Bush Could Get Access to Private Hillary Files -- Will He Use Them in the Election?

An unspoken political vulnerability of Sen. Hillary Clinton is that she is the first presidential candidate to have both her and her spouse subject to regular, long-term surveillance by an Executive Branch under the control of an opposing political party.

Since they left the White House in 2001, Bill and Hillary Clinton -- as the former President and First Lady -- have been under the protection of the Secret Service, a branch of the Treasury Department. Records are maintained showing where they go and, to an extent, whom they meet.

Ordinarily, those records are kept as closely held secrets, but theoretically at least, President George W. Bush -- with his expansive view of his powers as "unitary executive" -- could gain access to them, either formally or informally.

His father did much the same when his subordinates scoured the passport files of then-Arkansas Gov. Clinton in 1992, looking for a "silver bullet" that would kill off the Democratic nominee's presidential hopes.

President George H.W. Bush later acknowledged to FBI investigators that he was "nagging" his aides to push for more information about Bill Clinton's student travels to the Soviet Union and Czechoslovakia and about right-wing rumors that Clinton had sought to renounce his U.S. citizenship.

"Hypothetically speaking, President Bush advised that he would not have directed anyone to investigate the possibility that Clinton had renounced his citizenship because he would have relied on others to make this decision," according to an FBI report on its interview with the elder Bush. "He [Bush] would have said something like, 'Let's get it out' or 'Hope the truth gets out.'" [For details, see Robert Parry's Secrecy & Privilege.]

With such high-level urging, White House chief of staff James Baker instructed his aide, Janet Mullins, to ask Steven Berry, assistant secretary of state for legislative affairs, about progress on right-wing press requests for information about Clinton's student travel.

Eventually, the White House interest was communicated to State Department official Elizabeth Tamposi, a Bush political appointee who saw it as a green light to move ahead with the legally questionable search.

On the night of Sept. 30, 1992, Tamposi dispatched three aides to the federal records center in Suitland, Maryland, where they searched Clinton's passport file as well as his mother's, presumably because they thought it might contain some references to Clinton.

In a later press interview, Tamposi asserted that she ordered the search after Berry had pressured her to "dig up dirt on Clinton" for the Bush White House.

Press leak

Though finding no letter renouncing citizenship, the State Department officials still made use of Clinton's passport application, which had staple holes and a slight tear in the corner.

The tear was easily explained by the routine practice of stapling a photo or money order to the application, but Tamposi seized on the ripped page to justify a new suspicion, that a Clinton ally at the State Department had removed the renunciation letter.

Tamposi shaped that speculation into a criminal referral which was forwarded to the Justice Department. Thin as the case was, George H.W. Bush's reelection campaign had its official action so the renunciation rumor could be turned into a public issue.

Within hours of the criminal referral, someone from the Bush camp leaked word about the confidential FBI investigation to reporters at Newsweek magazine.

The Newsweek story about the tampering investigation hit the newsstands on Oct. 4, 1992. The article suggested that a Clinton backer might have removed incriminating material from Clinton's passport file, precisely the spin that the Bush people wanted.

Could This Be Why the Dems Roll Over?

I've often wondered if the reason the Dems acquiesce to every outrage to the Constitution and conscience, and have taken the obvious solution--simultaneous dual impeachment for Dick and Dubya--off the table, is that the Bush administration has dirt on every Democrat, dirt that was illegally gleaned by abusing the "good offices" of the FBI and the intelligence services. Given that Bush et al. are committing genocide, and apparently sleep well every night nevertheless, they are quite capable of ANYTHING.

We need new political parties!

This article only proves that both Dems and Repubs parties are so corrupt, we need two new political parties: I suggest we call them the "Imperialists" and the "World Citizens."

The Imperialists will be the combined efforts of nihilistic neo-cons and neo-liberals who want to continute down this path of U.S. economic and military world domination.

The Imperialists will put corporations first, and ensure that the wealthy get their fair share by using whatever means necessary to exploit cheap labor and resources from poor, defenseless countries. Civil rights and social programs will become a thing of the past and the path to total human extinction will be laid.

The World Citizens are the americans who want to see the U.S. become a part of the world community, by promoting peaceful solutions to world problems. World Citizens will use international diplomacy instead of force to help poorer countries through the process of de-colonization.

Domestically, The World Citizens will create social programs that benefit all americans and pay for these programs by taxing the wealthy proportionally and progressively. And, environmental sustainability will be a national priority.

They will end corporate domination by replacing the current system of campaign financing with publicly financed elections.

With these new political parties, we won't have any more problems discerning which side we're on.

The answer to fix our current electorial process is two fold. First and foremost we need to take the money out of it PERIOD!!! Every person running for office should get the same amount of exposure throughout all mediums paid for by a portion of the taxes that are paid to this govt. each year. Each candidate would get the exact amount of time and exposure regardless of who they are or their position on any particular issue. Secondly, each and every person who votes would have to take a test that would determine if they had even a basic idea of who the candidates were and the positions they held on high profile issues. If they could not pass the test then they could not vote. Too many votes in this country are made by people who have no idea who or what they are voting for. They simply vote for the most popular or percieved most popular candidate meaning that the ones with the most money behind them are the ones that usually win. I still believe that this country of ours is full of fair compassionate people who want to do what is right for all. We just need to take our freedom to vote a whole lot more seriously and take the opportunities for money to manipulate the system in any way out of it all together.

Would G. W. Bush need to spy on Hillary or Bill, let alone any of the rest of us? He is far too busy running the country to have time to read abt. dirt on any one! Hillary & Bill are no different then the appox. 50-60% of americans who are taking it out of their pants, playing around, taking money under the table from business associates, stealing from the office supply closet, failing to go to church, divorcing their spouse's, beating their children(well at least their's is grown up now), breaking the speed limits on roads & hwy's, fingering off any one who is going too slow, on the road in the hallways, SO WHY would the President or any of his staff have time to deal with any of this mess and then lay IT at Hillary's feet? IF IT is true, that Bush is running the biggest scam ever seen, the biggest spy operation ever seen, THEN IT can only work because the majority of americans get "gleeful" because the gov't. in its many forms IS NOT looking at them and their sinful acts or law breaking! A better them, "Hillary & Bill", then us belief! IF any one does in Hillary & Bill it will be themselves, not the President of the U.S.! IF Hillary & Bill do not get elected IT will be because WE refused to vote her in, not because the President did some spying and spinning, for which I'm sure he and his staff have no time. Remember, YOU voted for him so YOU got the leader YOU wanted and now that there might be a chance for new brand of corruption, YOU ALL want to blame the President for the lack of or the fulfillment of that new course of action!

What we see is the beginning of the end of what is left of democracy in the USA. I am reminded of what I saw in Russia while there, how the government controlled the media and routinedly resorted to dirty tricks and spying to shut down political opponents. We have seen with GW Bush how he threw the election in his favor in Florida, with his cronies Katherine Harris and brother Jebber in 2000 and more shennanigans in Ohio that kept him in power four years later. We have seen illegal detentions, illegal spying, illegal renditions, ignoring the will of Congress with signing statements, the list goes on and on. And, then they have the nerve to complain about Bill Clinton. The right made a bid deal out of nothing and after all the investigations the only thing they came up with was his having sex with some bimbo. Meanwhile, our current President has suspended much of the Constitution, started illegal wars, and many thousands have died. Now, he has no qualms about turning loose the spy aparatus on his opponents. What's next, Hillary arrested and sent to Guantanamo? None of this is so far-fetched anymore, is it?

I cannot believe the irrational remarks that I'm reading in this discussion. It just affirms the reasons that Bush is still in power.
There is not enough votes in the Senate & House to even over-ride Bush's vetoes & you're blaming people for not impeaching him? That's rational.
Sure vote for another obscure candidate because you like what they say & talks cheap. That's very productive.
Our political system is a mess but it's not going to change anytime soon. Politicians have to co-mingle with the people we hate to survive & become a serious candidate. Some things they do are political & other things are for conscious change, if the right person is in office.
The remark here about promiscuity was really an important point. LOL What a joke. Self-righteous jibberish!
Let's all stay split up on petty garbage let Bush & his regime continue to divide & conquer

I find these tactics to be sneaky. But face it, they work. Nobody bothered to look into Boy George's past and use it to trash him. Why not? Fact is he was one shady guy with a past worth digging up,but the 'Swift Boating' of John Kerry was OK. Maybe the high moral ground is admirable, but it doesn't work. Down and dirty does. As long as it's the truth, I say run with it. Thanks, ANNA

That the bushies, in their desire to perpetuate their control over us, are capable of ANYTHING, including mass murder on the scale of 911, declaring martial law, and an outright takeover with no pretense of due process. My opinion is that they'll maintain control-the name of the future "president" notwithstanding-but the process will be far more subtle than most of us imagine it will be. One thing for certain is that we don't have long to wait.

A sitting member of Congress is introducing a measure to impeach the vice president of the United States and the story isn't visible on Alternet. This should be the leading story on a website that bills itself as an "alternative" to the mainstream. Some alternative! More like left gatekeeper.

For those who are interested in doing something constructive about our current state of affairs, please call your representative and urge them to support Mr. Kucinich's bill. The Capitol switchboard is:

Just ask the operator for your representative's office. If you don't know it, tell her/him where you live and she/he will look it up. Once transferred to your representative's office, politely tell the person who answers the phone that you urge your representative to support Kucinich's articles of impeachment against the vice president. You will probably be asked for your name and address.

I just did this. It's the first time I had ever called my representative (Rodney Frelinghuysen in NJ). It was easy and I felt better after doing it.

If the choice is Hillary or Bush-what is the point?

And who cares if Clinton was once considering giving up his citizenship? MANY of us have done so or are now considering it...

Si why would the Republicans have any reaason to hit below the belt? Is Hillary not the Re4publicaqn favorite of all the Democrats? Don't believe it? Just google 'Hillary Clinton AIPAC' and then try 'Rev. Hagee AIPAC', the self described Christian Zionist, and you will see that Hillary's agenda is not only a reflection of her abysmal voting record for the Bush agenda, but a committment to AIPAC for a nuclear invasion of Iran. And a tacit endorsement of the rapture cult. Hillary = perpetual war.

Good grief, this article is all smoke and no fire.

Is Alternet worried that W will find out Hillary has some unpaid parking tickets? Anything W might dig up would be trivial compared to the unspeakable crimes committed by the Bush and Clinton political dynasties.

If these were truly oppositional political players Hillary could respond to any attempts to defame her character with the Bush syndicate involvement in Iran/Contra, Neil's S&L profiteering, W's cocaine use and draft dodging, and Jeb's hand in corrupting the 2004 election in favor of the neocons.

In reality, the Bushes and Clintons are very close taking vacations together, Barbara openly admitting her affection for her new son Bill, W briefing Hillary behind the scenes on how to manage the Iraq war, etc.

Even the defense contractors know the fix is in for Hillary and have opened their pocketbooks for the Bilderberger's first choice.

How long has it been since Chomsky explained that the office of president is essentially a ceremonial role? The major decisions on domestic and foreign policy are made on an entirely different level. Now that the corporatocracy has tightened its grip on the nation and the world the two puppet parties are ever more alike and the charade is just about over.

Given Hillary Clinton's less-than-stellar record when it comes to voting to preserve citizens' privacy, I would find it very amusing if surveillance records were indeed used to discredit her.

You are definitely on the right track but, please add the word "corporatism' to your vocabulary and look up its origin with Benito Mussolini. This is what we now have and what institutions have been given special sanction a' la National Socialism besides the banking system and military supply profiteers? The Christian Zionism, 'Rapture' cult of the Evangelical church that is the official church of the Administration as well as Hillary. Chomsky should be opening up about this mechanism for legitimization as has Pres. Carter to a degree in his "Apartheid" book. This has nothing to do with 'anti-semitism' as we will be charged. If we really love Israel and want to see the preservation the US as well as Israel, we need to attack theocracy in all its forms. Read Gregory Boyd's book, The Myth of a Christian Nation, for the best approach for the debate as he is an Evangelical who realizes the downside for Christianity of the destruction of separation of church and state. Hillary is dangerous, if not for any onter reason, for her stand with Israel can do no wrong Zionism and her call for nuking Iran; the AIPAC agenda.

...their access to the secret spying/wiretapping files gathered by Gen. Hayden and continuing to this very day.

Even if Hillary wins they will use that info to control her.
