Obama Lifts One of Bush's Most Damaging Policies for Developing Nations

On Friday evening, a time favored by officials trying to avoid attention, President Barack Obama issued a statement reversing one of the most damaging policies ever visited on developing nations by Republican administrations. This was the "global gag rule," which forbade US government support for any organization that in any way fostered, provided or even advised women about abortion. It was a policy foisted on an unsuspecting world by the Reagan administration at, of all events, a United Nations conference on women and development held in Mexico City in 1984.

What became known as the "Mexico City policy" was always a political football. It was rescinded in 1993 by President Bill Clinton, then reimposed in 2001 by George W. Bush, who also proceeded to deal a second harsh blow to the world's poorest families by cutting off American assistance to the United Nations Population Fund, the largest global provider of family planning assistance. The reason, or excuse -- rejected by the administration's own internal report -- was that the Population Fund was linked to forced abortion practices in China. The fund has lost about $250 million in American aid since 2002.

Millions of women and their families were the direct victims of these shortsighted steps, taken in the name of people who called themselves "pro-family," but appeared to be woefully ignorant of the harm they caused in homes around the world. The International Planned Parenthood Federation, based in London, estimates that in the last eight years alone as much as $100 million in US aid was lost to its affiliates in 100 countries because of their refusal to accept an abortion ban. The federation estimates this lost aid could have prevented 36 million unintended pregnancies and 15 million abortions, often acts of desperation. More than 80,000 women and more than 2.5 million children might not have died.

Not surprisingly, the rate of unsafe abortions is highest in the poorest countries, where at least 200 million women cannot get contraceptives. The World Health Organization, which supports safe abortion as a tool of last resort, estimates that of 45 million abortions globally every year, 19 million take place under unsafe conditions, causing at least 68,000 deaths. Forty percent of those most dangerous abortions involve teens and women between the ages of 15 and 24. A woman in the developing world -- primarily in Africa and parts of Asia -- is at least 100 times more likely to die of a botched abortion than a woman in the industrial North.

Which raises the question why President Obama -- and Secretary of State Hillary Clinton, once an outspoken champion of women's rights in the developing world -- made so little of this policy reversal. Is abortion still too skittish a topic to talk about in public? Even when a presidential order signals a promising new approach to development aid?

President Obama also pledged to work with Congress to restore contributions to the Population Fund, known as UNFPA. "By resuming funding to UNFPA, the US will be joining 180 other donor nations working collaboratively to reduce poverty, improve the health of women and children, prevent HIV/AIDS and provide family planning assistance to women in 154 countries," his statement said.

Are we really expecting everything Obama does in office from now on to be accompanied by some grand announcement? Just let the man do what he feels he needs to do, just like every president that came before him did.

Do you ever wonder what people in other countries really think of our ckuffed up political system?

One year, Iraq's our friend; the next year we invade. One year we won't fund women's health; the next we will. One year we outlaw research on stem cells; the next we start doing so...

The Republican Party is the worst thing that ever happened to America.

They all have a thinking disorder that makes them think that they are on a mission from God.

They have a reputation of forcing their will on other people, not realizing the impact their policies will have on people who are struggling just to stay alive.

They are idealists who live in a fantasy world of make-believe.

Reagan, Bush, what's the difference? They are fools on a fools' errand, running around like a bull in a china shop, destroying lives and property all in the name of "good".

There is one thing that they are good at, and that is putting on a happy face as they steal, kill, and destroy. This country will never see a bigger bunch of hypocrites, and, the best thing that could happen to them would be for them to "wither and die on the vine".

I hope this country has learned its' lesson about Republicans being FOR the American people, and never fall for their crap again. We can't afford another Republican president. We have to get real with life and stop trying to make the world into something it can never be.

Republicans are phonies. They don't even do what they expect others to do. Look at all their sex scandals involving teen aged boy pages, homosexual bathroom sex, and prostitutes of every stripe. All the while playing the supreme moralist, with the accompanying finger pointing.

Let's hope that this Republican nightmare is over. Bush is gone. Reagan is dead, just like his policies. And, Obama is in the process of dismantling the last 28 years of the stupid, destructive, policies, Republicans have dumped on an unsuspecting world. May the whole world see what fools Republicans are and never let them deceive again.

As some of you know, I'm desperately hoping that now we can get USAID money to buy ventilators for my ICU in the slums of Dhaka, Bangladesh. I'm tired of losing babies--just lost one 20 minutes ago--to pneumonia for lack of equipment.

So this slumdog doctor is hoping for a windfall. Unlike the conservatives, I'm not convinced that people should be considered disposable.

If based on the experience with the policies of the Nazi party during World War II, USA decided to not support any organization or government that treated Jews and Non-Jews differently, and hence cut off any and all funding to Israel, then many on this site would be able to see the benefits of the policy.

Referring to this specific implementation as a "global gag rule" is similar to the related bad nomenclatures of "Anti-Life" and "Anti-Choice". Just about every one is both pro-life and pro-choice. When the values conflict different people may prioritize different aspects of the issues over other aspects to differing extents. The use of such terms in communication with those with opposing views is rude and is not conducive to good communication and dialogue. Pro-legalization or pro-criminalization of abortion would be terminology that would not be rude, but rather communication enhancing.

Perhaps Hillary is not bouncing around like a kangaroo because the reversal of the "Global Gag Rule" does not represent a "promising new approach to development aid." Bill Clinton reversed Reagan's reversal of the Global Gag Rule in 1993. This is a constant tug of war. It's interesting that Democrats are getting all weepy over policies that simply take us back to 2000. Much Ado About Nothing? Liberals Absolutely Ecstatic Over Return to Pre-Bush Status Quo

While people celebrate the lifting of this policy, why not try to repeal the Hyde Amendment -- which precludes coverage of abortion services in federally sponsored indigent health plans? 37 states have similar provisions in their state medical plans. For poor women, Roe has been meaningless for some time. Money is their biggest obstacle, not a man in a black robe....

I've been way more impressed than I expected to be with Obama's actions so far. As someone who feels climate change is our most serious problem, he's done a number of things already that might possibly slow down the rate of climate change (I'm not saying they will, just that some of these actions have that potential). I'm really thrilled about giving money to family planning, and by extension, sometimes funding abortion, as many people have pointed out, population growth has a heavy influence on climate change. Yay! Yay! If only he would pull out of Afghanistan and Iraq and close down the Department of Defense...

unless this guy comes in and STOPS global warming, ENDS all wars, GUARANTEES everyone's mortgage/job/heathcare/right to privacy/gay marriage/access to abortion/insert your special interest here... then he's just not good enough for some people. well, to that i say, shut up and let the man do his job. it's NOT his job to spoonfeed every special interest's deepest, darkest fantasy. it's his job to uphold the constitution and help americans regain their wits after 8 years of complete deception and insanity. repeat after me: i will stop waiting for every little opportunity to criticize obama and i will GET A LIFE.
