Courage is in short supply in Washington, D.C. The realities of the Iraq War cry out for the overthrow of a government that is criminally responsible for death, mutilation, torture, humiliation, chaos.

But all we hear in the nation's capital, which is the source of those catastrophes, is a whimper from the Democratic Party, muttering and nattering about "unity" and "bipartisanship," in a situation that calls for bold action to immediately reverse the present course.

These are the Democrats who were brought to power in November by an electorate fed up with the war, furious at the Bush Administration, and counting on the new majority in Congress to represent the voters.

But if sanity is to be restored in our national policies, it can only come about by a great popular upheaval, pushing both Republicans and Democrats into compliance with the national will.

The Declaration of Independence, revered as a document but ignored as a guide to action, needs to be read from pulpits and podiums, on street corners and community radio stations throughout the nation. Its words, forgotten for over two centuries, need to become a call to action for the first time since it was read aloud to crowds in the early excited days of the American Revolution: "Whenever any form of government becomes destructive of these ends, it is the right of the people to alter or abolish it and institute new government."

The "ends" referred to in the Declaration are the equal right of all to "life, liberty, and the pursuit of happiness." True, no government in the history of the nation has been faithful to those ends. Favors for the rich, neglect of the poor, massive violence in the interest of continental and world expansion -- that is the persistent record of our government.

Still, there seems to be a special viciousness that accompanies the current assault on human rights, in this country and in the world. We have had repressive governments before, but none has legislated the end of habeas corpus, nor openly supported torture, nor declared the possibility of war without end. No government has so casually ignored the will of the people, affirmed the right of the president to ignore the Constitution, even to set aside laws passed by Congress.

The time is right, then, for a national campaign calling for the impeachment of President Bush and Vice President Cheney.

Representative John Conyers, who held extensive hearings and introduced an impeachment resolution when the Republicans controlled Congress, is now head of the House Judiciary Committee and in a position to fight for such a resolution. He has apparently been silenced by his Democratic colleagues who throw out as nuggets of wisdom the usual political palaver about "realism" (while ignoring the realities staring them in the face) and politics being "the art of the possible" (while setting limits on what is possible).

I know I'm not the first to talk about impeachment. Indeed, judging by the public opinion polls, there are millions of Americans, indeed a majority of those polled, who declare themselves in favor if it is shown that the President lied us into war (a fact that is not debatable).

There are at least a half-dozen books out on impeachment, and it's been argued for eloquently by some of our finest journalists, John Nichols and Lewis Lapham among them. Indeed, an actual "indictment" has been drawn up by a former federal prosecutor, Elizabeth de la Vega, in a new book called United States v. George W. Bush et al, making a case, in devastating detail, to a fictional grand jury.

There is a logical next step in this development of an impeachment movement: the convening of "people's impeachment hearings" all over the country. This is especially important given the timidity of the Democratic Party. Such hearings would bypass Congress, which is not representing the will of the people, and would constitute an inspiring example of grassroots democracy.

These hearings would be the contemporary equivalents of the unofficial gatherings that marked the resistance to the British Crown in the years leading up to the American Revolution. The story of the American Revolution is usually built around Lexington and Concord, around the battles and the Founding Fathers. What is forgotten is that the American colonists, unable to count on redress of their grievances from the official bodies of government, took matters into their own hands, even before the first battles of the Revolutionary War.

In 1772, town meetings in Massachusetts began setting up Committees of Correspondence, and the following year, such a committee was set up in Virginia. The first Continental Congress, beginning to meet in 1774, was a recognition that an extralegal body was necessary to represent the interests of the people. In 1774 and 1775, all through the colonies, parallel institutions were set up outside the official governmental bodies.

Throughout the nation's history, the failure of government to deliver justice has led to the establishment of grassroots organizations, often ad hoc, dissolving after their purpose was fulfilled. For instance, after passage of the Fugitive Slave Act, knowing that the national government could not be counted on to repeal the act, black and white anti-slavery groups organized to nullify the law by acts of civil disobedience. They held meetings, made plans, and set about rescuing escaped slaves who were in danger of being returned to their masters.

In the desperate economic conditions of 1933 and 1934, before the Roosevelt Administration was doing anything to help people in distress, local groups were formed all over the country to demand government action. Unemployed Councils came into being, tenants' groups fought evictions, and hundreds of thousands of people in the country formed self-help organizations to exchange goods and services and enable people to survive.

More recently, we recall the peace groups of the 1980s, which sprang up in hundreds of communities all over the country, and provoked city councils and state legislatures to pass resolutions in favor of a freeze on nuclear weapons. And local organizations have succeeded in getting more than 400 city councils to take a stand against the Patriot Act.

Impeachment hearings all over the country could excite and energize the peace movement. They would make headlines, and could push reluctant members of Congress in both parties to do what the Constitution provides for and what the present circumstances demand: the impeachment and removal from office of George Bush and Dick Cheney. Simply raising the issue in hundreds of communities and Congressional districts would have a healthy effect, and would be a sign that democracy, despite all attempts to destroy it in this era of war, is still alive.

That this is the most corrupt and incompetent adminisration in the history of human embarrassment there can be little if no debate by now. By now it is obvious to anyone with half a brain (Attention: Viewers of FOX and Friends) That Saddam Hussein was a threat to one one but himself and that the only reason for going into Iraq in the fifst place was to seize the second largest oils reserves on the planet. They concentrated on slivers of information (obviously forged documents, for instance) that Iraq had weapons of mass destruction and ignored mountains of evidence that it did not.

As a result of the stupidity and greed of a handful of evil men, over half a million Iraqi men, women and little children are dead - not to mention thirty-one hundred U.S. servicemen and women.

This will be the year the trillion dollar shithammer comes crashing down upon this White House, pulverizing the First Fool and everyone connected to him. Our leaders have got to know that they will act for what's good for the United States or we will take matters into our own hands at the ballad box.

I am confident - not to the point of giddiness but reasonably confident - that by this time next year George W. Bush and Dick Cheney will be out of office and on their sorry way to federal prison.

In the New York Times two weeks ago, Paul Krugman remarked that 2007 will see a "rolling constittutional crisis". The next year is going to be, to say the least, interesting.

If Congress doesn't step up to do the will of the American People, and quickly, there won't be an America to give a damn about.

It's that simple. The suicidal desperate moronic maniacs with Messiah complexes all will absolutely suicide the US against China over the nuking of Iran.

And the entire US will finally experience their horrific karma from Hiroshima and Nagasaki right up until the last baby killed in Iraq, and it won't be pleasant, and it will be fatal.

God created a spiritual Law as an integral part of this Universe, and it is just as sure as the Law of Gravity; WHAT GOES AROUND COMES AROUND. Sooner or later. And inevitably. America has escaped just retribution for far too long, and its grace period is just about to run out.

Barring a military coup or impeachment, all of America had better make your peace with their Maker, or alternately, bend over and kiss your ass goodbye. Hitler's in his bunker, and about to bring down all of Berlin around him, and this time he got THE BUTTON.

Bill Clinton was raised by a single parent of the lower middle-class. He balanced the federal budget and started paying down the federal debt, things that are advantageous to the middle-class and poor. He actually made the super-rich pay more taxes - gee, it really hurts when one makes $10,000,000 a year and has to pay $3,000,000 in taxes, leaving only $7,000,000 to live-off. On the other hand, George Bush is a part of the American aristocracy. Clinton was impeached because he told a lie about a blow-job, though that lie had nothing to do with how he was doing his job as President. Bush has told - well, there's no need to go into what Bush has done. Anyway, to think that a person of Bush's social standing will ever be impeached or held accountable for how he has fulfilled his oath to the office of the Presidency, dream on. Look in any prison in America, there ain't no rich folks in there, but the poor and middle-class are well represented. I would like to see justice done to George Bush, but I would like to spend some time with Jessica Alba, and it ain't gonna happen! Dream big, but think reality!

The proof necessary to convict the enemies of the people is every kind of evidence, either material or moral or verbal or written. . . . 2. elect Al Gore (Environmental Nobel Peace Prize (expected) winner) to US President - or better yet, give him the presidency because he already won it!

3. Let the world courts tackle Cheney, Rummy and the other dummies for war crimes and crimes against humanity. Serve them up on their own silver platters. (we know they have them)

4. Do what Mandela did in South Africa - forgive each perpetrator of crimes against the people and web of life of the planet Earth AFTER they confess to their crimes and make them do restorative justice.

5. Make saving the earth a priority (see 2.)

6. Declare the age of Empire O-V-E-R and become an Earth Community (see 2.)

7. Honor the UN scientists for their global warming report

8. Build municipally owned solar and wind farms throughout the world.

9. Make "W" write the word n-u-c-l-e-a-r, 2 miilion times and then ban all nukes and nuclear energy - DUH, because of the waste products.

10. Give a full price tax break to all citizens who buy a car that gets over 60 miles per gallon on a fuel that doesn't pollute.

11. Ooops! First create a car that gets over 60 miles per gallon on a fuel that doesn't pollute.

12. If it is true that two French men created a car that runs on compressed air, give them the next Environmental Nobel Peace Prize and go into production on every continent giving them credit, free patents and full patent protection and whatever else they want.

HUZZAH!

note: I posted this as a response to another article but it belongs here too. I believe Howard Zinn should head a National Peace Department (or any other Department he chooses) and if Al Gore were President, we'd have such a department.

Dear friends,

I entirely agree, of course, with Howard Zinn and all of you about the absolute necessity of impeaching and convicting this criminal regime, in order to restore a measure of sanity and integrity to this corrupted republic-turned-empire, and to protect us all from the catastrophes looming on the near horizon if this desperate, cornered-rat criminal regime remains in power.

And while I think Zinn is a bit optimistic about the likelihood of modern, brainwashed, couch-potato Americans showing anything resembling the guts and determination of our revolutionary forebearers, his basic thesis is sound: if this impeachment is to go forward, it must be the result of a focused and determined grass-roots effort from all of us.

So what is the next step? With the Internet, we have many powerful organizing tools that our ancestors (those Committees of Correspondence) never dreamed of--such as many of the impeachment sites that have already sprung up--but sitting in front of a computer and firing off action alert letters will not be enough to get the job done--nor will mass protests, which the Corporate Media simply ignore and belittle.

So what haven't we tried? Exactly what Zinn says: organize Citizen's Impeachment Hearings at our local public libraries, bring Impeachment Resolutions to our city councils and state legislatures, set up Impeachment Tables at all local community events, build coalitions among community groups supporting Impeachment, and keep the heat on until Congress can no longer ignore us. That, and keep in touch via the Net and share success stories.

Coalition Building is another useful technique: work with existing peace groups, global climate groups, environmental groups, labor groups, etc. to collectively point the finger at the Bush Regime for their shared grievances (which is of course entirely justifiable), and get them ALL to endorse Impeachment.

These are a few of the ways to get the ball rolling. Remember the wonderful response that Cesar Chavez gave to the interviewer who asked him how he got to be such a superb social organizer: "First I talk to one person, then to another, then to another..."

Oh Foolish American's, who hath bewitched you. All this talk about impeachment. All this boo hooing about how Democrats won't impeach Bush and Cheney. Why are you so surprised. How many decades of Democrats in control then Republicans in control don't you understand yet. Neither of these two main parties is interested in abiding, enforcing or living by the Constitution or Bill of Rights of this Republic. Not one of the traitorous politicians of either party can even correctly call us a Republic. They say we are a democracy which is a lie. If they can't get somethong a simple as that right how can you think they'll get anything else right.

Al Gore as President is as big a nightmare as Bush being President. Hillary for President is as big a mistake as Bill being President. We don't need more scandals we need solutions. Neither Republiccans nor Democrats will offer solutions just more of the same.

There has to be something to HARRP that keeps the masses operating in this state of mind that the same election behavior will some how produce a different result. People, it is insanity to believe in or follow after either Republicans or Democrats or to place hope in either party

Yes, I agree with one response, a revolution is needed. This revolution needs to first be an awakening from the insane belief that the same election behavior by voters brings about different results. Then the next revolution needs to be a voting in of independents, people who aren't corrupted such as lawyers and other professionals with corporate ties. but We need farmers, small business men, ranchers, real people, with the common sense and courage to reverse the decades of corruption by both Democrats and Republicans. Can this happen? Not with the present mentality of the masses believing we are a democracy of mob rule.

So start learning about the truth of our nations roots and history so that we'll have a much better pool of people to elect than the present idiots in Washington. Oh, by the way. Don't bother going to your local government school to find a good history book. The history in these books is so far from the real facts that you won't learn the truth from them. Start with the Federalist Papers. Of course that requires reading and our politicians and their campaign strategists already know that the majority don't read or research. So I guess we're all really dreaming to think change will happen when the hope of it all rests in we the people.

I first read Howard Zinn back in 1991 as a junior in HS. He got me excited about history and the importance of understanding the past. Thank you, Mr. Zinn for continueing to fight for the Peoples History and all it stands for!
Impeachment is the logical step if one follows the Constitution (I know, actually using the document rather than ignoring it, novelty in this day and age.) and the time has come to allow the system to play its course.
The election was viewed as a sweeping voice of change, but it is up to us, the people, to see that our will is carried out. If revolution is what's needed, we should turn to the example of our "founding fathers" and step up to the challenge of protecting the ideals and fundamental freedoms we hold so dear.
Yes, start public readings of the Declaration, form groups and hold local impeachment hearings, but will the establishment in Washington listen? Perhaps, but not likely.
We need more concrete strategies, actions to put pressure on the ruling elite. Why not borrow from the European's and organize a general strike. Shut down the means of production and commerce. . .

The time has definetly come for sweeping radical change and it is up to each and everyone of us to get off our comfortable butts and do it.

what other drugs. Unfortunately, instead of making him have a good time these substances have rotted his brain to the point that he has becoming totally unhinged.
1) he was caught laughing manically whilst trying to run over the press corps with a bulldozer.
2) his speeches, while never eloquent, have become very rambling and incoherent.
3) now he cannot pronounce even common words and stumbles/slurs words all the time.
4) at photo-ops he has a dishelved, hungover, bewildered appearance like he just got rousted by a cop while passed out on a cheap mattress in a flophouse after a week long binge of cheap bourbon and cocaine with a strung-out teenage prostitute with meth-mouth teeth and acne and a rash all over her emaciated body-- and he cannot remember her name or how he got there.

Time for the 24th Amendment folks. No impeachment. Simply remove him for loss of mental faculty. In fact, we can hold him for observation immediately for 48hrs since he is a danger to himself or others. He has access to NUKES!!

Democracy is Imperiled at every level of Government

Zinn's essay is a recipe for the restoration of our democracy, which is imperliled at every level of government in this country. With the recent canonization of Gerald R. Ford as our most sainted president, we've had to endure a sickening litany in praise of his pardon of Nixon. What Ford's pardon did was to enable future presidents, legislators, judges, mayors and city councilors to act without fear of consequence. All over this land, the will of the citizenry is of negligible concern because we not only continue to re-elect incumbents who have voted against our interests, but also have allowed the criminal behavior of politicians to go unpunished. Let's remember that Nixon was actually afraid of going to prison--indeed he had good reason for this fear. By pardonning Nixon, Ford placed the presidency above the law. The result has been, not only a series of presidents who have violated the Constitution in broad daylight, but also a coup d'etat which had changed our system of government from a democracy to a hagiocracy. Impeachment is not enough for Bush. He has committed treason and should be imprisoned.

Restore the Independent Special Prosecutor position

Let's see: Ken Starr targeted Clinton for:
1) Involvement in a Whitewater land deal involving an associate of the President fraudulently obtaining a $300,000 loan.
2) Lying before a jury about an affair with an intern.
3) The Vince Foster suicide, which conservative right wing radicals claimed was a murder and cover-up.
4) An alleged scandal called "Troopergate" about Arkansas police officers acting as pimps.
5) The Paula Jones case, which was pumped up by Ann Coulter

Now, all this resulted in the House voting to impeach Clinton on charge#2, which the Senate declined to do. Think about that for a while.

Now, what are George W. Bush's impeachable crimes?
1) Running an illegal domestic spying operation involving the most powerful covert institutions on the planet - the NSA, the FBI, the CIA and the DIA - that targeted the American people.
2) Lying to Congress and to the public about the evidence that Iraq had chemical, nuclear and biological weapons, and about Iraq's connections to 9/11
3) Revealing the identity of a covert CIA operative in an act of political retaliation.
4) Fraudulently delivering billions of dollars of no-bid contracts to Halliburton, Bechtel, et. al and refusing to investigate fraud and other abuses by the contractors.

Now, who is responsible for this gigantic disconnect? Who ran front-page announcements of Clinton's impeachment, day-in, day-out? Who refuses to even discuss the notion of impeachment of Bush or cover anything related to it? Who was the cheerleader for the Iraq invasion, who printed Bush's lies without even attempting to investigate whether they were true or not?

Yes - the corporate media - the propaganda arm of the military-industrial complex - that's who is responsible. They probably own your local newspaper, your local radio stations, and your local TV stations, in addition to all the major outlets, from FOX to CNN to ABC to NBC to CBS to the New York Times, the Los Angeles Times, the Washington Post, USA Today, the Wall Street Journal...

Why do they behave this way? Their corporate boards of directors are interlocked with the defense industry, the oil and coal industry, the pharmaceutical industry, Wall Street banks and hedge funds, agribusiness and junk food/tobacco corporations, telecommunications corporations - and so on.

What you are looking at is the rise of corporate fascism in the United States under the guise of 'free-market reforms' - and fascism, like every other totalitarian system from monarchy to communism, relies on initial control of the media and of academia.

Think about that for a while... and I didn't even discuss the current corporate control over academic institutions in the United States - but Hitler's Scientists: Science, War, and the Devil's Pact is worth looking into:

So, are all you big Dem fans satisfied that your votes served a greater purpose? Remember all that fierce talk about electing leaders who would hold Bush accountable? Thanks for the speeches Tom but we need more than blind faith in politicians. What do we do when one group of politicians gets us into trouble? Turn to another group! Give me a break! Politicians aren't good for much and they certainly aren't going to fix this mess. We do it or it won't get done. Why is that so hard to understand?

The little fish of the past like Cheney, Rumsfeld, Poindexter, Negroponte, Perle, Wolfowitz, Pipes, Fukuyama, Bolton, Bremer, Abrams, etc emerged from the scandals of the Nixon (Watergate) and Reagan (Iran-Contra) administrations and grew up to latch on to the Bush II clan. Naming them and exposing them to public scrutiny 20 or 30 years ago may have been more productive than targeting presidents and VPs who just go on to pardon each other anyway.

Can the current Congressional leadership plan for life beyond 2008? Unclear.

I am sure everyone agrees there isn't a whole lot of time, right? So, someone has to contact the following organizations to get them to come on board as well.

1. Moveon.org

2. Cindy Sheehans people

3. Peace movement that organized that march a week ago.

4. True Majority

5. Impeachbush.com or .org, can't remember which.

6. Vets for peace

7. Vets against the war (I believe thats the name... there are two organizations and I can't rmemeber which is which)

8. Active military against the war.

9. Active militias.... Not all are bad you know. They are frustrated to and would join any effort to stop all of this... Remember this will only work if we cross all political leanings and boundaries and include all Americans.... Don't let the elite divide us at this crucial time. No egos, no agendas, etc. I know people in militias and I can contact them once we all agree on what it is we want to do. That civil disobedience thing sounds great with big tractors blocking roads, gas stations, corporate headquarters for military industrial complex etc.

10. Active labor unions. They would have the equipment to use to block the roads. We do this til they withdraw the troops or make them put us in camps like you said. Then we go on strike there too. No free slave labor. LOL

Ok, thats the extent of those I know about, but have no connection to. Does anyone know anybody from these groups and do you have anyother groups you can think of. Its the only way to do this quickly. We don't have a lot of time for ground up organization, we will have to piggyback off of those in existance already. How about sharing phone numbers and email addresses.....

I will have to agree with you here, although I would love to see Bush and Company rot in jail, I see it highly unlikely. I'm going to show my paranoia here and say, when I heard Ken Ley died before they could sentence him, my first thought was, bullshit. He's in Cental or South America somewhere laughing his ass off and living in opulence on the retirement money he stole from the employees and the investors of Enron! Probably had a face transplant. Jeeze, do I need help folks?

Many seem to think that the President has to be impeached first and then we are left with Cheney as a sour option or that impeaching both simultaneously is absurd. Most do not understand how swiftly and efficiently the electorate can carry out this formality. Read the following 20 questions regarding the ease of ridding ourselves of RC.

1. Q: How long would it take to eject a vice president from office by impeachment?

A: Theoretically it could be done in a day. In the morning a member of the House of Representatives could propose one or more Articles of Impeachment and then a vote could be called. A simple majority (50% plus one vote) is all that is needed to impeach. In the afternoon the Senate could try the case. A two-thirds vote is needed in the Senate to convict.

2. Q: Why is it so simple?

A: Because ejecting a person from high office is political, not judicial. The only punishment to be meted out is removal from office.

3. Q: What is an impeachable offense?

A: An impeachable offense can be as nebulous as “He practices cronyism.” We can call this a misdemeanor. According to the Constitution, Article II, Section 4, “The President, Vice President, and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.” President Gerald Ford was correct when he said in 1970 that, “An impeachable offense is whatever the majority of the House of Representatives considers it to be at any given moment in its history.”

4. Q: Is there any good argument against impeaching a vice president based on the notion that the person of greater authority – the president - should take responsibility for whatever happens in his administration?

A: No, none whatsoever.

5. Q: Would the Senate have to provide such things as reasonable time for the defense to prepare its case, and a close scrutinizing of evidence?

A: No. The Senate is procedurally bound only by the rules it makes for itself. The Constitution of the United States, Article I, Section 5 (2), says, “Each House may determine the Rules of its Proceedings.”

6. Q: Doesn’t the accused have rights? Where are the wheels of justice here?

A: Justice does not come into it. Think of it this way: If a congresswoman has done a fabulous job for two years, but fails to win reelection, does she have any redress? Of course not. She holds office at the pleasure of the voters, and they indicate their pleasure every two years. A president takes office at the pleasure of the voters, but he holds onto office at the pleasure of Congress. At any time in our history, Congress could have ejected a president or a vice president.

7. Q: Has this ever happened?

A: Congress has never impeached a vice president, but it impeached two presidents – Andrew Johnson and William Clinton. In both cases, the Senate subsequently failed to convict. Many people mistakenly believe that Richard Nixon, too, was impeached. The House Judiciary Committee had voted three Articles of Impeachment against him, but the matter was never put to the full House for a vote because Mr. Nixon promptly resigned.

8. Q: What does an impeachment trial look like?

A: It is held in the Senate Chamber and looks like a normal Senate session, except that all Senators are sworn in as jurors. Article I, Section 3 (6) of the Constitution says, “When sitting for that Purpose, they shall be on Oath or Affirmation.” The man of the hour may attend or send someone to represent him. He can plead guilty or refute the charges. Each Senator must stand at her place and pronounce her judgment as ‘guilty’ or ‘not guilty.’ The Constitution requires that the Chief Justice of the Supreme Court come over to the Senate Chamber to preside when a president is being impeached. In 1986, the Senate extended this to cover vice presidents.

9. Q: Is it easy to eject a vice president with whom the people are dissatisfied?

A: Yes, it’s a snap. It takes only one House member to propose impeachment. Then, 219 out of the 435 members must agree, if all are present and voting (fewer, if some are absent from the House or abstain from voting). So your question boils down to: Are there 219 House members willing to vote to impeach? The answer is “Yes, if they feel that it is in their interest” - whatever way they may calculate that interest. Part of their calculation may be to look ahead and see if 67 Senators would be willing to convict the vice president.

10. Q: The number sixty-seven seems very high. Would it ever be possible to get that many votes?

A: It is possible to get the full 100 Senate votes if all you are asking about is ‘possibility’. In reality, during President Andrew Johnson’s impeachment trial in 1867, only a single vote in the Senate spared him from conviction (since there were fewer states then, the two-thirds majority was smaller than 67). At Clinton’s trial, the vote on one of his two Articles of Impeachment was 55-45. On the second one, it was 50-50.

11. Q: Regarding the current vice president, Richard Cheney, are we precluded from impeaching during the time that his former assistant, Mr. Lewis Libby, is facing prosecution for alleged crimes?

A: No. There is no reason to hold back - the Libby case may take years. However, persons wishing to take care not to prejudice Mr. Libby’s trial may wisely urge that any impeachable offense brought forward against the vice president be of a type pertaining specifically to him.

12. Q: Could the president offer a pardon to thwart the process of impeachment?
A: No. The Constitution puts only one restriction on the president’s power to pardon, namely it cannot be used in cases of impeachment.

13. Q: Does this mean that if by any chance Mr. Cheney has committed a crime he can never enjoy a pardon?

A: No, it does not mean that. President Bush, or a later president, could pardon Mr. Cheney. The president is prevented only from interfering in the process of impeachment.

14. Q: Could Mr. Cheney seek a presidential pardon right now?

A: Yes. Indeed, for all we know, the current president may be holding a batch of signed (and witnessed) pardons in his desk at this very moment.

15. Q: Is is possible that President Bush could pardon a person’s crime in advance of the person being convicted of any crime?

A: Yes. The elder President Bush (president from 1989 to 1993) issued a pardon a few weeks before he left office, for Caspar Weinberger, who at that point had not been convicted of anything. Quite possibly his motive was to avoid being subpoenaed as a witness at Weinberger’s trial. As a witness, Bush could be cross-examined and his own dealings in the Iran-Contra affair could have been revealed.

16. Q: Did the president dishonor the Constitution by doing that?

A: No. He played the Constitution for all it is worth. That is what the Constitution is for. It is not an idealistic statement; it is a scheme for allocating power and controlling power by checks and balances. The Founding Fathers put many restraints on the president but gave him his head when it came to pardons. They probably wanted the president to have bargaining chips that he could use in difficult or dangerous circumstances.

17. Q: Strategically, from the viewpoint of the current vice-president, what would be the best move to make if rumors of impeachment start to swirl?

A: Presuming that Mr. Cheney would hate to lose the position of immense power that he now occupies, his options would be a) to hasten to correct any offending behaviors, or b) to try to get the president ejected from office, in which case he himself would immediately become president.

18. Q: When a vice president leaves office before his term is up, how is he replaced?

A: If a vice president dies, resigns, or is impeached, the president can nominate any American-born citizen, age 35 or older. That nomination must then be confirmed by a majority in both Houses of Congress before the person can be sworn in as the new vice president.

19. Q: How can a citizen start impeachment activity?

A: By ‘talking it up,’ by seeking publicity for the idea, and by persuading a Congressperson to propose it. Since 2001 when President George W. Bush took office, there have been numerous public calls for his impeachment and some of these extend their proposal to include the impeachment of Vice President Richard Cheney, Secretary of Defense Donald Rumsfeld, and Attorney General Alberto Gonzales. One proposal that names all of those persons is sponsored by Ramsey Clark, who was Attorney General in the 1960s. So far, 607,000 citizens have signed his petition. Number 16 in Clark’s list of complaints sounds particularly relevant to the vice president, namely “refusal to provide information and records [needed for] legislative oversight of executive functions.”

20. Q: Is Mr. Cheney currently threatened with any prosecutions?

A: The case of Rodriguez v. Bush, names Bush, Cheney, and several others as defendants in a RICO suit. This is not a criminal prosecution, but is a civil suit that asks for criminal penalties, if appropriate. ‘RICO’ stands for Racketeer Influenced and Corrupt Organizations Act. A judge recently transferred this case to the U.S. District Court for the Southern District of New York because it accuses the government of crimes related to September 11th and the U.S. Attorney has decided to coordinate numerous September 11th cases at that court. The mainstream media never mentions the Rodriguez v. Bush case, but it is available on the Internet.

Since Cheney is perceived as the real power behind this administration and people fear him more than GWB it may be much smarter and efficient to rid ourselves of Cheney first. Then proceed to tackle the castrated executive.

This would also be perceived as less threatening to the "stability" of the country, as it were, in a time of global tension. And perhaps, garner a far greater amount of traction for this movement to affect urgent change, not to mention response to criminal behaviour.

Does it not seem like a movement to rid ourselves of Cheney first would be a stunningly brilliant initiative? He is perceived as the administrations insurance policy (everyone fears him at the helm, yet knows he rules that roost) and no one seems to be considering the strategy of starting with the real villain first?

Because
1. Large corporations (Oil, Military industries, Tech) do not want to lose access to their world markets (protected by the empire)
2. Campaigns take Money. This time it is expected to take more than a Billion. Candidates are enslaved by donnors. Donnors represent big business interest.

3. Another reason: Information. Without informed voters, Democracy is useless. With Fox on the top of rating charts, CNN follows same line, what - other than an arrogant view of the world that thinks america does no wrong.
Another reason; Hollywood: Reinforces the idea that we can kill everybody and still be the good guys. And everybody else is evil. This is just clear in some posts right here. (America the great, mine, flawed but great.

I'm in total agreement with this, that it IS time to take the bull by the horns... that it will SOON be too late- forever - if we continue to leave it to the same politicians who do nothing but stall and yammer...! How about starting by passing it along to every action group, reposting on as many places as possible...??? (hell, we've tried "mandating" and petitioning and street protests) HOW'S THAT WORKING FOR YOU/ us?

The first thing that has to happen is the hardest thing of all... getting all the action groups to co-operate! I have said so many times since Bush first stole our country: A million Man March does NOTHING when the million men are marching in different directions, on different days.... ImpeachforPeace did make an excellent atempt to get cohesion when they had people writing letters to Pelosi on jan 15th... and to her local office, not to DC where mail is manipulated by HS...
If we could convince some of the Biggest Activists like MoveOn.org and some of the Hollywood people, this can actually be accomplished.

You have to realize that there are just soooo many people in this country now, that half a million screams aren't going to even be heard in DC... For a reality check, take a look at the morning traffic commute in any of our huge cities, and try to understand how many of those braindead folks couldn't care less about anything but what's happening in their own personal day. Not to be discouraging -!- I just want to impress upon you all that it is IMPERATIVE to connect all the action groups for ONE enormous display - one that truly CAN and WILL be heard in every living room and BOARD ROOM in America!

When is the next big protest? March ? ...we should each spend an hour or two per day, just making posts to any/all action groups, forums, comments sections we can find, asking for cohesion. What suggestions? Naturally, it is best to use a protest already being planned and that is already fairly well known... then EXPAND it

The Corporate Media monopoly has made it very very hard for any grassroots accomplishment.............
but we H-A-V-E to try!!!

Bush needs to assume his rightful place along with Pol Pot, Hitler and Josef Stalin. Here are the crimes:

1. Illegal war on Iraq. Supporting sectarian violence and ethnic cleansing. Over 1 million dead, tens of millions of Iraqi refugees scattered across the world.

2. Giving "permission" and encouragement for Israel to invade Lebanon. Thousand of Lebanese killed. Crimes include supplying Israel with cluster munitions (to maximize civilian kill numbers) and supplying Israel with napalm (also for use against Lebanese civilians). Supporting Israeli apartheid and genocide against the Arabs and Palestinians.

3. Extraordinary rendition, authorizing torture and murder, Guantanamo, illegal spying. Thousands of Arabs kidnapped and tortured for voicing opposition to US led aggression.

4. Conspiracy to commit murder. Plans in the "works" to rig up false intelligence on Iran and then to invade. Projected casualties in the tens of thousands, possibility high of major war in the Middle East, leading to the deaths of millions.

It is time for Bush to call to the Hague, to Milsovech's old cell.

I fear that nothing of any consequence is going to come of any of this talk - except that Bush may not get to invade Iran the way he hopes to. That would be a major accomplishment, but it would not remove this Fascist cabal from power. Nothing short of mass civil unrest and a French style revolution is going to change anything structurally. I don't see any move towards that without things really, REALLY getting bad. At that point the breakdown of society will probably allow some more pernicious demigod (if that's possible) to emerge to lead the scared and fearful populace on a crusade to eliminate the trouble-makers - most likely us - and impose a truly repressive regime.

All I see from my peers at work is apathy about everything except the point spread on the Super Bowl. People are too wrapped up in their own lives and survival to go to the trouble of digging up the truth. We live in a Country where over half the people believe the lie that a God created the World in six days; that dinousaurs lived with humans, and that a man could walk on water and rise from the dead. What chance do we have to convince them that President "Kick Ass" is really robbing them and all our future's blind?

I suggest to all of us who see the shit about to hit the fan to find a sanctuary somewhere to ride this out. Proabably nowhere is really going to be safe, but maybe in small communities of like-minded folks, enough of us will survive to make a better society someday.

In a way Bush/Cheney have done Americans a service by revealing how weak and ineffective our much touted system of checks and balances really is. Two ruthless and corrupt sociopaths, with the aid of thousands or perhaps millions of other sociopaths, have violated our laws, rights and constitution, smirking while they pissed in our faces.

Of course, they couldn’t have done it without the support of congress, courts and the media, which is another blessing in disguise because it has revealed the utter corruption of our political system. Hopefully, this will lead to a national epiphany which results in change. If not, then at the very least many individuals like myself will modify their behavior to take advantage of our lawless society.

If you find yourself marooned on an island ruled by cannibals, you must choose between becoming a cannibal, or brunch.

Cheat on your taxes, steal from your corporate masters, reveal and sabotage their scams, hack their computers and destroy their property.

I have gotten tired of the drivel that has put forward as knowledge. Ignorance due to lack of education or mental ilness is forgiveable; however, knowingly being ignorant of your own nation while actively wanting to change it is ignorance of the worst kind. I would sincerely hope that the author of this column has been educated in at least high school level political science. Anyone who would care to get off of their bandwagon might wish to remember that we live in a republic.

Our founding fathers understood the inherent problems of mob rule and wisely chose to keep the mob mentality of democracy out of our nation. Our country does not support mob rule, as some of the individuals here have expressed desire to do. If change is desired, the system is already in place to do so. Elect people who have not been corrupted by the system, because both Democrats & Republicans have been. The democrats are not truly for the people! Politics is a multi-billion dollar industry. Has anyone cared to look at the clothing worn by the elites on Capitol Hill. Obama, Hillary Clinton, and John McCain all wear very expensive clothing and went to Ivy League schools. I agree with gdonald; look to the common people with little to no political experience or ambition. Davy Crocket was a Senator who had no greater desire than to serve the people who elected him. Abraham Lincoln was a man known for his honesty; he lived in log cabin on a small farm.

If you want change, DO SOMETHING DIFFERENT!! Stop electing the same people. In the next election, why doesn't everyone look to the dark horse candidates with little funding. Those are the ones not being endorsed by big wigs. Hillary already has an eight million dollar war chest, as do other candidates. Time to see what we are made of and if we can put our money where our mouth is.

But all we hear in the nation's capital, which is the source of those catastrophes, is a whimper from the Democratic Party, muttering and nattering about "unity" and "bipartisanship," in a situation that calls for bold action to immediately reverse the present course.

There is only one reason for the Democrats to call for unity at this time when the need for opposition is so very evident. That reason is that they are controlled by the same corporate establishment as the Republicans.

It is important to impeach the Bushies but that's not the whole answer. it's even more important for the people to take control of our government.

I don't see anything changing unless we have a depression or recession..People who are working low income jobs are just to busy trying to make ends meet.. And then you have people like me who work driving truck who are out all week long or longer. And that's why our Government keeps us that way..As long as you just barly make a living that you'll be to busy to fight them..I say we as a whole pick a day and stop America in it's tracks..Nothing moves anywhere...I know truckers will support it.. Most of us need a break anyway!!
But if nothing moves for days then that will make the whole country involved because no one will be able to work and they will seize the time to make a stand..It can and will work if we the people take the stand..I drive truck and most have a car and I'm sure you know what havic just a stalled car can cause! Now imagine 1000's or 1,000,000's of them stopping or getting the black flu so to speak..As soon as they tow one there is a line breaking down behind them..And when were done gas prices will drop..Plus we get the trains stopped and not moving and it is then we have a real Grass Roots Movment..The fuckenmocracts and the Fupulicans will have no choice but hear us and what we want to say..
Everyone is worried of what they will loose but most have no idea what they have already lost during this last 6years. More to come I'm sure..I'm ready!! Are you?
If this country stops the flow of goods we not only stop our government but alot more in the world which gives us world attention which is what we need to get the desired results.

How do the generals and admirals feel about the privatized armies of Kellogg, Brown and Root? Are these mercenaries getting more than their rightful share of the public treasury? Soldiers they trained are selling their skills to the highest corporate bidder. What would MacArthur say about such an abomination? Duty, honor and country my ass!

Will we one day witness the Military District of Washington seizing the White House and installing a “unity” government, live on CNN? Will Abrams tanks and Bradleys camp out in DuPont circle and Foggy Bottom?

We’re becoming a banana republic like Chile or Argentina, run by ever-greedier oligarchs. The middle class is fast disappearing. What if the children of the poor are growing tired of spilling their blood to make Exxon and Halliburton filthy rich? Will these citizen-soldiers rise up against their corporate masters? That’s how banana republic soldiers like Juan Peron came to power.

Remember Burt Lancaster and “Seven Days in May?” Betcha we’ve got a few true-believer officers just like this character who secretly plot scenarios for restoring “honor and justice” to American government at the point of a bayonet.

Why are so many soldiers being sent to the sand box right when this administration is in the most political trouble? Perhaps Cheney and company are afraid that their own “troops” will turn on them and throw them in chains where they belong.

Of course all these paranoid musings beg an obvious question – will the legions crossing the Rubicon (or the Potomac from nearby Fort Bragg) be led by a Julius Caesar or a Francisco Franco?

Think this nightmare scenario can’t happen right here in the USA? Well, nobody ever expected the Spanish Inquisition. Never forget the soldiers’ proverb, “The Army takes care of its own.”

If the Democrats don’t grow a spine and fix this problem soon, I greatly fear our generals and admirals will “take care of their own” and impose their own solution.

Perhaps all the King’s horses and all the King’s men can do a better job with broken Humpty Dumpty than King George the Shrub. But I doubt it.

The comic strip style cover shows President Ford and Henry Kissinger wearing Army fatigues, leading a small band of Navy Seal types carrying bazookas onto the beach of an oil rich Arab nation, while shouting to his troops 'Are we gonna let these wogs kick sand in our faces'? Notice the oil rig in the background. The title of the article was 'Would we really kill for oil'? I guess we know the answer to that question.

I strongly urge everyone in this country, everyone! to support impeachment. March, work, give money, but do something!

The time to *hope* that our "commander in chief" will listen to us is over. The time to *hope* that he will listen to reason, or listen to anyone, is done. The time for all of our most precious freedoms and rights to be trampled on is done. The time to *look the other way* and go shopping is done! Who deserves to be tortured? Who deserves to be profiled? Who deserves to be put in jail, and kept there because they are the wrong religion, or the wrong color, or the wrong something? yet they have committed no crime in this country?

Bush and his administration are doing what they want with our taxpayer dollars: wasting them. They are doing what they want with our reputation globally: trashing it. They are doing what they want regarding global warming: absolutely nothing. They are doing what they want with the Constitution, and with the presidency: reinventing it to suit themselves. They are doing what they want in Iraq: escalating! Cheney has as much as come right out and said he is the vice-president, and other people are not, so he doesn't care! Bush, of course, thinks he is the "decider."

Congress and the Senate alone cannot save us from this hideously corrupt and obscene president and administration. And, today, tragically it seems that they by and large do not have the will to do anything either. Only the People can do it. Only we can save ourselves. Our forefathers gave us the legal tools to save ourselves from an incompetent and corrupt leader. If ever there has been a president screaming for impeachment it is George W. Bush and his administration! We must stand up and do it. It isn't easy or fun, but there is no alternative.

Bush will not listen. He's contemptible, corrupt, incompetent, selfish and uncaring to the extreme. Our country has no chance under two more years of Bush and his administration. Whatever we have to do, we must do it now. We must not give up on ourselves, or on our America. We must fight now while we still can.

We must stand up for America today in the only way that matters any more. We must impeach Bush, Cheney, and the Bush administration. We must try them for war crimes. We must put an end to their evil regime, and we must do it today. Take a stand for impeachment, and let's keep moving it forward.

National movement for impeachment

A national movement for impeachment--believe me, there are those of us who are trying, and have been trying since 2003 (or even earlier). However, just getting people to take the step of circulating a petition (or pledge) to support impeachment and getting them to lobby their congressmembers is a big enough step. Setting up an alternative to Congress is a lofty goal that is probably out of reach. Instead let's get the media stars--the Ramsey Clarks, Elizabeth Holtzmans, John Deans, Sean Penns--of this movement into the major media and let them make the call to hold not only this administration but also this Congress accountable.

I have read the numerous comments concerning the desire to impeach the President, go on strike, and bypass Congress in order to oust the President and entire administration. YAWN!!! So many people, including Zinn, can talk but no one can do. What a bunch of cowards!!! You can write online in your anonimity but are all scared to act on your own. No Republican fears the empty talk of Howard Zinn or anyone else from your little rants.

I have lived overseas and will testify to the fact that the Third World countries laugh at the liberal parties in the United States because of all of their empty talk! The only reason the Third World does not like the conservatives is that those parties want to stop free handouts to the rest of the world and hold the world responsible for its actions concerning the United States. As for a general strike, remember what happened when the air traffic controllers went on strike, they were all fired and replaced. Bravo, they are all now unemployed. Any attempt to shut down the United States will accomplish nothing, because a state of emergency would be declared and the National Guard would open all main roads and work the essential functions, so that life would continue as normal for the majority of the population. People in the third world know this and laugh when you all sit back and talk about all that you are going to do.

Bravo, continue to rant.

Your negative attitude concerning the posts of all these patriotic souls seeking some pro-active means of rebuking the powers that be and re-establishing freedom and democracy in our country is deplorable and cowardice at best. Hang up your Bush flag and duck for cover my man...your time is coming and you too shall bear the burden of your ridiculous nazi views.
