With six weeks left until hurricane season, controversy is raging in Congress about the fate of the Federal Emergency Management Agency. Should FEMA become an independent agency with a cabinet-level position, like it was under Clinton, or should the agency remain under the control of the Department of Homeland Security?

FEMA needs a cabinet-level appointee. Bush blundered when he enmeshed FEMA in the gigantic Homeland Security bureaucracy in the first place.
