Democrats Risk Electoral Disaster If They Drop the Public Option

The public option offers the only means for a reform to be quickly implemented and to demonstrate a beneficial effect for the people by 2010 and 2012.

If the Democrats bend to the demands of the industry and the Republicans, Obama and congressional Democrats could find themselves in several years explaining how they enacted “reforms” that bully moderate-income Americans into buying over-priced health insurance, fatten the industry’s profits and fail to achieve any meaningful cost controls.

Such an outcome could be catastrophic to the Democratic Party’s future and to the concept of progressive governance. Yet, some members of the Senate Democratic leadership appear to heading in that direction, wanting to portray pushing through some bill – even one without a public option – as a victory.

As the legislation stands now, many of the key features that hold some promise of helping consumers – such as the “exchange” where individuals and small business would shop for the best product – won’t even take effect until 2013. That means that Americans now facing the crisis of no health insurance won’t get much help for another four years, if then.

After the long political fight over health care, many of these hard-pressed Americans will suddenly realize that they have been left to the tender mercies of the health insurance industry until after the next presidential election when another person, possibly a Republican, could be in the White House.

By contrast to the four-year phase-in for these relatively modest reforms, the Medicare single-payer program for senior citizens was signed into law by President Lyndon Johnson on July 30, 1965, and was up and running less than a year later.

Republican Attacks

The implementing delays mean that in both 2010 and 2012, Republicans will be free to make the truthful case that the Democrats – despite their promises – had accomplished little to help the American people on health care.

Already, Republican senators are using the talking point that the four-year delay is part of a budgetary trick to make the bill appear cheaper over 10 years than it would be if its key features took effect quickly.

Even when those new features do appear, Americans may find themselves coerced by the government into buying unsatisfactory plans from the same small group of giant insurance companies – essentially a cartel – that have little incentive to undercut one another on prices. It will be the Democrats who will be blamed for the fines on the uninsured.

The Democrats would not be much better off if Sen. Olympia Snowe of Maine, the one Republican who voted for the Baucus bill in the Senate Finance Committee, has her way. She wants the public option included only as a standby provision with a trigger if “affordable” plans do not materialize.

But the insurance exchanges won’t open until 2013, so it may take years before any trigger would be pulled. At minimum, the industry would have earned a lengthy reprieve.

And by the time, the exchanges have a chance to be tested, Congress and the White House could be in Republican hands. If that’s the case, the Republicans might well undo even the triggered public option. Unlike the Democrats, the Republicans would surely not worry about ramming their preferred policy through the Congress.

On the other hand, if Congress enacts a public option now, it presumably could be implemented at least as fast as Medicare, especially if it were piggybacked onto the existing Medicare bureaucracy. That would enable Democrats to show they had accomplished something beneficial for the public before voters go to the polls in November 2010.

By 2012, if the CBO predictions of substantial savings prove true, Obama could campaign for reelection on the basis that he had improved the welfare of the American people -- and the budget outlooks for government and business.

The loser in that scenario would be the insurance companies. Their plight might not be as dire as the Lewin Group predicted, but they probably would not be celebrating the windfall profits from the combination of coerced consumers and government subsidies.

Given those prospects, it’s hard to understand where Democratic leaders see the political or policy upside of selling out the public option.

Public 'Option' not an option.
Posted by: colinmeister on Oct 19, 2009 2:00 AM
Current rating: 5    [1 = poor; 5 = excellent]
What is needed is a public mandate.

A public 'Option' will leave the insurance companies with the chance to cherry pick the young and healthy for low premiums, and leave the public 'Option' to pick up those who will claim on their insurance, making this 'Option' expensive for either premium payers or tax payers, or both.

Everybody needs to be in the government run system - no exceptions. This system has worked in the UK for 61 years now. If people wish to purchase private insurance IN ADDITION to being enrolled in the government one, there should be nothing to stop them. If those who choose additional private insurance are too sick to work, they will probably need the government system anyway.

Obama NOT Demanding Public Option ! Another Obama Betrayal ...
Posted by: mmckinl on Oct 19, 2009 2:10 AM
Current rating: 5    [1 = poor; 5 = excellent]
"WASHINGTON — The White House will not commit to health care legislation that would cap insurance premiums or tax benefits, taking a wait-and-see approach as congressional negotiators seek a deal, advisers said Sunday.

President Barack Obama will not demand that a final bill include a government-run plan as a way of driving down costs through competition, though that's his preference, they said.

"There will be compromise. There will be legislation, and it will achieve our goals: helping people who have insurance get more security, more accountability for the insurance industry, helping people who don't have insurance get insurance they can afford, and lowering the overall cost of the system," aide David Axelrod said.

Asked on ABC's "This Week" if Obama would sign a bill that ended the antitrust exemption for the insurance industry and allow caps on premiums, Axelrod said, "We'll see what Congress does."

Another Obama Betrayal

Again and Again Obama turns his back on Main Street.

Under the bus
Posted by: Perry Logan on Oct 19, 2009 3:18 AM
Current rating: 4    [1 = poor; 5 = excellent]
During the primaries, the PUMAs (Democrats who immediately spotted Obama as a fraud) had a running gag about being thrown under the bus.

"Have Obama thrown you under the bus yet?" they used to say. "Just wait a little while."

I lost interest in the PUMAs after many of them began repeating every anti-Obama smear that Fox News had to offer, provng they were little better than the O-holes.

But the PUMAs were right about Obama. Sooner or later, Obama throws everyone off the bus, i.e., he alienates and antagonizes his own followers.

Has Obama not alienated the entire political left, except for a few incurable cases at Democratic Underground and HuffPo?

Why, yes he has, and it was all eminently predictable.

Recall that the favorite tactic of Obama's fans during the primary was to call their fellow Democrats racists and engage in savage ad hominem (or rather ad feminem) attacks on anyone who dared to criticize their sh*t-ass candidate. I observed this myself and will not hear otherwise.

It's hard to imagine a more self-defeating technique, and yet the O-holes thought it was brilliant. Apparently, their psychotic hatred of their fellow Democrats was going to take them to the top.

The pathology has continued into the Obama Presidency. He has quite clearly destroyed the Democratic brand. I can't imagine how his people thought they would create a permanent coalition this way.

PS: My new video is called Wingnut Threat Level.

We have leearned that the GOP has no plan, only na attitude regarding health care reform.

The country wants health care reform and will rally around those officials with the courage of their convictions who provide it.

Regardless of the political fall out, the public option is the best course for the country.

Showing the courage to do what we elected the Dems to do will make the country better.

Dreadfully misinformed article
Posted by: kip sullivan on Oct 19, 2009 4:25 AM
Current rating: 5    [1 = poor; 5 = excellent]
Parry's article makes multiple errors. The PO AS IT IS ACTUALLY DESCRIBED IN THE DEMS' LEGISLATION, not as Parry fantasizes about it,

* will not be like Medicare and, therefore, won't be easy to set up,
* it may fail in every market in the US, and
* if it does not fail its effect on premiums will be negligible.

Moreover:

* Parry treats the PO as if it were light years more effective than the co-ops in the Senate Finance Committee bill, when in fact there is little difference between the PO AS DEMS DESCRIBE IT IN THEIR BILLS and the Baucus-Conrad co-ops;

* Parry treats the alleged CBO estimates of savings from the PO as if these savings will affect PREMIUMS, when the CBO's reports to date have only estimated the effect of legislation on the FEDERAL BUDGET;

* even assuming the CBO's estimates are both real (as opposed to rumored) and correct ($110 billion in savings to the taxpayer over a decade from the "robust" PO in HR 3200 and $25 billion from the Senate health committee's PO), these are miniscule savings compared with total federal spending on health care over a decade, total private-sector spending on health care over a decade, and total US health care spending over a decade (I am guessing that last figure is on the order of $30 trillion).

Seduced by his fantasies about the PO and his failure to acknowledge the errors in his article, Parry makes the ultimate mistake: He fails to warn Dems that if they use the presence of a scrawny PO in a "reform" bill as an excuse to vote for an insurance industry bailout and the individual mandate, voters will crucify them.

I will not try to amplify on each of the statements I made above. I will ask readers to consult articles I have posted on the blog maintained by Physicians for a National Health Program, including "Bait and switch: How the 'public option' was sold," and an open letter from me to the CBO

http://pnhp.org/blog/2009/10/02/kip-sullivan-letter/

In this letter I ask the CBO to tell the public why they assumed a PO or a co-op system will survive in the highly concentrated US health insurance jungle.

I ask readers of this post to correct me if I'm wrong about one thing. I don't believe we have seen an official CBO estimate of the alleged savings from the PO in either the Senate health committee bill or the House bill (HR 3200). I believe all we have to go on at this date are reports that the CBO has privately delivered estimates on the PO's to Nancy Pelosi and other Democratic leaders. If I'm correct, it would be helpful if PO advocates would warn readers that their statements about the CBO's estimates are "alleged" or "reported to be forthcoming."

Not our parents' Democrats

I tire of this point of view taken by AlterNet and The Nation magazine. They always write about "The Democrats should do this" as if they're listening or they actually mean to accomplish anything in contrast to the Republican agenda.

Maybe these articles are from an older generation of people who remember government actually doing its job: Eisenhower warning about the dawning power of the military-industrial complex, Johnson doing the right thing for civil rights but the wrong thing for his party, Carter trying uselessly to warn us about energy consumption.

Well the Democrats of today are not our ancestors' Democrats, and no longer represent us. They merely act as a illusory counterweight to Republicans. They won't force a public option because it is beyond the capacity of an illusion to deliver one.

Endlessly offering what the Democrats "should" do is like fantasizing about President Hillary Clinton--it's totally pointless. Democrats won't do as they "should" and nothing would be different under President Hillary. It doesn't matter what shape or color the puppets take if the master never changes.

Instead of politely offering suggestions to the puppets, we should be scaring them off their strings with real threats to back a third party if they don't rejoin We The People.

Dem's losing out in the next election cycles surely won't be because they are supporting, expanding, and building on GWB's vast..."success", eh?

So, rather than analyze that, we'll just blame they lukewarm reception to the so-called "public option" that never was.

Very clever, and a very nice way to reinforce your personal belief structure. Now, if you can just insulate yourselves a bit better from the world around you, you might even make your argument seem, eventually, plausible to even yourselves.

The Democrats are on the take!

The corrupt Democrats won't give us a strong public option. They're on the take! Max Baucus took over 3 million dollars from the insurance corporations, and voted AGAINST a public option. THIS USED TO BE CALLED BRIBERY, AND IS ILLEGAL!.

The Democrats, like the Republicans, get the majority of their funding from corporate sources. That's why anthing that threatens corporate profits is delayed, watered down, and finally snuffed out by the Democratic Party, the majority of whom depend on corporate funding for their campaigns.

They're selling out OUR health care to fund THEIR campaigns! Many of us find this unacceptable.

The Green Party doesn't accept ANY corporate money and represents CITIZENS' interests, such as single-payer health care and pulling out of corporate-sponsored trade agreements like NAFTA. They follow a set of 10 Key Values designed to promote a just and peaceful society: http://www.gp.org/tenkey.shtml

The Green Party is the third-largest and the fastest-growing party in the US. Virtually every country on Earth has a Green Party. And all these Green Parties share the same 10 Key Values. This makes the Green Party uniquely positioned for the international cooperation needed to stand up to the multinational corporations.

Yes, when you vote Green, your candidate will probably lose. But it's an ELECTION, not a HORSE RACE! Your losing Green vote sends a message to the corporate parties that their business-first agenda will lose them votes. Your losing vote encourages others to start voting Green. And your losing vote contributes to the mere 5% needed to get matching Federal funds for the Green Party in the next election.

Pretty good for a "losing" vote! And a lot better than a losing ticket at the race track.

VOTE GREEN!

I believe Obama will rise to the historic occasion and insist on a public option

But many more health care reforms need to follow including the biggest hurdle of all- convincing the US public that "more is not always better in Medicine" which is a VERY tough but true message.

And also that quality and cost containment actually go hand in hand.(quality does NOT equal quantity in Medicine)

I'll be one of millions of Democrats that will keep my money and time during the next election cycle.

Worked pretty hard for Obama, but I really need my $25's back.

It would be something if all us progressives picked one day to change our voter registrations to INDEPENDENT or No Party Affiliation.

Not that it would actually mean anything to the "Party"

So come election "season" I'll just plant more in the garden, and raise a few more chickens.

Now, what ever can I do with all that old campaign sign wire???

The bad news first.
"No health care for you" The Soup Nazi is in the employ of the neothugs, and as in Seinfeld's old show, has devised impossible obstacles to the attainment of a fair distribution of wealth and welfare for American citizens, especially health care and education.
The good news is that our people have a collective Alzheimer's, and will forget the neocon insults in time to elect MORE OF THEM into office in 2010.

AN 'OPTION' FOR THOSE WHO REFUSE TO BUY INSURANCE

That seems to be the 20-30 yr. olds who do not get sick. A Health Insurance ID card stating that: "I have refused to purchase insurance and choose to be responsible for any and all payment to health care providers in the event of an illness or accident". The card would have to be presented the same as any other ID card. I don't mind contributing to the very poor, sick and other unfortunate people. I refuse to subsidize health care for able bodied people with an attitude. As for the 'public option', that will make or break Obama's presidency. For him that only means an election loss but for the rest of us, it's a decision that will effect us and generations to come. For them it's about votes. For us it's about a dignified lifestyle. It's worth holding out for. ANNA

How can we convince our Members of Congress to enact what the people want?

Let them know that unless they support Medicare For All, you won't support them.

Now that he has gotten into office, Obama has forgotten that he got elected from the efforts of small contributers to his campaign and grass roots efforts. There has been NO change. 'Yes we can' has faded into the past and 'They are going to get away with it AGAIN' is quickly becomming the mainstay of the Obama Administration. Caring about the poor and needy HAS to be more than just words. To date, Obama has been all talk and little action. Energy, Health Care, participation in a winless war, et. al. are all a sign of ineffectiveness. I realize that in government things move slowly. I also realize that although Republicans are in the minority, they have enough power to upset any applecart and will do so at every opportunity. The White House needs to stop treating them with respect and treat them like the carnivores they are. They are a party evolved to be 'by the rich, for the rich, and for no one but the rich, so help their flawed God'.

Take out the profit
Posted by: Democritus on Oct 19, 2009 12:58 PM
Current rating: 5    [1 = poor; 5 = excellent]
T. R. Reid has pointed out in his book, The Healing of America, that there is no one-size-fits-all universal health plan. The plans that Germany, Italy, Great Britain, France, and Canada have are all different. One thing that unifies them, however, is that they are all non-profit; that is, every euro, pound, or loonie, has to be spent on delivering medical care, and not to fatten the bottom line of insurance companies and their CEOs.

Private health insurance companies operate in Germany and Switzerland, but they are assiduously regulated with regard to the basic health plans they offer. In the other countries which are "single payer," private insurance companies can offer elite plans for the wealthy. So private health insurance companies won't go broke if forced to compete with a government-run program; they'll simply not make the enormous profits they do today.

So, we don't need a "public option" if we were to adopt a program such as Germany has. But, given the way the health-care debate has progressed, the simplest option would be Medicare for all. We wouldn't even have to change the name--just open up Medicare to those under 65.

Just remove the age limit on Medicare, and eliminate medicaid.

I'm certainly no expert on the political/economic dealings with regards to healthcare, but I do know simplicity...

I pay taxes.

My taxes help to run things at the government level.

My taxes SHOULD pay for a public funded healthcare plan.

I will sleep better knowing my tax money is helping my fellow man.

We don't need to create a new system. Just take our existing system (medicare), and make everyone in the country eligible for it.

THAT will be our public healthcare plan.

Clearly...a public option is needed.

At some point, the GOP will regain control of the White House and/or Congress...it's the cyclical nature of US politics....and when they do....they'll do their best to sabotage any public health insurance option for the same reason they sabotaged any effective initial response to Hurricane Katrina: The government must never be seen as an effective solution to any problem....The private sector, even when more wasteful, is a great way to churn campaign contributions to the GOP and Blue Dog Democrats....

Quiz: Is article "right" or "wrong" about quickest reform route? Wrong. See below:
Posted by: Newstime on Oct 19, 2009 11:18 PM
Current rating: Not yet rated    [1 = poor; 5 = excellent]
The article is wrong in suggesting that the legislative route offers the quickest means of implementing a public option.

The current judicial route available offers the quickest means of implementing Medicare for All.

The destiny of Medicare for All rests only in the hands of 2 Democrats: President Obama and a Democratic judge.

So, health-care reformers need to insist that President Obama* suggest to Democratic judicial appointee Ann Aiken in the Oregon District that she made a mistake and that she should concede, by way of corrective action on the judicial-misconduct complaint filed against her(Rule 11 d), that equal health protection is, indeed, a Constitutional right for uninsured taxpayers required to pay for the Medicare health benefits of others, and complete strangers no less, while they are forced to do without.

Since the destiny of Medicare for All is in the hands of such a small group of Democratic Party members, Mr. Obama must be made to understand that supporters expect him to employ this great advantage and exercise the considerable control he has right now over health-coverage reform. This puts public-option advocates in the driver's seat.

Health Reform Bill IS FILLIBUSTER PROOF ALREADY!
Posted by: MindyB on Oct 20, 2009 12:39 AM
Current rating: 5    [1 = poor; 5 = excellent]
Under a Congressional rule enacted over 20 years ago, Bills that are categorized as budget bills, are excluded from the fillibuster rule and only require a simple majority of votes (51 votes). This Bill is a budget bill, and as such, under the rule (I can't quite remember the exact name of the rule), it only needs 51 votes, as opposed to the 60 votes they keep talking about.
It appears that once again, the American people are being bamboozled by our elected representatvies, not only on the intent of the Bills on the floor, but on the actual rules under which the Bills must abide in order to pass!! I am so sick of this!!
When are people going to realize that our Government (regardless of what party is the majority) has been hijacked by the Corporations, and everything it does, it does to benefit the Corporations at the expense of the American people.
This is just the most recent example: when every legitimate poll shows that the majority of Americans (polls range bet. 60% to 77%) strongly support a comprehensive Public Insurance Option; and our own elected representatives continue to do everything possible NOT to include any public insurance option in the final Health Care Reform Bill, in only means that they are all beholden to the private health insurance industry.
Campaign Reform will never happen--not if we leave it up to Congress.
Only way to begin to break the cycle and take our country back is to stop voting for any incumbent candidate, and stop voting for candidates of either Republican, Democratic or Independent patry, and demand term limits on our Congressional representatives. However, unless the majority of Americans agree to do this, it will never change.
I am so angry over this I can't even see straight!

Not Enough Votes in Congress for the Public Option, but there is in...

Current rating: 5    [1 = poor; 5 = excellent]
Just because there are not enough votes in Congress for a health-reform public option, it does not mean there are not enough votes for the public option in one particular Democrat-run courtroom--through the current judicial route presently available.

Public-option supporters need to capitalize on the fact that the destiny of Medicare for All rests exclusively in the hands of two Democratic Party members: President Obama* and a Democratic judge.

*Remember that Memo sent to the White House through Press Secretary Robert Gibbs' E-mail address this writer keeps mentioning (on this Website)?

Since the seed has already been planted, health-care reformers need to insist now that President Obama employ that exceptional advantage and exert that considerable control he possesses over health-care reform right now and suggest to Democratic judicial appointee Ann Aiken in the Oregon District that she made a mistake and that she needs to concede, relative to the judicial-misconduct complaint an uninsured taxpayer filed against her(Rule 11 d), that equal health protection certainly is a Constitutional right for uninsured taxpayers and their family members required to contribute toward the Medicare benefits of complete strangers, out of their household budgets.

You want a health-reform publicity kit so this campaign is highly visible and effective? Enlarge this message on your computer printers and copy onto paper for display in your apartment or house windows, on your attache cases or back packs or purses, or your car dashboards or windshields, or from your balconies or on your lawns:

"Mr. Obama,it's Aiken
use of Rule 11 (d)
4 Health Reform Now"

Moreover:

* Parry treats the PO as if it were light years more effective than the co-ops in the Senate Finance Committee bill, when in fact there is little difference between the PO AS DEMS DESCRIBE IT IN THEIR BILLS and the Baucus-Conrad co-ops;

* Parry treats the alleged CBO estimates of savings from the PO as if these savings will affect PREMIUMS, when the CBO's reports to date have only estimated the effect of legislation on the FEDERAL BUDGET;

It would be something if all us progressives picked one day to change our voter registrations to INDEPENDENT or No Party Affiliation.

Not that it would actually mean anything to the "Party"

So come election "season" I'll just plant more in the garden, and raise a few more chickens.

ANNA

All my liberal friends think Obama is doing a horrible job. I agree! He has little chance at this stage of his administration of repeating. He better start becoming a progressive president real soon or he is one and out!

The Federal government thinks it is their right to pass unfunded mandates down to the state governments. Now it thinks it is fine to pass unfunded mandates down to citizens. What bullshit!
If you going to have a comprehensive public health plan, then pay for it out of the tax revenue rather than being sneaky and packaging it in a way that pretends it is not another tax on my income.
Government simplt has NO RIGHT to mandate how I spend my personal income.

One sentence in the article says it all:

"Unlike the Democrats, the Republicans would surely not worry about ramming their preferred policy through the Congress."

At least the Republicans had a pair. They got their agenda accomplished, with the slimmest of a majority.

We wouldn't even have to change the name--just open up Medicare to those under 65.

no new "public option"

Just remove the age limit on Medicare, and eliminate medicaid.

I'm certainly no expert on the political/economic dealings with regards to healthcare, but I do know simplicity...

I pay taxes.

My taxes help to run things at the government level.

My taxes SHOULD pay for a public funded healthcare plan.

I will sleep better knowing my tax money is helping my fellow man.

We don't need to create a new system. Just take our existing system (medicare), and make everyone in the country eligible for it.

THAT will be our public healthcare plan.

UPDATE JUNE 3.2009: Venezuela Chavez says ‘Comrade’ Obama more left-wing…

The cold angry radical surrounded by cold angry radicals…by June many Obama voters will be shocked and ashamed. Remember how well democrat Jimmah Carter (with demo congress) handled the economy? Well, look it up…a nitemare for our country. Do it now… before the “excuse train leaves the station”.

The most liberal administration in history will show you what secular socialism looks like…kooks on parade…the 57 million in the conservative resistance will watch…we warned you over and over these people are dangerous to any country… be very afraid…
now you will be scourged with radical socialism and its gonna hurt for a long long time.

==========

UPDATE OCTOBER 2009: The economic meltdown response is to want another “STIM” of borrowed megabillions. Current priorities are to reform pot laws and cry about Fox News. Tell us again that secular socialism is the way to go. Tell us. The nation is circling the drain and here we are…with J. Carter Obama and his band of arrogant kooks. The national scourging continues.

*Remember the Memo sent to the White House through Press Secretary Robert Gibbs' E-mail address this writer keeps mentioning (on this Website)?

Posted by: Newstime on Oct 20, 2009 7:40 AM
