Reuters reports that Republican Governor of Virginia Bob McDonnell is "poised" to sign a law forcing women seeking abortion to undergo an ultrasound.  In a 61-35 vote, state legislators approved amendments on the law earlier today, and a copy will soon arrive on Governor McDonnell's desk.

The legislation requires women "be offered the chance" to view an image of the forced ultrasound, and demands that the image be held in the woman's medical record at the abortion facility for seven years. According to Reuters, the amendments make transvaginal ultrasounds, or state-rape, "optional" when fetal age cannot be determined with an abdominal ultrasound. Women whose pregnancies resulted from rape or incest, and reported the crimes to police, are exempt from the requirement.

While dropping the transvaginal ultrasound requirement is a small victory against state-rape, the amendment exempting rape and incest victimswho report the crimes to police ignores the fact that most women -- 60 percent --  do not report sexual assault to police.
