Top officials of the Federal Emergency Management Agency have strong political connections to President Bush, but they also share at least one other trait: They had little or no experience in disaster management before landing in top FEMA posts.

Michael Brown, who heads FEMA as undersecretary of homeland security for emergency preparedness and response, already has endured sharp criticism for comments he made last week that seemed to suggest he did not understand that thousands of victims of Hurricane Katrina had taken refuge at the New Orleans convention center.

He wasn't commissioner

Could someone check this, but I heard on AIR AMERICA that the White House Web site says he was Commissioner, but in truth he was only Commissioner of Stewards or something, not EVEN the top guy. AND he was let go for being a bad administrator. AIR AMERICA also called him on the carpet for his claim that he has overseen 140 disasters. Firstly, they all were AFTER he took over FEMA (on the job training, evidently), several were counted twice and four times because they were the same disaster (but over two or four states) and some as absurd as rescuing one firefighter from a fallen tree.
