Prison employees call it the "strap-o-lounger" or the "we care chair," but inmates have other names for the device: "torture chair," "slave chair" and "devil's chair." It was designed to restrain violent prisoners who pose an immediate threat to themselves or others, but now the chair is being used in an improper and sometimes sadistic manner -- inmates have been tortured by being hooded, pepper-gassed, beaten or threatened with electrocution and at least 11 people have died in the chair.
