JERUSALEM -- The Israeli government has repeatedly announced plans to forge ahead with plans to expand settlements in the occupied West Bank in direct opposition to President Barack Obama's demand for an absolute settlement freeze. On May 27, Secretary of State Hillary Clinton leveled strong criticism at Israeli policy, telling reporters that President Barack Obama "wants to see a stop to settlements - not some settlements, not outposts, not 'natural growth' exceptions." Israeli government spokesman Mark Regev responded by declaring that "normal life" in the settlements would continue, using a phrase that is code for continued construction.

With neither side exhibiting willingness to back down, the stage is set for a contentious clash between Israel and the U.S. over settlement policy. At the center of the maelstrom is Israeli Prime Minister Benjamin Netanyahu, leader of the hawkish Likud Party, who has highlighted his unique understanding of the United States - he is Yale educated and speaks flawless English. Supporters of the settlement movement are an integral part of his governing coalition. How Netanyahu navigates between his far-right constituency and increasingly insistent demands from Obama will not only determine the fate of his government, but also the fate of Israel's "special relationship" with Washington.

A gathering of the settlement movement's leading figures in Jerusalem on May 22, documented in this exclusive Mondoweiss report, revealed the unprecedented influence of the settlers on Israeli policy. The event, a ceremony for the presentation of the Moskowitz Foundation Prize for Zionism, was organized and bankrolled by one of Netanyahu's closest confidants and backers, the American casino tycoon Irving Moskowitz. For over a decade, Moskowitz has funneled millions in profits from his California-based Hawaiian Gardens casino, where he has been sued for exploiting undocumented workers, into settlement construction projects in the West Bank, including Palestinian neighborhoods in East Jerusalem. He has also funded several neoconservative think tanks including a research center named after Netanyahu's brother, Yonatan, who was killed while leading the Entebbe rescue raid in 1976. Moskowitz and Netanyahu have remained close since he established the center.

In 1996, Moskowitz convinced Netanyahu, in his first round as prime minister, to open a tunnel adjacent to the Temple Mount, a controversial act that led to several days of rioting and 70 deaths. Four years later, Prime Minister Ariel Sharon's provocative visit to the tunnel set off the so-called Al-Aqsa uprising, the opening salvo of the Second Intifada. Now, Moskowitz's imprint on the West Bank's landscape is most clearly reflected in the expansion of the settlement called Kiryat Arba, a hotbed of Orthodox Jewish radicalism located high above the occupied city of Hebron.

Kiryat Arba founder Noam Arnon is the recipient of the 2009 Moskowitz Prize, an honor that included $50,000 in cash. After receiving his prize before a cheering crowd of two thousand settlers, Arnon complained to me, "We think that somehow the Arabs have taken over the international media and the international mood, and they convinced the world to believe that there is a Palestinian people and these people deserve to have a Palestinian state -- which is totally untrue."

Despite the fanaticism of Arnon and his followers, who routinely rampage through Hebron, vandalizing Palestinian homes and attacking local residents (often under the watch of the Israeli army), they are not isolated as a rogue element in Netanyahu's political world. Indeed, several of notables stood on stage to present Arnon with his prize. They included Professor Moshe Aumann, who won the Nobel Prize in 2005 for his work on understanding conflict through game theory, and Uzi Landau, the Israeli Minister of National Infrastructure. (Landau's party, Yisrael Beiteynu, has introduced bills that would compel Arab citizens of Israel to take loyalty oaths and which would criminalize open discussion of what the Palestinians call "Nakbah," or "catastrophe" of Israel's founding). Also in attendance was Benny Begin, a leading Likud member of Knesset and the son of the late Prime Minister Menachem Begin, the first Likud prime minister.

After the ceremony, Landau mingled easily with settlement leaders, who beseeched him for support. Though Landau's bodyguard attempted to prevent journalists from approaching him, my journalistic colleague Jesse Rosenfeld managed to ask him about Obama's call for freeze on settlement construction. Visibly irritated by the mention of Obama's demand, Landau issued an unequivocal statement. "Those who say, or are trying to suggest that Arabs can build anywhere and everywhere, and Jews can't -it's something that should be totally rejected."

When prime minister Begin started his all-out project of Israeli colonization of the Arab lands around El Khalil (the Arab name for Hebron), he was adamant: the more settlements they built, the more difficult it would be later for Arabs to reclaim their land. And so it has been. I personally saw (January 1981) Israeli settlers walk w/machine guns through that city, where the Israeli army had just bulldozed a few houses b/c of suspicion of "protecting" Arab "terrorists." I have never felt such palpable hatred among people on different sides of an issue. And it is not by chance that the most virulent attacks against Arabs come from American-born or American-sponsored Israeli settlers or organizations: they do not, despite the young man speech in the video, have any real link or tie to the land; their claims are based on - at best - religious opinion/belief, that has been transformed into social policy. If they actually did "love" the land, they would not be vandalizing it as they do, and they would not consider Palestinians as non-existent, or not deserving of the same opportunities.

For years after the 1967 war, the Israeli government not only encouraged settlers, but protected them from frustrated Palestinians whose homes or lands were stolen.

The Israeli government gave settlers incentives, tax breaks, savings toward the purchase of home appliances and electronics, including furniture and vehicles.

Settlements that didn't have high schools were provided with free transportation for their students to the nearest city inside Israel - sometimes 30 miles away.

Over the years, settlements became similar to gated communities, like the ones we see in the US. The Israeli military provided settlements with around-the-clock security and patrols. Fences with all kinds of high-tech sensors were installed by the military. The gates were usually manned by military personnel.

And if that wasn't enough, settlers were allowed to carry their own personal sub machines guns and Uzi. When they shot at Palestinian farmers and olive tree harvesters, they suffered no consequence, both because the government turned a blind eye and because Palestinians could only file complaints in military court, whereas the settlers were governed by civil courts.

Thus, the settlements not only became facts on the ground, a physical reality, but they enjoyed the security and safety of a military base-like protection.

Both the Likud and the (formerly known as) "Maarach" (Later called Kadima) governments encouraged settlements.

When the US leaned slightly on Israel when a Maarach party was in power, the leaders of the party would merely pay the US lip service "sure, sure, don't worry, we've stopped all settlement activity".

The same happened with the successive Likud governments.

Taking over the West Bank was a planned, long term strategic project by the Israeli government itself and its leaders.

Anybody that makes Israel nervous deserves extra credit. Makes up for some of his moves I didn't like.

I wondered if it was just coincidence when Israel went on a killing spree just before the O Team took office...

1948 & Occupied land

Israel needs to go back to the 1967 borders. On the one hand they say they want peace, out of the other side of their mouths they continue to build settlements and steal the little bit of land the Palestinians have left! Their aggression toward the Palestinians doesn't appear to have the effect that they want - namely for the Palestinians to go to Jordan and Egypt.

Why should the Palestinians who were on the land when the British and Americans landed the Jews there after WWII, why should they be forced to go to other countries! Maybe these European & Russian Jews whose ancestors for at least 3-6 generations are buried in Europe should go back to the European countries that they came from. For the land they have stolen is still referred to as "the Occupied Land".

It's time we end religion.

We just had a Doctor who performed late term abortions murdered by radical faithheads. We see nothing but problems in the Middle East with one warring tribe with one dogma fights another tribe with a different dogma, how long will it be before humanity grows up and starts believing that we’re all in this together on the only habitable planet in our Solar System perhaps the only one that we know of in the Universe. It’s like a bunch of fleas fighting over who owns the dog.

Isn’t it time we stopped believing in these ancient superstitious Bronze Age myths? There is absolutely no evidence of a Sky Daddy that watches over us and cares about us or that promises us that a certain patch of Earth belongs to a certain group of people.

I would have thought by now, with all the scientific discoveries made over the past 400 years or so of how we got here and how the Universe functions we would by now throw these myths on the dust bin of history, like we’ve done with other Gods such as Zeus, Wotan and Ra.

I’m sure that now that I have said what I’ve said that all the moderate faithheads will comment that there’s nothing wrong with religion it’s the people who misinterpret what the faith says. How can you not misinterpret it when it’s so subjective and contradictory? All faiths and there ancient scribbling texts are just a bunch of BS.

President Obama, as the chief supporter and funder of Israel has the right, the RIGHT to demand adherence by Israel of its responsibilities under any agreements it has made. Just because the president's predecessor was an incompetent fool who only played at the game of diplomacy dosen't mean Israel gets a free ride. There's a new sheriff in town and he means to set things right. As far as Moscowitz, the casino owner is concerned, that guy better watch himself. The American government looks askance at those who attempt to derail US foreign policy.

by Zionists and Jewish Americans (in government and high places) who put Israel's agenda before that of the welfare of the citizens of the USA. The Mossad (the amoral Israeli intelligence agents) consider every Jew in the world a helper in whatever twisted plan they can put into motion. These helpers (called sayanim)will loan an agent money, doctor a wound without reporting it, set up a false-front shop used as a surveillance center, and aid a Mossad agent in any way necessary. "Alan (an Israeli Mossad agent) told us that he had many friends in the U. S. intelligence, 'But I always remember the most important thing. When I am sitting with my friend...he's not sitting with _his_ friend.'" - "By Way of Deception" by Victor Ostrovsky, ex-Mossad agent. And "They (people) don't understand that the Mossad regards the whole world outside Israel as a _target_, including Europe and the United States."
If Americans only knew the downside of our so-called "friendship" with Israel, they would be horrified that a "friendly" country could use the USA, set us up, control our President and Congress...all for its own imperialistic agenda. Make no mistake about it: Israel has no defined borders because they are not through expanding yet. The blue borders on the Israeli flag stand for the Euphrates and the Nile rivers, and all the land between. But the real agenda is to control the wealth of the world and the actions of its people. The Zionist movement began a couple of centuries ago and had nothing to do with persecution. Most persecution has really been "backlash" against a people who, from the beginning of their oral history, put their agenda before that of mankind, because in their philosophy, only they are worthy of the good life. While it's true that many Jewish people mingle with the rest of the world, marry them, and sometimes rebel against this centuries old clannish mindset, leaving the group is usually not done, not even by the most enlightened ones. Uri Avnery, head of the organization "Gush-Shalom" still considers himself an Israeli and lives there; Mordechai Vanunu, that brave Israeli who blew the whistle on Israel's nuclear weapons program, has been disowned by his family and former friends. (And embraced by most of the World for telling the truth.)
The only way to get out from under the Israeli yoke and begin real world change is to educate the American people so they can understand this mindset and deal with it--not with violence or persecution, but with resistance and determination that Israeli racist, imperialist ambitions will not "come to pass."

Far from it, and that's why I usually refrain from any comments on the subject. That being said, it seems to me that the settlement issue has been one of sporatic developments, but always in the same direction, and that's toward MORE settlements on land claimed by Arabs. Not a formula aimed at winning the hearts and minds of Arabs is it? Feel free to criticize this opinion. As I said, I don't know doodley-squat compared to many others.

US V's Israel

Once upon a time the United Sates of America dominated the world and with the exception of Russia & China could basically tell everybody else to do what it was told. This control allowed it to create surrogate states like Israel which it would use to carry out it's tasks in the Middle east or elsewhere.
With the collapse of American hegemony worldwide, a lot of problems would need a fast solution. Israel is one such state.
It's brutal policies of the last 60 years towards the Palestinians now have to be addressed. America has to be very selective about where it starts military campaigns in the future and who it allows to influence it's own destiny.
Israel's future depends on how it behaves itself in the coming years. Bad behavior by Israel will mean the umbilical cord will be swiftly cut rather than loosened.

Honestly it makes me sick to think that yearly we send Israel 2.5 billion dollars of money that American's work for to a country that uses it to inflict on a "race" the same thing that not so long ago was inflicted upon them. Not to mention the bible is filled with genocides and terrorist campaigns based on the Jew's being "chosen" by god. in the times of the bible they carried out these genocides believing they were superior and better than everyone else......is this why the same thing is happening now. I also want to take the time to applaud the shiministim and all the jews in israel and abroad who are standing up and speaking out against these horrors!!!
I hope this only offends those that deserve to be offended.....because i am truly offended!!!
