Just two weeks after South Dakota Gov. Mike Rounds signed the state's extreme abortion ban with no exceptions for rape and incest, Cecelia Fire Thunder, the first woman president of the Oglala Sioux tribe, made national headlines after saying she would personally set up a clinic on her tribe's land in South Dakota to preserve a woman's right to choose. There is currently only one clinic in the entire state of South Dakota that provides abortions, and its status, since the ban, is endangered.

President Fire Thunder's decision to take the lead on this issue is nothing short of remarkable considering the number of challenges on the reservation. Almost half of all Native American women in South Dakota are poor, compared with approximately 10 percent of white women, according to the Institute for Women's Policy Research report on the Status of Women in South Dakota. Median annual earnings for women in South Dakota rank last in the nation. Furthermore, the unemployment rate on the reservation is 85 percent and the life expectancy rate is 46 for men and 55 for women.

But President Fire Thunder is a determined woman. Besides announcing plans for the clinic, she has continued to focus on the need to address rape as an issue for South Dakota women, particularly Native American women. One in six American women has been the victim of rape or attempted rape, according to the National Crime Victimization Survey. The average annual rate of rape and sexual assault among American Indians is three and a half times higher than the national average.

Fire Thunder is one of the co-chairs of a new coalition called the South Dakota Campaign for Healthy Families. The group just announced a grassroots plan to contest the abortion ban on the November ballot. They have until June 19 to collect 16,728 signatures.

AlterNet's Rose Aguilar spoke with President Fire Thunder about the clinic, abortion ban and challenges facing women who live in rural areas.

Rose Aguilar: Tell me about the clinic you're planning to build.

Cecelia Fire Thunder: The proposed clinic would be for all women because right now, if a woman needs an abortion, she needs to go all the way to Sioux Falls. This clinic would go beyond abortion and contraception. We're missing out on teaching our boys and men about what they need to do to avoid pregnancies.

Rose Aguilar: I called the governor's office to find out what the penalty would be for women who have abortions if the law goes into effect, but haven't received a call back. If the law is upheld, will women be able to have legal abortions on your reservation?

Fire Thunder: We don't know. We have five Indian lawyers working on this right now. When we go face to face with the South Dakota lawmakers, we'll be ready.

Aguilar: You've made it a point to talk about rape in your interviews. While the abortion ban has received widespread attention, there's been little talk about how this law would force a girl who'd been raped by a male relative to have his baby.

Fire Thunder: We need to start talking about those issues. Americans should be outraged about the number of women who are raped in this country. We need to also speak out for women in places like Afghanistan and other war-torn areas where rape is happening. This is not new. Rape has always been a part of life. Unfortunately, the world is not always a safe place for women.

Ultimately, this is a much bigger issue than just abortion. The women of America should be outraged that policies and decisions about their bodies are being made by male politicians and clergy. It's time for women to reclaim their bodies.

Women in America have something that women in other parts of the world don't have. Women in this country don't appreciate their right to free speech. Women in America can be the voice of women around the world. This is a call to arms by women in the United States.

Aguilar: And not only are the anti-choicers going after abortion, they're also going after birth control.

Fire Thunder: Women should have access to contraception. No questions asked. Contraception is a solution. Why don't they (politicians) get it?

Aguilar: Do the women on the reservation have access to contraception?

Fire Thunder: We have Indian clinics on the reservation, so birth control is available, but it's not enough. We're going to go ahead with the clinic no matter what. If nothing else, we need to establish a place where women feel comfortable.

who will actually rise up and take humanity to the next level. People like this woman who are willing to take a hard look at the issues involved in governing ourselves and actually stand up for those on the bottom of the heap. And little old ladies like Cindy Sheehan, who use the wisdom of their own personal grief to create a shield for the disempowered. It is through the voices of women, silenced so long by the patriarchy, that the changes we so badly need will come to pass. I say "Ho!" and to all of those blessed beings of the Earth, I say "Peace!"

In Washington, but maybe we also need more women like her, working locally, far more. Real change can only happen at the local level. Build a ground swell and the federal government will be forced to follow. If enough women sit down and say " We have had enough! We will NOT allow this anymore!" we can move mountains!

Its great to see local solutions as the federal government blunders though one genocidal screwup after another since Andrew Jackson murdered the Seminole while looking for weapons of mass distruction (a scottish major who was selling guns.)

Mz. Thunder should set up a prescription drug internet sales using cheap drugs from Canada.

I give my wholehearted support to Cecilia Fire Thunder. I very much admire her and her people for standing up for a woman's right to choose, and for supporting Cindy Sheehan in the call to withdraw from Iraq.

All the Siouxian tribes are very proud and brave people. I hope everyone feels encouraged to join them in this movement, and support their new clinic which will be open to all women.

The State of South Dakota has no jurisdiction on the reservation -- except when the tribe has entered into such agreements with the State.

So, Fire Thunder will be successful with her plans for the new clinic. Rich white women may be Fire Thunder's best ally for supporting this new clinic.

Cecelia Fire Thunder was clearly a great choice for leader of her nation.

Has anyone else noticed that the clinic is not only a splendid riposte to troglodytes in the state Legislature and a service to the women of the area; it's also good economic development policy? There will be jobs and a lot of traffic; they should also build a store and a motel nearby.

I was also struck by her reference to traditional contraceptives/abortifacients, known to her grandmother. Does she, or someone in the tribe, still know what those are? The world needs this knowledge, and the Sioux Nation could benefit from patenting it. They're entitled, and should beat the drug companies to it.

And thanks to other commenters for the addresses.

I just got word that the new clinic will be called the Sacred Choices Clinic. Thanks for posting the donation addresses.

Also, CNN is running a story about a 70-year-old doctor and grandmother who takes a 45-minute flight from Minneapolis, Minnesota, to Sioux Falls, to perform abortions at the only clinic willing to offer the procedure. She is the only doctor in the area who is willing to provide abortions.

First Nations communties can leverage their special status to help achieve the results democracy needs. I already listen to a lot of native radio so I don't have to hear corporate sponsored what-passes-for-music. Going native may take on an entirely new meaning in the future.

I don't get it. Only 40,000 people on that rez and they find this woman to serve as leader: principled, articulate, smart. Yet we scour a nation of about 300,000,000 and wind up with George W. Bush: you come up with your own three adjectives for him. Must be something in the water.

Most of the country does not support a ban on abortion. If this sort of thing keeps up they could start to suffer political losses.

The problem I see with blaming men and male clergy is that, living in the Bible Belt, I see as many or more women protesting against abortion rights as men.

There was once a plant in Europe that women used for birth control. It was was hunted and destroyed until it was made extinct by the christian churches.

As a wild horse activist, I loved this Woman Leaders comment about taking care of the four legged creatures as well.

What a wise woman. Can she be our leader instead of Bush?

As a native, I'm glad to see some of my own people reaching out to other ethnicities. This is part of my vision for a better Native Country, we really need to offer our help and services to the local communities we are inextricably linked with. I want everybody to have availability to access those resources we can offer that others may not be able to. On another note, if you're looking for cheap scripts, I know somebody on the Seneca rez that is selling cheap pharmaceuticals.

I don't know about the rest of you, but voters should "step over" the likes of Hilary Clinton, and all the other poor choices for the next presidency and put Cecelia Fire Thunder in the White House!
If Bolivia said, enough is enough, why not the USA??
Why should it have to be an unattainable dream?
Also; Google her name so that you can see photos of her. She certainly has the presence and bearing of a Commander-in-Chief!

To Cecelia Fire Thunder, president of the Oglala Sioux Tribe

Current rating: Not yet rated    [1 = poor; 5 = excellent]
In your public response to the South Dakota ban on abortion, you made the statement that “Children are sacred, but so are women.” In doing so, you have acknowledged that aborted fetuses are children. This acknowledgement puts you in complete agreement with scientific truth. It is a scientific fact that a human fetus is indeed a human. The Oglala Sioux Tribe Law and Order Code also agrees with you that aborted fetuses are nothing less than slaughtered children. Chapter 5, Section 1.05 of the tribal code clearly states that human life begins at conception and that the interests and welfare of unborn children are to be protected. I respect your honesty and intelligence in recognizing that we are talking about children here. Most people who are pro-abortion get caught-up in a war of semantics and cloud the issue by de-humanizing unborn children.

However, by making such a statement, you are plainly stating that the destruction of our children – whom you have acknowledged to be sacred – should be an option because women are also sacred.

Are you saying that women are more sacred than children? Is this really the Lakota way?

You have implied that the abortion ban in South Dakota infringes upon the sovereignty of the Oglala Sioux Tribe. Yet, how can this be, since the sovereign government of the Oglala Sioux Tribe has already established a code that protects the rights of unborn children? By stating publicly that you are going to personally establish a Planned Parenthood abortion clinic within the boundaries of the Pine Ridge Reservation, are you not setting yourself up as a dictator? Has the tribe given you the power to disregard the tribal code and take this kind of unilateral action? By making such a brazenly totalitarian comment, is it not you who threatens the sovereignty and self-determination of the Oglala Sioux Tribe?

In your public statements, you have asserted that the white male establishment is once again attempting to limit the rights of women and natives by establishing this abortion ban. Yet, you want to set-up a Planned Parenthood abortion clinic on the Pine Ridge Reservation. Do you not know that nothing exemplifies the “white establishment” and its history of heartless genocide more than a Planned Parenthood abortion clinic? Do you not know that Planned Parenthood founder Margaret Sanger was a white supremacist that viewed abortion as a means of ethnic cleansing? Do you not realize that you are essentially inviting a tool of the racist white establishment onto the reservation to continue its history of violence against Native people? Do you not see that you are becoming a tool of the very same white establishment that you talk against? You are nothing more than today’s equivalent of a native U.S. Army scout who assisted the U.S. government in the attempted destruction of the Lakota way of life. Once again, is it not you that is threatening the sovereignty of the Oglala Lakota Nation?

You are noted for your lamentations about Lakota men and how the Lakota Warrior no longer exists. Nothing could be farther from the truth. The Lakota Warrior is alive and well. He may be asleep from time to time, but nothing could awaken him more quickly than an attack on his children. If you and those who believe like you do continue your ruthless campaign of destruction upon the sacred future of this great Lakota nation, expect to see its warriors rise to the occasion to protect the lives of our children.

If being "pro-life"means one wants every pregnancy to result in a birth, then to be "pro-abortion" would have to mean that one wants every pregnancy to end in an abortion, an obvious absurdity.

Your talk of warriors rising up to "protect their children" is just another way of saying men should control women. Get off your high, solemn horse and learn the facts about what it means for women (white, black, Indian, whatever) when abortion is illegal.
