The Senate has introduced a bipartisan bill tripling funding for President Bush’s program to fight HIV/AIDS. The $50 billion budget over five years would go toward the President’s Emergency Plan for AIDS Relief (PEPFAR), which is set to expire in September.

The legislation, however, is being held up by Sen. Tom Coburn (R-OK) and six other conservative senators who object to the fact that the program would direct most of the spending on the “prevention” of HIV/AIDS, rather than just “treatment.” The treatment of HIV/AIDS-infected individuals is “the No. 1 prevention protocol we have” argued Coburn.

Coburn may be an obstetrician, but he seems to be out of the mainstream with other medical professionals on this issue, who say that focusing on treatment as a form of prevention is short-sighted and ineffective:

“Most experts agree that treatment is only one small part of the prevention agenda,” said Denis Nash, director of monitoring, evaluation and research at the International Center for AIDS Care and Treatment Programs at Columbia University. […]

The prevention effect of treatment is not likely to be anywhere near the magnitude of prevention through prevention,” including safe-sex education and condom distribution, said Mead Over, senior fellow at the Center for Global Development.

Coburn has a habit of blocking bills funding medical research, and his record on health care is abysmal. Coburn has repeatedly blocked legislation funding breast cancer research, doing so as recently as April, as well as funding to screen returning veterans for signs of suicide risk. In 2005, he proclaimed that silicone breast implants “make you healthier.” When running for Senate in 2004, he suggested the death penalty for abortion doctors.

In a letter to Senate leaders last month, 14 GOP senators urged the passage of the PEPFAR funding bill. ONE has a petition here urging senators to support the legislation.

When is he up for re-election?

It can't be soon enough. Impeach the fool for gross incompetence and religious intolerance. He is un-American!

This is another argument in favor of starting the impeachment proceedings. Toxic refuse like this only gets washed out of a stable if you actually divert a river through it, at least a good sized creek. Have it flow into the gardens, increase your vegetables and food crops.

I hope Oklahomans enjoy their tornadoes. Voting for senators like Coburn and presidents like Bush win you ignorance, poor health care, and best of all, the worst in climate change.

I don't understand how you can favor a million-dollar "treatment" regimen...

...and oppose a $.10--in bulk--prevention method (condom ring a bill...er, bell)?

I get the fact that treating AIDS in developed nations as a chronic disease (think asthma) is an appropriate thing to do with federal dollars, unless we want AIDS contractees dieing in the street of KSHV and moldering themselves to death. I don't understand, however, why--if we're going to federally fund life-long treatment of AIDS contractees--why in the hell you wouldn't fund prevention paramount.

What a complete ass?

i guess, though he is being consistent...as an abstinence only supporter he is against the prevention of pregnancy as well...so being against the prevention of HIV/AIDS is just more of the same...sad thing is they can BOTH be prevented with the same simple inexpensive device: a CONDOM...

no, he is not up for re-election...but a friend in OK says coburn said he wouldn't run again...guess we can hope he won't.

When you have a hammer in your hand, everything looks like a nail.

When you are a doctor, every medical problem is solved by treating it, because that's how doctors make their money. Actually solving the problem in the first place by prevention is not good, because it means less revenue for doctors.

Don't tell me he's 'Pro Life 'too.
The most vile Group against Life. I must ask Who do They Serve?
When we have the means to Prevent AIDS, the Means to Prevent Unwanted Pregnancies,They constantly prevent US from even trying. To me it appears they ARE Pro Abortion and Are Pro heinous Death. Add to that their enjoyment of allowing they fellow man to suffer when stem cell therapy could at least improve a person quality of life - if not cure many diseases and infirmities.
Of course since they follow the Deniers of Jesus's real doctrine 2 millenia ago- what could you expect. Peter and Paul worked their little Heretical asses off to Seize Power and Deny the basic tenents of Inclusion Jesus was Preaching to his fellow Jews. Jesus wanted the jewish Faith to embrace the Gentiles of all religions so to conquer the Oppresive Roman Empire -soon to become the HOLY Roman Empire/The HOLY Roman Catholic Church (and their minions Demoniations), by followers of Peter & Paul who wanted to become Idols themselves) Hey hatred, Oppresion and Sentences to Death is in their Blood They are only following a Long Standing doctrine and Agenda. No wonder At the Age of 9 I refuse to be indoctrinated any further into these HERETICS Religion. And have spent years preferring to proclaim myself an Atheist- Not a Denier of a Greater power or Scheme, but of Their Treatory. Peter and Paul highjacked the Faith and anointed themselves 'Kings' above all mankind and even 'God'.Again Who Exactly do they Serve? Obivously an entity that requires the help of a mere mortal to further it's Stratedgy and Plan. One who Hates mankind- a jealous and powerless Force.

I've noticed that celebrities very often become suddenly active in promoting the cure or treatment of a certain disease when they get it themselves or a family member comes down with one.
So whattayasay we mix some HIV in with Coburn's flu shot next Fall and a see if he turns himself around ?

...When the Republicans were in the majority these was nothing that the Democrats could do to prevent legislation favoring Republican issues from going forward. Any hurdle managed to be put up and there were howls and cries of "obstructionism". Now that the Democrats are the majority its like they don't hold the majority. What has to happen so that these wimps stand up to people like Coburn?

How many times do these people have to be told about the benefits of prevention vs.having to treat lifelong?
