Rebuilding Gaza Could Be the Most Difficult Reconstruction Project in the World

The scale of the ruin, the economic siege of the enclave, and attempts to exclude Hamas are complicating factors.

The rebuilding of Gaza after the Israeli bombardment already faces unique problems and is likely to be the most difficult reconstruction project in the world. This is because of the sheer scale of the devastation, the economic siege of the Palestinian enclave by Israel and Egypt, and the attempt to exclude Hamas, the elected rulers of Gaza, from any role in the rebuilding.

The difficulties are all the greater because of the destruction of much of the tunnel system linking Gaza to Egypt. Israeli and European leaders talk of the tunnel system -- by one estimate there are 1,100 of them -- as if it was exclusively devoted to supplying weapons and ammunition to Hamas. In reality, "the tunnel economy" has been the way in which food, fuel and everything else has reached Gaza since Israel and Egypt sealed off the Strip 18 months ago, when Hamas drove out the rival Palestinian faction Fatah in 2007. Military supplies were always a very small part of Gaza's imports through the tunnels.

"Everything from Viagra to diesel entered Gaza through the tunnels," said one source. At one point before the Israeli attack, the price of petrol went down in Gaza because a pipeline had been threaded through one of the tunnels, all of which are privately dug and owned. Cooking-gas bottles are in short supply because they previously came in through tunnels that are now closed.

"I know middle-class families in Gaza cutting up their furniture to build fires so they can cook their food," said an aid official yesterday. Spare parts are desperately needed for generators.

The Palestinian tunnels and the Israeli-Egyptian border closure were two issues at the center of the war and their future is still unresolved.

Until Gaza has continual access to the outside world, any real reconstruction will be impossible. A senior EU official said no aid would be spent rebuilding buildings and infrastructure while Hamas remained in control.

Israel says that it will have withdrawn all its troops from the Gaza Strip by the time Barack Obama is inaugurated today. A first priority for the UN Relief and Works Agency (UNRWA) will be to bring in foodstuffs and medicines and rebuild its supply system stretching from the Israeli port of Ashdod to the Gaza Strip. Then it will try to restore the electricity, water and sewage systems wrecked by Israeli bombs and shells. Amnesty International yesterday accused Israel of war crimes, saying its use of white phosphorus munitions in densely populated areas of Gaza was indiscriminate and illegal.

UNRWA will probably carry out the preliminary assessment of damage and initial repairs because Israel, Egypt, the U.S. and the Europeans are boycotting Hamas, although UNRWA is nervous of acting as a substitute government of Gaza. One Palestinian estimate suggests that the cost of rebuilding will be $1.4bn (£970m). Saudi Arabia has already pledged $1bn but promises on aid are seldom kept in full.

Rebuilding will take place in a 139-square-mile enclave that is packed with 1.5 million Palestinians, of whom 70 percent are from refugee families expelled from Israel during the creation of the state. More than a million are already receiving UN food supplies.

The initial assessment is that 20,000 homes lived in by 120,000 people have been somewhat damaged and can be patched up so they are habitable again. The 4,000 homes that have been destroyed cannot be rebuilt because Israel is refusing to let construction materials cross the border into Gaza.

Israel, the U.S. and their European allies are eager to prevent Hamas taking charge of reconstruction because this might add to its political standing among Palestinians. They recall that after the Israeli attack on Lebanon in 2006, many Lebanese at first blamed Hizbollah for provoking the assault. But Hizbollah took charge of rebuilding and Iran reportedly gave $14,000 to every family which had lost its home, money that was channelled to grateful recipients through Hizbollah.

The major potential donors for Gaza will try to get aid distributed through the Palestinian Authority of President Mahmoud Abbas. But he is, if anything, more discredited in the eyes of Palestinians and the Arab world as an Israeli and American stooge than he was before war in Gaza. Hamas, which won the heavily-monitored Palestinian election of 2006, will not want to dilute its power but there will be international pressure on Palestinians to form a government that is acceptable to donors.

If Gaza is to be restored even to the miserable condition it was in before December 27th, then the economic siege has to be lifted. But Israeli leaders like the Foreign Minister, Tzipi Livni, and the Defense Minister, Ehud Barak have claimed success in the war. If the blockade is raised, then Hamas will say it won the war -- and the election of Benjamin Netanyahu as the next Prime Minister of Israel in the election on February 10th will become even more certain.

So were there any winners or losers?

What was Hamas's aim? Rocket attacks intended to force Israel to end blockade that has trapped 1.5m Palestinians inside Gaza Strip since Hamas takeover. Hamas also seeking recognition by West

What happened? Security arrangements are to be imposed on Hamas and no ceasefire agreement has been signed with the Islamists

Did they succeed? No.

What was Israel's aim? Gaza offensive launched to "teach Hamas a lesson". Some Israeli politicians called for overthrow of Hamas, while contenders in next month's election sought improved ratings

What happened? The majority of the estimated 20,000 Hamas fighters escaped with their lives. Hamas rockets were still being fired at the end of Israeli offensive when Israel declared unilateral ceasefire

Did they succeed? No.

What was Egypt's aim? To secure end to offensive through ceasefire agreement leading to truce, border security, reopening of crossings, Israeli troop withdrawal and Palestinian reconciliation

What happened? U.S. negotiated separate deal with Israel on arms smuggling. Hamas set its own truce conditions and refused reconciliation with Fatah. Egyptian mediation deepened split between moderate Arab states and others

 

Did they succeed? No.

What was the EU's aim? To profit from power vacuum in U.S. and play lead negotiating role. To map out road to peace and promise support for Palestinian leadership afterwards

What happened? Plethora of negotiators undermined EU credibility as didthe incompetence of Czech EU presidency

Did they succeed? No.

I still think the main thrust of the operation was to run Obama's foreign policy for him.

Obama's threat of dialog with various Arab and Persian nations scared the hell out of Israel. The thought of us having fruitful dialog would expose the lies of the hard right.

Israel specifically implicated the US in the Gaza operations by making sure the WP shells were prominent, and by making sure the world knew that Olmert could phone in how Rice was to vote at the UN.

The rage of citizens in Arab and Persian countries makes it difficult for those leaders to hold dialog with the US at this point.

WHY DOES THE WORLD HAVE TO PAY FOR ISRAEL RAMPAGES & ATROCITIES? There must be a mechanism by which Israel can be sued for damages, including civilian death. There must be an international court that will receive the suit. There must be a country. How about France? Or Venezuela? Or Spain? Or Paraguay? If this is an international crime, they must be made to PAY.

Hypocrisy of the EU

Europe, particularly the UK, backs Israel in a long blocade to punish Palestinians for voting the wrong way, arms Fatah in an attempt to reverse the unpalatable results of an election, helps provide Israel with state of the art weapons, blames Hamas primarily as Israel goes on a killing and destruction spree, and then says it will not help to reconstruct Gaza because they can only back the discredited President who just happens to lead a discredited and corrupt faction - our kind of puppet.

Have our leaders got any idea of the contempt in which much of the world holds us?

Gazans Should Be Tried As War Criminals For Being Bad Neighbors

One misguided poster said,

Trying Israel for defending itself against rocket attacks is PURE nonsense. In fact, the Gazans should be tried for continually lighting the proverbial fuse with their rocket attacks. The entire problem is that the Gazans are just plain bad neighbors. Let’s face it, Israel put up with these unwarranted attacks for too long; can you imagine how long rocket attacks on London, Paris, Berlin, Or Washington, DC would be tolerated? Now let’s look at reality:

FIRST, None of the destruction that occured needed to happen. Now why did it happen? Simple the Gazans brought it on themselves by committing almost daily atrocities and provocations against their neighbors, the State of Israel. Look at the facts:

"You live every day with a threat of a rocket falling from the sky. No human being can live in a state like this," Ban said. "I expect basic humanitarian law to protect civilian life to be respected and restored and not violated as Hamas has done." [source – USA Today News – World – 1/20/2009]

Someone needs to get real and STOP playing dumb - every action as a reaction opposite in direction - and the "brains" in Gaza should have realized that - how dumb can you get?

SECOND, All need to be showing love to their neighbor which obviously the Gazans forgot. All need to be showing love to their neighbors including Jews (Hebrews) and telling them of the first step toward salvation given at John 14:6, "Jesus saith unto him, I am the way, the truth, and the life: no man cometh unto the Father, but by me." (AV). Messages of hate assist no one in learning the truth per John 8:32, "And ye shall know the truth, and the truth shall make you free" (Authorized King James Bible; AV).

YET THE GAZANS GO SO FAR AS TO SAY THEY ARE OUT TO DESTROY THEIR NEIGHBOR AND THEN ACT STUPID WONDERING WHY THEIR NEIGHBOR DOES NOT LIKE THEM. You get back what you show to others - sometimes in many folds. The Gazans need to learn this and stop buying rockets to hurt their neighbors and start buying food and necessities instead; i.e., they need to stop crying false tears about their humanitarian needs and start acting as good neighbors.

THIRD, Gazans and no one else should pay for the results of being bad - evil - neighbors.

The Gazans went looking for trouble by being extremely bad neighbors and predictably found it. Why should others pay for their evil folly?

Those who seek to destroy world peace and tranquility by lighting the proverbial fuse by firing rockets at their neighbors bring on their own misery - they alone are responsible for what happens to their infrastructure.

It is very regrettable that some groups do NOT know how to be good neighbors and further world peace and tranquility.

FIRST Reality, None of the destruction we saw happen on the world news needed to happen. Now why did it happen? Simple the Gazans brought it on themselves by committing almost daily atrocities and provocations against their neighbors, the State of Israel; i.e., by being bad neighbors and trying to destroy world peace and tranquility. Look at the facts:

Someone needs to get real and STOP playing dumb - every action as a reaction opposite in direction - and the "brains" in Gaza should have realized that - how dumb can you get? Do you think the United Kingdom would suffer as much patience as Israel did for about eight years if someone started shooting rockets at London, or the French if someone started shooting rockets at Paris? Let's be real, the response would NOT be measured in days, weeks, months, or years as was the State of Israel, but would be almost immediate.

Let's face it, if it were London, Paris, Berlin, Cairo, Or Amman that the rockets were being fired at, How long does any thing this would continue before the respective governments who were victims would take strong action? It would NOT be measured in years, months, weeks, or days, but probably in parts of an hour. The Gazans should realize that Israel was highly patient with them and their numerous attempts to destroy world peace and tranquility; whereas, these other entities would in no way be so.

FOURTH Reality, Let's have world peace and tranquility and no more of this unseemingly and unconscionable actions to destroy world tranquility and peace such as those of the Gazans.

Let's deal with some historic realities; to wit, the Muslims captured Jerusalem and took it from them. They became wrongful occupiers having NO legitimate write to either Jerusalem or any part of Palestine. Here is what one encyclopedia says on that:

"After decisively defeating the Byzantine forces at Battle of Yarmouk in August 636 A.D, in early October 636 A.D (late Shaban, 15 Hijrah), Abu Ubaidah ibn al-Jarrah the commander in chief of Rashidun army in Syria held a council of war to discuss future plans. Opinions of objectives varied between Caesarea and Jerusalem. Abu Ubaidah could see the importance of both these cities, which had so far resisted all Muslim attempts at capture, and unable to decide the matter, wrote to Caliph Umar for instructions. In his reply the Caliph ordered the Muslims to capture Jerusalem.[1] Abu Ubaidah therefore marched towards Jerusalem with the army from Jabiya, Khalid ibn Walid and his Mobile Guard leading the advance. The Muslims arrived at Jerusalem around early November, and the Byzantine garrison withdrew into the fortified city." They then brought in their own followers to wrongfully occupy the land, the Palestines are the descendants of these wrongful occupiers.

They became WRONGFUL occupiers and now they scream 'bloodly' that Israel the rightful titled owner is an occupier because it kicked them out of part of Palestine in 1947. What nonsense for a wrongful occupier to falsely accuse the rightful titled owner for wanting his land back.

Loss of wrongfully occupied land is NOT loss of land. Learn the facts.

[1] The land of all Palestine belongs to the Hebrews - Isralites and not to the Ishmaelites - Hamas. For details, read the 34 th. Chapter of Numbers in the Bible.

[2] In the 7 th. Century, Muslim Caliphs stole the land from the Hebrews - Isralites - and wrongly occupied the land - a wrongful occupation maintained until today in many parts of Palestine. Al the Hebrews did was to take back some of their land. Some need to study history from 1,500 BC to present and start learning reality.

[3] All wrongful occupations should come to an end with the occupiers going back to where their ancestors came from. Take the example of America who rightfully occupied Japan after WWII, they built up the country and then LEFT.

[4] Peace, not cease fires, is what is needed. Hamas does NOT believe in peace and believes that Israel, the true owner of Palestine, should not exist - a wicked assumption.

[5] I am NOT a supporter of Israel, nor am I either a Jew or Zionist, but a conscious objector who believes in peace and what the Son of God [an individual who most of Jews do not believe in] Jesus (Yeshua) said, at Matthew 5:43-45, "Ye have heard that it hath been said, Thou shalt love thy neighbour, and hate thine enemy. 44 But I say unto you, Love your enemies, bless them that curse you, do good to them that hate you, and pray for them which despitefully use you, and persecute you; 45 That ye may be the children of your Father which is in heaven: for he maketh his sun to rise on the evil and on the good, and sendeth rain on the just and on the unjust." Hamas does not believe in peace, but I believe that the Hebrews, Israelites, may believe in and want same.

Why Rebuild Gaza?

The Gazans are like an individual knowingly jumping in the front of a speeding train – they both should know better – but do it anyhow. Are they to really be pitted? Let’s look at reality:

First, the Gazans well know that if they attack Israel with bombs, rockets, mortars, etc. what the consequences will be as they just experienced them with a cease fire only being declared about January 22, 2009.

Second, full well knowing what the consequences will be they have broken the cease fire several times as follows, let’s look at reality from the world news.:

A further Israeli attack was on a security headquarters in a village in central Gaza that residents said had been vacated after Israel telephoned warnings to Palestinians to leave buildings that housed any weapons.
An Israeli military statement said that "in response to rocket and mortar fire today, the air force has attacked a number of targets in the (Gaza) Strip, including six tunnels and a Hamas position." Hamas said five tunnels had been bombed…

Third, Why assist the Gazans WHEN THEY INSIST ON CONTINUOUS SELF FLAGELATION INSTEAD OF PEACE – it is senseless to help them until they recognize they are bringing on their own misery.

YET THE GAZANS GO SO FAR AS TO SAY THEY ARE OUT TO DESTROY THEIR NEIGHBOR AND THEN ACT STUPID WONDERING WHY THEIR NEIGHBOR DOES NOT LIKE THEM. You get back what you show to others - sometimes in many folds. The Gazans need to learn this and stop buying rockets to hurt their neighbors and start buying food and necessities instead; i.e., they need to stop crying false tears about their humanitarian needs and start acting as good neighbors.

THIRD, Gazans and no one else should pay for the results of being bad - evil - neighbors.

WELL, LET'S CONSIDER REALITY

The Gazans went looking for trouble by being extremely bad neighbors and predictably found it. Why should others pay for their evil folly?

Those who seek to destroy world peace and tranquility by lighting the proverbial fuse by firing rockets at their neighbors bring on their own misery - they alone are responsible for what happens to their infrastructure.

It is very regrettable that some groups do NOT know how to be good neighbors and further world peace and tranquility.

FIRST Reality, None of the destruction we saw happen on the world news needed to happen. Now why did it happen? Simple the Gazans brought it on themselves by committing almost daily atrocities and provocations against their neighbors, the State of Israel; i.e., by being bad neighbors and trying to destroy world peace and tranquility. Look at the facts:

"You live every day with a threat of a rocket falling from the sky. No human being can live in a state like this," Ban said. "I expect basic humanitarian law to protect civilian life to be respected and restored and not violated as Hamas has done." [source - USA Today News - World - 1/20/2009]

Someone needs to get real and STOP playing dumb - every action as a reaction opposite in direction - and the "brains" in Gaza should have realized that - how dumb can you get? Do you think the United Kingdom would suffer as much patience as Israel did for about eight years if someone started shooting rockets at London, or the French if someone started shooting rockets at Paris? Let's be real, the response would NOT be measured in days, weeks, months, or years as was the State of Israel, but would be almost immediate.

THIRD Reality, Israel was extremely patient with them for many years. Let's face it, if it were London, Paris, Berlin, Cairo, Or Amman that the rockets were being fired at, How long does any thing this would continue before the respective governments who were victims would take strong action? It would NOT be measured in years, months, weeks, or days, but probably in parts of an hour. The Gazans should realize that Israel was highly patient with them and their numerous attempts to destroy world peace and tranquility; whereas, these other entities would in no way be so.

FOURTH Reality, Let's have world peace and tranquility and no more of this unseemingly and unconscionable actions to destroy world tranquility and peace such as those of the Gazans.

Let's deal with some historic realities; to wit, the Muslims captured Jerusalem and took it from them. They became wrongful occupiers having NO legitimate write to either Jerusalem or any part of Palestine. Here is what one encyclopedia says on that:

"After decisively defeating the Byzantine forces at Battle of Yarmouk in August 636 A.D, in early October 636 A.D (late Shaban, 15 Hijrah), Abu Ubaidah ibn al-Jarrah the commander in chief of Rashidun army in Syria held a council of war to discuss future plans. Abu Ubaidah could see the importance of both these cities, which had so far resisted all Muslim attempts at capture, and unable to decide the matter, wrote to Caliph Umar for instructions. In his reply the Caliph ordered the Muslims to capture Jerusalem.[1] Abu Ubaidah therefore marched towards Jerusalem with the army from Jabiya, Khalid ibn Walid and his Mobile Guard leading the advance. They then brought in their own followers to wrongfully occupy the land, the Palestines are the descendants of these wrongful occupiers.

They became WRONGFUL occupiers and now they scream 'bloodly' that Israel the rightful titled owner is an occupier because it kicked them out of part of Palestine in 1947. What nonsense for a wrongful occupier to falsely accuse the rightful titled owner for wanting his land back.

Loss of wrongfully occupied land is NOT loss of land. Learn the facts.

[1] The land of all Palestine belongs to the Hebrews - Isralites and not to the Ishmaelites - Hamas. For details, read the 34 th. Chapter of Numbers in the Bible.

[2] In the 7 th. Century, Muslim Caliphs stole the land from the Hebrews - Isralites - and wrongly occupied the land - a wrongful occupation maintained until today in many parts of Palestine. Al the Hebrews did was to take back some of their land. Some need to study history from 1,500 BC to present and start learning reality.

[3] All wrongful occupations should come to an end with the occupiers going back to where their ancestors came from. Take the example of America who rightfully occupied Japan after WWII, they built up the country and then LEFT.

[4] Peace, not cease fires, is what is needed. Hamas does NOT believe in peace and believes that Israel, the true owner of Palestine, should not exist - a wicked assumption.

[5] I am NOT a supporter of Israel, nor am I either a Jew or Zionist, but a conscious objector who believes in peace and what the Son of God [an individual who most of Jews do not believe in] Jesus (Yeshua) said, at Matthew 5:43-45, "Ye have heard that it hath been said, Thou shalt love thy neighbour, and hate thine enemy. 44 But I say unto you, Love your enemies, bless them that curse you, do good to them that hate you, and pray for them which despitefully use you, and persecute you; 45 That ye may be the children of your Father which is in heaven: for he maketh his sun to rise on the evil and on the good, and sendeth rain on the just and on the unjust." Hamas does not believe in peace, but I believe that the Hebrews, Israelites, may believe in and want same.

Why Rebuild Gaza?

The Gazans are like an individual knowingly jumping in the front of a speeding train – they both should know better – but do it anyhow. Are they to really be pitted? Let’s look at reality:

First, the Gazans well know that if they attack Israel with bombs, rockets, mortars, etc. what the consequences will be as they just experienced them with a cease fire only being declared about January 22, 2009.

Second, full well knowing what the consequences will be they have broken the cease fire several times as follows, let’s look at reality from the world news.:

Third, Why assist the Gazans WHEN THEY INSIST ON CONTINUOUS SELF FLAGELATION INSTEAD OF PEACE – it is senseless to help them until they recognize they are bringing on their own misery.
