Bush's Shadow Army

The Bush Administration is increasingly dependent on private security forces to do its dirty work, Jeremy Scahill reveals in his new book, Blackwater: The Rise of the World's Most Powerful Mercenary Army.

On September 10, 2001, before most Americans had heard of Al Qaeda or imagined the possibility of a "war on terror," Donald Rumsfeld stepped to the podium at the Pentagon to deliver one of his first major addresses as Defense Secretary under President George W. Bush. Standing before the former corporate executives he had tapped as his top deputies overseeing the high-stakes business of military contracting -- many of them from firms like Enron, General Dynamics and Aerospace Corporation -- Rumsfeld issued a declaration of war.

"The topic today is an adversary that poses a threat, a serious threat, to the security of the United States of America," Rumsfeld thundered. "It disrupts the defense of the United States and places the lives of men and women in uniform at risk." He told his new staff, "You may think I'm describing one of the last decrepit dictators of the world.... [But] the adversary's closer to home," he said. "It's the Pentagon bureaucracy." Rumsfeld called for a wholesale shift in the running of the Pentagon, supplanting the old DoD bureaucracy with a new model, one based on the private sector. Announcing this major overhaul, Rumsfeld told his audience, "I have no desire to attack the Pentagon; I want to liberate it. We need to save it from itself."

The next morning, the Pentagon would be attacked, literally, as a Boeing 757 -- American Airlines Flight 77 -- smashed into its western wall. Rumsfeld would famously assist rescue workers in pulling bodies from the rubble. But it didn't take long for Rumsfeld to seize the almost unthinkable opportunity presented by 9/11 to put his personal war -- laid out just a day before -- on the fast track. The new Pentagon policy would emphasize covert actions, sophisticated weapons systems and greater reliance on private contractors. It became known as the Rumsfeld Doctrine. "We must promote a more entrepreneurial approach: one that encourages people to be proactive, not reactive, and to behave less like bureaucrats and more like venture capitalists," Rumsfeld wrote in the summer of 2002 in an article for Foreign Affairs titled "Transforming the Military."

Although Rumsfeld was later thrown overboard by the Administration in an attempt to placate critics of the Iraq War, his military revolution was here to stay. Bidding farewell to Rumsfeld in November 2006, Bush credited him with overseeing the "most sweeping transformation of America's global force posture since the end of World War II." Indeed, Rumsfeld's trademark "small footprint" approach ushered in one of the most significant developments in modern warfare -- the widespread use of private contractors in every aspect of war, including in combat.

The often overlooked subplot of the wars of the post-9/11 period is their unprecedented scale of outsourcing and privatization. From the moment the US troop buildup began in advance of the invasion of Iraq, the Pentagon made private contractors an integral part of the operations. Even as the government gave the public appearance of attempting diplomacy, Halliburton was prepping for a massive operation. When US tanks rolled into Baghdad in March 2003, they brought with them the largest army of private contractors ever deployed in modern war. By the end of Rumsfeld's tenure in late 2006, there were an estimated 100,000 private contractors on the ground in Iraq -- an almost one-to-one ratio with active-duty American soldiers.

To the great satisfaction of the war industry, before Rumsfeld resigned he took the extraordinary step of classifying private contractors as an official part of the US war machine. In the Pentagon's 2006 Quadrennial Review, Rumsfeld outlined what he called a "road map for change" at the DoD, which he said had begun to be implemented in 2001. It defined the "Department's Total Force" as "its active and reserve military components, its civil servants, and its contractors -- constitut[ing] its warfighting capability and capacity. Members of the Total Force serve in thousands of locations around the world, performing a vast array of duties to accomplish critical missions." This formal designation represented a major triumph for war contractors -- conferring on them a legitimacy they had never before enjoyed.

Contractors have provided the Bush Administration with political cover, allowing the government to deploy private forces in a war zone free of public scrutiny, with the deaths, injuries and crimes of those forces shrouded in secrecy. The Administration and the GOP-controlled Congress in turn have shielded the contractors from accountability, oversight and legal constraints. Despite the presence of more than 100,000 private contractors on the ground in Iraq, only one has been indicted for crimes or violations. "We have over 200,000 troops in Iraq and half of them aren't being counted, and the danger is that there's zero accountability," says Democrat Dennis Kucinich, one of the leading Congressional critics of war contracting.

So much of this war has been simply an exercise in well-connected Repub private companies making a killing (literally speaking obviously) on the American taxpayer. From Halliburton to Blackwater, over the next few years we're all going to hear stories of war profiteering that will truly offend and shame any sad soul that supported this fabricated and horribly costly military action. Kudos to the author for thoroughness and being concise.

There is a video of the interview between Jeremy Scahill and Amy Goodman of Democracy Now! on YouTube that is a must see. Not only does he talk about the rise of groups like Blackwater - but he is the first person I have heard on this topic who discusses the Civilian Reserve Corps Bush wants that was in the SOTU address in January. He points out that Blackwater is run not only by a fundatmenalist Christian Right-Wing ex-Navy Seal, but one with lots of family money, so not only did they support Bush for President with lots of money, but they are now expanding into major cities in the US with new offices. When you consider what they did in New Orleans, going in as uncontrolled vigilantes at the request of this Administration, what can we expect to see soon in our own hometowns? Scahilll calls this group Mr. Bush's Praetorian Guard, and he may not be far off in his assessment.

Great article but hardly news to bloggers aware of the "Project for a New American Century" (PNAC), the fascist front organization formed in 1997 by Gulf War 2 architects Cheney, Scooter Libby, Rumsfeld, Wolfowitz and Zalmay Khalilzad plus 20 other prominent neocon Republicans.

President Bush is connected to PNAC through his surrogate brother Jeb, an original 1997 founder.

PNAC members wanted an obedient middleclass (mercenary) army to do their bidding. More importantly, absent a draft, an “all-volunteer” force minimized war protests, a key to PNAC’s grand design of starting preemptive wars and dominating the world with U.S. military power.

Not coincidentally, it was Rep. Rumsfeld who introduced legislation in Congress to kill the draft. He later joined Cheney in the Pentagon and created no-bid, “singe-source” contracts which made both men wealthy war whores.

My fellow Americans. We are in an interesting condition in this country, where we are told to take impeachment off the table, and keep on the table a U.S. military attack against Iran.

This really calls for a new thinking. It calls for us to reconsider very deeply the moment that we're in -- where our Constitution is being trashed, where international law is being violated, where our hopes and dreams for the education of our children, for the health of our people, for housing, for our veterans, are being set aside as we go deeper and deeper into war.

We need a whole discussion in America. And with your help, we're about to have one.

This past week, in the Congress of the United States, I noted that the administration has threatened aggressive war against Iran. This is a violation of the UN charter. Charters are treaties. Article 6 of the Constitution of the United States says that treaties are the law of our land, the supreme law of our land.

It's illegal to threaten aggressive war against another nation. Iran has no ability to attack us. And they do not have the intention to attack the United States.

We are at a moment in human history where we have to make a decision whether we are going to go deeper into war, or whether we are going to take a stand on behalf of peace.

I determined a long time ago to take that stand on behalf of peace. And I want to enlist you and enroll you in taking that same stand.

We cannot let this administration go any deeper into this journey, into destroying democratic governance, trashing our Constitution, forgetting the very purpose of this nation. America was never meant to be a nation forever on the warpath. It was meant to be a nation which also had the capacity to "Promote the General Welfare."

We need to reevaluate the direction of this administration by looking at its conduct in office, by determining whether it has faithfully followed the laws of our nation.

I'm prepared to start that process. I began this week with a speech on the floor of the house, which warned the administration that its actions toward Iran already constitute a case to ask the question about impeachment.

So I'm asking you, what do you think?

Didn't the 2nd ammendment require a "well regulated militia"? Where does it allow for military duties to be hired out to private firms? Why hasn't the obvious unconstitutionality of Blackwater been challenged?

The whole concept of Blackwater is a hideous idea. Private security companies as such (which are really nothing more than private militias) should be outlawed. Do you recall the great job they did with respect to "securing" New Orleans in the aftermath of Hurrican Katrina? How many people were shot and killed indiscriminately in the streets by these knuckleheads? Trust me on this one, campers: this is what is known as a no-brainer.

This has yet to be proved. There was no tail, no engines, no baggage, no seats and no bodies. The giant plane went into a 16 foot hole and disappeared. SOMETHING hit the Pentagon, but it wasn't a 757. Or else let's show the still "hidden" security video.

In the unlikely event that the US pulls troops out of Iraq, which troops would those be? US Military, or Blackwater. My guess is that the US military troops would come home to a great deal of fanfare, and Blackwater and it's ilk would stay behind, effectively allowing the administration to wash it's hands of blame, while maintaining the status quo in the Middle East.

And while we're on the subject of mercenaries, $950.00 a day works out to 28K and change per month, per man. And what are our inexperienced, largely untrained, National Guardsmen paid again? A bit less, as I recall.

How is it that the American public tolerates this?

Should be grounds for immediate Impeachment. Write to

Not hardly. Our "decider" hasn't got the brainpower to think this up, let alone run it. This has the mark (and stench) of the Evil One, cheney, and is part of his shadow government, the one behind 9/11.

Basically, it comes down to the fact that "Private Security Contractors" (PSC), motivated by $$$, are mercenaries, whereas, "Unlawful Enemy Combatants" (UEC), motivated by ideology, are terrorists condemned to rot in Guantanamo. PSCs are subject to no Congressional oversight, are not accountable to US laws, international laws, nor in-country laws. Sounds rather "unlawful" and hypocritical to me.

The 1977 Foreign Corrupt Practices Act prohibits corruption payments (bribes) from US business entities to foreign officials for the purpose of obtaining or keeping business. In particular, compliance with the act requires US business entities to perform "due diligence on third parties" by gathering basic information and verifying the authenticity of the recipient of any payment.

It is a statistical improbability that each private military corporation (PMC) used by the Bush Administration performed due diligence on every payment they made to non-US business entities or foreign individuals, especially in accountability-free zones like Iraq and GWOT.

Pile up enough of these basic auto-pilot investigations against the PMC faithful and they'll burn through the money they haven't stashed in the Caymans or Geneva defending themselves and then fold.

Unfortunately there isn't time for impeaching President Bush. We need to shut down Gulf War 2 NOW!

And how can we do that? By demanding that Congress exercise its constitutional authority for "ARMING the militia."

If Congress mandated the BEST equipment possible for our troops in Iraq -- i.e. Dragon Skin body armor, Oregon Aero helmet liner pads and Cougar combat vehicles ("Hummers on steroids") -- Bush's ongoing troop surge would come to a screeching halt. He'd have no choice but to withdraw from Baghdad and let the Iraqi army end the civil warfare.

What occurred next would be up to the Iraq government. If they can't reconcile their people by the summer of 2008, it won't happen in a hundred years.

Hessians used against the USA in the Revolutionary War, English Royal African Company, British Honourable (sic) East India Company, and Cecil Rhodes' BSAC. And countless others. Using Chartered companies or simply using 'letters of marque' to allow private, for-profit, companies or individuals to help colonialise, fight wars, fight piracy, or for slaving operations are almost as old as the idea of the modern nation state. This is absolutely nothing new. It is only indicative of the general population's lack of historical knowledge to not recognise the patterns that governments and elites use to secure power.
The one problem I have with the book (I'm not done reading it yet since its fairly long and I just checked it out) is that the author seems obsessed with the link between 'free trade', 'protestantism', and 'Calvinism' which, as always with authors of this cadre, is shown to be the absolute most evil and pernicious force the world has ever seen. While true, at least to the fellow travelers of Mr.Scahill, the conspiracy is getting old; especially when he even brings in the ancient bugbear of the "Knights of Malta" connections! Whose next the 'Learned Elders of Zion' or maybe the 'Masons' or the 'Pope'!! Other than this obsession the book is very interesting and its quite scary how private forces are being used in the power games of the elite.

The only misstep of this article is the initial assumption that Flight 77 crashed into the Pentagon even though the video evidence clearly shows that the plane that hit the Pentagon didn’t have a tail four stories high like a Boeing 757.

It is also remarkable that the Pentagon missile defense system didn't operate that day. It is additionally remarkable that there was no imprint of a 757 in the marble facade of the Pentagon, no debris of the wings that purportedly sheared off, only a three foot diameter rotor that couldn’t have possibly been the 9 foot rotor of a 757 and only a single hole in the building requiring one to ask what happened to the two 10,000 pound engines.

It is finally remarkable that Dick Cheney, when asked in the White house Bunker if the stand down order still held, affirmed.

Piece this information into the rest of the article and what does it lead to? I’m not going to draw any conclusion here, I’ll let you draw your own conclusions.

Jeremy Scahill - excellent article!

Where's the outrage about Rumsfeld's creation of the SSB - so secret that congress didn't/DOESN'T know about it... and they *wonder* where all those MISSING MILLIONS went (!)

Tell me they aren't the ones agitating, creating "terrorists" and stirring the strife in Iraq and Afghanistan and places all over the world where BushCo's p.n.a.c.'s are determined to invade in the quest of their obsession for world Domination.

Please review the 2nd Amendment to the U.S. Constitution: "A well regulated militia being necessary to the security of a free State, the right of the People to keep and bear arms shall not be infringed."

Once this is known, you and your fellow citizens are free to start your own local/regional/state-wide militia(s). NOTHING IS STOPPING AMERICAN CITIZENS FROM STARTING ORGANIZATIONS THAT 'RIVAL' BLACKWATER, THE POLICE/FBI, AND OTHER ORGANIZATIONS.

I repeat: NOTHING is stopping American citizens from forming militias except their own laziness and unwillingness to get involved...within a few years MANY militias could be set up that could EASILY rival Blackwater. Some of these militias might be 'rag tag' and involve many pick-up trucks and shotguns/hunting rifles, but if hundreds of thousands or even millions of ordinary citizens (non-military/non-police citizens) joined militias they could EASILY rival Blackwater and even the U.S. military.

Oh wait...American citizens actively involved in the active defense of their democracy, freedom, and way-of-life -- what the hell am I thinking?! NEVERMIND.


BTW: the so-called "gangs" of cities are nothing more than loosely formed militias (often formed along ethnic/sectarian/religious lines). In fact, so-called "crackdowns" on "gang activity" is nothing more than an infringement of 2nd amendment rights.

Or may be it is time to sink one of aircraft carriers
and blame Iran, so we can start bombing them.

Having served in Iraq back in 2004 as a Navy Psychologist, I can tell you what a devastating impact the presense of these contractors had on the morale of the troops. They were well aware of the salaries they were pulling in, besides the evident fact that the quality of their equipment far exceeded that of the Marines.

I have been following Scahill's book tour online, though I freely admit -- I have not read the book. I love that he says Blackwater has mostly no bid contracts. This (as well as many other things) is a clear indication that he has done nothing more than a Lexis Nexis search for his research. The MSM portrays the most outrageous picture of Blackwater, and they do anything they can to make BW look bad...but the truth is...Blackwater has had hardly any no bid contracts. Almost all of them have been competitively bid -- a fact Scahill could easily confirm by talking to virtually anyone at the company.
