle:
"...the mammoth economic stimulus bill that is winding its way through Congress largely bypasses Houston-based energy giants and fossil-fuel development in favor of funding new technologies to glean power from crops, the sun and heat trapped beneath the earth."

However, that was taken into account:

"With Texas getting federal money for electricity transmission upgrades, grants for biofuels research and the extension of tax credits popular with wind power investors, Green said the stimulus package is "an easy sell," even to people whose fortunes have been tied to fossil fuels."

"Greenpeace launched an e-mail campaign urging its members to contact the Maine senators because the compromise could remove more than $4.5 billion in funding nationally for energy efficiency, research and science programs.

"It’s crucial that those portions don’t get cut," said David Pomerantz, the New England regional organizer for Greenpeace. "We’re definitely urging Sen. Collins to leave the energy provisions intact."


That's the real issue - call up your Senators and demand they keep the energy provisions in.

The cowards in Congress--the Democrats---sold out the American people, once again. Harry Reid is a turncoat, and should be sent mail and phone calls naming him that way. If the Taliban-like Repugicon Party insurgents did not want to vote for a fully dressed stimulus bill, then it should have been so. The days of reaching across the aisle with those very people who assisted little boy Bush to bring about this economic firestorm should be all finished.

We are in crisis. These are not simple times. The nation, and the world, are in freefall thanks to the Repugicon Party over the last 30 year, which brought about the world's biggest Ponzi Scheme. (Google it.)

Americans need to act by stopping unessential shopping and borrowing.

Why did the Republicans have to take away the entire $40 Bn for state fiscal stabilization?
To give the Terminator and his Republican gubinatorial peers an opportunity to carry out their petty vendetta against defenseless state employees and college teachers.
If the stimulus does not fix our economy in a decisive way, then the Republicans believe they will come back to power.
Obama will have only one chance to fix this mess. After that, the Republicans will be obliged to stonewall him to the grave and beyond.
His only chance is to demand a few trillion dollars of discretionary funds. This economic depression is like a war. And, Congress cannot legislate the details of a military strategy during a war. In the same way, the Congress cannot tie the hands of the President during this massive economic tsunami. He needs complete flexibility to put the money where he believes it will do the most good.

I think they must because they sure as hell can't hear us. We ask for real health care reform- they answer with more crap to enrich the insurance industry. We ask for serious commitment to green industry jobs and refitting America- they answer with fracing for gas to pollute underground aquifers and "clean coal". We ask for quick help to keep the people who would try to pay a reasonable motgage stay in their houses- they yap about saving the criminal banking bastards who created this mess in the first place. They have come up with the jackass mantra of 'targeted, timely, and temporary' for a package to repair a mess that has taken forty years (in some cases) to create. It will take YEARS to fix this!! It's pretty obvious that they don't grasp the seriousness of the situation. WE WILL NEVER BE GOING BACK TO THE WAY IT WAS!!!!! What we have here is a failure to communicate. Maybe a big old 2"x4" upside the head would help each of them to focus on us for awhile, instead of a past they will never suceed in recreating.

Am I just another stupid republican, or have not the democrats been in control of congress the last 2 plus years? Listening to your arguments, it's a wonder G. Bush was able to somehow get all his "bad ideas" through so easily, and yet with a majority of demowits all around the congress you still whine that Obama's brilliance is being dimmed by a few republicans from the minority. Are you guys always so good at playing victim?

These two have been the WORST exmaple of Dems leadership.Both have consistently Rolled over (or more exact PAVED the Way) For the Destructive Repug agenda since they took the helms in '06.
How often is Pelosi even at the Chair in the House. Everytime I tune into CSpan it's some other lackey running the show. Is she at a Hair appointment Or nails?
As for Reid,could he whisper his thoughts any quieter, placate any more subserviantly?
At this point in our nations history, after 8 yrs of Criminality, we need Dem leaders who have the ability to not only LEAD,but Bulldoze.
We need to have representative which depict our OUTRAGE at what the Repugs Did and what it has resulted in.
I want someone like Clare McCaskill who has the Balls to tell it like it is 'Idiots on Wallstreet', 'What planet are they from?' (Not if they are from another planet, just Which)
I want a House Speaker who has some Ethics, nor an obedient '50's wife, just waiting for the boys to tell her which drinks to serve. Get Kucinich who has been the ONLY Rep who dared call Bush & Cheney Out for their crimes. Wheres those Articles of Impeachment Nan? Disposed in committee's circular file? Kucinich not only laid out the 35 articles, he's handed you the Indictments for High Crimes!

we don't know what to do about education

education may or may not need more federal aid but:

1. education is a local responsibility. one size fits all education doesn't work.

2.under the bushes and clinton federal aid to education has more than tripled. the quality of our education has declined. "test" scores mean nothing. teachers and administrators alike will tell you test tell you the kid can pass a test, period. can our kids compete with kids in Japan and China? Ha Ha.

3. burying the system with billions more in education aid while you keep the same unsuccessful system is racist(since the current system doesn't work for many non-white kids) won't work.

4. we need to think outside the box. but obama and the NEA won't even try vouchers. charter schools,successful in some places, are blocked by unions and liberals in other places. in the meantime, parents want alternatives to the "big box" model of education that obama would waste billions more.

because Congress with many different interests than those of the American public, can only work within the framework of the bills proposed by the House and Senate. I am disappointed Republicans reduced funding for schools, jobs and infrastructure but does than surprise anyone? If state budgets were not operating in the red as is the federal budget, funding for schools, etc would not be needed. Have you ever seen Republicans support school funding, or funding to rebuild America's crumbling infrastructure? NO!
Sometimes we have to look at the big picture, invest in the future, which is NOT what has been done in the past 8 years, and every American should agree Republicans have absolutely no credibility on managing the economy, i.e TARP, Wall Street, HUGE tax cuts for the rich. In my opinion if Americans were more vocal on supporting the President's job package perhaps Republicans could be brought in line with middle America. To their credit they were able to sway people based on a few items which supported their position.
Either way, this stimulus must be passed, even in its reduced state, otherwise all Americans regardless of political party will lose.

Personally, I think the president needs to give them an ultimatum. Either both sides compromise with enough to improve the economy, or he takes it out of their hands and puts it up for vote by the people themselves in its original state. I think we'd have a better stimulus package by the end if the people had more say anyway. I personally live in a state where neither of my representatives represent me or my views. I feel like my vote was wasted even though the right man got elected. If the stimulus were put up to popular vote, and not by the elected officials, nor subject to the electoral college, the voice of the people would be heard regardless.

the original package needed some trimming, but you have to give congress and the senate somewhere to start so you ask for the moon...

well, the stonewalling and attempts at sabotage have become a reality and no one is going to benefit from the current senate version except the elite... another version of trickle down economics with different words...

if Obama signs off this version he is nuts... all the good for ordinary folks is gone and it is no more then business as usual...

hey, do you think Obama is ballsy enough to use executive orders or signing statements to put back stuff that will benefit the rest of us... what we need are jobs first, then the system will start running again... not more $$ for corps but small businesses...

wombat used executive orders and signing statements all the time to get what he wanted in a bill, why not Obama doing the same thing but in a good way for ordinary families???

STIMULUS PLAN QUICK FIX

Here is a simple idea that will help fix most of the housing crisis and the “toxic” Assets held by some banks without tax cuts, pork or wasting the taxpayers’ money:

1. Eliminate capitol gain tax on all real estate properties that will be purchased after a new legislation is passed for a period of two years. The real property that is purchased during this 2-yr period will never be subject to capitol gain tax even if it is sold many years later.

These tax changes apply ONLY for real estate purchases within two years after the new legislation is passed. This incentive will increase housing demand quickly and generate a lot of sales for homeowners at reasonable prices without resorting to bankruptcies or foreclosures. The banks will be "bailed" out without government interference. This is like the “good guys” rescue the “bad guys” who are holding the so called “toxic” papers. The toxic papers that are currently held by these financial institutions will immediately become worth more after the passage of this legislation due to the expected increase in real estate demand.

Giving just general tax cuts to people in the hope that they will spend it to stimulate the economy is taking a big risky gamble as well as piling up on our debt. People and businesses should only get benefits when they spend their own hard earned money to stimulate the economy. Let the market work without too much interference by our government.

The problem with this government is that they lack the understanding of the balance for a good economic system that will promote growth and stability. I honestly think that they don't how to manage the money for this country. Look at it this way, America is similar to good prime healthy farm land. The soil we will call the people and the general working population, okay. That soil is healthy because it is overflowing with all the healthy basic mineral nutrients (good social programs, well financed state funded institutions, bonuses, raises and other necessary benefits that contribute to a healthy successful general population) that which is necessary for plant life to flourish. The plants are the businesses, corporations, institutions, and agencies that spring up from the healthy soil of the general population. The necessary elements that neither one can do with out is the water and fertilizer, which is MONEY and other financial Incentives. The federal, state and local governments like farmers are responsible for making sure these necessary elements are balanced out and distributed throughout the farmer land. The regulations and support of the government agencies are helpful to the overall health of soil and crop. So the distribution of the water and fertilizer in to the soil are naturally absorbed through the root system of the plant. When there are not enough nutrients and water in the soil for a healthy plant life to be sustained then the plants as well as the whole soil and crop system suffer. Therefore, it is impossible for the people of this country to prosper and promote businesses, if the government puts all the money and financial Incentives in the businesses (the plants) rather than the people (soil) then they can not possibly expect this country to flourish. Basically, we need a good cover crop financial economic system where the businesses "melt" sufficient salaries, good income wages, Performance-related pay, Bonuses, Shares and options, Benefits in kind (“fringe benefits”), and good Pensions back into the soil.

The Economic Stimulus Package as Presently Constituted Won't Work

817 Billion Dollars, split 58% spending, 42% tax cuts is a Blown Show. We don't have unlimited do-overs. Our creditors aren't going to put up with our stupidity forever. We have this golden opportunity to rescue the Middle-Class and end the National Debt. Either we get this turned around: 1 Trillion Dollars, 80% spending, 20% tax cuts, 50% of the 80% ($400 Billion) spent on converting America to an entirely Green Economy -or- we descend to being a Second Rate Nation. Wake-up! We're running out of options. 'Politics as Usual' are destroying our Nation. The Oil Economy has to be put down, or it will put America down. Garner the political will to save us now, or go down in history as the constituency that drove the final nail (I do mean crucifixion) into a once free and proud Nation.

P.S. I have an excellent addition to the stimulus package. It will create jobs, improve communications and transparency in government and magnitudinally improve cyber-security within our infrastructure. Convert every computer in the Federal system (including the misbegottenly crash-prone Congressional web-servers) over to Linux, Open BSD, or another, most appropriate for the application, form of Unix. The only systems that should be immune to the first wave of this conversion should be systems we are strategically or tactically dependent upon for National security. As the bulk of these are already Linux computers or clusters, this shouldn't impact the process in any significant manner.

Some president he sure is turning out to be ! Sure, I'd expect that he'd be a centrist but here he has a golden opportunity to give the country a chance that they've been waiting for, a change from conservative ideology to progressive ideology. Yet, Obama is doing even worse than Clinton in betraying us who voted for him and I can look forward to Congress getting a single digit rating. I fear that 2010 will be like 1994 and that 2012 will be just like 1968 or even worse, 1980.

Nothing wrong with these projects at all, but in our current financial system they aren't the best investment. We need to be spending money on projects that will get people back to work ASAP. The money needs to be spent today..not 4 years from now.

If Ried and Pelosi hadn't been playing politics with this it would have passed already. If Obama wasnt being pushed around by President Pelosi, we'd have a better plan. She has to go!

This whole stimulus debate just gives me a headache. Clearly, our system is just plain broken.

The states need a stimulus in funds or they would have to raise taxes hugely on their people. This would not be a problem if we weren't spending unbelievable amounts of tax dollars fighting wars and supporting a military presence all around the world, not to mention all the money that goes into the Pentagon for research for new WMDs, etc. Add to that, we don't need to be propping up Wall Street firms as we witness banks hoarding the money given them or wasting it.

I'm also tired of stuff written into the stimulus that is so specific that it only applies to some people. Head Start only targets a minority of the population and has nothing to do with creating jobs. The amount of Pell Grant money is so low that it's almost meaningless; we need to dump the No Child Left Behind act and standardized testing (SAT, GRE, etc.), which only benefits the ETS; conversely, I like educational loan forgiveness and eliminating payroll tax deductions for a year. Rewriting mortgages instead of foreclosure. Incentives for home buyers and car buyers. Alternative energy jobs. Health care for everyone (not just children). Lower prescription rates.

Living in Europe for the last 3 years, I have experienced socialist countries. Yes, they really tax their people, but everyone has healthcare and their educational systems are first rate and cheap, cheap, cheap, which includes their higher education costs. In other words, people get lots for their money paid in taxes. They also aren't funding wars here, there, and yon, you will notice. I have a new found respect for socialism having seen its benefits - and what are we getting in the US - nada.

I'm beginning to think the US should split off into regions - it's too big and too corrupt. I, like many others, voted for Obama because I couldn't imagine putting Sarah Palin a heartbeat away from the Presidency - John McCain either. I could have thrown away my vote on an independent but the Independent party is unorganized and needs to be 'grown' starting now. There is no hope for the present status quo - the conservative Dems are just as obstructionist as the Repugs and they don't understand economics at all. Obama was the only hope; he campaigned on change, but his actions have belied his words. Yes, he's a smooth talker, but he's no progressive nor anywhere near being a decisive leader championing reform.

So far, the only change we've seen in the White House is the color of the president's skin--a truely remarkable historic moment. However, Obama appears to be more of the same--just a seemingly kinder, gentler, thousand points of light schill for corporate America. Like Bush, he is about to preside over and probably sign into law still more ruinous tax cuts that will rob the public trust of the revenue it needs to thrive--that means all of us. This is not a time to make nice with criminals, i.e., Republicans, or cowards, the ever-amiable Democrats. But, hey, when every government official is beholding to his or her corporate sponsor what more can we expect than government for and by corporations. I'm beginning to think that the only thing left to do is to take to the streets--and I fear that times might get desperate enough to inspire such measures. Newsweek, another corporate manifestation, just predicted that Americans will not revolt under such circumstances. I think they are engaging in wishful thinking. Think about all those guns and all that anger and desperation building out there. Must be a pretty scary prospect--even for those corporate masters who supported the NRA because it's good for business.

I say let the Senate Republicans filibuster. Let it be made clear to everyone who is standing in the way of the stimulus. Let CNN show video of senators standing there reading the phone book into the Congressional Record side by side with images of people being foreclosed upon and the latest unemployment figures. These people want to be re-elected - it won't take too many days of shutting down their phones with calls before enough of them back off and allow a vote.

Forget this "stimulus" package. It's not going to work. Many respected money folks don't like it. It's just a ploy to give generous tax cuts to those who don't need it. the wall street bailout was wrong for the right reasons.

What the people need and what the government should provide is just a lifeline, a shelter in an economic storm. That is, extend unemployment benefits and offer very basic medical care, for example, while this storm is raging. The cost for those outlays is quite cheap in comparison.

Leave economics and business to the private sector. Modify/eliminate regulations that hamper growth. Abolishing the DEA, Sarbannes-Oxley, and other useless government fodder is the best thing the Fed can do.

Voters Share in Blame

Reading through the comments here you can find blame heaped on Obama, on Senate Republicans and even on Senate Democrats. The voters who selected this particular Senate need to share some blame.

In October and November I spent much of my time on the telephone talking to Democratic voters in Maine. I was urging them to get out and vote for Obama, but also to vote for Tom Allen who was running an uphill race to replace Susan Collins in the Senate. Tom is a good progressive who would have undoubtedly supported Obama and done good work in the Senate.

It was fairly clear from my conversations that Susan Collins was apt to be re-elected since so many of the Obama voters I talked to were planning to vote for Collins. She is a moderate; she has done good things for the state; I'm comfortable with her in the Senate; let's keep the Republicans in as a balance against a Democratic President; these are the arguments I heard over and over. The notion that Obama would need a strong Senate majority (60 votes or more) to get his programs through and that this would be especially important in view of the economic problems - these arguments seemed to fall on deaf ears.

Well voters of Maine, we got what you wanted: political stalemate and crippling compromise.

He should have broken the package down into manageable pieces. A jobs bill package, a state aid package, a tax package, and an energy package would have been nice. Then he could have separated the men from the boys in congress. Big O grew up as a middleclass 'Hawaiian' where it costs so much to live you'd be nearly upper class if you were on the mainland. The middle class west Kansas grandparents was a smoke-screen too. If Big O grew up in redneck west Kansas instead of multi-racial Hawaii,he'd be a much different Barack.

So the Democrats bartered away a lot of stimulus goodies for the poor and lower income.
The middle class,the imaginary middle class,getS a little,the rich,as expected get the most.

There's only one way to get Washington to get their focus on shoring up the right part of the social ladder and that would be to invoke OUR RIGHT to set they payscale. Most Aericans are tired of millionaire politicians kissing ever richer asses and are aiding them to keep most of the wealth, so let's even it up ourselves and make a public decree,which we can, and make all politicians pay...$5 an hour.
Let's demand the reinstitution of the 91% taxbracket for those multi-millionaire incomes.
How about the novel idea of not fighting wars
with 'created enemies'. That may cause the layoffs of thousands of poeple that make 'killing toys' but wouldn't that make us look like a Peaceful Nation. At the Top Levels..we're not and we don't intend to be.

What do I think the bailout bullshit is covering up?? I'll tell you. I too had a lot of hope that Big O was going to be something other than just another politician. The proof that I was looking for was the removal of the power of a sitting President to rain down nukes on anyone they chose to call 'Terrorist'.
He didn't do that. Our system was created to put barriers to putting that kind of killing power into the hands of a single person. We seem to have forgotten that no matter how level headed any person may seem today,tomorrow they could snap and turn the globe into a cinder. Until we get that knid of restraint on the Oval Office we need to watch how the money flows from us to their system.

Maybe the 150 something million their budget,stimulus smokescreen bullshit is really affecting should just kind of 'show up' in DC,when the weather's nicer,say Mother's Day and have a good old fashioned non-violent civilly disobedient sit in until those fools get it right.

There is even some residue in the form of anti-union, anti-labor poison left over from the reagan years. It appears it's going to take some time for the Democrats to shrug off their timidity and begin to assert themselves as the majority party, truly reflective of the will of our people. Let's hope every small victory and gain for the national benefit will embolden the Democrats to move in the assertive manner they should. One thing that I think MUST be done is when the rethug crooks start to threaten filibusters and other obstructions, that they be named and called out for the crooks they are. These cretins have been a carbuncle on our ass far too long.

I am a life long democrat and Obama supporter, but some of this plan's budget totals make no sense to me. Specifically, how can we possibly need more spending for public buildings than for transportation infrastructure? How many new or refurbished public buildings could we possible need? ms closets
