Little Known Military Thug Squad Still Brutalizing Prisoners at Gitmo Under Obama

The 'Black Shirts' of Guantanamo routinely terrorize prisoners, breaking bones, gouging eyes, squeezing testicles, and 'dousing' them with chemicals.

As the Obama administration continues to fight the release of some 2,000 photos that graphically document U.S. military abuse of prisoners in Iraq and Afghanistan, an ongoing Spanish investigation is adding harrowing details to the ever-emerging portrait of the torture inside and outside Guantánamo. Among them: "blows to [the] testicles;" "detention underground in total darkness for three weeks with deprivation of food and sleep;" being "inoculated … through injection with 'a disease for dog cysts;'" the smearing of feces on prisoners; and waterboarding. The torture, according to the Spanish investigation, all occurred "under the authority of American military personnel" and was sometimes conducted in the presence of medical professionals.

More significantly, however, the investigation could for the first time place an intense focus on a notorious, but seldom discussed, thug squad deployed by the U.S. military to retaliate with excessive violence to the slightest resistance by prisoners at Guantánamo.

The force is officially known as the the Immediate Reaction Force or Emergency Reaction Force, but inside the walls of Guantánamo, it is known to the prisoners as the Extreme Repression Force. Despite President Barack Obama's publicized pledge to close the prison camp and end torture -- and analysis from human rights lawyers who call these forces' actions illegal -- IRFs remain very much active at Guantánamo.

IRF: An Extrajudicial Terror Squad

The existence of these forces has been documented since the early days of Guantánamo, but it has rarely been mentioned in the U.S. media or in congressional inquiries into torture. On paper, IRF teams are made up of five military police officers who are on constant stand-by to respond to emergencies. "The IRF team is intended to be used primarily as a forced-extraction team, specializing in the extraction of a detainee who is combative, resistive, or if the possibility of a weapon is in the cell at the time of the extraction," according to a declassified copy of the Standard Operating Procedures for Camp Delta at Guantánamo. The document was signed on March 27, 2003, by Maj. Gen. Geoffrey Miller, the man credited with eventually "Gitmoizing" Abu Ghraib and other U.S.-run prisons and who reportedly ordered subordinates to treat prisoners "like dogs." Gen. Miller ran Guantánamo from November 2002 until August 2003 before moving to Iraq in 2004.

When an IRF team is called in, its members are dressed in full riot gear, which some prisoners and their attorneys have compared to "Darth Vader" suits. Each officer is assigned a body part of the prisoner to restrain: head, right arm, left arm, left leg, right leg. According to the SOP memo, the teams are to give verbal warnings to prisoners before storming the cell: "Prior to the use of the IRF team, an interpreter will be used to tell the detainee of the discipline measures to be taken against him and ask whether he intends to resist. Regardless of his answer, his recent behavior and demeanor should be taken into account in determining the validity of his answer."The IRF team is authorized to spray the detainee in the face with mace twice before entering the cell.

According to Gen. Miller's memo: "The physical security of U.S. forces and detainees in U.S. care is paramount. Use the minimum force necessary for mission accomplishment and force protection ... Use of the IRF team and levels of force are not to be used as a method of punishment."

But human rights lawyers, former prisoners and former IRF team members with extensive experience at Guantánamo paint a very different picture of the role these teams played. "They are the Black Shirts of Guantánamo," says Michael Ratner, president of the Center for Constitutional Rights, which has represented the most Guantánamo prisoners. "IRFs can't be separated from torture. They are a part of the brutalization of humans treated as less than human."

Clive Stafford Smith, who has represented 50 Guantánamo prisoners, including 31 still imprisoned there, has seen the IRF teams up close. "They're goons," he says. "They've played a huge role."

While much of the "torture debate" has emphasized the so-called "enhanced interrogation techniques" defined by the twisted legal framework of the Office of Legal Council memos, IRF teams in effect operate at Guantánamo as an extrajudicial terror squad that has regularly brutalized prisoners outside of the interrogation room, gang beating them, forcing their heads into toilets, breaking bones, gouging their eyes, squeezing their testicles, urinating on a prisoner's head, banging their heads on concrete floors and hog-tying them -- sometimes leaving prisoners tied in excruciating positions for hours on end.

The IRF teams "were fully approved at the highest levels [of the Bush administration], including the Secretary of Defense and with outside consultation of the Justice Department," says Scott Horton, one of the leading experts on U.S. Military and Constitutional law. This force "was designed to disabuse the prisoners of any idea that they would be free from physical assault while in U.S. custody," he says. "They were trained to brutally punish prisoners in a brief period of time, and ridiculous pretexts were taken to justify" the beatings.

Like most of my fellow progressives, my attitude towards Obama has gone from cautious optimism to ambivalence to disdain and now to disgust. He's slicker than Bush, but not very much better in most respects.

He won the primaries as a progressive, the general election as a centrist, and is now ruling as a neocon.

Oh My God! It's been almost four months and Obama hasn't cleaned up Every Single pile of Crap left by bush and his gang of criminals.

Your article doesn't even mention Obama until the last few paragraphs and then quotes One source acting like there was to have been a Magic Wand moment the day of Obama took office.

Detainee abuse at Gitmo was real. Your article belongs in the National Inquirer.

I think we're getting a little closer to a complete change in ideology in this country. It will be the result of one sickening, unlawful, ridiculous act after another until it solidifies the nation. Party attachments will dissolve. The love of centralized government will fade. People will start to ask what the constitution has to say. They will unite under the flag of ethics. The largest group of people in the US "the silent majority" will rise up and say, "that's far enough".

Funny,

when people are scared, they want to see a cop, because he or she will crack someones head to save you if you are in trouble.

The military will peel some screaming terrorist off you and your family and beat them back, but you insist on labeling them thugs. I suppose once Obama lets the Guantonamo inmates go in the US, you might get a firsthand view of this. Maybe you will have more respect for the military at this point.

Its called an "Extraction Team"

And its nothing new or unique. Every prison in the world including the US has to assemble a team like this to remove uncooperative prisoners from thier cells.

Its usually comprised of regular guards who are on the squad due to thier size and strength.

When a prisoner does not cooperate, (For instance a hunger strike or refusal to leave the cell) they don protective padded clothing (Darth vader clothes) in anticipation of a fight and go in to remove the prisoner. The pepper spray temporarily encompacitates the subject whom is then surrounded and removed. Each officer has a role and is to take a certain limb to accomplish this task.

Nothing unusual here, it happened ten times last week at your local state prison.

The powers to be must have told this journalist to come up with SOMETHING, ANYTHING, to KEEP GITMO ALIVE.

Who's stunned? Who can't believe it? Anyone really surprised?

The unthinking knee-jerk adoration of all things military, the hagiographies wasted on Generals and Admirals, the fear of stepping on some goon's toes which prevents even the slightest criticism of soldiers (or "warriors", as they now dub themselves in a vivid display of megalomania) begins wih the worship of high school athletes and ends with the fascism now rampant in our uniformed population. Surprised? Look what the same phenomenon did to German civil society. It took millions of lives and the almost complete destruction of the country to change their views on the people who are supposed to "protect", and to act on those views. Took them fifty years, too.

We lost the right to this debate as soon as foreigners were taken prisoner and were effected. This makes this an international issue- not a Domestic debate for Cable news, or Congress or even a 'special prosecutor'.
We need to not only provide whatever the Internationals request- but to let thees War criminals Keep confessing on every Media outlet they want..."Anything you say can and will be used against you in a court of law'.
In fact let's give Hannity and the other FOX news folks a pat on the back, they've proven torutre is not necessary to gain confessions and they have been the most apt apt interrogators at getting actionable intell. gotta give a tip of the hat to Schiffer for getting Cheney to admit he usurped a sitting President on tape- "Basically" means W didn't know or understand Shit (Big surprise ah).
Although I am not ready to throw Obama under the bus- if there is concrete evidence he too condoned torutre- so Be it.
But lets be honest about how things go in our nations regualr prison system- there are squads who do pretty much the same thing to our convicts too. These squads are formed to combat not only threats from single inmmates, but also groups and to avoid prison riots and overthrows (which have occured).so is there a need for such highly trained 'goons'- yes.Esp when the majority of our law enforcement and prison guards are undertrained and out of shape...Remember the heavy set gal with 2 inch nails that got her gun taken away by a prisoner? If that's a sample of our current law enforcement ranks readiness, that's not only sad, that's scary.
HAND THIS SHIT PILE OVER TO THE INTERNATIONAL COURTS AND BE DONE WITH IT... We have charges of Abuse of Power and Treason to prosecute.

We live under the rule of law

Our country signed the Geneva Convention. Under the United States Constitution, all treaties ratified by a 2/3 Senate majority and signed by the President are United States law, on a par with all bills ratified by a 51% majority of both houses and signed by the President, and equally enforceable by any judge.

This means that any United States judge can haul these guys into court. The treaty also means that any Spanish judge can indict them and order arrest warrants for the lot of them, and they can be picked up outside of the U.S. and sent to the World Court at the Hague for their day in court.

The court argument that "we were just taking orders" has precedent, and it usually didn't work. The court argument that "we got results out of what we did" is equally true of armed robbery, which also often gets good results for the robbers. Finally, the court argument that an elected (er?) President already pre-nullified the treaty by a mere signing statement can be tried. The suspects should be allowed to make these legal arguments in a court in front of an impartial judge, if they want to try.

Doesn't anyone recognise the irony of Spain, the country that created the inquisition, now upholding the laws against torture and who they're upholding it against? The US, the supposed country that excells in human rights. The US government can run but it can't hide. The truth is coming out and it's disgusting beyond belief. It surpasses by far all of the horrors that the old Soviet regimes were accused of. If President Obama doesn't do something about this disgraceful, egregious behaviour then he is not the man we all thought he was.

The neocon crooks and their stooges from the former "administration", along with the current stooges in congress and the senate, are running scared, and pulling out all the stops to stifle JUSTICE. President Obama has undoubtedly learned by now that he's playing a deadly game against corporate crooks and an out-of-control Pentagon. This is the same REAITY that almost destroyed President Carter these many years ago. The military/industrial/corporate machine is like a misbehaving child who is never disciplined for his misconduct, and who grows into an incorrigible lout. This evil must be crushed, and not allowed to go on as before, otherwise it'll be war without end, starvation, and privation.

Let's Get Real

First, I think it is just plain dumb to care so much about what happens to good for nothings that are guilty with respect horrible crimes. NOW WHEN WILL ATTENTION BE GIVEN WHERE IT BELONGS? To wit, to their unfortunate victims?

Let’s get real, the only thing that really matters was whether their treatment was effective or not which I do not know.

Second, Many try to cover up the terrible wrongs committed by members of this crime against humanity - 9/11/2001 - by this evil and wicked organization - Al Queida under the direction of Muslim religious leader Sheik Osama (Usama) bin Ladin. Fourth, Groups responsible for removing peace from the world should be dissolved. Wars should be eliminated and at present one religion is responsible for over 90% of the violence on earth as pointed out by an Australian newspaper as follows:

I am getting very tired of hearing Palestinians and other Ishmaelite crying crocodile tears and always trying to put the blame for what they do on others such as their conspiracy weavers tried to do about who did 9/11/2001 attack on the World Trade Center, etc. Screaming against what they call wrongful occupations when they are guilty of occupying Byzantine territory, Palestine which belongs to the Israelites [see Numbers the 34 th. Chapter in any Bible for proof of this, and their outright greed as they have over 98% of the Middle East, but still greedly want the less than 2% belonging to their sister tribe Israel] - its time we get real and put an end to this so the world can stop experiencing continuous Ishmaelite induced strife such as shooting rockets at Israel.

Solution, dissolve this false religion and rid the earth of at least 90% of the violence. But of course the politicians will not do what is needed since as Jeremiah 10:23 says, "O LORD, I know that the way of man is not in himself: it is not in man that walketh to direct his steps." Just an interesting, relevant sidenote that I wanted to relay because most readers probably were not aware of this.

But here's an important distinction. People in US prisons have been charged, adjudicated, and convicted of crimes. Detainees at Guantanamo have not.

Lastly, please don't interpret this as any sort of endorsement on my part for their use in any circumstance.

I just went to the White House website and submitted this comment:

Of course we knew we couldn't trust the people who steal elections. Now we see that we can't trust the ones who win elections, either.

So much for all that "change" crap Obama was spewing throughout the campaign! I wasn't at all surprised when he followed the Bush economic policy of letting the corporations run the country. I wasn't very surprised when he followed the Bush military policy of continuing two illegal, failed wars. I wasn't even surprised when he backpedaled on doing anything to change Bush's purposely destructive environmental policies. But I thought at least the torture would end.

The bottom line is that we can no longer trust anyone who has the means to get elected to national office in this country because anyone who gets that far in our corrupt political system is already too compromised. Without serious election reform, we are doomed.

In 1997 NORAD said, "Aircraft flying over our air space are monitored seven days a week, 24 hours a day."

The quote above is contradicted by the following 2008 quote from NORAD, "Since the tragic events of 9/11, NORADs role which previously was outward-looking now includes monitoring airspace within North America."

Can't believe what this country has come to in the last eight years. The only solution is to finally shut this place down and give it back to the Cubans. Obama nor anyone else can stop this ingrained culture of torture and abuse any other way. As for the prisoners there, does ANYONE really know if these men are guilty of ANYTHING? One thing for sure: If they weren't terrorists before, they will surely be terrorists now.....and so will their children.

Finally, what about the young Americans we have trained to participate in these sadistic practices? Can we truly feel safe we these people reintroduced into society NOW? We've turned them into barbarian bullies and monsters! I shudder to think what some of these people will do when they come home, possibly to their own family members and neighbors. Torture not only dehumanizes the victims, but the torturers themselves. These people cannot be trusted in civilized society.

It is far past time to end this madness. If we cannot, then someone else (be it Spain or someone else) must...NOW.

In fact the latest---the new UN SEC GENERAL has already stipulated he wants NYC police officers to serve in UN peacekeeping mission in places like haiti, kosovo, and liberia.

CLINTON IN 2000 gave his blessing to the whole globalist thing on the UN "INTERNATIONAL CRIMINAL COURT (ICC). The DEMOCRATS all along want to make US citizens SERVANTS TO THE UN AS OUR GOVERNMENT instead of a country governed by WE THE PEOPLE.

What they are really after is for the US to submit to the will of the UN and it's International criminal court. What they want is for the US to relinquish it's SOVEREIGNTY relagating WE THE PEOPLE of the US to the status of servants to the UN INSTEAD of being governed by WE THE PEOPLE

THIS would for example entail that any USA person could be apprehended by local Muslim authorities for an offense, real or imagined slammed into the ICC and flown to the Hage, netherlands where they would rot for months waiting for trial and done ENTIRELY without due process. they would get not trial and no confronting of accusers, No protection from double jeopardy and no unanimous verdict for a conviction.

Take a second to THINK about this all of the globalists within and without the USA think the murderous Al Qaida terriorists should have these rights from way back before the 1990's and NOW... HOWEVER NOT OUR US SOLDIERS and NOT OUR US CITIZENS.

Even though we can't guarantee that no American soldier is ever taken prisoner by a foreighn state and put before the ICC, we at "least" make sure no US soldier and or civilian meets with this fate.

However, the ICC doesn't want to recognize the CONSTITUTIONAL rights that we as Americans are guaranteed. GET IT?? They too think our constitution is FLAWED.

Meanwhile the globalists Anti-American ICC supporters criticized Mr. Bush claiming we were "undermining international LAW, the reality, THEY were writing new INTERNATIONAL LAWS TO protect themselves.



RIGHT NOW --the GRINCHES at the UN want to create something called a TRANSNATIONAL TREATY where anything protecting our USA PUBLIC that happens in our courts that GOVERNMENT DOESN'T LIKE gets kicked out of court would be sent to THE UN whom will then OVERRIDE THE WILL OF AMERICAN PUBLIC and ENFORCE it's SHARIA LAW rule over this NATION.

Want to know WHAT were the "agreement on the Privileges and immunities of the ICC" ratified with the assent of ONLY 10 NATION--it flat out provides the ICC immunity from "every form of legal process anywhere".

**They stated that the "property, funds, and assets" of the ICC "shall be IMMUNE from search, seizure, requisition, confiscation, expropriation and any other form of interference. And, the ICC and it's assets they said "are to be exempt from all direct taxes" including local taxes and customs.

** Meantime they want to IMPOSE the GLOBAL POVERTY TAX which would most certainly bankrupt the USA; while they engage in the Socialist rhetoric of how we are "selfish" for not wanting to pay more taxes. This is their idea of spread the wealth. Notice the funds are always going someplace else instead of to the PUBLIC.

There is ample evidence the torture is still going on at Gitmo, Abu Graib and dozens of other prisons built to house prisoners. Do not try to convince me those higher up do not know about this and continue to condone it. Obama is no different as he has daily briefings. He is no different than the Bushites and has shown he is one of them. Go Spain! We need justice and the rule of law to prevail. It is very clear we will not get it here in the US.

To say that the sadistic torture inflicted by Americans on Abu Graib and Guantanamo detainees is but a momentary and recent phenomenon (if not an outright anomaly) employed as a "last resort" neglects the fact that America has always employed and promoted acts of barbaric and inhumane conduct. An honest scrutiny (or even cursory examination) of our national history reveals thousands upon thousands of other such examples.

Indeed, from its inception, our white “founding fathers” endorsed slavery and facilitated the genocidal extermination of aboriginal Native Americans. Miscegenation, Lynch "Laws", Jim Crow, and a plethora of hate-inspired legislation of every ilk further legitimized and institutionalized these amoral biases. In particular, Republicanism, with its elaborately constructed mythology of Individualism and (white male) American Exceptionalism, remains especially rampant in its wholesale endorsement.

It was this same American bloodthirsty disregard for the rights of its own citizens that ironically gave rise to the Geneva Conventions.

During the US Civil War, Captain Henry Wirz was the commandant of the Confederate Andersonville Prison, GA. His ignominious claim to fame rests on the fact that, due to his horrific treatment of incarcerated Union soldiers, he became the only Confederate soldier convicted and executed for war crimes.

On October 24, 1865. Wirz was sentenced to hang. His last words reportedly were that he was being hanged for "following orders".

Henry Wirz's trial set the precedent for future war crimes trials and was cited in the war crimes trials following both World War I and World War II. "I was simply following orders" was no longer acceptable as a defense when "crimes against humanity" were committed by soldiers.

Walt Whitman referred to Andersonville when he wrote, "There are deeds, crimes that may be forgiven but this is not among them. It steeps its perpetrators in blackest, escapless, endless damnation."

The public, with the death of Henry Wirz, felt that justice had been done and the desire for revenge was largely satisfied.

Henry Wirz remains the only person ever to be executed in the United States for war crimes...

.... as an Obama basher who has no problem with tailoring his articles to report things like these monstrous abuses, then link them to the new administration by the flimsiest of threads.

These atrocities happened UNDER BUSH/CHENEY. Not even Scahill can produce more than one or two unsubstantiated examples of these practices continuing under Obama, and one of them was in FEBRUARY.

I don't even bother to read the "comments" anymore, it's a given that an article like this will bring out all the right wing anti-Obama bitter losers, as well as the unbelievably naive "progressives" who believe that Obama has betrayed them, by not setting right every single atrocity committed in the last eight years, in less than four months.

The monsters who make up these "above the law" squads (either "under" the military or CIA or NSA or whatever sinister offshoot of the legitimate government) have been around since Reagan, although their power has grown a thousand fold, under Bush the village idiot and Darth Cheney.
You can't dismantle this horror in a few months, especially under the constantly implied threats of assignation against the new president.

The "blame Obama for everything" contingent of those few (mainly racist or just plain ignorant) who still support the utterly discredited Republican party, is to be expected. What is really upsetting is the naivete of so-called progressives who don't understand what Obama and his administration are up against.

Jeremy Scahill is as bad as the most right-wingnut Palin true believer, for fanning these flames. Report it, yes. Blame Obama for it, unforgivable.

IRF attacks are hardly "little known." There have been reports about them for the past three or four years. Come on Alternet, do your research.

The fact that people are acting like they are just finding out about the torture and abuse there is ridiculous. Why weren't people voicing concerns about this under the Bush Administration when we first found out. Why wait until Obama says he's closing the camps. Shameful.

Wars should be eliminated and at present one religion is responsible for over 90% of the violence on earth as pointed out by an Australian newspaper as follows:

"Did you know that 90-95% of the conflicts in the world today are Muslims fighting non-muslims or each other? " [source - The Weekend Australian, November 26-27, 2005 AD]"

Take for example Iraq and Afghanistan, both were the result of a Muslim religious leader lighting the proverbial fuse by maliciously destroying the World Trade Center and the damaging of a large building in Washington, DC, and the murder of over 3,000 on 9/11/2001.

Just look around yourself in the world at what happened in Mumbai, India; southern Thailand; the London subway/bus bombing; southern Philippians’; the train bombing in Spain; the attempted attack in Germany; etc.; the Mufti approved rapes in Australia where he referred to young Christian girls as ‘cat meat’; do not stay in your self imposed cocoon!

We Should Fear Them

All I hear, especially from the right wing ilk, is how they fear that Obama is going to release all the "terrorists" in their community. After reading this article the people we should really fear are the goons who will soon be reporting to a police department near you. Most of these guys (prisoners) did nothing, other than be in the wrong place at the wrong time, and of course, be a person of color who happens to have a different religious belief than many Americans. People in this country are always frightened with something that is different than they know. That is especially true for religion. When you're taught that your way is the only way, like so many christians are taught, it makes looking at the detainees like they're a little less than human much, much, easier. It isn't right it just is. It has to stop before it takes this country to a place it will never recover from, even though there is a certain segement of society that think that's just exactly where we belong. These are the ones that have no qualm about taking us to the bottom of the abyss, if only to satisfy their insatiable need to do what they believe is right, while at the same time satisfying an even deeper desire to destroy anything their miniscule intellect deems as intolerable.

I volunteered for Obama's campaign, to which I donated many hours and many scarce dollars, money which I now realize should have instead gone to the ACLU.
Not that the HopeAndChange™ baloney really won me over; his pandering to AIPAC and his betrayal of our 4th amendment rights (July 08 FISA vote) warned of a hard tack to the right, after he exploited progressives' antiwar feelings to beat HRC in the primary. I volunteered because I thought him to be basically a decent man, and I still believe that he IS qualitatively different from the bozos who stole their way into office before him. Also, the idea of Palin in the Oval Office after McCain's probable "First 100 Days Coronary" was motivating as well.

However, Obama's warmongering ways, his obstruction of legally mandated war crimes investigations & prosecutions, his unwillingness to stand up to the financial sector, his refusal to allow single-payer advocates even a seat at the table, etc etc... the man is truly a colossal disappointment in every sense of the word.

Let's face it, why worry about what happens to the bad guys who are responsible for over 3,000 murders and untold damage on 9/11/2001, and two major wars - Iraq and Afghanistan; we should be more concerned with respect their victims and their evil and wicked plans. Note: these good for nothings are responsible for all that follows from their having lit the proverbal fuse of violence and hate.
