Secret Report Reveals Role of Medical Personnel in Torture at CIA Black Sites

Medical professionals working for the CIA played a central role in the "ill-treatment" of terror suspects in U.S. custody overseas, according to a previously confidential report by the International Committee of the Red Cross. The 2007 report describes interviews with 14 "high value detainees" who were transferred to Guantanamo Bay in September 2006, revealing the full extent of complicity and participation by medical personnel in a wide and grisly range of torture methods inflicted upon them. Listed in the table of contents of the 41-page report, these methods included "suffocation by water," "prolonged stress standing," "beatings by use of a collar," "beating and kicking," "confinement in a box," "prolonged nudity," and more.
The ICRC report describes "three principal roles" played by medical professionals in the torture of prisoners in U.S. custody. "Firstly, there was a direct role in monitoring the ongoing ill-treatment which, in some instances, involved the health personnel directly participating while certain methods were used."

Secondly, there was a role in performing a medical check just prior to, and just after,each transfer. Finally, there was the provision of healthcare, to treat both the direct consequences of ill-treatment detailed in previous sections, and to treat any natural ailments that arose during the prolonged periods of detention.

According to the report, which was obtained by journalist Mark Danner -- who first published excerpts last month and has now published its full contents on the website of the New York Review of Books -- certain methods required more active participation by medical professions. For example, in subjecting prisoners to "suffocation by water," "it was alleged that health personnel actively monitored a detainee's oxygen saturation using what, from the description of the detainee of a device placed over the finger, appeared to be a pulse oxymeter."
"Mr. Khaled Shaik Mohammed alleged that on several occasions the suffocation method was stopped on the intervention of a health person who was present in the room each time this procedure was used."
KSM, one of the few prisoners who the U.S. government has actually acknowledged having waterboarding, described his experience to ICRC staff.

I would be strapped to a special bed, which can be rotated into a vertical position. A cloth would be placed over my face. Water was then poured onto the cloth by one of the guards so that I could not breathe. This obviously could only be done for one or two minutes at a time. The cloth was then removed and the bed was put into a vertical position. The whole process was then repeated during about 1 hour.

Abu Zubaydah, whose torture has also been widely documented, described it as follows:

I was put on what looked like a hospital bed, and strapped down very tightly with belts. A black cloth was then placed over my face and the interrogators used a mineral water bottle to pour water on the cloth so that I could not breathe. After a few minutes the cloth was removed and the bed was rotated into an upright position. The pressure of the straps on my wounds caused severe pain. I vomited. The bed was then again lowered to a horizontal position and the same torture carried out with the black cloth over my face and water poured on from a bottle. On this occasion my head was in a more backward, downwards position and the water was poured on for a longer time. I struggled without success to breathe. I thought I was going to die. I lost control of my urine. Since then I still lose control of my urine when under stress.

The conclusion by the ICRC was that the interrogation of prisoners at U.S. "black sites" certainly "constituted torture." But additionally, "the alleged participation of health personnel in the interrogation process and, either directly or indirectly, in the infliction of ill-treatment constituted a gross breach of medical ethics and, in some cases, amounted to participation in torture and/or cruel, inhuman or degrading treatment." 

Indeed, the presence of medical professionals seemed itself to augment the psychological torture. "One detainee,who did not wish his name to be transmitted to the authorities, alleged that a health person threatened that medical care would be conditional upon cooperation with the interrogators." Another recalled being told: "I look after your body only because we need you for information."

This is CLEARLY in violation of the Hyppocratic Oath that each and every one of these so-called "medical professionals" take, and their licenses should be REVOKED, and they should be PROSECUTED. Think Mengele.

Here is the Hyppocratic Oath. Tell me how this fits in anywhere...

"I swear by Apollo, Asclepius, Hygieia, and Panacea, and I take to witness all the gods, all the goddesses, to keep according to my ability and my judgment, the following Oath.
To consider dear to me, as my parents, him who taught me this art; to live in common with him and, if necessary, to share my goods with him; To look upon his children as my own brothers, to teach them this art.

I will prescribe regimens for the good of my patients according to my ability and my judgment and never do harm to anyone."

THIS IS ABSOLUTELY DISGUSTING.

All US government doctors must be licensed in at least one state or territory, so the licensing boards should demand the names of those involved and take action against them by revoking their licenses.

Unfortunately, all indications to date are that Obama has granted a de facto blanket pardon and will protect torturers, kidnappers and murderers using the same legal maneuvers as Bush.

The fatuous claim that opinions by DOJ charlatans like Yoo and Bybee carry the force of law and exculpate crimes implies that we owe posthumous pardons to the Nuremberg and Tokyo defendants.

Like most modern westerners, I support abortion and assisted suicide for patients in pain.

Sebastian Haffner wrote eloquently about the moral descent of the professional class in his book "Defying Hitler." How intelligent, educated people could participate in genocide against others simply because of their religion and/or ethnicity has long exercised our brightest minds. How DO the "inmates take over the asylum?" is one way to put the question.

This should surprise no one. If these allegations are true (and I have every reason to believe it) it it but another drop in the torrent of crimes that were committed by that disgusting administration.

Journalists, like at Alternet, are far more complicit in the torture than any doctors. Because journalists, with any integrity, would have been writing about the huge inconsistencies, contradictions, and lies of 9/11. Had they done that, had Alternet had the stories about 9/11 truth it should have, none of the torture would have ever taken place.
The story of 9/11 truth is so obvious once you do a bit of reading, reading of the work of David Ray Griffin and Steven Jones and Richard Gage and Kevin Ryan. Their work is undisputable.
And yet seven and a half years have rolled by and Alternet hasn't come out with one decent article explaining what happened on 9/11. No calls for a new investigation from Alternet.
They have actually conspired to keep this truth from the American people, with the horrible results we have today and for the future.
If you don't like the power structure we have today, with the secrecy, the banking schemes, the wars and occupations, then blame Alternet. Alternet and the rest of the alternative media could have brought down this power elite had they just simply done their job......follow the facts.
To NOT do so is, I think, criminal.

No-one should be surprised to learn that medical professionals participated in torture.

Nor should they be surprised to discover that states which put prisoners to death have medical professionals secretly on their payrolls advising them, approving methods, and evaluating results.

Medicine has been suborned by capitalism. Capitalism knows no higher ethic than greed.

I make that statement, not as a socialist or Marxist, but as a Keynesian who acknowledges the value of capitalism as an engine of prosperity. The problem is that in our country, vast corporations have been allowed to form which acquired equally vast power over markets and government. These corporations have reshaped our society with their pervasive influence. Their ethical standards are low. Value is measured solely in terms of profit and wealth accumulation.

We are as much a fascist state now as any nation in history, though we pretend otherwise. Mussolini would be envious.

I do not throw the term "fascism" around loosely, as many are wont to do. Fascism is a state dominated and corrupted by large corporations, where public policy is hammered out by those corporations, and democracy is buried in propaganda, fear-mongering, and tampered elections.

In a fascist state, loyalty, patriotism and consumption are citizen virtues. Participation and critical thinking are not.

The only fly in the ointment is the internet, and it's just a matter of time before they crack down on it. ISPs have already become spies. Corporate think-tanks are hard at work figuring out what controls they can apply and how to propagandize them.

I don't think we should wait much longer to express our rage at what has happened to our democracy.

It's worth noting that thus far in history, no industrialized fascist state has turned itself around solely from internal forces. It has taken wars to displace corporate control over governments - and those only had a temporary effect. It will be very, very hard to turn this around.

These Three are nothing more than modern day Josef Mengele's. I hve no doubt they kept records on the effects of such torture on the human body.Did they plan on writing future papers on the limits of what a person could endure and survive.And at what point did they determine those boundries had been exceeded?
They not only broke their Oath to 'Do no Harm', but essentially partook in heinous experiments. If the limits of human endurance were already well known- there would have been no need for medical oversight.
These Three are just as guilty of War crimes as the Top Brass who gave the Orders.they are far more guilty than the ones even performing these atrocities. Most Enlisted have no medical education- and the fact such a person was present probabaly gave them the impression that such torture would not result in death- something these so called medical professionals knew full well could happen.The involvement of these 'medical' professionals leant legitamacy to the claim it was not torture...Pretty much everone assumes no Doc would break their Hypocratic oath or partake in such heinous crimes as Mengele.The Admin gave the Orders and the Doc's provided moral and professional cover to make it appear acceptable and thus Ok.

(bitch & moan about the details, there is a lot to be said for traditions, especially because ManKind seems to *love* them so much)

it has EVERYTHING to do with the American obsession with accumulating wealth & knee-jerk obedience to patriotic fervor.

When doctors get back to caring about their patients as much as their bank accounts, Calloways & driveways...

we'll get our ethical medical standards back.

& our societies will be the better for it.

Children and grandchildren ask those questions. They won't get an honest answer and it's better that way. But I would hope that everytime the question is asked these SOB's lose alot of sleep. Maybe end up on the sauce. They deserve to be haunted for the rest of their lives. Unable to look at themelves in the mirror. They are not serving their country. Thanks, ANNA

The first rule of all medicine and medical practice is 'DO NO HARM'.

I served in the Army Medical Corps during the Cold War period and this would have never been tolerated. It is not tolerated in the civilian medical world which I now work in. It is not acceptable by any reasonable standard.

Not only should the ones directly involved lose their license, but anyone with a license that had knowledge and did nothing, supervised, authorized or commanded people involved in this should be banned from any form of medical practice for life.

But nobody ever believes me. I've been a patient in a hospital numerous times in my life and EVERY time I come away thinking nurses and medical personnel are torturers! If you're a nurse reading this and disagree, its only because you don't know your colleages well enough. Or, you've never been a patient in your own hospital.
Yep, medical personnel are first and foremost torturers, thats why they went into nursing in the first place. Shocked??? Try having some condition or disease that puts you inthe hospital numerous times and you'll soon find out the bad news. I have no reason to just make this up.

This article never refers to physicians. Who were these people? More army grunts being blamed on the diabolical schemes of Cheney, Rumsfeld et al? I read this twice, and I don't see how they could have been doctors or even nurses.

Of all the professions and occupations that joined the Nazi Party in Germany of the 30's, doctors were the champs, hands down. 43% joined! In our society, now, in the U.S., the doctors are probably the greediest, least ethical gang of thieves capitalism ever spawned. Is it any wonder U.S. health care costs are the highest in the industrialized world and our health is among the worst?

...and Obama will not investigate or prosecute these war crimes, making him guilty of enabling the torturers. Just as Clinton refused to investigate or prosecute the Iran/Contra conspirators and torturers, giving them another day to ply their sociopathic endeavors, Obama is rewarding the neocons and war criminals. Pres O, you lied to us ...you as a guilty as they are. SHAME!
