Ray LaHood: The Obama Appointment You Should Be Really Worried About

He'll guide the spending of vast amounts of stimulus money, oversee the auto bailout and be responsible for a raft of critical policy.

This piece first appeared in Worldchanging.

Soon, the U.S. Senate will hold a confirmation hearing on the president-elect's choice of Ray LaHood for Secretary of Transportation. No one expects that hearing to be anything but easy for LaHood. That's too bad, because it shows that when it comes to greening the stimulus, we're not only missing the forest for the trees, we're not even seeing the trees right.

In case you haven't been following the news, LaHood is a conservative Illinois Republican with little transportation expertise and almost no administrative experience, who has earned a LCV lifetime voting score on critical environmental issues of 27 percent, and who maintains deep financial connections to the very industries he's now supposed to regulate. He may be no worse than most of those who've lead the Department of Transportation, but his appointment is a profoundly uninspiring vote for business as usual at a time when we need change, and an strong indication that the administration doesn't get that energy policy, technological innovation, urban planning, environmental sustainability and transportation are all bound up together, and no solution to our problems can be had without tackling them all together.

LaHood's appointment is so disappointing to transportation advocates who've been waiting eight years for change, that they're boiling with indignant disbelief, branding him "an unbelievably disastrous pick," "Status quo we can believe in" and "same.gov" (a dig at the Obama transition site, change.gov). As one insider summed it up: "It's a real read-it-and-weep moment."

LaHood supporters point out that the president-elect promised to appoint Republicans, and LaHood is trusted by White House Chief of Staff Rahm Emanuel. Obama had to throw Republicans a bone somewhere, they argue: why not Transportation?

Because given the crises we face, the U.S. Department of Transportation is not a minor agency. This year it had a $58 billion budget and employed almost 60,000 people. What's more, the Secretary of Transportation will guide the spending of vast amounts of stimulus spending, oversee the auto industry bailout and be responsible for a raft of critical policy decisions that will dictate the shape of our cities and the choices we have for getting around for decades -- and thus indirectly our energy policies as well, since transportation is where much of our energy use goes. In fact, in an era of climate change, energy crisis and economic distress, Transportation may be one of the most important posts in the president's cabinet.

A good Secretary of Transportation could help lead the U.S. into a bright green economy. A status-quo Transportation Secretary will not only weaken our chances of getting real reform in priorities and practices, he will drive off the very kind of smart, innovative people government agencies most need to attract back into government if they are going to drive change. As Streetsblog reveals:

Progressive transportation policy advocates are also concerned that LaHood will have trouble drawing good people to the agency. "In terms of attracting talent, no one I know is going to want to work for this guy," said a former Federal Transit Administration official. "He's got a horrible environmental record, he's bad on climate change and he's Caterpillar's bag man. Can we get a worse appointment?"

And we're going to need a volley of new ideas in transportation. DOT has authority, or at least influence, over all sorts of important transportation policies, including things like aviation standards, shipping and trucking, insurance rules, road construction standards. Want complete streets, pay-as-you-go car insurance or high speed interstate rail connections? DOT will have a hand in deciding whether you get them.

It also sets mileage and safety standards for cars. Want a plug-in car in every smart garage, connected by a renewables-friendly smart grid? DOT will play a critical role in deciding whether, when and how plug-in cars and electric car infrastructure happens.

It oversees all of the Federal government's research programs. Want the groundwork done on new policies and technologies? DOT is the one handing out the research dollars.

Oh that makes me feel sooooo much better! If Emanuel trust you, you have to be a complete Machiavellian jerk.

"Obama had to throw Republicans a bone somewhere, they argue: why not Transportation?"

Funny, you know, when Republicans win I never ever hear Rush Limbaugh or any other GOP strategists say they have to throw the Democrats a bone.

We need to reinvigorate passenger rail in this country - or else.

Rust Belt should have been Building Light Rail components for 3 decades

No doubt we need to end the gas guzzling SUV production, and focus on fuel efficient vehicles. But the Rust Belt can not survive on the Auto Industry, but could thrive in the mass transportation industry. Pittsburgh could supply th esteel for the tracks,'Detroit' the cabins. The textiles could provide the fabric for the seating....Come On there is plenty of work to rejuvinate the region if mass transit is promoted Throughout the US.
Being MI'er, I know may of our 'public servants' have been appeasing the Auto execs profit margin treachery for Decades. They claim to be 'Dems' yet have allowed manufacutring jobs to be shipped out so GM could pay "9 Mexicans instead of 1 american" (Lockheeds CEO)...That Does not make an 'American' Auto maker, Or Company of Any sort. Regardless of what you give line workers, they will build it. and MI'ers have known that for 3 decades, but we have been starved out instead. The Big 3 Love to be called 'Detroit' yet have nothing really to speak of other than their HQ's in the state. MI has more factories MELTING into the ground than any other state - Flint's unemployment rate HAS been at 12% since "Roger & Me"...a Decade. and Detroit, I dare not guess.
What outrages me the most is the hair splitting deception of Repugs like Corker who constantly claim they are trying to save 'Taxpayers' the burden of a soaring deficit. Yet intentionally ignore the Fact that those same 'taxpayers' are the Workers they are trying to force into Mexican wages and working conditions. No Jobs, No money to pay taxes ASSHOLES!
If the Obama Admin continues this treasonous domestic policy, instead of calling Us the Rust Belt, they might as well start calling Us the Welfare Belt.

Although we may not succeed in changing the appointment, we CAN use this "boneheaded" move by Obama to raise awareness about how important Transportation is to climate change and (I would add) post-peak oil.

So let's make a lot of noise with a "Check Under LaHood" campaign.

Activists, take it and run with it.

Wrong "choice"

You know, I am starting to think the same as a previous poster about obama being a wrong choice for the job. Perhaps that was the republicans plan all along, throw out two candidates the likes of mccain and palin, also known as dumb and dumber and a stooge in the form of obama and then no matter the outcome of the (S)election, the re-pubics are all set and comfy.

How can someone that made all the right noises in the campaign, turn around and make the stupid and disastrous choices that obama has made in many of his cabinet choices is unfathomable to me. The same is true in his choice of a cia director, his choice of a dogmatic anti-gay preacher for his
inauguration sermon which is a direct slap in the face for this lezzie, and his absolute refusal to hold bush, cheney, rice, rove, and a whole slew of others accountable for their crimes of the last 8 years. What is this fool thinking? This country needs to have its proverbial "windows thrown open" in order to remove the stench of the last 8 years.

Perhaps obama is thinking that he will "make nice" with all the re-pubics and they will just fall all over themselves whilst licking his feet in a spirit of bipartisanship and co-operation. If so, how incredibly naive he must be, and truly he is not the man nor candidate we thought we were electing, but just another democratic soft bellied wimp who will wind up as yet another mealy mouthed shill for the right and re-pubics. Most all the cabinet picks and choices he has made, send signals he has no real intention of change, instead saying " oh yes, I'll roll over for you", and the world will see yet another example of the same crap we've been showing them for the last 8 years. Graft, corruption, injustice, trying to be the world's cop, being a paper tiger as shown in the incident of trying to back down Russia in the Georgia problem. How about threatening N. Korea and Iran and then having to back off when they showed they weren't going to back away and slink off because of being threatened?

Obama needs to be a just and forceful leader who is willing to repair our country from within and outside of it, but I'm starting to believe he is not the man for the job, but just another political "mouth" who was ostensibly the "best" the demmies could come up with.
I'm afraid this country is well and truly--fu*ked!

After President Bush this week asked Congress to release the bank bailout fund's remaining $350 billion, Obama pledged to veto any bill rejecting the request, meaning he is beginning his presidency not by "turn[ing] the page on policies that have put the greed and irresponsibility of Wall Street before the hard work and sacrifice of folks on Main Street," as he once pledged. Instead, he is promising a mushroom cloud unless lawmakers let taxpayer cash continue flowing to the biggest of Big Money interests.
Amid paeans to "new politics," we're watching old-school paybacks from a politician who raised more Wall Street dough than any other -- a president-to-be whose inauguration festivities are being underwritten by the very bankers who are benefiting from the bailout largesse. Safely distanced from electoral pressure, Obama has appointed conservative economists to top White House positions; floated a tax cut for banks; and is now trying to preserve corporate welfare that almost exclusively benefits the political donor class.

My concern now: Congress rubberstamping everything Obama does.

Clearly, LaHood is not a decent choice for Transportation. But then again, Congress does NOT have to pass his nomination. Will they have the guts to turn it down? Everything I've seen says no. If I see one more pic of Pelosi gushing over Obama, I'll puke.

Obama is quite adroit at playing both ends against the middle - he has proven that. To those of us who supported and fought for Obama's victory, his appointments reek of political cronyism. I'm tired of trying to justify why he is eschewing many excellent appointments in favor of the Illinois cronies that are buds of his and Emannuel's.

Where is there a place for Howard Dean...Dennis Kucinich...etc. You don't see progressives like this being appointed to anything. I'm sure I am being overly critical in advance, but I don't expect my vote to go to Obama in 2012 simply because I see him as throwing his supporters 'under the train'.

Anyone who bought Obama's rhetoric during the campaign needs to do some rudimentary thinking about what elections are and what politicians say when they're about to be a candidate on a ballot. In other words, re-take your high school Government class.

There were at least two whole campaigns of hundreds of thousands of people who were "throwing their vote away" on third parties who argued that Obama would be more of the same, that the choice between McCain and Obama wasn't as big of a difference as it seemed on the surface.

I understand the excitement of electing an African American as president of the United States, I really get that. It's got some great symbolism to it, to say the very least, and make no mistake--I was smiling on November 4th, 2008. It really did feel good. But anyone with even a half-assed knowledge of history could have seen this coming: many such people voted for Ralph Nader and Cynthia McKinney.

Do you think the price of your milk increased outrageously in the past year? Just continue with the liberal non-sense and watch your standard of living diminish to that of 3rd world Africa...

I know that's what most of you want, I don't.

Like obama said I will not apologize for my lifestyle.

LaHood is the only appointment I agree with so far..

He's appointed a tax cheat to head the IRS, A spy to head the State Department and his Attorney General doesn't fully support the 1st and 2nd amendments...

American Recovery and Reinvestment Plan.

Well, if LaHood can do his job there will be no problem. Besides, President Obama appoints him. The change is starting on the way. The new President of the United States unveiled his economic stimulus plan he calls the American Recovery and Reinvestment Plan. Democratic leaders have proclaimed their opposition, stating that the tax cuts outlined in the plan will not encourage spending. The stimulus checks that were sent out last year during the Bush Administration made little difference, and many argue that this plan will be just the same. Nonetheless, President Obama is determined to restore some good in the economy by also putting restrictions on some business tax breaks.
