Rep. Conyers: Impeachment Is Not Off the Table

I found it interesting that Conyers semi-rejects impeachment because that's what the Republicans ran on in 2006.

Today at the Progressive Media Summit I managed to catch a conversation between Rob Kall of OpedEdNews and House Judiciary Chairman John Conyers on the potential impeachment of both Bush and Cheney. The video starts in the middle of a sentence, but other than that, it's pretty clear cut. It's an interesting dialogue in which Conyers goes back and forth on his own authority and ability to bring impeachment charges, his political arguments against it, and finally, his firm statement that Bush could do plenty to justify impeachment and that the option is not 'off the table'. You get to see a fascinating and very human interaction between a highly intelligent activist and a sitting Congressman with immense power who is vaguely irritated at having to answer questions, but also intensely interested in answering them.

The transcript is as follows:

John Conyers: Two impeachments rather than one. They've either got to be simultaneous or serie atum.

Rob Kall: Serie atum would be the way to do it. First Cheney, then Bush. History teaches us, let's start with Gonzales. We went to Gonzales, and he's gone. They went to Agnew, he left. Then they went to Nixon, and they started doing hearings on him. It never went to a vote in the Senate. And I don't think it ever would. All we need to do is get the hearings opened up where they can't say 'sorry, executive privilege, then you've got the tools, which is what Impeachment is, it's a tool.

John Conyers: You know who's been in more impeachment hearings than anybody in the House or Senate?

Rob Kall: You?

John Conyers: Right.

Rob Kall: And you wrote a book on impeaching Bush, too.

John Conyers: A couple, yes. Well there must be some compelling reason that I'm not doing it right now.

Rob Kall: Pelosi, Pelosi keeps coming to mind.

John Conyers: How could she stop, well, she could stop me because actually it goes through a special committee on the House, but, Pelosi can't stop me from anything, really.

Rob Kall: Really?

John Conyers: Yeah.

Rob Kall: So it's you stopping you, nobody else?

John Conyers: Well I don't know whose ever stopped me before, I don't know why Pelosi's going to stop me now.

Rob Kall: You know people say it's too late, and it's not too late for Bush to start another war, appoint another Supreme Court justice if something happened, and here we are stuck with him during the worst economic crisis...

John Conyers: Let me just say this to you because there may be some other people that want to talk to me. Let me tell you this. If we started an impeachment hearing that didn't succeed, guess what would happen. They would say that he's being demonized, that Conyers always, they campaigned against the Democrats taking over last year, wait a minute, they campaigned against the Democrats saying two things, Rangel will raise taxes if the Democrats ran and Conyers would impeach Bush. Now to come in on January 28th after having been impressed by your logic, Rob, and saying we're going after both these guys at once and if it doesn't, and I really smile at this one, and if it doesn't work at least you did it and taught them a lesson. Well they would take that and that would bleed right into the election of 2008 sure as we're standing here.

Rob Kall: You've got in your committee stuck there held back Dennis Kucinich's bill.

John Conyers: So what?

Rob Kall: I asked Dennis about it and you know what he said, I asked him about people not acting because they're afraid of the reaction of the Republicans, and his reply was 'that's no way to run a democracy'.

John Conyers: Well I see Dennis Kucinich way more than you and I know a lot about what he's doing and why he's doing it. I know about my dear friend Bob Wexler from Florida and that's their right and their authority, but I'm the chairman.

Rob Kall: Is there anything that could happen that would change your mind?

John Conyers: Sure. There are plenty of things that could happen. And it's not off the table.

Rob Kall: It's not? That's good to hear.

John Conyers: Well that's why we're talking.

Rob Kall: Thank you.

I found it interesting that Conyers semi-rejects impeachment because that's what the Republicans ran on in 2006. The Republicans lost in 2006. And in a democracy, that means the voters rejected the arguments of the GOP, including the arguments about Rangel raising taxes and Conyers beginning impeachment proceedings against Bush.

Other than that, the significant news is that Conyers believes he can begin impeachment proceedings against Bush if he feels it is warranted, and may do so if Bush transgresses a line that Conyers feels is inappropriate.

The argument he gave that the republicans ran against it was so incredibly lame it was incredible, as in not credible.

He is ignoring his constitutional duties. I don't care if the Republicans piss and moan to any reporter with a pen, microphone, or camara about the impeachment of GWB for the next 20 years! God knows they probably will. But who cares? Get on with it already! Restore the rule of law! Political damage? Fuck political damage! I want my country back! Conyers, grow a set and do your job!

and it seems that conyers is not concerned about saving american lives, or saving the country. sounds to me that he is more interested in allowing the republicans to hang themselves, and is unwilling to chance losing position to "expediate" the republican demise...

seems he has forgotten the six guys that died on a totally retarded mission just the other day, and for sure he could care less about the many hundreds of thousands of dead iraqis.

god bless the politicians, especially the ones that know how to hold on to their position....

Clinton's impeachment went like clock work because no one making accusations could in any way be complict. Clinton acted alone. Unlike the current regime which has managed to make sure that if they go down so will countless others. I believe that the number of people who could be named in a serious impeachment proceeding is staggering and includes some very unlikely names. This is not by accident. It's a form of insulation. *What Happened to Make This All Possible?

On November 6, 2007, Rep. Dennis Kucinich brought H.Res.799, for the impeachment of Cheney, to the House Floor for debate. It was broadcast on CSPAN. A sudden outpouring of public support for impeachment forced lawmakers to keep the resolution alive. Democrats, most of whom currently resist demands for impeachment, were unwilling to kill the bill with the public watching. Republicans and some Democrats, mindful of impeachment sentiment, voted to debate the bill, but failed. At the end of the day, Americans of both parties had made it clear whose "table" this is, and that they want to see impeachment on it.

The repugs ran on "If they get elected they'll impeach Bush" to rally their base exactly BECAUSE they KNEW AND KNOW there's REASON to impeach. Conyers didn't used to be scared of a fight. What's happened to him?

as to call John Conyers a coward (especially for not acting in a fashion that I would prefer; despite the fact that I think I am right about the need that George Bush and Dick Cheney to be impeached) but at the same time I would have to ask how much more is needed for impeachment proceedings to begin.

Does he need to invade a few more countries without cause, lying to convince the American people of his cause? Or is it the outing of another CIA agent whose husband or wife disagrees with his policies? Perhaps spying on the American people or the ignoring the Geneva Accords whenever they become inconvenient would fit the bill.

Or perhaps we need another Katrina; another display of broad-spectrum incompetence.

Maybe if he were to fire any Attorney Generals that didn't tow the line on voter fraud prosecutions, despite the fact that there were little examples of voter fraud to actually prosecute.

As much as I respect John Conyers as a legislator, I have to ask: How much more must the fabric of our country be torn asunder before he deems impeachment proceedings necessary because, while things can get significantly worse, anything short of full-on fascism doesn't appear to move Mr. Conyers.

I understand that he isn't interested in making George Bush and his cronies a cause celebre; Look at how those nasty Democrats picking on Pious George!

I understand that he doesn't want George Bush to be a right-wing martyr, though at the same time he has to ask himself if all that matters when he has sat on the sidelines while the country was run into the ground.

Though by then, will it really matter?

Congressional Term Limits is the solution. If Rep. Conyers were being termed out, then he wouldn't give a damn about his positon, but, rather, he would probably (hopefully) proceed with the Impeachment Bill, which would lead to the Impeachment Hearings, which would, in turn, finally lead to the Impeachment Vote. CA is now trying to overturn its State Legislative Term Limits law, which will fail. Conyers, make 08 the yr for Pres/VP Impeachment

The problem with the Democrats is that the left never holds them accountable. We always vote for their lousy candidates no matter what lies they tell us or what accomodations they make to the GOP. If we feel so strongly about this, we have to demonstrate it by voting against them.

What else can this president do that is not on his list of accomplishments? Kick an old lady in the leg while she crosses the street?
I don't understand what that limit is, it is just another excuse.

We the people of the good old USA have been told by John and others that Mr. Bush & Co. need to be impeached, well we have emailed, called and tryied to get our men and women in washington to just do it but here it is 1 year to go and we hear a little talk now and then but not one thing has been done to start the impeachment hearings yet, I have called my congressman many times he is senator mitch mconnal of kentucky a YES MAN FOR MR. BUSH & CO. SO US PEOPLE HERE IN WEST KENTUCKY HAVE NO VOICE IN WASHINGTON (HE IS MR. BUSHS BIGGEST SUPPORTER NO MATTER WHAT MR.BUSH WANTS MITCH VOTES FOR HIM. Mitch is running again this year he will be elected by a large margin as this is the heart of the bible belt, we here love Mr. Bush & Co., when I go to the coffee shop for coffee and say one word about Mr. Bush & Co. I think the opinion of this Congress would be much higher had the dems immediately upon winning Congress gone after "The Texas Turd" and his administration the day after the '06 election. Here we are now, less than a year away and this criminally insane administration is still getting away with doing everything they damn well please with just a "tetch" of resistance. I agree with all the posters who are calling for a totally clean sweep of Congress and starting over from scratch. What could we lose?

You know, the 67 that would be needed to convict and remove Cheney and Bush.

Impeachment is more than a pointless exercise now, if we pursue it with no hope of ultimate success - and there is exactly zero chance of conviction and removal - it will further damage the constitution.

How?

First, the same Supreme Court that appointed these thugs will be called upon to rule on various matters of privilege and evidence. These rulings will be precedents and could preclude any chance of getting our country back.

Second, there is no hope of conviction and removal. The Democrats couldn't muster 60 votes for a simple motion of censure of the worst criminal ever to be AG, Alberto Gonzolez - much less 67. (I include John Mitchell who actually served jail time, I believe.)

Third, the Rethugs would not only claim victory, (after the inevitable acquittals) and that the entire process was a partisan exercise but Bush and Cheney would have actually been found innocent, and would be able to claim that everything they had done was legal!

So.

After this process, we would still have chimpy - but now he would be crowing that his wiretaps and every other crime he committed was perfectly legal - and that is exactly the precedent that would have been set!

THINK!

Nobody here hates those bastards more than me - but I love the constitution more. I want it (badly damaged as it has been) to survive this administration. I would love to see those bastards tried for treason! If there is ever a reasonable chance for that to happen, I'll support it enthusiastically. For now, the best possible outcome is that these bastards finish their terms and turn the presidency over to a Democrat next January. I don't even want to contemplate the worst.

This article cites many compelling reasons to impeach both Bush and Cheney. I can barely understand why any MORE reasons would be needed in order to impeach!

Lieberman and blackmail

Conyers' reasoning doesn't pass the smell test for being credible. Is something else going on? I can't prove anything, but technically, as an "independent" Democrat, Lieberman holds a blackmail option. He could just tell Conyers and Pelosi that if they impeach Cheney and/or Bush, that he would declare that the effort was political in a time of war; that he would consider it treason; and that he would switch to the Republicans in that case. That would turn the Senate over to the Republicans, and all the committee chairs in the Senate would instantly go to the Republicans. Cheney would have the controlling vote in a 50-50 tie. If anyone knows of any evidence of such a situation, please post it.

If a crime has been committed, do the police not arrest the suspect if they think the jury will not convict?

Once impeachment hearings commence, there will be EVEN MORE OVERWHELMING EVIDENCE!

(Seriously, read the link! Chances are you don't know aobut this because the U.S. media isn't doing their job!)
