Obama Expands on Economic Plan, Emphasizes 'J-O-B-S'

Posted by Steve Benen, Washington Monthly at 4:13 PM on October 13, 2008.

Obama struck an optimistic yet pragmatic tone in a policy speech on the economy today.

There were reports this morning that Obama was scheduled to give a "major" speech on the economy, but there have been plenty of "major" speeches, and it's hard to know when and if an address will include new information.

As it turns out, today's "Rescue Plan for the Middle Class" speech, delivered in Toledo, Ohio, really was a "major" speech.

Video excerpts aren't yet available online, but I'd encourage folks to check out the transcript. It included a healthy dose of both rhetoric and policy specifics.

"Right now, we face an immediate economic emergency that requires urgent action. We can't wait to help workers and families and communities who are struggling right now -- who don't know if their job or their retirement will be there tomorrow; who don't know if next week's paycheck will cover this month's bills. We need to pass an economic rescue plan for the middle-class and we need to do it now. Today I'm proposing a number of steps that we should take immediately to stabilize our financial system, provide relief to families and communities, and help struggling homeowners. It's a plan that begins with one word that's on everyone's mind, and it's spelled J-O-B-S."

It was a rather lengthy policy proposal, but the speech emphasized a new jobs tax credit, eliminating all capital gains taxes on investments in small businesses and start-up companies, fast tracked loan guarantees for the auto industry, infrastructure projects, an extension (and expansion) of unemployment benefits, reforming unfair bankruptcy laws, and a three-month moratorium on foreclosures. Obama also endorsed McCain's proposal on waiving rules that force seniors to withdraw from their 401(k)s even when the market is bad, and took it a step further, making it easier for all Americans to withdraw up to 15% from their IRA or 401(k) through the end of next year without penalty.

The notion that Obama doesn't back up his rhetoric with specifics certainly doesn't apply today.

As for the rhetoric, Obama threaded the needle a bit, striking a tone that was optimistic and pragmatic.

"This country and the dream it represents are being tested in a way that we haven't seen in nearly a century. And future generations will judge ours by how we respond to this test. Will they say that this was a time when America lost its way and its purpose? When we allowed our own petty differences and broken politics to plunge this country into a dark and painful recession?

"Or will they say that this was another one of those moments when America overcame? When we battled back from adversity by recognizing that common stake that we have in each other's success?

"This is one of those moments. I realize you're cynical and fed up with politics. I understand that you're disappointed and even angry with your leaders. You have every right to be. But despite all of this, I ask of you what's been asked of the American people in times of trial and turmoil throughout our history. I ask you to believe -- to believe in yourselves, in each other, and in the future we can build together. Together, we cannot fail. Not now."

It sounded like a deal-closer to me.

Anyone who has not yet figured it out...A Strong economy, therefore a Strong Country begins at the foundation and builds UP.
'Trickle Down' aka 'Shit Rolls Down Hill' economics has been the Biggest 'Snake Oil'Deal ever sold the American Public.
Funny when Economic pundits are asked'What got US into this' and they proceed with a litany of Bullshit.
The Answer....The Reagan Adminstration began this Cluster fuck and every Republican Since has continued to pull this Scam.
What Idiot still refuses to see the FACT this country was built BY the Labor Force, NOT the corps or the 'Rich'.They are merely results of Our Labor.
I was Not thrilled by the Wallstreet Bail out no matter how they candy coated it, was disappointed Sen Obama did Not seize the opportunity to Switch gears immediately (Shock Doctrine which Works to Our Advvantage for Once), but Now He's Talking...Moratorium on foreclosures, Fair Bankrupcy Laws, Extended Unemployment and JOBS!!!!
Of Course those Who fancy themselves Nobles will Hate these proposals, But they had better Remember Their population %....from about 1% to 5%, So beware the 'natives are Restless'

(Was that a deliberate pun?). We in the (greatly diminished) middle class have been silenced for too long by accusations of "Socialism", when all we want is a fair shake. Fair taxes on the rich, the right of workers to organize and demand decent wages and working conditions, health care for all, affordable, quality education, penalties on mega-corporations that take our jobs to other countries where they can get labor for slave wages with no human rights or environmental regulations, while they give their CEO's multi-million dollar bonuses every year on top of their multi-million dollar salaries, as a reward for devastating our economy.

Well, the chickens have come home to roost. This orgy of unregulated greed has all but destroyed our economy, a big chunk of the middle class and left untold millions homeless. All while we spent billions invading a country that had nothing to do with 9/11 and continue to occupy that country at the cost of more billions, and thousands of American lives and probably tens of thousands of Iraqi lives.

Rebuilding wont be easy. Cheney and Bush and company should be tried as both war criminals and for crimes against the citizens of their own country. That may be too much to hope for, but I'll settle for them slithering back under the rock they crawled out from, and taking the once decent McCain and that evil twit Palin with them.

Jobs, jobs, jobs. That is a winner. He will now hit it out of the park.

eliminating all capital gains taxes on investments in small businesses and start-up companies

Now I wonder if my husband and his partners are so glad they sold their business last year...

I would have recommended they wait, but they were so dead sure a Democrat would be elected and raise capital gains, that they sold the business to foreign investors (right as our money was devaluing like crazy) to invest it in other stock that was over leveraged into crap.

These are the same people who absolutely refused to believe a word I said about my plan for ending the drug war. They suggested to my husband I was crazy and divorcing me would be a solution for their mutual problems with me. Hmm...

I think that was very, very stupid. When a boss tries to divorce his employee's wife because she is smarter then what he is happy with?

They knew I was really, really smart and creative. They should NOT have turned their back on me. They slandered me to my husband, it was discrimination against me based on their own racial, medical and religious discrimination. That was a very, very stupid thing to do to me.

When you have a politician in your 'family' and you totally reject them and their radical new ideas, what happens when they get really politically successful?

He obviously didn't think about that possibility. Oops. Not listening to me cost my husband's boss millions of dollars. I hope he is satisfied with it, actually, I hope he is wracked with guilt and remorse.

What threaded needle???????????
All I read here is more rhetoric.
What plan?????????????
All I see here is more rhetoric.
Admittedly I'm voting for the guy! But like everyone else except the priviledged few I'm betting on belief only. He has 4 years to deliver. I won't live that long, but I won't force any more Republicanism on this country & culture
If ever there was evil in this life and on this planet, it is the class preserving National Socialism of '30's Germany, Italy & Japan who've learned their lesson well and the current state of the United States.
It's time to come out with a job plan that is real instead of golden rhetoric. Show us a Civilian Conservation Corps to plant trees or patch roads; repair bridges or dig storm trenches; even collecting trash along roadways is positive value added employment compared to todays reality.

I appreciate the article. I appreciate Obama's rhetoric. How about eliminating capital gains taxes on individuals who have to cash in mutual funds at this dark moment? The infrastructure project is a good idea, before any more bridges collapse. At any rate, I still think that deep market reforms with emphasis on antitrust and employee rights will help middle America become strong once again, competitive, diverse, healthy. In the current paradigm, big business is being propped up to continue its predation upon small and mid-cap businesses, those businesses that want to compete by employing good people for the long run, by doing good work or providing great products, and by achieving excellence in the market, as opposed to all those that are in the race for the most houses and the biggest yachts. What big business can't ship offshore, it can buy, strip and dispose of. Eliminating pensions and asking for employee concessions have become matters of competition. At the risk of sounding like a Luddite, I believe that globalization might be the ultimate enemy to this reform. Obama once spoke of renegotiating NAFTA, but of course that was just the "heated rhetoric" of the primaries. All bets are off, except for one. I just don't trust Obama any more. www.votenader.org is where you can see some real answers.

Obama and his fellow Democrats have supported legislation that provides amnesty to illegal aliens and drastically increases the number of H-1B visas. These guys have also shipped jobs offshore. That's the way he supports the poor and the middle class.

You have the power to put an end to this.
