Leaked Memo: EPA Planning Historic Action on Global Warming in April

This is very big and very historic news. This action by EPA will set the stage for the first-ever national regulation of CO2 in US history.

The news from Greenwire today is excellent and unprecedented -- a leaked Environmental Protection Agency (EPA) document shows that the agency "is fast-tracking its response to the Supreme Court's 2007 climate decision with plans to issue a mid-April finding that global warming threatens both public health and welfare." This is very big, very historic, very exciting news -- this action by EPA will set the stage for the first-ever national regulation of CO2 in US history. This so-called endangerment finding is the first step the Obama administration must take to start regulating global warming pollution from cars, coal plants, and other sources. Once again, it is clear that the Obama Administration is serious about fighting global warming.

EPA is planning to issue the endangerment finding on April 16, followed by a 60-day public comment period and two public hearings. When that happens, the EPA will need to hear from you, and everyone you know who cares about global warming, so stay tuned to this blog for further updates.  

These regulations will spell trouble for coal-fired power plants, which currently emit more than 30% of our nation's global warming pollution.  It also paves the way for the EPA to grant a waiver allowing California and more than a dozen other states to set landmark global warming emissions limits for vehicles.

This action was set in motion by an April 2, 2007, Supreme Court decision in Massachusetts v. EPA, which found that carbon dioxide (CO2) was a pollutant under the Clean Air Act. The Court decision ordered EPA to determine whether CO2 endangered public health or welfare, and, if so, to begin regulating CO2. 

The Bush administration unlawfully ignored the decision for nearly two years, continuing its long campaign of denial, obfuscation, and foot-dragging on global warming and other key environmental issues. The information revealed today sends a clear signal to new coal plant developers that the foot-dragging is over and that they will soon be held responsible for their global warming emissions.  With carbon capture and storage technology still years away (if it's possible at all), coal plants are becoming an increasingly risky and poor investment.

Today's document leak also comes on the heels of the EPA also announcing the first comprehensive national system for reporting emissions of carbon dioxide and other greenhouse gases produced by major sources in the United States.

From the EPA news release:

"The new reporting requirements would apply to suppliers of fossil fuel and industrial chemicals, manufacturers of motor vehicles and engines, as well as large direct emitters of greenhouse gases with emissions equal to or greater than a threshold of 25,000 metric tons per year….The vast majority of small businesses would not be required to report their emissions because their emissions fall well below the threshold."

This clarification from the EPA rules out a commonly made argument from foes of carbon limits, who say any carbon requirements will hurt small businesses other small organizations with their own facilities.

It's clear that the administration understands the urgency to act on global warming and the sweet spot of solutions that can not only help our climate, but can also help our economy recover. Consistent with President Obama's economic recovery plan, today's revelations take America one step closer to a future powered by green energy and green jobs. Electric bikes and scooters will have difficulty meeting the demand.!

Man-made global warming is a hoax

More and more scientists and thinking people all over the world are realizing that man-made global warming is a hoax that threatens our future and the future of our children. The over 700 dissenting international scientists that just met in New York are now more than 13 times the number of UN scientists (52) who authored the media-hyped IPCC 2007 Summary for Policymakers.

Additionally, 32,000 American scientists have signed onto a petition that states, "There is no convincing scientific evidence that human release of carbon dioxide, methane, or other greenhouse gases is causing or will, in the foreseeable future, cause catastrophic heating of the Earth’s atmosphere and disruption of the Earth’s climate…" http://www.petitionproject.org/index.html

"Progressive" (communist) politicians like Obama seem determined to force us to swallow the man-made global warming scam. We need to defend ourselves from the UN and these politicians, who threaten our future and the future of our children. Based on a lie, they have already wasted billions and plan to increase taxes, limit development, and enslave us.

If not stopped, the global warming scam will enrich the scammers (Gore and Obama’s Wall Street friends), increase the power of the U.N. and communists like Obama, and multiply poverty and servitude for the rest of us.

...so often before, won't Rethugs(Economic fundies) and their Religious Right(Catholic fundies and evangelical fundies) do their best to torpedo any such efforts as this article reports on. Forestalling climate destruction is against their gods natural way and thwarts their gods desire to punish the human race. And such efforts thwart the Repubs and their gods: Theology of Prosperity. Won't they all be screaming: it's Communism, it's Socialism, it'll hurt business, and the sky is falling, because Chicken Little told them so. Chicken also talks to them.

It will be fun to watch them all in action, screaming, crying and wringing their hands.

Does anyone remember the "Great Fuel Crisis" 20 years ago?
By simply limiting the speed of vehicles on the highways of USA to 50 m.p.h., the fuel savings were literally enormous.
Recently, a major study showed that by simply driving sedately ( no lane changing/pedal pumping) to work fuel savings of 60% were easily achieved.

By simply forcing Airlines to change their fuel usage methods, the millions and millions of tons of aviation fuel currently simply poured unburnt as pollutants into the atmosphere, could be saved.

By simply banning 4-wheel drive vehicles of the so-called "RV" type from all city limits without a renewable "proved-use" permit, again the pollution savings in health and safety would be enormous.

In the final analysis, a time-accurate public transport system is still the only sane way to go and should be a government, non-profit entity, cross-funded by super taxes on vehicles over 1000 cc capacity.

Oh, well, there's always "Carbon Shares" poised to make smart people rich.

The case for AGW

The case for AGW appears strong. There is no empirical evidence, but there is a link. The EPA was told to find a link between global warming (which is on hold for now) and CO2, so they did. Numerous organizations were given grants to develop computer models for the express purpose of finding a link between CO2 and global warming, so they did.
There is also a strong correlation to population, so perhaps EPA should regulate that.
Almost 25% of CO2 comes from burning forests to clear them for farming, so that must stop. China and India emit far more CO2 than we do and have no intention of stopping their economic development, so we will need to reduce our emissions even more to compensate. Methane from cows will need to be stopped, so we will all need to stop eating meat. The sea and volcanoes emit gobs of CO2, so will they also need to be regulated?
The central dogma of the AGW advocates is that, but for CO2, the climate would be stable and the seas would not rise. This is patent nonsense. Outrageous claims, such as 20 foot rises in sea level, have been made to scare people. Look at the evidence. The seas have been rising at a steady rate since at least 1890, long before people burned large amounts of coal. Please, look at both sides of this issue. Every argument in support of AGW can be disputed in whole or in part. The consequences of a knee-jerk reaction based on propaganda would be disasterous.
