Howard Zinn: American Empire Is 'Crumbling'

Editor's note: Al Jazeera speaks to Howard Zinn, the author, American historian, social critic and activist, about how the Iraq war damaged attitudes towards the US and why the US "empire" is close to collapse.

Where is the United States heading in terms of world power and influence?

Zinn: America has been heading -- for some time, and is heading right now -- toward less and less world power, less and less influence. Obviously, since the war in Iraq, the rest of the world has fallen away from the United States, and if American foreign policy continues in the way it has been -- that is aggressive and violent and uncaring about the feelings and thoughts of other people -- then the influence of the United States is going to decline more and more.

This is an empire which is on the one hand the most powerful empire that ever existed; on the other hand an empire that is crumbling -- an empire that has no future because the rest of the world is alienated and simply because this empire is top-heavy with military commitments, with bases around the world, with the exhaustion of its own resources at home.

[This is] leading to more and more discontent and home, so I think the American empire will go the way of other empires and I think it is on its way now.

Is there any hope the US will change its approach to the rest of the world?

Zinn: If there is any hope, the hope lies in the American people. [It] lies in American people becoming resentful enough and indignant enough over what has happened to their country, over the loss of dignity in the world, over the starving of human resources in the United States, the starving of education and health, the takeover of the political mechanism by corporate power and the result this has on the everyday lives of the American people.

[There is also] the higher and higher food prices, the more and more insecurity, the sending of the young people to war.

I think all of this may very well build up into a movement of rebellion.

We have seen movements of rebellion in the past: The labour movement, the civil rights movement, the movement against the war in Vietnam.

I think we may well see, if the United States keeps heading in the same direction, a new popular movement. That is the only hope for the United States.

How did the US get to this point?

Zinn: Well, we got to this point because I suppose the American people have allowed it to get it to this point because there were enough Americans who were satisfied with their lives, just enough.

Of course, many Americans were not, that is why half of the population doesn't vote, they're alienated.

But there are just enough Americans who have been satisfied, you might say getting some of the "goodies" of the empire, just some of them, just enough people satisfied to support the system, so we got this way because of the ability of the system to maintain itself by satisfying just enough of the population to keep its legitimacy.

And I think that era is coming to an end.

What should the world know about the United States?

Zinn: What I find many people in the rest of the world don't know is that there is an opposition in the United States. Very often, people in the rest of the world think that Bush is popular, they think 'oh, he was elected twice', they don't understand the corruption of the American political system which enabled Bush to win twice.

They don't understand the basic undemocratic nature of the American political system in which all power is concentrated within two parties which are not very far from one another and people cannot easily tell the difference.

So I think we are in a situation where we are going to need some very fundamental changes in American society if the American people are going to be finally satisfied with the kind of society we have.

Do you think the US can recover from its current position?

Zinn: Well, I am hoping for a recovery process. I mean, so far we haven't seen it.

You asked about what the people of the rest of the world don't know about the United States, and as I said, they don't know that there is an opposition.

There always has been an opposition, but the opposition has always been either crushed or quieted, kept in the shadows, marginalised so their voices are not heard.

People in the rest of the world hear the voices of the American leaders.

They do not hear the voices of the people all over this country who do not like the American leaders who want different policies.

I think also, people in the rest of the world should know that what they see in Iraq now is really a continuation of a long, long term of American imperial expansion in the world.

I think a lot of people in the world think that this war in Iraq is an aberration, that before this the United States was a benign power.

It has never been a benign power, from the very first, from the American Revolution, from the taking-over of Indian land, from the Mexican war, the Spanish-American war.

It is embarrassing to say, but we have a long history in this country of violent expansion and I think not only do most people in other countries [not] know this, most Americans don't know this.

Is there a way for this to improve?

Zinn: Well you know, whatever hope there is lies in that large number of Americans who are decent, who don't want to go to war, who don't want to kill other people.

It is hard to see that hope because these Americans who feel that way have been shut out of the communications system, so their voices are not heard, they are not seen on the television screen, but they exist.

I have gone through, in my life, a number of social movements and I have seen how at the very beginning of these social movements or just before these social movements develop, there didn't seem to be any hope.

I lived in the [US] south for seven years, in the years of the civil rights movements, and it didn't seem that there was any hope, but there was hope under the surface.

And when people organized, and when people began to act, when people began to work together, people began to take risks, people began to oppose the establishment, people began to commit civil disobedience.

Well, then that hope became manifest it actually turned into change.

Do you think there is a way out of this and for the future influence of the US on the world to be a positive one?

Zinn: Well, you know for the United States to begin to be a positive influence in the world we are going to have to have a new political leadership that is sensitive to the needs of the American people, and those needs do not include war and aggression.

[It must also be] sensitive to the needs of people in other parts of the world, sensitive enough to know that American resources, instead of being devoted to war, should be devoted to helping people who are suffering.

You've got earthquakes and natural disasters all over the world, but the people in the United States have been in the same position as people in other countries.

The natural disasters here [also] brought little positive reaction -- look at [Hurricane] Katrina.

The people in this country, the poor people especially and the people of color especially, have been as much victims of American power as people in other countries.

Can you give us an overall scope of everything we talked about -- the power and influence of the United States?

Zinn: The power and influence of the United States has declined rapidly since the war in Iraq because American power, as it has been exercised in the world historically, has been exposed more to the rest of the world in this situation and in other situations.

So the US influence is declining, its power is declining.

However strong a military machine it is, power does not ultimately depend on a military machine. So power is declining.

Ultimately power rests on the moral legitimacy of a system and the United States has been losing moral legitimacy.

My hope is that the American people will rouse themselves and change this situation, for the benefit of themselves and for the benefit of the rest of the world.

Many Americans still cling to past values like religion, good vs. evil, and force to solve problems. Right now we have about half who realize the problems and half that do not. We need to become more urbanized and educated. Young people are our great hope. When old people like McCain say "Country First", what they really mean is, "County Bumpkins First".

Power To The People

I'm 61 and have seen a lot of things happen. When you're ten and you see cops letting dogs loose on people whose only 'crime' is the color of their skin and wanting to be treated as 'people' it will have an effect. It did on me.

Then when you're 14 and you see for the first time in your life in the Washington D.C. bus station that some people cannot even get a drink of water from the fountain that you use, or eat next to you, the effect deepens.

Before the Patriot Act people could mobilize. I wonder if they can do this now.

Madness has taken over the nation and the band plays "Mine eyes have seen the glory."

feel weird reading Zinn by way of Al Jazzera and not from a US reporter... have we reached the point that we have to go to other countries in the hope that the message trickles back here??? what message does the act over the message say to the rest of the world???

wonder what the reaction of Al Jazzera readers had to Zinn's interview??? the version we can get to on the web in this country is so watered down for US audiences it's more like reading USA today...

ALSO - we are not well educated as an electorate in general and we do not get real "hard news" - the mass media is owned by big money whose purpose is entertainment for ratings and advertising dollars. We are totally unaware of what other nations are doing and our sense of being part of a global community is non-existent. It seems we're purposefully kept in the dark? As individuals we work hard just to get self-educated and get alternative news yet our time/ energy is increasingly limited.

Zinn is right on in every respect but one. A citizenry committed more to decency would be great, but seems unlikely. However, a citizenry committed to physical survival, when aware of how greatly threatened this is becoming, seems far more likely. Zinn avoids discussing our physical vulnerability in order to stress how brutally the United States deals with those it considers expendable or problematic. But these victims do not lack teeth. Because the neocons would manipulate this fact to justify the construction of a police state, doesn't justify ignoring it.

I am rereading McCullough's tomes on Octavius and Caesar, and it is in this context that Zinn's words were ringing in my ears this morning. Just as those who saw their persona connected with Rome, those who have profiteered from the wars this country has waged still think the days of greatness ( code for more ways to loot the people) are ahead of us.

Yes, it's interesting that we have to read this piece of reality from Al Jazeera since the mainstream press AND the blogosphere continue to sell false hope. Sadly, even this piece will be used and spun to say that Howard Zinn hates America, when in reality, he, like many of us, love it despite its warts and moles and are working to make it better each day.

because they steal the resources of other nations, who then organize new empires, like China, Russia and the European Union. So, the people suffer new masters for old, until the planet dies from too much pollution -- or until the people decide to try something different, like five continental networks of eco-villages freely trading with each other for mutual benefit with no need for big corporations or big governments.

I can't say that Obama/Biden is much better but at least with them, there's room for improvement. Besides, the GOP can use them and flip-flop towards a little peace even if they try to take credit for it.

Thanks so much for this article. Please, give us MORE HOWARD ZINN! I can listen (read) his work all day.

He truly did give me hope, because this appears to be a truly dark period with the oncoming 3rd term of Bush and Co. via McCain --- Not that an Obama term would have been all that much more progessive.

Over the last 30 years or so both parties have betrayed the American people. Funding for education has been slashed, health-care is business, and many people are not aware of nor realize their obligations as citizens of this country. We have been divided by race, gender, sexual preference, religion, class, geographic area, nation of origin, but these are dirty little secrets that "good" Americans don't even want to discuss.

These distractions and distortions have allowed the corporatocracy to take over our government in the form of welfare for the rich disguised as: tax breaks, subsidies, and various other mechanisms they use to get laws changed to their favor, the tax code so they don't pay nearly their fare share of taxes, along with enabling the tax burden to be shifted to the 90% of people that don't make over one hundred thousand dollars a year! In the meantime if the 90% of hard-working people aren't making it, than it's because "they" (90% of people) aren't really working too hard!

In the meantime our military has been downsized, overworked, and outsourced (think Blackwater mercenaries)! And how does the corporatocracy reward our returning heroes, they get kicked out for "prior mental issues", they get much less than what they deserve, while the corporatocracy play the "whose more patriotic game", as a distraction (think 9/11)! If McShame & Paleface get into the White House it really will be a sad commentary not just to the world, but to ourselves and generations yet to come!

I love Howard Zinn. Although it took a movie for me to read "A Peoples History...", I think his numerous references to hope are the nexus of our pervasive feelings of powerlessness and apathy. Fuck hope. Hope inherently defers taking action now to some future point in time and gives us the cushion we have been conditioned to seek out for ourselves when things don't go our way. So instead of hoping for things to change take hope out of the equation. Fuck hope. Stop hoping for some external force to reverse the destruction of America. The only real power we have comes from each of us to stop hoping for things to change and decide to do it ourselves.When we stop hoping and start doing we create power that cannot be denied or diminished.Fuck hope.

As I told Dboy, his comment has motivated me. Previously I had decided to pack it after the election and smell the roses. That's exactly what a President McCain would want us to do -- act like sheep.

Fuck him and the phony war horse he rides on. If the Manchurian Candidate wins in November, this old fart -- ME-- has just begun to fight!

Basing your ideals for a country on a society that has failed someday will bring failure to you. We brought our Eurotrash ideals to this country and look what we've done in 500 years. We took a place that had been kept a 'Garden' by it's original keepers for the last 20-70 thousand years and turned it into the world's biggest garbage heap.
Rome got socially top heavy too. Their rich thought they were the be all to end all of human existance too. They controlled their form of government and they used warfare to bolster their funds. They also went the way of the Do Do bird. Maybe it really is time for us to change our way of living. Just for the sake of Peace.

...he says grudgingly :-) But seriously, the next mass movement in the U.S. that Zinn hopes for will have to will have to be built around the vital connection between the two key issues facing the Americans: the gross (and still growing ) mal-distribution of wealth destroying productive economy, and the imperialist military monster.

The connection is this: the military-industrial sector needs to be removed from its position of dominance over the political economy of the U.S. and progressively dismantled, in order to open the way for addressing the distribution of wealth. But both can be tackled simultaneously by simple proposals to begin defunding the Federal Government through elimination of taxes on working people. Michael Hudson proposes a simple slogan: restore the Federal income tax to the levels at its inception in 1913. That would abolish the tax for all incomes under $103,000 , according to Hudson.

It is only one small step and is not the revolution, for sure. But even this small step can't be broached by Obama and the Democrats, much less these politicians coming to grips with the fundamental problems.

every other empire the world has known has sunk beneath the waves, but the US won't because:

1) we're better than they were
2) we're smarter than they were
3) god loves us
4) it would be unthinkable.

Mr.Howard Zinn. Thank you for your opinion. I am not sure that you made alot of friends with this writing. Would really like to meet you in person to gently persuade you to remember that America was here when this Earth was formed. Just had another Name. As far as Empires and Kingdoms go, The L_rd G_d is the only true King of Kings and He allows us (with our free-will) to use our brains to destroy or build up each other-as humans that is, and take care of this earth. Who am I to say or even attempt to say-as a mere mortal-what G_d All-Mighty will do? He made this whole Universe. What kind of a gift could I present Him? He allows me to draw each breath, talk, walk,and even with some pain-type this to you. May He bless you and Yours.

as usuall the thwird world is thard world because it acts liek a third world. here was a chance to bump USA and biritan into oblivion and what do we see? the stooge leaders of thrid world are rescuing America through sovering fund and what not-ther central bnanks hold bogus american dollar at cost to own countries. but then third world dereves to be like that if it behaves that way-the ople there shoudl have killed their american installed uneelcted stooges like mubarak of egypt or unelectable manmohan singh bastrad of India who is american asset there.

A few years ago, Jared Diamond wrote the book "Collapse: How Societies Choose to Fail or Succeed". It is a complete analysis of how various nations have risen and fallen based on the decisions of their people and their governments. It is a vital read when you hear about comments like Howard Zinn's with which I totally concur. It is also important for everyone to understand what part they as citizens can play in either abetting the failure or success of a national society. It is a lesson we all better learn real fast and right now!

If Howard wishes his voice to be heard, he does not have to wait for Al Jazeera to interview him. He could blog on his website if he so chooses, or I'm sure his commentary would be welcomed at any number of progressive sites and be quoted and discussed far and wide.

I'm sure that I'm not alone in wishing to hear or read his contributions as often as he would like to share them.

Keep in mind that the elite who run America are different from the elite of earlier empires. Our (United States') elite have ZERO loyalty to the nation; they are pledged to corporations.
As the United States weakens, becomes less prosperous, the elites simply shift their markers to other, more profitable players. The true empire these elites participate in carries on with scarcely a blink. It is an empire without a nation.

I can actually remember that at least a couple of the tapes McBush made denouncing the USA were aired here. Those were the days when the mass media did their jobs and we had a Democracy. I wonder if there are news reels from that time that could be aired now. I know that sounds like swiftboating but we must not have McBUSH, he is NO HERO,
he is a survivor and a traitor who capitalized on his deception.

Iraq War was not inevitable

The idiotic US invasion of Iraq certainly was not inevitable, and even a delay of a few weeks in the commencement of the invasion could potentially have prevented it from taking place.
The US will be stronger for getting out of Iraq sooner rather than later. The neocons and Israel lobby are trying to keep permanent US military bases in Iraq, under the mistaken belief this would tend to "protect" Israel, when in fact the continuing inflammation of Muslim sensitivities caused by the presence of the gigantic American war machine in Iraq, is damaging to Israel's national interests.

When America falls, what will be in its place? Will we have another Nazi Germany, or a Soviet Union?
The sad part of it, Any freedom in the world will be abolished. Any hope of freedom will be abolished. China has become the ideal that America once was.
Did anybody else notice that both political conventions were ran, just like the Olympics in China?
We no longer have a country. No one else has one either.

Something Zinn seems to miss, isn't it strange that empires seem to die as they become more socialistic? The more people demand their government do for them, the more government has to demand from them, and the governments reach out to take from others to appease their own greedy population, and eventually, like all the great empires of Europe, they collapse under the weight of their nanny state.

Oh Please, every european empire that ever existed, existed to enrich their elite, and america is no different. I personally am very sceptical that any improvement of services will take place, since we'll be broke. The decepticons are also taking steps to fuck up Iraq some more, to leave a worse mess. But you know what, thats why we need a global change, not just here in amerika. But the whole world. And it's happening, it's happening in Venezuela, Bolivia, Argentina, Brazil, it was happening in europe, but they seem to be in a state of recedivism. the pendulum swings both directions. We do need to revamp the electoral college though or otherwise there'll be only mao's way left.
