That cop was aiming for major nerve involvement and as much pain as he could cause! Reminds me of the Brit cops who pulled up next to and nailed a man who was just walking along on a sidewalk and nailed him at least twice in the head, then said, "Oh, wrong guy," and drove off leaving him incapacitated, twitching and puking on the sidewalk. I don't care what went on before the video - Ruiz was standing there peacefully, his hands in plain sight on the car and obviously not suspecting any such attack. And the cop just held it there and kept it discharging! Eventually one of these badge-wearing thugs is going to get hurt or killed when someone who's been cooperating see it coming and reacts just a little more quickly than the cop expects. Someone with PTSD, or even just with enough training might do that, reacting in self-defense before he even realized he was moving. and do we even have a right of self defense against a sadistic cop? Do we have to just hope we survive long enough to have the sadists "disciplined"?

Shit.

I guess if you can prove you are cowardly enough, you might get a promotion to work for the private security industry. I am not surprised anymore by this, just more angry.

egregious police activity will stop until the police chief is penalized everytime it happens. The chief after all is responsible for the discipline in the ranks. If he can't cut the mustard in that respect then fire him.

The company that manufactures the Taser has done everything possible to allude to their device being safe and a good way to manage a suspect.The cops have taken this and run with it to where they now use the device for attitude adjustment as well as any intended use.Watch any reality cop show and you'll see them Tasering all manner of persons for the most innocent actions.The device has morphed from what it was meant to be used for to a tool of first resort and the makers are just as responsible as the police themselves.Until actions like the one featured here are punished in a manner suitable to the crime the police will continue to misuse the Taser in what amounts to pure torture,often for the amusement of the officer involved.

the same abuse of power. It has become common practice to see how far, people of power can push the limit. We saw the rise with Bush/Cheney in taking away our civil liberties with such slide of word/hand. Liars/thieves and the Senate/Congress just went along with everything, like a bunch of trusting pet monkeys. Bush/Cheney set the stage for "The New World order" to step right in and enslave us all. George managed to do what his grandfather could not do. Take over and control America.

It would have been nice to see the rest of the video to understand what transpired before the tasering. I understand the mans attorney who released the tape wants his client portrayed in the best light but it seems a little intellectually dishonest to only show the last few seconds.
