Who Killed Immigration Reform?

Conservatives were never serious about reforming immigration. They ramped up the threat of illegal immigrants to distract Americans from the failing war on terror.

It's one of the oldest tricks in the political playbook: When you're in trouble, conjure up a boogey man to distract from your failures and play on voters' fears. This year's targets: undocumented immigrants.

It's not that there aren't real reasons to fix our broken immigration system. And, earlier this year, it seemed that the debate over immigration would actually result in action -- tough, fair and practical comprehensive immigration reform. Led by John McCain and Ted Kennedy, the Senate passed, with bipartisan support, a bill that addressed border security, created a path to earned citizenship for hardworking immigrants already here and acknowledged the realities of businesses that rely on immigrant labor. The measure was fair to taxpayers by asking undocumented workers to pay back taxes before being able to become citizens, and was fair to workers who have contributed greatly to our economy by allowing them to come out of the shadows and protecting them against being exploited.

But the House Republicans had already passed an amazingly callous, enforcement-only bill that would not only make felons of undocumented workers, but would also criminalize soup kitchen volunteers and religious organizations who give humanitarian assistance to the undocumented. People who have lived, worked and paid taxes here for years would be made felons and permanently ineligible to earn citizenship.

In the rants from the far-right, the House Republicans heard a possible solution to their plunging poll numbers. They refused to negotiate in conference with their Senate colleagues, figuring they could score political points by spending August holding "field hearings" that had nothing to do with learning anything new about immigration and everything to do with creating forums to grandstand for local media.

Remember, these supposedly fact-finding hearings were all held after House Republicans passed their version of immigration "reform" -- and the vast majority of witnesses permitted to speak at the hearings held long-documented anti-immigration views. The brazenly political nature of the hearings was even evidenced in their names, like this gem from San Diego: "Would the Reid-Kennedy Bill Impose Huge Unfunded Mandates on State and Local Governments?" That succinctly illustrates the Republicans' objectives: One, obscure the fact that the Senate bill had bipartisan support (hello, John McCain) by naming it after two Democrats; and two, inflaming the debate in hopes of energizing anti-immigrant voters in November.

So-called immigration reforms that focus only on punishing undocumented immigrants or building bigger barricades cannot and will not be effective. We have to also address the economic realities that drive immigration, including the many American businesses and communities that rely on immigrant labor. Already a labor shortage is being felt in the vineyards of California, the lettuce fields of Colorado and strawberry patches in New York. Towns that have succumbed to anti-immigrant hysteria and passed harsh ordinances are already seeing damage to their economies as well as to their spirit of community.

Speaker of the House J. Dennis Hastert, R-Ill., insists on calling the sham summer hearings a success and has continued to push for enforcement-only legislation. But it is clear that enforcement-only policies will not work: There's 20 years' precedent of spectacular failure as proof. In putting down the bipartisan Senate bill, Hastert said that the House Republicans' brief visits to the border during the hearings gave him insight into the border's needs.

But the governors of the four states bordering Mexico -- Republicans and Democrats who know border issues intimately -- recently signed a letter admonishing Hastert for wasting time on hearings that did "little but stir the pot of discontent," and urged Congress to pass comprehensive immigration reform before adjourning this year.

America is a nation of immigrants. They come with a willingness to work hard to achieve the American dream: freedom, prosperity and a better life for themselves and their children. We have been immeasurably strengthened throughout our history by welcoming laborers, nurses, carpenters, scientists and academics from across the globe.

Much of the current debate dishonors our history and demeans our values. Let us reject those who are seeking short-term political gain with short-sighted policies, and put our collective creativity and energy to fashioning a comprehensive approach that will both protect our security and reflect our ideals.

is open immigration progressive?

There is too much dishonesty by all sides in the immigration debate. On the one side, there is racism; if most immigrants were German or Irish, there would be little effective outcry for restrictions. On the other hand nations everywhere regulate or even forbid immigration;

America at least since WWI has had a mix of quotas, visas and requirements to limit immigration. In addition, states and local communuties are in some cases overwhelmed by the expense and actual social stress caused by the demands of immigrant communities for health care and education. Furthermore, a community has the right to require a common language for commercial and cross-cultural purposes. These latter needs are not racist, they are part of a national or even regional culture throughout the world.

Perhaps what concerns me the most and the author ignores this issue, is the failure of the United States to truly determine if all legal residents have been offered real opportunity to fill jobs before immigrants, legal or otherwise are hired. In particular the excessive unemployment in the African American community, particularly among males, seems to be overlooked by immigration advocates eager to justify practically open immigration policies as long as there are employers willing to hire immigrants, legally or not.

Let us not be naive: employers in hotel and construction industries among others have hired large numbers of Latino workers with or without papers because it drives down the cost of labor and doing business. America's economy exploits our own African American unemployed and the desparate needs of Latin America's underpaid work force. These workers are set against one another.

No plan offered to Congress has realistically dealt with why illegal immigration flourishes, the costs it imposes on communities that must assimilate large numbers of new residents, and the adverse impact on the largely uncounted underemployed and unemployed legal Americans who are considered "unqualified" or too pushy in demanding decent wages and working conditions.

Also, the smashing of unions in the US under both Democrats and Republicans contributes to the successful substitution of a well paid blue collar work force of legal workers with an underpaid underground workforce of illegal workers.

This is the civil rights issue of our time all right. But the civil rights of all workers must be considered, not just those of illegals.

There is an easy way to solve the immigration problem: In November toss out those Congress people who serve only the rich (most of them) and replace them with Congress people who serve all of the people and all of he environment. Then we can impeach the Bushies who are only good at killing poor people as in Iraq and New Orleans.

"Progressive" media sources (such as AlterNet) excel at some things and are worse than worthless at others. Examples:

-----The "alternative" media excel at exposing corporate corruption.

-----They are worse than worthless when discussing immigration honestly.

There are catastrophic ecological implications to population growth. The overwhelming majority of US population growth is now a result of immigrants (and their numerous offspring). In California, the figure is 98-100%.

BILLIONS of people want to move here, and that's not hyperbole! If we let them, the only thing that will stop them will be the simple (and obvious, to anyone who dares to think it through) fact that "here" will be even worse than where ever they're coming from.

As a conservationist (who refrained from having children for ecological reasons), I won't stand by silently and watch everything I've worked for be destroyed.

When's the last time you saw "progressives" have an honest discussion of the ecological implications of mass immigration?

I've debated Mexicans (right here in AlterNet's comments) who at first deny their agenda is to "take over" the US for their fantasized "Aztlan," only to gloat over it when I call their bluff. Their stated weapon of choice is simply to outbreed the "gringos." When my assertion is ridiculed, I provide the proof. Most (not all!)Mexicans have this attitude.

Wow, that was ignorant.

Okay, to start with, the "beautiful country" stopped being so beautiful when AMERICANS were trashing it in the Wild West days and tearing it away from Native American hands. And I'm sure the factories that AMERICANS built added to the beautification of it all, right?

The only reason these people are "illegal aliens" (the correct term would be undocumented but for your ignorant mind, I'll use illegal) is because the "legal" channels to enter the U.S. are filled with red tape and bureaucratic incompetence. If your family is starving, I don't think you have 7 years handy to "wait" for an INS decision. And as a 'by the way', the problems that many people like to say are caused by "illegal immigrants" are really caused by the pieces-of-crap, good for nothing LEGAL aliens that come here on the "Green Card Lottery". This 'lottery' doesn't give preference to hard-working poor inhabitants of nations across the globe; it gives preference to the ones that are okay in their own countries and want to come to the U.S to waste away on welfare, Medicare, and other services they are entitled to since they come carrying a green card. It has been my personal experience to see this happening in Miami where I am from. Maybe not everyone is like this, but I can even testify that some of my family members here from the "green card" lottery have done this and it disgusts me.

Studies have shown "illegal aliens" try not to use public services because they are in constant fear of being caught by immigration officials. Honestly, why risk receiving free handouts from the government when it is very probable that you may get deported? Don't be stupid, America. Don't listen to these right-wing, racist, immigrant haters. They don't seem to remember that at one time THEY were the poor immigrants living in this country. Even white people were prosecuted in American History (anyone remember NINA [No Irish Need Apply]?). Racism resurfaces at all times and then some other "crisis" (i.e. midterm election) comes along and another race is vilified.

And for those that say illegal aliens are taking away jobs for low-skilled, American workers; a high school education is FREE in America. Just because some lazy citizen didn't feel like graduating from high school (or getting its equivalent, the GED) doesn't mean that Pedro shouldn't take his job when he is more qualified and willing to work for less. It's called CAPITALISM people. American education is so obscure that it isn't that hard to obtain a GED at the very least. Check the ratings people; we are no longer part of the smartest branch of the world.

And "conservationists" really need to keep their noise down. Sorry, your battle isn't with the poor immigrants; its with the AMERICAN people who insist on having V-8 Ford pick-up trucks because they make a big VROOM VROOM sound or buying the huge SUVs when they only have one child. Overpopulation has been happening for awhile now and its worse in other countries than it is in America. As long as America needs these workers, give more legal channels for them to come here.

Or you could just buy lettuce for $10 a head. Whichever floats your boat.

Stop being ignorant of the fact, that Latinos don't forget their roots, but also embrace the American culture. Are you racist? Because your tone sure does sound like you are. The reason why the U.S needs these workers from other countries is, because the workers from other countries are willing to do the work which most U.S citizens don't want to do. Would we try to do something about our situation in our own country (yes)? But if that fails would you move to another country, because you could not live with yourself, if you saw your child loose their life, because you didn't try the option of coming to the U.S? Of course we would, lets stop being hypocrites. If we call ourselves Christians, then let’s do something comprehensive (after paying back taxes, and showing proof of a job, and after going through a heavy background check-legalize the status in some way) with the millions of illegal immigrants that are in this country. They are human beings, and have children who are U.S. citizens, and the parents themselves embrace the U.S culture. The greatest commandment is to love your neighbor just as we love ourselves, and I challenge everyone who reads this comment to really ask yourself this question, and stop being a hypocrite. We broke God's law. Yes we did. We have lied, stolen, cheated, committed adultery in our hearts, coveted, and the list goes on, but instead of punishment, Christ gave us grace, mercy, and loved us. If the Bible states we should grow in becoming more like Christ, shouldn’t we also show grace to the millions who are already here? Yes we should, and if your answer is no, stop being a racist, because Christ despises that attitude. Why don't we remember the golden rule in this issue of immigration, because we should, "do unto others as you would want them to do unto you?"

Has anybody else noticed that when Karl Rove was facing serious trouble and dropped out of his daily duties the Bush smoke & mirrors act started to fall apart? Within a week or two of his returning to his normal duties everything else quickly crowded the fiasco in Iraq & Afghanistan off of the front page & the evening newscasts.

The NeoCons are very good at slight of hand with the news cycle and have manipulated things very well. Just as the wheels were about to come off, they rushed Rove & Co back to his old mode and Bush's numbers have steadily climbed since.

The Dems are being played like a guitar by the GOP, who has a $60 million war chest to dump into critical races compared to $12 million for the Democrats. They are going to go negative very hard & very fast 4-6 weeks before the election. Rove has also promised an 'October Surprise' to operatives recently.

If you don't want to be scratching your heads the morning after the election wondering what went wrong you had better put single issue agendas and attend to the task at hand. Whatever your passion, nothing productive can get done for the next 2 years unless the Democrats make some serious gains in the Congressional Elections in November.

The first rule of warfare is divide & conquer. Rove & Co know that and are very good at it. The battle cry for progressives should be to hang together or we will surely all hang separately. Single issues can come later. From now until election day we need to be doing everything we can to put the focus back on Bush, his Congressional lap-dogs and their failed policies.

I have heard that there are right-wing think tanks in which Republican strategies are planned. I don’t know that this is true, because I have no first-hand knowledge of them, but I do not doubt that they exist. Assuming that they do exist, I can not profess to know what goes on in them. However, I have a very strong suspicion that the Republican strategy on immigration was planned out in advance.

I think it would work something like this: The Republicans are wedded to big business, which has an interest in keeping wages low. They are happy with our broken borders just the way they are. However, the Republican base, which is largely middle class, has no interest in the war on the middle class and are not happy with the flood of immigration flooding the country and driving down wages. So the politicians have to make a show of doing something to solve the immigration problem without really doing anything. To accomplish this, they simply play the House against the Senate. Both positions sound reasonable. You do have to fix the borders first before you can deal with the immigration problem. On the other hand, a comprehensive solution is needed. It would make more sense to charge people to become citizens rather than spend money to deport them. The Congressmen and Senators may not even know they are being played like a fiddle. Their backers just urge each side to stick to their guns on this issue.

I hate to sound like a conspiracy theorist from the lunatic fringe, but I don’t really think this is so far-fetched. I would be interested to hear if anyone has any concrete information on this subject.

Amazing how many people can be worked like puppets on a string.

This blame-the-undocumented-immigrants push (which is older than just this year) is a way to divert the free-flowing fear, unsustainability and insecurity generated by the larger system in which we live. Rather than looking at the problems in the system (and heaven forbid, acting toward system change), people can divert that energy to blaming undocumented migrants.

California already has a terrible overpopulation problem, and the open-borders lobby ("progressives," neocons, reconquistas, cheap-labor bosses, etc.) demands that we make it much worse, without even so much as talking about it first!

I Like Illegal Immigrants, Yet Have a Problem With the Legal Ones

I like illegal immigrants. If not for them, the US would hardly have any culture. If not for them, Mexican food here wouldn't even have achieved the level of Taco Bell.

Don't believe me? Then check out African music as compared to American. Check out all the different styles of music coming to us from the Latin crowd, and then compare it to the sad state of US country music. Yuck! We need illegal immigrants to keep our fellow Americans from boring us all to death.

But the legal immigrants are another thing. Many of the them are assassins, torturers, thugs of all varieties. Just what type of creature oftentime gets invited into the US by our proPentagon establishment? I'd rather welcome an illegal immigrant with open arms than say fly back with a leader of death squads onboard. I once did coming from Guatemala City to Houston, and everybody waited on Mario Sandoval Alarcon hand and foot. We could let in a lot of good illegal immigrants if we only deported some of these sorry ass backward types that are gungho on being informants for police and La Migra. Their unAmericanism leads me to say to them... America, love it or leave it!

There is enough proof that illegal immigration needs to be stopped that only those who are proof texting for an agenda will deny it. Truth is something they care not for. The author of the lead article says Repubs are using illegal immigration for a diversion. What a crock. He is doing the diverson with the usual feel sorry for the illegal thing that is so old, false and shallow..."the jobs we won't do", ect. How many illegals & their families would he invite to his house & property? Why should any one respect the "borders" (property line) around his living space if he insinuates the US border is not worthy of respect? How would this hippacrite respond to a burglar? Amnisty or jail?

The arrests of Dog Chapman (the Bounty Hunter) & his men are very illistrative of the blatent hippocracy & double standards of the US and Mexico's gov. They want the Dog extradited but leave the THOUSANDS of criminals who fled to Mexico to avoid prosecution alone. Some 3,000 are murderers! Go to Dog's site and sign the petition to have him freed. Fabrications, rallying sympathy, name calling, denial...all this is getting old as the illegal supporters attempt to justify this illegal activity. As I said before, do as Mexico: illegals are felons there, facing 2 years in prison. They have troops on their side-some to protect human and drug smugglers.

You pro-illgal people are killing your credability. You did not have much to begin with but even that little bit is pretty much dead.

To the What Would Jesus Do issue diverter: Jesus said Thou shall not steal (jobs, welfre ect.) and would include tresspassing & burglary to gain benifits not entitled to one who is not living on the property legally. Thou shall not bear false witness (forged documents, ect.) Read what He said through Paul about the lawless in 1 Tim. 1:9. What does it say about removing land marks in Deut. 19:14? That is what is happening & it is wrong.

Illegal immigration is an issue equally important to the War on Terrorism—for it is also a war—but with far fewer guns and bullets yet potentially much more destructive!

We know from hard statistics (1), as well as innumerable cultural and sociological studies, that the US is in grave danger from the proliferation of illegal aliens on US soil by the millions. Reports by the US GAO indicate that the average illegal alien as been arrested 8 times in under five years, placing an extremely heavy burden on law enforcement. Illegal aliens, on average, have committed at least one misdemeanor and one felony merely to arrive in the US illegally and secure fraudulent work documents.

A recent Congressional report (2) indicates that many gangs are increasing in size dramatically as they add illegal aliens to their ranks. The report also indicates that illegal aliens and an open border policy are promulgating felonious crimes, such as kidnapping, child molestation, murder, drug trafficking, human trafficking, slavery, and more.

The Congressional report tells us that over 6,000 Hizbollah have gained entry to the US through the Mexican government’s support for illegal border crossing, and via Mexican organized crime, which offers terrorists fee-based smuggling services.

The shear numbers of illegal aliens are failing many of the country’s infrastructure systems. Institutions once meant for US citizens are being exhausted and often times eviscerated. In California alone, over 50 health care providers and scores of indigent service providers have been forced to shut their doors due to illegal alien impacts. Welfare systems have equally been burdened while schools have endured over-crowding and falling academic scores—all due to illegal aliens taking advantage of loopholes.

A Heritage Foundation Report foretells that amnesty for illegal aliens will mean an influx of over 100 million additional immigrants from Latin American countries over the next 20 years, which will establish this group at 1/3 the US population. These people come from Third World countries and cultures that embrace unethical behavior in government, have little understanding for democracy and democratic values, and are often plagued with extraordinarily high criminal ratios to law-abiding citizens. The significance of which these groups pose a treat to the US is the inevitable degeneration of societal values and the installment of the US as a new Third World country. The very thing the Illegal Alien is trying to escape will simply be imported.

This is not an issue about race, but an issue about culture-clash and ideologies that dramatically differ—the ideology of the collective America that rose up to become a superpower through strong personal, business, and governmental ethics, hard work, and leadership—opposed by Third World ideology and cultures that embrace or accept high levels of corrupt and criminal behavior in both its citizens and institutions—pervasive corruption in any society has historically been proven to maintain impoverishment, whereby only two classes of people may exist, the poor and rich—a strong middle-class and liberty required for any democracy vanquished by a pervasive corrupted model.

America is a country founded on immigrants, however, she has always cleverly absorbed more than her fair share from a diversity of countries and cultures and at an acceptable absorption rate in order to maintain her ideological soul—never allowing one group to dominate—illegal immigration flies in the face of this sound 200 year old tradition, forcing on the US a new, degenerative model that spells its inevitable doom.
