The Oil for Iraq Liberation bill, introduced by Congressman Dennis Kucinich, D-Ohio, will prevent U.S. based oil companies from development of and investment in petroleum resources of Iraq.

"Recently we have seen evidence of a concerted effort to pressure the Iraqi government into privatizing Iraqi oil fields against the will of its citizens. We have also heard that certain high level architects of the Iraq war stand to gain financially. This bill will ensure that the Iraqi oil money stays out of the hands of U.S. oil companies who would otherwise benefit from the US attack on and occupation of Iraq."

Despite intense U.S. pressure, Iraqi legislators Sunday failed to reach an agreement to solve an increasingly bitter dispute over the oil-rich northern city of Kirkuk, Leila Fadel and Sahar Issa write for McClatchy.

Kirkuk sits on Iraq's northern oil fields and also on a fault line between the Sunni Muslim Kurds who dominate most of northern Iraq and the Sunni Arabs who occupy the center of the country.

The parliament's inability to resolve the dispute over the city mirrors Iraqi political leaders' inability to make progress on other fronts, including constitutional amendments and the passage of a law governing the distribution of the country's oil revenues, despite the recent improvements in security.

Iraq is inviting bids from contractors to drill seven new oil wells and complete work on four natural gas wells.

The Oil Ministry says contractors have until Sept 15 to submit bids to drill in the East Baghdad oil field.

Today's statement says bids to complete four gas wells in the Akkas gas field in western Iraq will be accepted until September 30, the UAE's The National reports.

UAE-based Dana Gas and its partner and shareholder Crescent Petroleum announced on 29 July that a 462mn cu. ft. site has been allocated for its planned Kurdistan Gas City.

However, the success of the project, which will cost $3bn to build and generate planned foreign investment of over $40bn, like other Kurdistan Regional Government (KRG) energy initiatives, will likely depend on the resolution of the dispute over what powers the federal Ministry of Oil wields in regions such as the KRG, the Tehran Times said.

The UK/Dutch Shell Group hopes to sign short-term technical service agreements in Iraq shortly, in addition to a gas deal, but has failed to give a definitive timeline for either.

"In Iraq, subject to the security situation, we are keen to make progress," says Jeroen van der Veer, chief executive officer at Shell, writes Perry Williams for the Middle East Business Intelligence.

Iraq's daily oil production is at its highest level since the March 2003 U.S. invasion, in large part thanks to improved security, according to a Pentagon audit.

"Iraqi oil production set new records this quarter, with output reaching 2.43 million barrels per day, the highest quarterly average since the invasion," Stuart Bowen, the Defense Department's inspector general for Iraq reconstruction, wrote in his 18th quarterly report to Congress on the expenditure of $50 billion in U.S. economic aid. Production fell to 1.3 million barrels a day during 2003, Bloomberg's Tony Capaccio reported.

A big Dennis Kucinich fan but I don't understand this. We should have never been in Iraq no doubt and should be out ASAP. That said, we have supplied the Iraqi oil ministry with years of expertise in developing infrastructure for their oil industry for free. Although I agree nothing is for free

I'm not sure where he is going with this. Are we trying to punish America for Bush's follies. Do we want to leave a important source of oil for China to step into?

I agree American oil companies should be on a level playing field for oil contracts but they should also be reimbursed for all the consulting given free to Iraq.

American business is at a disadvantage in many areas now and we always seem to favor foreign companies while they penalize American companies. It's about time we consider the american worker/company in or policies!

BTW, Kucinich for president!

Consider the Oil Corps have to beg to get a piece of this Iraqi Pie, here in the US, they already Own it all, thanks to Privatizing our NATURAL NATIONAL RESOURCES!!!
Off shore drilling is not only a plan that will not see any oil for a decade, screw up the environment, but it is NOT owned by US, The corps have no obligation to make all the oil retrieved from our country available to ONLY US- they can sell it off to anyone they want- highest bidder. So Mac's claims and misrepresentation about offshore drilling will benefit US is intentionally misleding the People as to actually WHO will then control that additional Oil!

It does seem to me that Iraq has paid a heavy price for all that 'free' consulting.

Dennis Kucinich for President

Why, in light of the egregious, horrendous and incredible disaster this country has become, didn't everyone recognize that Dennis Kucinich is a true patriot and servant of the American people? My admiration for this man grows every day. He is honest, principled and tireless in his pursuit of justice and fairness. I simply cannot understand why panderers such as Obama and McCain get the nomination of their parties, when people like Dennis Kucinich barely get their foot in the door.

Oh, wait. I forgot. It's all about MONEY.

I agree!! I for one am not ready to annoint Mr. Obama. He's better than McCain for sure, but I am increasingly uncomfortable as to where he is heading. I for one will support a draft dennis ticket with Ron Paul as his V.P. running mate or a write-in.

Please do not cry, it's too late. I boxed as an amatuer and a overwhelming loss can be turned around with one punch-- and besides, I haven't heard the fat lady yodeling yet. It's over when it is over, and not before.

I'm from Colorado and will be in Denver for the convention (Ironically, I was living in Chicago in 1968) and last year the Rockies won 21 out of their last 22 games and went from nowhere to the World Series!! It can be done. YOU DON'T QUIT!! Lets all get off our fat asses and make it happen!! Crazy Carlos

Kucinich backs Obama

Dennis Kucinich first supported Edwards but has stated many times that if he did not make it on the second ballot he urged his supporters to back Obama. (you can go to his wikipedia page and see for yourself.) He is fiercely courageous but a bit too honest for the American public at large with the comments on UFO's, etc and his past comments on legalizing hard drugs such as heroin, etc. He is seen as a fantasy living in a fantasy world by the press. He would make a GREAT president we all wish we could have. When I helped to organize a rally for him in Texas, I loved everything he said and he is as genuine and intelligent in person as anyone can be. We need more like him in government. However, I think the UFO comments he made that the press played over and over did great damage over all and the fact that he is like a chihuahua picking a fight with pit bulls does not help. He needed more friends in high places and is not taken seriously in the circles that matter. Unfortunately, we the people do not matter in the big scheme of government.

so why does Dennis object. American overseas businesses always get to keep what they steal. This is why we have a government and an army. Any good patriot knows that.
