VA Ordered Not to Diagnose PTSD

Posted by Mike Connery, AlterNet at 2:35 PM on May 15, 2008.

The VA is ordering its staff not to diagnose veterans with PTSD, short-changing our soldiers and making worse an already under-treated condition.

This is a disgrace. Citizens for Responsibility and Ethics in Washington (CREW) and VoteVets.org have discovered that the VA is instructing its staff to avoid diagnosing soldiers returning from Iraq and Afghanistan with PTSD:

Both CREW and VoteVets have issued spot-on statements on the matter:

Melanie Sloan, executive director of CREW, said today:

It is outrageous that the VA is calling on its employees to deliberately misdiagnose returning veterans in an effort to cut costs. Those who have risked their lives serving our country deserve far better. First and foremost, they have a right to expect that they receive diagnoses and treatment based on their symptoms and not on the VA’s budget. The VA should immediately reverse this and any other similar directives.

Jon Soltz, an Iraq War Veteran and Chairman of VoteVets.org, added:

This is an issue I take personally. I know of many people who received a diagnosis of ‘Adjustment Disorder,’ who strongly felt they had PTSD, many of whom confirmed that suspicion with an independent diagnosis. Many veterans believe that the government just doesn’t want to pay out the disability that comes along with a PTSD diagnosis, and this revelation will not allay their concerns. It is crucial that we quickly get to the bottom of this, and ensure that misdiagnosing veterans is not part of some cost-cutting policy.

According to a study by the RAND corporation, approximately 300,000 veterans of Iraq and Afghanistan display symptoms of PTSD, or nearly 20% of veterans. PTSD is highly stigmatized within the military (in which is is viewed as a sign of weakness). Soldiers are encouraged to "tough it out" rather than seek proper car. That's why only half of those 300,000 veterans have ever sought treatment.

This move by the VA makes worse and already bad situation in which soldiers are not receiving the proper care from an injury that is as serious as any physical wound. Earlier this year Senators Clinton and Obama met with young veterans to discuss their issues, and PTSD came up a number of times. Here's a chance for them to show those veterans their support.

Digg!

I'm still capable of being shocked by our government

This one is so outrageous that I at first wondered if it was a hoax. I would still like to see final confirmation. I mean what government bureaucrat would be be so dumb as to actually e-mail this to multiple people?

Then I remembered. This is the Bush administration. Anything is possible.

Assuming that it is authentic, I don't think there is a word in any English language thesaurus or dictionary that describes my feelings about this.

My dad is a WWII combat veteran who worked virtually his entire gov't career in the VA hospitals division. He has Alzheimers now. He is spared having to read this and weep for the nation that he and his buddies sacrificed so much for in his youth.

I'm almost in tears myself....

In an atmosphere of anti-intellectualism, as aptly describes the government under our current Administration (among other things), it is no surprise that politics should trump science.

Please let us be done with these idiots as soon as possible!

"Many veterans believe that the government just doesn’t want to pay out"

and they'd be right...the gubment pulled the same sort of thing with viet nam vets - refusing to pay agent orange claims...have they paid any yet???

i worked in the medical records department of a VA hospital in the early 80s and saw the denials first hand (met some of the actual veterans, too) it was truly awful to plainly see their injuries were from agent orange and yet the gubment would blame anything outside their military service for their injuries...SO THEY WOULDN'T HAVE TO PAY plain and simple.

of all the inhumane treatment our veterans are getting from our own government. It's difficult to put into words how utterly disturbing this is.

It's this; it's the Republics trying to undermine the GI Bill; it's the stop-loss program; it's the fact that some soldiers/marines are on their SEVENTH deployment to Iraq/Afghanistan; it's the administration and DoD ignoring suicide rates among veterans; it's the systematic crisis within military families; it's the homelessness rate among veterans; it's the fact that they are coming out of the military without jobs; it's the way the military treats women soldiers; the rate of sexual assault in the military, particularly in the war zones; it's the yet-to-be-discussed effect that depleted uranium weapons are having on our soldiers (not to mention Iraqi civilians)...

There are too many things to list here.

And the list grows daily. This is an utter disgrace. How dare he call himself "Commander in Chief?"

Why is ANYONE shocked at this?

This is what happens when the VA budget is slashed by $28 BILLION dollars by an adminstration that cares more about getting Halliburton paid then taking care of the Combat Veterans it's sending to Iraq.

Some of us Vets have to wait EIGHT MONTHS for a doctors appointment.

Last year the DOD got caught sending soldiers home from Iraq just 2 days short of completing the required length of of a combat tour so they wouldn't have to pay them full benefits when they got home.

Welcome to George Bush's America.

If you happen to know some superpatriot kid who is at the moment thinking of foolishly join the US military, e-mail him or her this article and tell them they ought to have second thoughts.

The American military is not part of the solution, it is the problem. Think how much of our natyional treasure we are in the process of pissing away just keeping the military industrial complex functioning. At the moment, the USA's main export are weapons of death. I tomorrow the entire planet became enveloped in peace love and good cheer, the United Sattes would whither and die. Oh, we can't allow that to happen can we?

Fuck the Army. Fuck the Navy. Put 'em out of business.

I sent this to a guy I went to high school with. He is a Vietnam Navy Vet and I am a Vietnam Marine Vet. I have always considered him smarter than I. He is very active in our American Legion and I am not. I sent him this link and here is what he sent me back. Just to let ya know what am going to do about it "is crawl back in my hole and stay awhile". It's probably the best thing to do as I am a Conspiracy Theorist and Ron Paul supporter. I have been labeled as a KOOK for my political views about the current Bush Administration and Bilderbergish CFR Secret Societies attached to it. So maybe the best thing to do is stay at home. Here his response:

"This sounds like the old VA but may be hoax. VA used to act this way in 70's & 80's but they were forced to change. They were always under funded and never taught how to develop/justify budget request. But in current environment they should have no problem justifying what ever budget they need. Course the VA never knew how to spend the money they had wisely so they could just be dumb. Actually, sending msg / email like that would qualify as stupid."

This is OUTRAGEOUS.....this is criminal...."We" send our young people out to fight and kill for us remaining here.....and then "we" F*** them when (IF) they come home....without even a kiss.

This is so terrible....mental damage of any sort is a malady that MUST be addressed and treated.

There is NO cure for PTSD (or "social adjustment" problems) caused by extreme stress...there is some relief through meds and counseling....but these people will never be "well".

How can we do this to people who protect us??? (rhetorical).....our gubment is becoming scum of the earth.....
I am truly ashamed.....I offer my prayers and thoughts and compassion to all our troops and their families.

Yesterday, Gates was presented with an idea...

for new policy concerning Iraq/Afghanistan troops. The idea was that the soldiers/marines diagnosed with PTSD be eligible for a Purple Heart.

His answer?

"That is an interesting idea. It's worth looking at." (I'm paraphrasing)

Translates to: NO WAY IN HELL. AIN'T GONNA HAPPEN.

This administration is all talk and no action when it comes to supporting the troops. Most despicable.

The way I read the email above, is different than what everyone else is getting...It takes years to determine if a person really suffers from PTSD. The new diagnosis mentioned in the email of "Adjustment Disorder" may be the same thing, and will eventually lead to a PTSD diagnosis. They will still be under treatment whether it is either diagnosis, I would hope.... The difference is; whether or not they will require treatment, rehabiltiation compensation and disability for the rest of thier lives or just treatment and possilby temporary disability. This email does not mean they will be turning their backs on the soldiers coming back from Iraq or Afghanistan. Maybe due to the large numbers they have to catagorize them differently. A vietnam vet freind of mine just got his diagnosis of PTSD and a particial (1/3)disability yesterday, which he will get the rest of his life. He has been under treatment for this for years through the VA, but HE just now decided to go for the PTSD diognosis and the disability. He maintained ok until the Iraq war started and it all came back again and he has been having a hard time focusing on his job. He never married and still has horrible nightmares. I have no doubt that these soldiers are suffering and are having trouble adjusting to being back in a normal life. But some of them will re-adjust and be able to function in society normally (as possible) once again with treatment. Some will not, they will not be able to hold jobs or take care of their families no matter what anti depressants they are on and in time will get the diagnosis of PTSD and will eventually be put on disability for the rest of thier lives. I would want further explanation than just going off this email sent back in March.

I sent this to Senator Carl Levin

I printed this and sent it to Senator Carl Levin. I watched the testimony by those brave young men from IVAW on c-span yesterday. Representatives who were there included Maxine Waters, Sheila Jackson Lee, Barbara Lee, Lynn Woolsey, and others who's names I didn't get. One young man said that the Hummers they were using had PLASTIC DOORS. I've heard many times about the helmets, the body armor, electrocutions, contaminated water, other things, some of which was related to the representatives yesterday. But I told Sen. Levin that it is an abomination that every time someone wants to do right by the vets, someone says it COSTS TOO MUCH but they never say that Halliburton crooks, Blackwater thugs and KBR rapists stealing everything from money to water to food to well armored vehicles to body armor and on and on from our troops costs too much and yet they still CLAIM THEY SUPPORT THE TROOPS. I will start printing more of these stories and sending them to as many senators and representatives as I possibly can. Most don't take e-mails from people who are not in their district, but they do get letters in the mail and every address is listed. If this were the ONLY crime of the Bush administration, they would ALL deserve to be impeached and/or jailed. The VA has been doing this kind of thing for more than 30 years that I know about, from Agent Orange to the Gulf War Syndrome to PTSD to traumatic brain injury or anything else service related. It's about DAMN TIME someone STOPS it. I told Sen. Levin that if the congress is going to continue to fund this "illegal God Forsaken occupation" then they darned well better DEMAND an accounting of every penny that is spent, with absolutely incontrovertible PROOF. If GWB refuses or the Pentagon refuses or DHS refuses or the DOD refuses, then they don't GET ONE CENT. PERIOD!

The VA has always been disasterously in denial about true veteran''s issues (such as agent orange after Vietnam), much worse so when the GOP takes over for a few years and cuts even more funding repeatedly.

Only one "advanced" country on Earth fails to provide health care to all citizens and permanent residents at government expense - the U.S. Right now America''s worst enemies are the ultra right wingers in the GOP and those that mindlessly quote their twisted, ugly mantra out of ignorance and prejudice...more damage has been done to the once-great U.S. and to the rest of the world by the neocons than by the terrorists.

In and out of the military, let me remind you that this insane adminestration has "PRIVATISED THE MILITARY" This adminestration has violated every ethic that America was built on and continues to shed the blood of millions of the world's population. Read Jeremy Skahill's "BLACKWATER"...Then ask yourself why? Why would they Order PTSD be excluded from the VA? It's because a dead soldier or citizen is cheaper than a live one!

The VA effort is certainly a disgrace. I'd like to point out, however, that when I looked into PTSD in the '80s, there was a well organized effort to teach veterans how to "fake it" in order to get a positive diagnosis. I don't know how successful this was, but it was equally disgraceful.

PLease reveal who the psychologist is. This is typical. As a therapist, I would love to treat soldiers and their families, but guess what. TRI-CARE(military insurance) denies my payments, and then they send me a 1099 saying they paid me! Unfortunately I cannot afford to work for free. PTSD is very real and here we go, neglecting the veterans.
