Here's an alternative theory:
Most of the deaths in Iraq today caused by "sectarian violence" are now due to Shia death squads. Of course the Iraqi government is claiming that these people are acting outside the law and it is powerless to stop them. That's what every death-squad-using government claims. This tactic is so familiar it even has a name: the "Salvador Option". And part of the "Salvador Option" is for the U.S. to claim that it's "pressuring" our client state to get the death squads under control.

These Shia death squads are the Shia-dominated government's preferred method of oppressing and controlling the minority Sunni population, and the U.S.. as a supporter of that government, is complicit.

Since the end-state has already been determined (Shia dictatorship with death squads) what purpose is served by continuing the U.S. military occupation of Iraq?
